CONDOLENCE
Prof Virendra Kumar Tiwari, General Secretary of FISE left all of us on11th October,2016. He was 64. The death was sudden and hard to believe. Onbehalf of AIFRUCTO, Prof.Satish Chander, Our vice President andProf.Rajendrasingh Pawan, our National Secretary participated in the funeraland conveyed our message to his family. He was General secretary of FISEfrom 2015. He was also secretary during 1990-2015 and general secretaryduring 2005-2007 of AIFUCTO. AIFRUCTO offers its heartfelt condolencesto the bereved family of Prof. Tiwari.”

Respected professor, Fraternal greetings.
Our National Secretariat meeting was held on 7-12-2016 at Guwahati. All
leaders who came to AIFUCTO conference from all states were permitted to
participate in the meeting. Assam Retired College Teachers’ Association made
all arrangements for this meeting.
It is important to mention a few words about their hospitality. Every
participant of this meeting was felicitated with a shawl and Assam Tea Bag by
them. It is a memorable experience for every participant.
Since our president could not come for this meeting Prof.Sadananda, Vice Presi-
dent presided over the meeting. Another important memory is that Prof.Mrinmoy
Battacharji, our patron came to the meeting and addressed the gathering. It
was very useful for all of us.
After the report of Gen. Secretary, states who were present gave a small report
of their state problems and discussion on UGC PRC also went on. Finally it was
decided that:
1. When AIFUCTO organises any form of action on the issues of UGC PRC
recommendations, we must also join them and show our solidarity.
2. If needed we can also plan our own action program under the banner of
AIFRUCTO to draw the attention of the Government of India on our issues
and get remedies for that. This program may be decided by the National
Secretariat.
3. Telengana leaders as well as Andhra Pradesh leaders came forward to host
our 4th National Conference. It was decided to give the first chance to AP.
The respective leaders told that they would decide in their EC meeting to be
held on 29th Jan, 2017 and inform us about it.
4. The house appreciated the efforts taken by RCTA AP to enrol about 395
Life members for AIFRUCTO. Further as per the decision taken at our
National EC meeting held at Bhubaneshwar, it was decided to accommodate
one National secretary also from Andhra Pradesh. Their EC was requested
to recommend names for office of AIFRUCTO .
Decision of RCTA, AP:
1. They have proposed Prof.P.M.Ramakrishna Reddy for the office of National
Secretary and Prof.S.Krishna for the office of Zonal Secretary.
[As per the decision taken at Guwahati these names were approved and
made as office bearers of AIFRUCTO for the remaining period of this term.
Similarly they have given the names of professors to represent RCTA AP in
national EC and in National General Council of AIFRUCTO.
2. They have decided to host the 4th Annual Conference of AIFRUCTO at
Vijayawada. We thank them for having taken this decision. After consulting
office bearers of AIFRUCTO and office bearers of RCTA AP over phone
and email, the following decisions regarding conduct of our conference
have been taken.
a) Dates and program: 25th April,2017—4pm—Our National EC meeting
26th April——9am—General council will start
This is to plan your travel arrangements. Detailed program will be given
to you at the time of conference.
b) Venue of the meetings and conference:- Auditorium., Siddartha college of
Pharmacy, adjacent to P.B.Siddartha College of Arts and Science,
Vijayawada.
c) Delegate fee: Rs.1000 for delegates from other states—They can stay on
25th and 26th night, if needed. (For local delegates RCTA AP will fix delegate
fee).

A spl meetig of Tanrecta, Mayiladuthurai was coducted on 5/2/2017 todistribute IT worksheets. Resolved to request the Director of Treasuriesto allow pensioners to include the name of their spouse in pension passbookas per the directions of RBI.
Monthly meeting was conducted on 12/2/2017. The letter receivedfrom the General Secretary was read before the members. IT work sheetswere collected from members and submitted in sub treasury, Mayiladuthurai.

KUMBAKONAM UNIT
This unit of Kumbakonam, met on 11th February, 2017, the SecondSaturday of this month, in the premises of Gopal Rao library, Town HallRoad, Kumbakonam, by 5.30, in the evening. President Prof.C.Rajasekaran presided. He said “The unprecedented protest at the Marinahas drawn global attention to the State’s issue. The agitators did not allowthe politicians to mingle with them, because they know well that thepoliticians would convert the agitation into a political tamaza. This approachhas awed and amazed the people all over India. Besides jullikattu issue theinstitutionalization of corruption, degradation of waterbodies andunemployment problem reverberated through the Marina. Prof. Arasu theformer Professor of Madras University has rightly said, “ The pent upanger has found a vent in the protest.” The peaceful protest unfortunately

