RD na patuloy na palalakasin ang disaster preparedness kung saan magkakaron ng pakikipag-ugnayan sa UP Diliman at UPLB sapagkat mahalaga aniya na maging resilient sa mga kalamidad ang lungsod. Binigyang diin din niya na ang pagkakapanalo ni Mayor Dimacuha na may 54,000 votes na lead sa nakatunggali nito ay isang pagpapatunay o testament na mahal siya ng taong bayan at senyales din ito upang higit niyang pag-butihin ang kanyang tra-baho. “Ito ay maiituring na approval rating sa mga na-

nunungkulan sa lokal na pamahalaan kung kaya’t malaki ang inaasahan ng publiko sa mga ito,” sabi ni Atty. RD. NOONG isang araw ay nasabon ni Sen. Tito Sotto si Land Transportation Office chief Viginia Torres. Anang senador ay dapat konsultahin ni Torres ang mga abogado ng tanggapan nila, sa halip na makinig sa abogado ng mga drug testing centers. Ang isyu, naasar ang senador sa LTO dahil hanggang ngayon ay hindi pa nili-lift ang patakaran sa drug testing, samantalang malinaw umano sa bagong batas na pinirmahan ni Pangulong Noynoy Aquino noong Mayo 30, 2013 na Republic Act 10586 o Anti-Drunk and Drugged Driving Law, na tinatanggal na ito. Magiging mandatory na lamang ang drug test-ing kung sakaling masangkot sa aksidente ang isang driver o motorista na tiyak umanong walang kawala. Ang drug testing kasi ngayon ay walang silbi dahil wala namang napapatunayan dahil sa anomalya, at gumagastos pa ang mga driver pag nagre-renew at mga bagong kukuha ng lisensya. Salag ni Torres, nakapaloob sa batas na mer-on pa silang apat na buwan para maghanda at magba-langkas ng implementing rules and regu-lations.June 27 nagpatawag ng pagpupulong ang LTO sa mga stakeholders tulad ng DoH, Office of Solicitor General at iba pa upang pag-usapan ang pagbuo ng IRR. Salag pa niya, hindi pa nalal-athala ang bagong batas sa mga diyaryo na may nationwide circulation kaya hindi pa ito epektibo. Punto naman ni Sotto, tanggalin na dapat ni Torres ang status quo order dahil mabigat ang ba-tas—na nakapaloob ang immediate and executo-ry at may repealing clause pa. Posible umanong maharap sa mga kaso si Torres dahil sa hindi pag-sunod sa batas, at dapat itong managot sa execu-tive department. Kung magmamatigas pa si Torres, baka mag-sumbong na umano si Sotto kay Pangulong Aquino, bagaman at malapit na kaibigan ito ng Pangulo dahil palagi itong nakakasama sa target shooting practice.May duda si Sotto na baka hu-mihirit lamang sa LTO ang mga drug testing cen-ters dahil may pera at kumikita sila dito. Maraming anomalyang umiikot sa LTO, at ka-hit sino, ang tingin sa drug testing ay walang silbi sa mga kumukuha ng lisensya. Malinaw na iniu-tos na ni P-Noy na alisin na ito, at ang patuloy na pagpapatupad kahit labag na sa batas ay patunay kung gaano katigas ang mga nasa likod nito.

ANO kaya kung magkaroon ng isang kooperatiba ng mga artist, writer at reader sa Pilipinas gaya ng Writers and Readers Publishing Cooperative sa UK? Marami pa rin ang nagtataguyod ng komiks bilang isang sining at sila ang naiisip ko na baka magkainteres na magtayo ng isang kooperatiba. Ang isang kooperatiba ay pag-aari ng mga taong pinaglilingkuran nito. Owned by those it serves. Kaya kung gusto ng mga artist at writer ng isang establisimiyento na magpapatuloy sa paggamit ng komiks bilang sining at maaari rin nilang pagsulitan ng kanilang likha, sila ang kailangang mamuhunan dito. Pero hindi lamang artists at writers ang puwedeng sumali sa kooperatiba. Maaari rin ditong sumali ang mga mahilig magbasa, mga distributor at vendor at maging mga empleyado ng imprentahan. Hindi kailangang napakalaki

