2.The next CDD Meeting will be May 24th at 6:30PM in the Gathering Room.

Enclave and Estuary Fountain
Ever wonder why the Enclave and Estuary fountain isn’t ever on? Here is the story. The
fountain was initially turned off in 2006 due to the City of Tampa water restrictions, effec-
tive May 4, 2006, that stated "Outdoor aesthetic uses of water such as decorative water
fountains and features are prohibited unless the fountain is re-circulating and provides a
necessary water quality benefit or uses reclaimed water. The "water quality benefit" did
not apply to the Enclave/Estuary fountain but did apply to our entry fountain, and that is
why we have continued to use the front fountain within the hours permitted. Since the En-
clave/Estuary fountain uses city water, we could not use the fountain. Southwest Florida
Water Management District (SWFWMD, aka Swiftmud) restrictions, which have varied
over the years, permitted fountains for eight hours daily, but that use did not apply to Ar-
bor Greene as we are in the city and the city guidelines were more stringent. That may be
why you have seen other fountains being used or they are using reclaimed water.
During this period of inactivity, we continued to periodically "test" the fountain until we incurred leaks in the foun-
tain liner. The liner had been replaced several years prior to this incident. During the inspection, the liner was found
to have too many leaks to repair and the repairs could not be guaranteed or warranted. Therefore, the liner either had
to be repaired, replaced or another solution found. Our best options at this point were to replace the liner, or remove
the liner and have the fountain well sealed with a concrete marquis finish.
The fountain situation /repairs were discussed at the 9-22-08(FY 2008) CDD meeting and the Board confirmed their
previous decision to defer maintenance on the fountain, and the type of maintenance, liner or concrete finish, until
water restrictions were lifted. During the FY 2009 and FY 2010 budget development process (April- July) each year
the fountain situation was considered and the decision was to not include the repair costs in the budget due to con-
tinuing water restrictions. Since then, the water restrictions from the City of Tampa have also varied from no foun-
tain use, to four hours per day (6-1-09), to the present restriction of eight hours per day effective 1-1-10.
The fountain status will again be included in the budget development process that began in April 2010 for FY 2011
budget that begins Oct 1, 2010. The projected expenses of restoring the fountain to use, estimated from a low of
$10,000 to a high of $30,000, along with current water restrictions, whatever they are, will be considered by the
CDD Board in determining if the cost/benefit would warrant inclusion in the FY 2011 budget. Additionally, the
Board could determine at any monthly meeting to incur the unfunded expense and proceed with repairs to startup
the fountain. This course of action is unlikely as the CDD Board is required to stay within the budget.

Room for someone’s special birthday, baby shower, bri-
dal shower, anniversary, business meeting, family reun-
ion, welcome home party, sports team celebration, or

$100 for alcoholic events. Refundable deposit of $250,
if contract provisions are met.
2. Convenient: easy to set up and clean up.
3. Space: room accommodates 40 persons in the Gather-
ing Room, 42 at the Resort Pool, and 20 in the Aerobics

4. Save wear and tear on your home.
5. Don’t disturb your neighbors.
6. Easy access.

nance of the Community Center, and ultimately help
keep the cost of the CDD assessments lower for all
home owners.
Crosswalks in Arbor Greene
Arbor Greene has four (4) designated crosswalks on two of our most heavily traveled roadways. Two crosswalks are on Arbor
Greene Drive, one at the Devonshire Lake Drive intersection and one at the Community Center entrance at the intersection at
Arbor Wind Drive. The other two cross walks are located on Arbor Creek Drive at the intersection of Avalon Lane and the
remaining crosswalk is located at the intersection of Arbor Run Drive. These crosswalks provide a safe and convenient area
for our residents to cross the streets, but only if vehicle drivers adhere to the Florida State Statutes and STOP their vehicles
and YIELD to pedestrians in a crosswalk. As many of us have experienced, we, as pedestrians, should never “assume” a vehi-
cle driver will stop and allow us to cross the street and unharmed. Often, drivers are in such a rush that they expect pedestrians
to stop for them, and get quite upset when they have to stop and let pedestrians slowly cross the street in the crosswalk.
Here are some common sense guidelines to pedestrians and drivers.
Pedestrians:
Stop and look for vehicles. Florida law requires vehicles to stop for pedestrians in a crosswalk.
Make sure vehicles are stopping before you begin to cross. Make eye contact with the driver if possible.
Watch to make certain vehicles in each lane are stopping. Never assume the vehicles are going to stop.
Move quickly across the street so that you do not unnecessarily delay the driver(s).
Thank the driver for stopping with a friendly wave.
Vehicle Drivers:
Always stop for pedestrians in a crosswalk. It is the law in Florida.
Never assume the pedestrian will wait for you.
The speed limit in Arbor Greene is 30MPH (except in Devonshire which is 25MPH). However, when pedestrians are pre-
sent, slow down and expect the unexpected. Children are prone to “dart” into the street when nearby.
Be patient with slow walkers. Don’t blow your horn or your cool!
When traffic control signals are not in place or in operation, the driver of a vehicle must yield the right-of-way, slowing
down or stopping, to a pedestrian crossing the roadway within a crosswalk.

