Respected professor,

Fraternal greetings.

After long and continuous efforts, we were able to get pension revision order on11.06.2018. For all other retired employees of Central Government / Railways / Defence/ P&T department / Agricultural research etc., pension revision was done from 1.1.2016.We got the order only in june, 2018. Worst part of that is that even that order is not yetimplemented even for central universities. Then how can we speak of retired professors instates. So we have to continue our efforts further. So it was decided at NEC meeting ofAIFUCTO at Bangalore, held on 24th June, that a letter is to be sent by both the generalsecretaries of AIFUCTO and AIFRUCTO to all states demanding implementation of NewPension order. We are sending it.

Moreover, the concordance table, referred to in the pension revision order for pre2006 pensioners will not be useful for us. Because of the difference in grade pay fixedduring 6th Pay Commission implementation. So we have to take up this matter with MHRDand send a new pension matrix to suit our pension / pay structure. In this matter Prof. RajibRoy, president of Delhi University Teachers Association represented this matter to theMinister of MHRD on 3rd July itself. Of course we also had sent our representation to theMinister and Secretary for Hr. Education in MHRD. Both AIFUCTO and AIFRUCTO willtake up this matter while we demonstrate on 3rd August at Delhi for the demands of teachersin service and of retired teachers.

AS A FRATERNAL ASSOCIATION OF AIFUCTO, AIFRUCTO ALSO MUST TAKE PARTIN ALL THESE PROGRAMS. SO I REQUEST ALL STATE AFFILIATED UNITS TO TAKEPART IN THE STATE LEVEL PROGRAMS AND THE MASS DEMONSTRATION AT DELHI.

I REQUEST ALL THE STATE LEADERS TO MOBILISE A GOOD NUMBER OF OURRETIRED TEACHERS AND BRING THEM TO DELHI TO TAKE PART IN THEDEMONSTRATION AND SHOW OUR STRENGTH AND CONCERN TO THEGOVERNMENT OF INDIA.

WE WILL DECIDE FURTHER COURSE OF OUR PROGRAM AT OUR NATIONALEXECUTIVE COUNCIL MEETING TO BE HELD ON 5.07.2018 AT HARIDWAR AFTERKNOWING THE PROGRAMS THE PROGRAMS AIFUCTO DECIDES IN ITS NEXTMEETING TO BE HELD AT DELHI ON 4.07.2018.

The Government order cited, wherein revision of pay scales and allow-

ances for the teachers and equivalent cadres working in Government / Gov-

ernment Aided Colleges have been sanctioned, is enclosed for necessary

further action. The Regional Joint Directors are requested to communicate the

same to the Sccretary / Principal of the Government Aided Colleges coming

under their Region.

The Regional Joint Directors and the Principals of Governmen colleges

are requested to obtain an undertaking from the Individuals as specified In

Annexure - III to the Government order. A copy of the undertaking so obtained

shall be affixed in the Service Register of the individuals.

Likewise, option for fixation of new pay may also be obtained from the

individuals within the time frame as stipulated in the Government Older.

With regard to fixation formula, it is stated that in the G.O cited it has been

clearly stated as “For fixation of pay of an employee in the Pay Matrix ClS on 1

s: January, 2016, the existing pay Pay in Pay. Band plus Academic Grade pay)

in the pro-revised structure as on 31~t December, 2015 shall be multiplied by

a factor oi 2.5”. Hence, from the Government order, it is clear that for fixation of

new pay, multiplication factor 2.57 should be followed.

It is stated that with regard to re-employment of eligible teachers and

equivqalent cacres

clarification has been souqht for from the Government and the same will be

communicated receipt immediately or receipt from the Government.

With regard to fixation of revised scales of pay to Annamalai University

teaching staff separate clarification will be issued later.

With regard to incentives to M.Phil / Ph.D it is stated that while fixing new

pay Incentive increments should not be allowed. However, no recovery shall

be made from those individuals who obtained their research degrees on or

after 01.01.2016 and already awarded Incentive increments till such time clari-

fication from the Government is received.

The Regional Joint Directors / Principals of the Government colleges are

requested to follow the Guidelines issued in the Government Order while

fixing the new pay. They are also requested to bring it to the notice of the

Director of Collegiate Education, if any ciarification is required in this regard.

The receipt of tile proceedings shall be acknowledged

MAYILADUTHURAI UNIT

Monthly meeting of our unit was held at Arivalayam

Mat.Hr.Sec.School on Sunday the 8th July 2018 at 10.00.A.M. The secre-

tary welcomed the gathering. The new UGC Order on pay fixation for

college teachers was explained to the members. There was a brief discus-

sion about the newly introduced Health Insurance Scheme.

Prof.Antony Durairaj insisted on transparency in financial assistance

given by Prof.Narasingam Trust.

Prof.S.Balasuramanian spoke on the functioning of the central gov-

ernment pharmacy ” Jan Oushathi” and insisted that Ayuvedic and Siddha

medicines must also be sold there.

Our treasurer Dr.M.Tamilarasn insisted that all the members of our

unit must become the life members of AIFRUCTO.

Prof. S. Sivaraman spoke about the conduct of free coaching classes

conducted for the benefit students who are writing competitive examina-

tions. He has given a request to Prof.Narasingam Trust to supply a steel

rack to the library where the free coaching classes are conducted regu-

larly.