ng puhunang isasali, pero gaya sa ibang negosyo, mas malaki ang pakinabang na matatanggap ng may mas mal-aking puhunang inilagay (kapag kumita). Ano naman ang negosyong puwedeng itayo ng isang readers, writers and artists cooperative? Malamang na publishing business ang una nilang maisip. Isang estab-lisimiyento na maglalabas ng mga komiks, pocketbook, magasin, atbp. Ito nga naman ang maaaring tumanggap sa kanilang mga trabaho. Pero hindi lamang ganitong uri ng negosyo ang maaaring ipundar ng kooperatiba ng mga art-ist, writer at reader. Ang isang kooperatibang irerehistro bilang isang multi-purpose cooperative ay maaaring pu-masok sa kahit na anong negosyo na kaya nitong pasukin at makakatulong din sa mga kasapi. Pangkaraniwang iti-natayo ng mga kooperatiba ang pautangan at grocery. Pero kahit hindi direktang nakakatulong sa mga kasapi, kung kikita naman ng maganda ay maaari ring ipundar ng isang kooperatiba. Napakalawak ng posibilidad—impren-tahan, internet café, marketing/trading business, pagpo-prodyus ng pelikula at marami pa. Siyempre ay kailangan lang pag-aralan muna. Sa kooperatiba ay dalawa ang basehan sa pagtanggap ng pakinabang. Una ay base sa laki ng isinaping puhu-nan o share capital. Mas malaki ang puhunan, mas malaki ang matatanggap na interest on share capital. Ikalawa ang tinatawag na patronage refund o balik- tangkilik. Kung sino ang kasaping mas maraming biniling produkto o mas tumangkilik sa serbisyo ng kooperatiba ay siyang makaka-tanggap ng mas malaking patronage refund. Bukod pa ito

Naging posible ito dahil suma-sabay ako sa service na kumukuha ng mga kopya sa gabi sa im-prenta sa bandang pier, at dahil magdaraan din naman sa malapit sa amin ang sasakyan, nagbibitbit nga ako ng ilang kopya. Iba-iba ang uri ng mga taong nabibigyan ko; mga tam-bay, nanay, tatay, lolo, lola, barangay tanod, negosyante, estudyante, etc. etc. Noong una ay hesitant silang tumanggap ng kopya da-hil baka raw singilin ko sila after a week. Sabi ko’y promo copy lang iyon kaya libre, at inii-introduce pa lang ang nasabing newspaper sa market. Ginawa ko ito para malaman ko na rin kung ano ang magiging response ng iba’t ibang klase ng readers sa dyaryo. At nang masanay naman ang mga binibigyan ko ng kopya, ako na ang inaabangan nila kapag pauwi na ako. Kapag nagtatanong ako ng tungkol sa mga nilalaman nito ay puro positibo naman ang kanilang sinasabi. Pinakamarami ang nag-aabang ng resulta sa lotto. Ang mga babae naman, gustung-gusto raw ang mga nobelang prosa. Ang iba ay horoscope at feng shui naman ang trip. Mayroon ding sports page agad ang inuuna. ‘Yun nga lang, since day one na namigay ako ng

