Community Activities Message from the HOA

We are happy to report good news across several fronts. 1st, we have affirmed the current paint colors as currently displayed on the www.arborgreene.org website. There was some discussion about updating the colors but the board has voted to keep the current options. As a reminder, Design Review Board (DRB) approval is REQUIRED before a house can be painted. Second, we are excited about the new mailbox that was approved. Residents in villages that currently have the beige wooden mail box posts are the only areas affected. For any resident that needs to replace a mailbox, the new option is a black cast aluminum model. A sample is on display in the clubhouse. No changes to mailboxes are required so long as the mailbox meets the covenant requirements (clean, painted the correct color, not damaged, etc.). The new model is a very similar cost but will last many years longer and will require less maintenance. Affected villages will transition to the new model as the wooden mailboxes come up for replacement. Again, DRB approval is required before a mailbox can be replaced. This is a perfect transition into the focus inspection item of the month. You might have guessed – mailboxes will be the focus area. We have been overlooking mailbox inspections these until we had a final direction on replacement options. Now that we have a clear policy, we will be resuming inspections to insure the mailboxes (cf. p.8) meet the standards outlined in the covenants. As always, residents are welcome to report homes that should be inspected for covenant violations. These can be reported to Mark Eary with Greenacre at [email protected]

All planned changes to the exterior of your home must be submitted to the Design Review Board (DRB) via an Alteration Application. And, DRB approval must be obtained before any work is begun. All Arbor Greene HOA documents and forms can be found on-line at :www.greenacreproperties.com. Click the “Resident Login” link at the top of the page to sign in. It is each homeowners responsibility to know what is covered in the Declaration of Covenants (Deed Restrictions) and Design Review Board Standards.

Message From the Chairman

Dear Fellow AG Residents: The CDD board has begun consideration of the 2014 budget. The district’s annual budget governs how it spends the sizeable amount of money it collects every year, primarily in the form of assessments from you as part of your tax bill. In fiscal year 2013, the CDD will have collected over $1.6 million in revenue from your assessments and other fees, and that money will be spent to maintain and operate the assets of the district. The revenue covers expenditures like the following: payroll for clubhouse, maintenance, and administrative staff; operation of the front gatehouse; district-wide landscaping, hardscaping, lake care, and conservation area monitoring; operation of the pools, tennis courts, fountains, and parks; and maintenance of Arbor Greene roads, streetlights, and other infrastructure. The CDD this year also will have collected approximately $1 million from you to service the district’s outstanding bonds. Finally, the CDD owns and maintains the gates at five villages, and it collects additional assessments from the residents of those villages in order to offset the gates’ maintenance costs. Budget discussions will take place for the next several months primarily at the board’s monthly Thursday workshops, which of course are open to the public and held in the Gathering Room at the clubhouse. Those discussions will focus on spending priorities for the next fiscal year beginning October 1, 2013. As I noted in prior newsletters, of paramount concern will be the aging of the district’s assets and how best to address the increasing need for repair and replacement of those assets. At those workshops, the board will increase or decrease the various line items in the draft proposed budget to reflect its spending priorities. Likely to feature prominently in the discussions are the following issues: clubhouse renovations; sidewalk and curb cleaning and repairs; tree maintenance in the villages; potential replacement of the cedar trees around the lap pool; landscaping improvements at the Cross Creek frontage and elsewhere; streamlining of personnel and payroll; and other aging asset repairs and improvements throughout the district. In May at its monthly Monday meeting, the board will consider and vote on the proposed budget and what the maximum assessment (the “high water mark”) will be for the coming year based on the CDD’s anticipated spending needs. That number will be what appears in the TRIM and public meeting notices you will receive over the summer. The actual annual assessment ultimately approved by the board likely will be lower than the maximum set in May, but it will not go higher. The public meeting on the FY2014 budget and the annual assessment will take place at the Monday board meeting in August, and after public comment and board discussion and amendments, the final FY2014 budget and annual assessment will be approved by the board. Setting the budget is one of the most important tasks that the board undertakes every year. Because of the direct effect it has on you, your input is welcome throughout the budget process. Meanwhile, this newsletter unfortunately will be the last for our editor, Geri Burke. She has served the district ably over the last couple of years, but she has decided to move on and pursue other ventures. Rest assured, the CDD will continue to publish the newsletter with the help of an outside vendor until the board decides whether to find a replacement editor, to expand the position to include other communications media, or to contract on a longer term basis with a vendor that will handle layout and editing. WHAT THE BANKS DON’T WANT YOU TO KNOW