The next meeting of our unit will be held on Sunday the 12th

August 2018 in the same place at the same time.

KUMBAKONAM UNIT

This unit met on 14th July, 2018, the second Saturday of this month

in the premises of Gopal Rao library, Kumbakomam, by 5.30, in the evening.

Prof C.Rajasekaran, president of the unit presided. The following members

celebrate their birthday in this month of July. Prof. M.Thangaiyan, Prof.

K.L.Krishnamoorthy, Prof. Dr.K.R.Radhakrishnan, Prof.

Dr.T.Renganathan and Prof. Dr.Savithri Devaraj. We wish them all a

happy birthday. Kindly bear with us for finding that the Erode Unit still

uses the term “ khtl;l” in their communication, which is not at all in our

use. We congratulate the couple Mrs. and Mr. P. Elangathir, B.E. and

wish them a happy and prosperous wedded life. Many members collected


their Form – 16 issued by the Kumbakonam – Sub – Treasury Officer

from our unit during the monthly meeting. We are pleased to note that

Erode Unit of Tanrecta is going to conduct the 18th State level conference

on 29th September, 2018. We appreciate the centre unit’s efforts in

securing a rented room for its official work. We wish all the members

a happy Independence Day. Prof.R.Ulaganathan worried that the requests

of graduate Tutors and Demonstrators who have qualified and retired as

Assistant Professors are not at all considered, it seems. The attention of

the centre unit is once again solicited in the above grievance. Their services

as Tutor and Demonstrator must be considered as qualified service and

taken for pension fixation. Prof R.U. emphasized his feelings, taking the

case of Prof. R. Thathachari, who had been promoted as Assistant

Professor of Physics, lacks his full pension, due to lack just three months

of his service. If his graduate Demonstrator service had been taken into

consideration, he could have completed 19 years and would have been

placed at Rs.23,200/- scale from 01 – 07 – 2007. We once again remind

our unit members to remit the subscription for the year 2018 – 2019. The

182 members attended the meeting. Dr V Swaminathan presided.

Silence was observed for a minute as mark of respect for the departed

soul of Prof. Nirmala Tharoor. In his presidential address, Dr V

Swaminathan remarked that it was a unique meeting in which the AIFUCTO

General Secretary, Dr Arun Kumar, the AIFRUCTO General Secretary, Dr

B Parthasarathy, the TANRECTA General Secretary Prof. E P Perumal and

a host of other office bearers of tanrecta including the President Prof.

Gokulnath Babu and treasurer, M Balasubramanian and AIFRUCTO Vice

President Prof.Ravi participated. He outlined the important developments

in the realm of Higher Education at the State and National levels including

the abolition of UGC and the release of G.O.145 of TN Government

sanctioning revised pay scales for College and University teachers in the

state.

The tanrecta General Secretary, Prof. E.P. Perumal pointed out the

anomalies in the revised pension order issued for TN Government

pensioners and insisted that justice should be done for College teachers by

higher pension fixation based on orders of MHRD. The AIFRUCTO General

Secretary spoke in detail about the action programs of AIFRUCTO at State

capitals and at Delhi to stall the move of the Central Government to replace

UGC by HECI, a Council managed by bureaucrats replacing the

academicians in UGC. Dr B. Parthasarathy outlined the issues of Pensioners

at the National level and remarked that AIFRUCTO has given a memorandum

for fixing the pension of all College teacher pensioners with (19+3) 22

years of service prior to retirement in the minimum pay of a professor in

7th pay scale i.e,71,200/-

The Secretary Dr R Lawrence stressed the point that all College teacher

pensioners were TN Government pensioners and hence all orders of TN

Government issued for pensioners were applicable in toto for them.

However, in view of the recommendations of MHRD for higher pay scales

and higher pension for College teachers, those orders of the Government

of India should also be made applicable to them through the TN Govt

order specially issued for College teachers.

The house was informed that an application in quadruplicate (4 copies)

as mentioned in G.O.Ms.No.313 (Finance Pay Cell) should be submitted

by all College teacher pensioners for implementations of the 2nd stage of

pension revision specified in the said G.O.313.One of the copies is sent for

information to AG, one copy for approval by Treasury, one for RJDCE in

case of aided College teacher pensioners and one copy to the pensioner

after approval by the Pension sanctioning authority, for future reference.

It is to be noted that all pensioners who have received a minimum of 4

increments in the Associate Professor scale would have crossed the

minimum pension of Rs.65700/- and hence will not be benefitted by this

2nd stage of pension revision, although they should also apply and obtain

an approved copy of pension order based on 7th Pay Revision for any

future reference. The meeting concluded with a vote of thanks by the

Secretary. We are happy to inform you that Prof.Usha Raghotham is elected

as treasurer of our Unit, in the place Prof. Bharathi who resigned on personal

grounds.

TANRECTA is organising its annual conference at Erode on Saturday

the 29th of September 2018. Annual conferences are not rituals but

milestones in the history of our organisation where we express our solidarity

by coming together, staying together and discussing together on issues of

national and international importance which determine the future of higher

education and the issues of pensioners. We are expecting at least 50 from

Chennai unit to participate in the conference. Each participating member

will be given Rs 700 towards transport expenses and delegate fee. Also,

rooms will be booked for all to freshen up at Erode. Please make your

bookings by train or bus well in advance. Next meeting at 4pm at Quaid

E Millath College on 11-08-2018.