kopya, may isang bagay akong hinihintay pero hindi ko pa naririnig—ang salitang salamat. Salamat sa diyaryo. Parang ang hirap bigkasin para sa kanila, kagaya rin kapag may nakipaabot sa iyo ng bayad sa dyip na sa halip na pasalamatan ka ay sisimangot pa sa iyo na para bagang utang na loob mo pa sa kanya ang ginawa mo. Nang magtagal ay naging demanding pa ang mga binibigyan ko ng dyaryo. Bakit daw hindi ako dumaan ka-hapon? Puwede raw bang agahan ko ko kasi kung minsan ay hindi siya nakakakuha ng kopya? Hmm, kailangan pa palang ako ang mag-adjust sa schedule nila! Anyway, hindi naman ako naghihintay ng kapalit sa ginagawa ko. Mas nagtataka lang ako sa papanipis nang papanipis nating values na mga Pilipino. Noong panahon ng ating mga ninuno, napakadali para sa kanila ang mag-pasalamat sa munting kind gesture ng kapwa. that Mr. Aquino would be a lame duck President for his remaining three years in office. It looks like their wish will not happen. Ironically, among the nine Team-P-Noy members, only one (Sen. Bam Aquino) belongs to P-Noy’s own Liberal Party. From the United Nationalist Alliance (UNA), two newcomers and a reelected one will reinforce the Senate Opposition group. They are: Senators Nancy Binay, JV Ejercito Estrada and Gregorio Honasan.

* * * On the local scene. Christopher de Leon will not have any toma de posesion stint in the local government where he was No.1 Provincial Board Member during his previ-ous term. In the last elections he failed in his attempt to get Batangueños promote him to the post of congressman for Batangas 2nd District. Boyet lost to Raneo Abu who claimed to possess ample experience in the job, having served as executive assistant for ex-Rep. Herminigildo I. Mandanas and later promoted to supervising political l affairs officer in the House of Representatives under the same office. Gov. Vilma Santos Recto won unopposed and gained her third term at the Capitol. This “Star for all Seasons” doubles as Governor and movie queen with a tremendous-ly popular appeal as box office films and TV celebrity cum medical product endorser. Who says you can’t eat your cake and have it, too?” Vice Gov. Mark Leviste, Ate Vi’s running mate got re-elected. Batangas City ex-councilors Dexter Buted and Marvey Mariño are now 1st and 2nd, respectively, Provincial Board Members (Bokales), of Batangas 2nd District. The third is Bo-kala Amy Alvarez who hails from the island town of Tingloy.

