1. The 11th National Economic and Social Development Plan 2012-2016

Strategy: Managing natural resources and environment towards sustainability

Key Measures

• Shift the development paradigm and consumption behaviors towards the environmentally-friendly society & low carbon economy

• Improving ecological efficiency of the production and services towards the environmentally friendly society

• Reinforce urban environment and infrastructure management • Establish the Voluntary Domestic Carbon Market

National Framework Policy

2. Government Policy of the Prime Minister H.E. Ms. Yingluck Shinawatra

Key Measures

• Reducing resource use, and lowering greenhouse gas emissions in accordance with the principle of reduce, reuse and recycle

• Develop towns or eco-industrial towns to become a low-carbon society

• Support the production, use, R&D of renewable and alternative energy sources, with the objective of replacing 25% of the energy generated by fossil fuels within the next decade

• Promote energy conservation through reduction of power usage in the production process by 25 % within the next two decades

Strategy on Mitigation

Key measures:

• Reducing GHG emission based on sustainable development by means of CDM implementation. Priority is given to energy sector, waste utilization, agricultural activities, and industries.

• Increasing forest area by afforestation.

• Increasing activities to promote clean and low carbon technology

The organization that directly responsible for CC in Thailand is MonRE Thailand had ratified United Nations Framework Convention on Climate Chagne (UNFCCC) in December 1994 Kyoto Protocol (KP) in August 2002

10 Climate Change International Technical and Training Center (CITC)

• Paradigm shift to green and low carbon society • Capacity building on adaptation to reduce vulnerabilities to CC impact • Develop the database and registry system of GHG emissions, and carbon market • Establish carbon fund and promote carbon market • Develop Thailand MRV system • Promote the carbon label and carbon footprint

• Promote CDM and recognize global warming issues in manufacturing, transportation and residential sectors. • Increase RE share in the industrial sector using revenue from trading carbon credits as an incentive. • Promote urban development and reduce GHG emissions with an aim to become a low carbon society.

Objectives, activities, outputs which is focused on capacity building and assisting government, manufacturers, retails and stakeholders throughout to adopt and implement the energy efficiency standards and labels (ES&L) JICA: 2 year project with JICA, basically training on Mitigation to TGO and related organizations and we will have the 2nd phase starting this January 2013 which will enhance to focus more targets in th. And also in ASEAN developing countries and we called the establishment of the CITC Removal of barriers to the successful implementation of energy standards and labeling policies and program in Th. Which is a 5 years project with UNDP and GEF Bresl: ES&L gap analysis and capacity need assessment in Thailand Public misperception of EE labels, lack of comprehensive EE data source, lack of HR