ended in mayham. We do not know why the police unleashed the mindlessviolence on the hapless students. A thorough judicial probe will throwlight on the problem. Questions set to the audience were ( i ) ExpandPETA (ii) In what ways the budget presented by Arun Jaitly on 1st February,2017, is different from the previous budget ? Prof Dr. A..John Merina andProf. Dr. C.Mani answered and won the prize.
We remind our members that it has been decided to have the annualfeast in the month of March, on 11 – 03 – 2017. We request all themembers of this unit to participate in the annual feast.
We once again remind our unit members to remit the subscription forthe year 2016 – 2017. Kindly ignore this if it had already been paid.
Please note that Form 26AS [ Annual Tax Statement under Section 203AAof the Income Tax Act 1961 ] TDS deposited towards income tax for theFinancial year 2016 – 2017, has been incorporated upto December – 2016[the Date of Booking is 6th February, 2017 ].
Prof.R.Ulaganathan worried that the requests of graduate Tutors andDemonstrators who have qualified and retired as Assistant Professors arenot at all considered, it seems. The attention of the centre unit is solicitedin the above grievance. Their services as Tutor and Demonstrator mustbe considered as qualified service and taken for pension fixation. He alsofelt that the grievances of the retired graduate Tutors and Demonstratorsare yet to be redressed.
Our beloved Professor Dr. K.R.Radhakrishnan, Retired Principal, waskind enough to send newer ‘income tax form for 2016 – 17. As it issuggested by our professor that ‘the pension particulars can be downloadedfrom the web site “karuvoolam ’!ECS Status” by entering the PPO number.’
The following members Dr. K.S.Vasudevan and Prof. S.Pandiancelebrate their birth day in February. We express our good wishes. Prof.P. Marimuthu delivered vote of thanks, mentioning that our next meetingwill be held on 11 – 03 – 2017, in the premises of Gopal Rao library,Town Hall Road, Kumbakomam, by 5.30 p.m along with the Annual feast.

MADURAI UNITThe members of Madurai Unit of TANRECTA met on 14th Feb.2017
in the premises of MUTA office at Prof.V. Shanmuga Sundaram Hall at10.30 A.M. under the presidentship of Prof.C.K. Madhuram. Shecommenced the meeting and offered greetings to the members. Prof.R.Bhakyalakshmi read out the names of members, who celebrate Birthdays in this month and they (5 members) were felicitated and adornedwith handloom towels.
Unit secretary Prof. G.Ramamoorthy narrated the activities theAssociation during the month of Jan. The Assn.members met the studentsand youths, who struggled for the cause of Jallikattu gathered at TamukkamGround by putting the felicitation wall posters, issuing hand bills and packetsof Biscuits to the students on 20th Jan 2017. The unit secretary requestedthe members to participate in large number in Dharna programme to beheld at Chennai on 17.3.2017. He also requested to participate in the Nationalconference of AIFRUCTO to be held at Vijayawada on 25th & 26th of April2017 in good number. He further requested that all members take necessarysteps to enroll as life members of AIFRUCTO. The unit secretary thankedthe efforts taken by the General secretary and Prof. Kamal of the Printinghouse to send us the extra copies of TANRECTA Speaks to be issued tothe members who lost it in postal transit every month. The secretaryinformed that the state Executive committee would meet at Trichy on 26th
Feb to discuss various issues. Senior Prof.K.R. Wittal Dass is seekingAssociations help and the members who have less than 33 years of service.
The Association congratulated Prof.S. Chandra for having elected as“state women coordinator” unanimously. The vacancy arised for the postof vice-president of this unit was informed to the members. The memberssuggested Prof.M.B.S. Prem Babu for this post and he was unanimouslyelected. TANRECTA and AIFRUCTO news were briefed byProf.T.N.Gogulnath Babu, president, TANRECTA. Prof.N.S. Sethuramandelivered special address on “where we are going”. A book on tamiltranslation of hindi songs by Dr.K.M. Chandra Mohan was introduced andreviewed by Prof. M.B.S. Prem Babu and Prof. S. Mahadevan. Dr.A.Manoharan submitted the A/C of Income and Expenditure for the monthof Jan 2017. Prof.S. Shanmuga Sundaram was happy to provide lunch tothe members. The Assn. thanked him very much.Prof. G. Jaganathan,E.C. member proposed vote of thanks.
The following resolutions were passed in the meeting:-It is resolved that due to drought, the Agricultural Community in Tamil
Nadu suffered a lot. The Govt.of Tamil Nadu and Govt. of India shouldannounce welfare schemes to the poor agriculturalists and arrange to paycompensation.
The Association thanked the Govt. of Tamil Nadu for having passedordinance to exempt the students of T.N. from NEET Examination.
The Govt. of. T.N. should take severe action against the culprits, whoinvolved in violent activities in the peaceful Jallikattu struggle organized bythe students in Merina Beach, Chennai.
It is resolved to request the Govt. of Tamilnadu to implement parity ofpension to those, who retired prior to 1.1.2006 and after 1.1.2006, which