* * * In the capital metropolis. On June 30, front-running Batangas City political leader Mayor Eduardo B. Dimac-uha reels off with his latest term (his 7th reelection since 1987). He has served over the years, interrupted only by the constitutional edict of limiting the period of incum-bency of elected officials to three (3) at a time. Mayor Eddie or EBD took over from his better half, Mayor Vilma Abaya-Dimacuha, after the constitution-mandated hiatus on 2010-2013. Popularly known as “the longest serving mayor” of this port city, EBD transformed Batangas City from a low-in-come struggling community in 1968 to its present category as “a highly-urbanized component city” in this part of Luzon. New Vice Mayor. Dr. Emilio “Jun” Acosta Berberabe is the newVice Mayor and Sangguniang Panlungsod presiding officer. The new Sangguniang Panlungsod. There’s an im-provement in the number of kagawads in EBD’s renewed Administration. In the previous City Council, there were six (6) Admin councilors against four (4) in the Opposition. This time, the ratio is 8:2. They are:Mayor Eddie’s NPC partymates Couns: Glenn Aldover, Claudette Ambida, Ai-leen Grace Montalbo, Serge Atienza, Mando Lazarte, Alys-sa Renee Cruz, Gerardo dela Roca and Julian Villena. ENTER the various sets of executive and legislative offi-cials who won their seats in the recently concluded midterm Philippine elections. Spaniards call it “toma de posesion,” In English, the translation “taking possession” is suggestive, but “assumption of office” is more close to the meaning. Winning reelectionists were to return to their old of-fices and resume customary functions therein. Those who were not lucky were to have stepped down and relin-quished their official duties to the newly elected ones. That was supposed to have transpired on June 30, the last day of office of the previous administration. June 30 is also the official start of the term of all those elected last May 10. In the national and local bureaucracies July 1 is the opening of the incoming fiscal year. A “fiscal year” always begins on July 1 of a particular year and terminates on June 30 of the succeeding year. Can it be a sturdy and beefy cog in the wheel to turn a realistic accomplishment of P-Noy’s priority proj-ects as an enormous, if not total, poverty reduction and the creation in large number of much needed jobs? You have three years of the remaining P-Noy term of office to look and see. The following senators who won under Team P-Noy bandwagon are expected to support strongly the Presi-dent’s development projects and his matuwid na landas fight against corruption and wrong-doings in government: Sen. Paolo Benigno “Bam” Aquino IV, Liberal Party; In-dependents Grace Poe and Francis Escudero; NPs Allan Peter Cayetano, Antonio Trillanes and Cynthia Villar; LDP Juan Edgardo Angara Jr.; NPC Loren Legarda; and PDP Laban Aquilino Pimentel III. During the midterm polls campaign, P-Noy bashers lashed at President Aquino’s vigorous endorsement of his chosen candidates. Sa ganitong situwasyon, hindi tayo dapat tumitigil sa paghahanap ng malinaw na sagot para maging masaya ang ating buhay. Bakit hindi masawata ang mga namumutol nito? Bakit marami pang mga ilog na tinatawiran ng mga bata patungo sa kanilang paaralan ang hindi napalalagyan ng tulay? Bakit may mga tulay na nasira ng matinding pag-baha ang hindi pa ganap na naipapaayos? Ang karani-wan nating naririnig na kasagutan sa mga bakit na ito ay “Hindi naisasa-ayos ang mga proyektong ito dahil ku-lang sa budget”. Ang sagot na ito ay maaari pang sundan ng isa o marami pang “bakit”. Maraming bakit pa rin ang nakabandera sa mga ganitong tanong: Bakit patuloy na dumarami ang gu-magawa ng krimin? Bakit patuloy na dumarami ang mga naghihirap? Bakit marami ang walang mapasu-kang trabaho? Bakit marami ang nagtitiis na tumira sa mga squatters area. Bakit marami pa rin ang mga namumulot ng pagkain sa mga basurahan? Bakit maraming mga bata ang hindi nakakapag-aral? Bakit marami ang nalululong sa bawal na gamot? Bakit iilang tao ang nagmamay-ari ng mga lupain sa ating bansa? Bakit marami ang nakapagpapayaman sa sarili kahit ang pamamaraan ay nakakaapekto sa iba? Bakit marami ang mga naaapi at nasisiil ang karapatan, at iba pa? Bakit pagbabawas ng tao ang naiisip na remedyo ng ilang “marurunong” kapag naghihirap ang bansa? Ano baga ang talagang dahilan kung bakit tayo’y ki-nukulang? Sadya bang kakaunti ang inihanda ng Diyos para sa Kanyang mga anak? Ito kaya ang dahilan kung bakit ang bansa’y naghihirap? Bakit kaya ang gusto ng Diyos ay dumami ang tao tulad ng bituin sa langit at buhangin sa dagat (Genesis 22: 17), kung ito pala ang magiging dahilan ng kahirapan ng bansa? Ang ating Ama ay mayaman. “Nasa Kanyang palad ang buong daigdig pati kalaliman; ang lahat ay Kanya maging ang mataas nating kabundukan; Kanya rin ang dagat at pati ang lupa na Kanyang nilalang” (Salmo 95: 4-5). The Batangas City Government through the Office of the City Mayor intends to apply the sum of Php 9,650,000.00 being the Approved Budget for the Contract for BAC-PG-00174-13. Bids re-ceived in excess of the ABC shall be automatically rejected at Bid Opening.

Bidding will be conducted through open competitive bidding pro-cedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

Bidding is open to all interested bidders, whether local or foreign, sub-ject to the conditions for eligibility provided in the IRR of RA 9184.

The City Government of Batangas will hold a Pre-Bid Conference open to all interested parties on July 04, 2013 at 9:00 a.m. at the Office of the BAC Secretariat/TWG - (PG), Batangas City. Only those who have purchased the Bidding Documents shall be al-lowed to participate in the Pre-Bid Conference.