Happy Mother’s Day
In the United States, we celebrate Mother's Day on the sec-
ond Sunday in May. The holiday was created by Anna Jar-
vis in Grafton, West Virginia in 1908 as a day to honor your
own mother. Jarvis wanted to accomplish her mother's
dream of making a celebration for all mothers. She kept pro-
moting the holiday until President Woodrow Wilson made it
an official national holiday in 1914. The holiday eventually
became so commercialized that many, including its founder,
considered it a "Hallmark Holiday", i.e. one with an over-
whelming commercial purpose. Jarvis eventually ended up
opposing the holiday she had helped to create. Jarvis died in
1948, regretting what had become of her holiday. In the
United States, Mother's Day remains one of the biggest days
for sale of flowers and greeting cards.
Fun Facts:
- Mother’s Day is the biggest holiday for long-distance tele-
phone calls.
- According to the National Restaurant Association,
Mother's Day is now the most popular day of the year to
dine out at a restaurant in the United States.
- Mother's Day generated 7.8% of the U.S. jewelry indus-
try's annual revenue in 2008, with custom gifts like mother's
rings.

Village Gate Entries
If you live in one of the vil-
lages, Devonshire, Enclave,
Estuary, Parkview and Retreat
and you have guests visiting,
do you know how to let them
in? Your guest must scroll
down the list in the gate direc-
tory box, find your last name and press the call button.
Your house phone will ring, then you must pick up and
press the number nine. Once you press nine, the gate
will automatically open for your guest. As long as you
have a landline phone number, this will work. Other-
wise, you must give your guest your personal four digit
code. To get a four digit code, you must come in to the
Administration Office, with proper identification, and
give your code to either Barbara, or Tawny. Have your
guest key in your personal code and the gate will open.
All gates, except the Estuary, are the same, where you
just enter the four digit code. With the Estuary, you
must press the pound symbol and then the four digit
code.
The Administration Office is open Monday through
Friday 8AM-5PM. Please call 991-9226, before
arriving to pick your four digit code.

2010 Tampa Bay
Hurricane Expo
During the first three
days after a natural or
man-made disaster,
local governments
work hard to re-
establish essential
services such as power, water and sewer, and clearing
debris from the streets. So, the City of Tampa and Hills-
borough County, in conjunction with the Museum of
Science & Industry (MOSI), want residents to under-
stand that The First 72 Are Up To You!
That is the theme for the 2010 Tampa Bay Hurricane
Expo to be held on Saturday, May 22, from 9AM to
2PM at MOSI. The theme means residents should be
prepared to provide for themselves for up to first 72
hours after a storm.
Admission to the Tampa Bay Hurricane Expo is FREE!
For more information please visit
www.tampabayhurricaneexpo.com or call Cathy
Crowder, MOSI at 987-6080.