is pending for a long time. The Govt. of Tamilnadu is urged to include thelibrary and Information seience subject in SLET Exam for the unemployedtrained librarians throughout the state.
The Govt. of India and Govt. of Tamilnadu should take immediate
steps to implement the recommendations of the U.G.C. Pay ReviewCommittee submitted to the Central Government recently. It was resolvedto condole the death of 6 soldiers due to heavy snow fall.
As usual, the next meeting to be held on 14/3/2017 (Tuesday) at10.30 A.M. at Prof. Shanmugasundaram Hall, MUTA office. Prof.M.Sheik Abdul Kadhar would deliver special address on “Lesson
through Travel”. The members, who celebrate their Birth Day duringthe month of March 2017 would provide lunch to the members.

Report of Monthly Meeting on 11.02.2017
67 members attended the meeting. In the absence of Dr. V.Swaminathan, who had gone abroad the Vice-President Dr. M.
Chandrasekaran, presided over the meeting.
Dr. K. Vatsala, Hindi Department, Ethiraj College (Rtd), Dr. M. Seshan,Hindi Department of DG. Vaishnava College and Dr. S.S. Kumar, EnglishDepartment, Presidency College were felicitated for their academicachievements, accomplished during their retired life.
The Vice President Dr. M. Chandrasekaran, while welcoming themembers, spoke about the political impasses in Tamilnadu which has resultedin a virtual halt of all government machinery in the state.
The secretary, Dr. R. Lawrence informed about the submission of thePay Commission Report by the “Chauhan Committee’ constituted forrevising the pay scales of College and University teachers all over thecountry. He said, that for the first time, the college pensioners NationalFederation “AIFRUCTO” was involved in the discussion with the PayCommittee and it was hoped that justice would be done for the pensionerswhile implementing the report. The Secretary also criticized the Governmentof India for keeping the report a secret unlike in the past when the reportswere made public on the Government’s website for feedback from membersconcerned.
Prof. Parvathi Gopalan explained in detail the AIFRUCTO NationalSeminar in April, at Vijayawada TANRECTA executive meeting in Trichyon 26th Feb, 2017 and the TANRECTA action programme in March, 2017
to highlight the pending demands of pensioners. She also highlighted thedetailed discussion between TANRECTA and DCE and their visit to thesecretariat to follow up the pending issues.
The Secretary informed that the email for our unit [email protected]. A facebook account in the name of tanrectaand whatsapp group also existed for a Chennai Unit. Members wererequested to use these for a diligent, useful and non-controversial way forsharing common issues of pensioners. Members were requested to avoidpolitics, religion and mindless forwarding of ordinary issues which areirrelevant to the group. The Secretary readout the names of 5 memberswho have to sign an affidavit.
The issues of Prof. K. Bakthavatsalu of Pachaiappa’s College for revisedpension and release of his impounded gratuity, Prof. S. Arockiasamy ofLoyola College, issue of payment of pension arrears consequent to revisedpension in Pay Band 4, issue of Prof. Lourdusamy relating to higher pensionin Pay Band 4 and Prof. Mohana Ramakrishnan not sanctioned additionalpension of 20% on completion of 80 years of service, are all referred tothe General Secretary for early solution.
Prof. S.A. Annie and Prof. Kalyanasundaram, were elected unopposedas General Council Members in the vacancies of Prof. Parvathi and Prof.K. Lalitha.
Resolution was passed urging the Governor of Tamilnadu to end thepolitical crisis in best interests of the people of the state.
The state TANRECTA is creating a data base for the members which willfacilitate filing of court cases and also for giving details of the Government.The members are requested to fill up the details given below and e-mail /post / hand over to the Secretary, Chennai Unit.

Portal : T.N. Govt. Treasury – Pension (ECS) 218.248.44.30 / ecs status.
The site provides details of monthly pension paid by Treasury / PPO and
the tax deducted at source from Pension is reflected in 26AS a pensionercan file the income tax return without Form 16.
For Life Certificate, the corresponding portal is
www.jeevanpramaan.gov.in. A pensioner can register himself in this portalwith details such as PPO No., Aadhaar No. and Bank A/C No. Afterregistration, there is no need for the Pensioner to go in person to thetreasury / PPO for presenting the Life Certificate. To receive e-mailcommunication from IT department on matters related to “e-filing” apensioner has to register his ‘pan’ in the website : https://
incometaxindiaefiling.gov.in”