Debt Reduction While Increasing Personal Wealth (Part-14) There’s no question that we’re all trying to survive arguably one of the worst economic times in our nation’s history. With jobless rates on the rise and the continued threat of income loss or reduction, most of us are looking for clear explanations, as well as quick fixes. Unfortunately, our financial situations are like fingerprints, differing from one person to the next, with rarely a universal fix that can apply to everyone. However, there is one common theme that most of us can likely agree has led us, as well as our nation, to this point: revolving debt. This series of articles has been engineered to expose the pitfalls of revolving debt as well as revealing techniques to reduce and eliminate it. Unfortunately, none of these techniques were designed to provide the overnight success and immediate debt relief that could ease the navigation of a questionable economy. So, how do we proceed from here? Read on for a few Spring cleaning tips. If you have a critical financial need, this article is not meant to fulfill it. I would strongly urge you to avoid hesitation and sit down with a financial manager, your current lender, or a debt consolidator. If you’re not in a critical financial situation, consider reading on for a few alternative debt relief tips. Nearly all Americans are feeling the effects of our unstable economy and are realizing that the dollar doesn’t carry the buying power that it used to. With a shrinking dollar and the threat of salary reductions, the stresses on our family economies can make us feel like we’re nearing a breaking point. The only way to mitigate the stresses caused by our personal financial scenarios is to focus on the basics and move forward one step at a time. A budget is one of the most basic tools that we should use to help us assess our financial status, but what if we’re not able to balance our own budget, even after trimming the unnecessary expenditures? Before cashing in our Certificates of Deposit, 401k’s or other retirement accounts, consider a thorough Spring cleaning. Each Spring, we have a wonderful opportunity to clear the garage of things we determine we no longer need or can do without. Consider expanding this review to include your entire home, as well as your family finances. Are there products around the home that you no longer need that you can sell or donate as a tax write-off? Do you have a second car for a single car family? Are you paying some optional bills for services you no longer need or can accomplish yourself? Consider using this Spring time to clear out more than just your garage. Most of us are likely to find at least a few hundred extra dollars that can provide us some much needed financial flexibility. Are you expecting a tax refund this year? Have you already determined how you’re going to spend the extra cash? It’s difficult to pass up the use of the tax refund on the latest gadgets or creature comforts that you’ve convinced yourself you deserve since most of us are used to viewing this money as our own personal stimulus check. However, in a questionable economy, we should consider a more practical use of our refund by splitting our extra cash between adding to our emergency savings account and paying down some of our most costly bills. For any of us to survive a struggling economy we must attempt to regain and maintain our financial flexibility. This flexibility can increase our ability to successfully navigate and absorb the effects of higher bills and possibly lower income. If our current debt levels are restricting our ability to remain flexible and we’re unable to personally coordinate debt consolidation (credit cards, loan rate reductions, etc.) with our lenders or creditors, than there is no shame in asking for help. A finance advisor or highly rated debt consolidator can assist in regaining control of our spending and eventually increase our financial flexibility. Don’t let a slippery economy cause you and your family overwhelming financial stress. It’s almost never too late to begin a debt reduction plan that can actually boost your investment portfolio while increasing your net worth and financial flexibility. Avoiding the daily offers to maximize your debt will not only help you to regain your financial flexibility but has the very real probability of significantly reducing the financial stresses in your family’s lives. Lastly, please be careful of who you take your financial advice from. Before accepting debt reduction or investment advice, ask your advisor if they are completely debt free. Many of us believe we own our home and vehicle, but in reality, a loan means that the lender owns these assets. If your financial advisor is not truly debt free and still has a mortgage or vehicle loan(s), you should be very cautious about taking debt reduction or debt elimination advice from them. Please watch for future articles meant to further assist you on your way to financial freedom.

New AG Mailboxes

After nearly 15 years of operation, through wind, rain, cold and heat many of the mailboxes in our community are no longer repairable, but are do for replacement.

Based on the quality of the design, durability and sustainability, the HOA has selected the model pictured below. Made of durable cast aluminum and costing $425, this will be the replacement model in the 7 villages that current-ly have wooden mailboxes.

There is no timeline for the overall replacement of mailboxes, but as a mailbox succumbs to age and is no longer viable you will be required to replace your mailbox (cf. p.3) with the new model on a timely basis.

Any questions regarding the new mailboxes can be addressed to the HOA.

BEWARE OF THE LOVE BUGS

Twice a year, we Floridians experience an invasion of ny flies, known as “love bugs.” These ny red and black bugs get their name from their ability to mate while in flight. Throughout the months of April through May and again in September, you will see these small insects “stacked” in tandem everywhere – all over your car, your home, or your barbecue in the park. Though a nuisance, they are harmless, except for the damage o en caused by their carcasses to your car’s paint. “SPRING CLEANING”

Arbor Greene remains one of the best communities in New Tampa, providing a family atmosphere with a large number of entertainment and shopping options available nearby to accommodate most of our needs. As we move into Spring, most of us will begin to make use of the better weather and spend more time outside. Unfortunately, the same is true for would-be criminals who find it a good time of the year to increase their activity. We can continue to help ensure our community remains a great place to live, and help deter criminals, by remaining vigilant and reporting criminal activity or suspicious behavior. As the weather warms up, many of us will typically come out of our “hibernation” and take the time to clean the garage, the yard, and sometimes the home. As we spend more time outside, we have a tendency to leave our garage and home unsecure; this is when we are likely to see an increase in Crime-of-Convenience. We can significantly deter Crime-of-Convenience by remembering to close our garage and home doors whenever they are not in use, to prevent potential criminals from quickly entering our property. Please don’t forget to put scooters, bikes, or similar items back in the garage when not in use to prevent thieves from riding or walking off with them. We can also help to avoid Identify Theft by remembering to shred old bills, statements, and any personal information we decide to dispose of during our Spring cleaning. Our families likely have other worries in our busy lives, so by working together, we can help avoid dealing with the unnecessary added stress of being victims of these criminal activities. The Tampa Police Department (TPD) and NWA urge you to be persistent in immediately reporting suspicious persons or activity by calling 813-231-6130, and please allow the experts to engage or pursue these individuals. If you see a crime against person or property is about to occur or has already happened, then immediately call 9-1-1.

Due to below normal rainfall, reduced river levels and increasing water supply concerns, the Southwest Florida Water Management District's Governing Board recently voted to increase water restrictions in the Tampa Bay area. Effective March 13, 2013 through July 31, 2013, lawn watering* is now limited to a once-per-week schedule as outlined below:

Street addresses ending in 0 or 1 - Monday Street addresses ending in 2 or 3 - Tuesday Street addresses ending in 4 or 5 - Wednesday Street addresses ending in 6 or 7 - Thursday Street addresses ending in 8 or 9 - Friday

Allowable watering hours are before 8 a.m. or after 6 p.m.