A Message from the Neighborhood Watch Directors
Hello Arbor Greene Neighbors! The past few months have seen an increase in auto burglaries throughout the New
Tampa area, so we wanted to offer you some security tips to hopefully help keep your vehicle(s) and valuables safe.
- Lock all doors. Repair any broken door locks.
- Roll up windows. Fix broken windows, including windows which will not roll up completely.
- Turn on the vehicle alarm, even if you will be gone for a short period of time.
- Whether at home or otherwise, park in a well lit area and at a location which is not secluded. Turn on your outside
lights to illuminate the area where your vehicle is parked.
- Park your vehicles in the garage. Lock your vehicles although they are in the garage in the event the garage door
does not get closed.
- Remove all valuables from your vehicle, including your keys (car, home, and office). It takes less time to remove
your valuables, than to file police report, deal with your insurance company, and purchase replacement items.
- Check the inside of your vehicle before you enter it. As you leave your vehicle, check the surrounding area for
suspicious persons or activity.
- If vehicle alarms go off, don’t assume it is a false alarm. Please call Tampa Police Department Suspicious Activity
phone number (813-231-6130) so police officers can investigate and possibly stop a crime.
On March 26, 2010, three vehicles were broken into in New Tampa by a suspect, B/M, 18-25 years old, 6’-6’3, 180
pounds, white T-shirt, jeans, black sneakers, and black do-rag. He was driving a 2009-10 Jeep Commander, 4-door,
dark blue or possibly gray, with chrome trim package. If you see this person or vehicle, call Detective Bullard at
813-931-6543 (Desk) or 813-610-6193 (Cell).
If you would like to receive additional security tips and other relevant information from Tampa Police Department,
please e-mail us at [email protected] to be added to the NWA e-mail distribution group. Joining
this e-mail group does not obligate you to any other Neighborhood Watch activity, but should help you and your
family to become better informed and more secure.

WANTED - BENITO BOARDWALK BANDIT(S)
$500.00 REWARD
There is a $500 reward for information leading to the ar-
rest and prosecution of the person(s) responsible for the
continuing damage to the Benito Boardwalk.
One 10 foot long section of the railing was broken off into
the water. Although there is no way to be sure, vandals
usually strike close to home. Chances are that someone
living in Arbor Greene is responsible for the damages
done. Does you child or children know who is responsi-
ble? Damage to the boardwalk alone averages $2,000 per
year. The damage done this time was $1,290!! That’s your
money!!
If you have any information concerning the person(s) re-
sponsible, please contact the Arbor Greene Administration
Office at 991-9226. Criminal mischief is costly to the resi-
dents of Arbor Greene. Continued vandalism and dam-
ages to the boardwalk could result in its closing, caus-
ing a great inconvenience to the 40-50 families whose chil-
dren use the boardwalk to go to and from Benito Middle
School.
Parking Vehicles in Garages
The Covenants, Conditions and
Restrictions of Arbor Greene re-
quire that all vehicles be parked in
garages. When there are more ve-
hicles than bays in the garage, ad-
ditional cars may be parked on the
driveway, as long as those vehicles do not block the
sidewalk. At no time can vehicles be parked in the street
over night. Vehicles parked in the streets are subject to
being towed. This is not only a violation of the Arbor
Greene covenants, but it violates a city of Tampa ordi-
nance. We understand that some garages were con-
structed in a way that makes it physically impossible to
fit certain vehicles in one of the garage bays. If you be-
lieve that you have such a garage, you may ask for a
variance of the requirement by contacting Jeff Couturier
at the HOA, in writing at:

Summer Junior Tennis Is Starting
This summer Train Smart Tennis invites your children to join the fun of learning tennis at Arbor Greene. Our mis-
sion is to provide a systematic basic approach so your children have the opportunity to learn the game as quickly as
possible. Our approach truly teaches children the fundaments to enjoy the life-time game of tennis and to build self-
esteem. There is no substitute for a good beginning! Our training is designed so your children can follow a pathway
to improvement and competition. The next step would be the Train Smart Players Program which has produced
some the top juniors in the area. We provide a system of training for your children no matter what their level of
play. Summer tennis starts Monday, June 14th and continues for 10 weeks. Players can sign up for one week at a
time and attend 1 to 4 days per week. Classes are held Monday through Thursday from 9-10AM for 5 – 7 year olds,
10-11:30AM for 8 -12 year olds and 13 and over. Sign Up By Calling Coach Alan at 610-7301.
