Digital Railway Overview

The current infrastructure alone cannot deliver needed capacity and performance.

More than half of signalling needs to be replaced within 15 years.

Doing nothing will lock in analogue signalling for another 35 years.

We will introduce digital train control when and where renewal dates align with train fitment.

More than 1000 new trains in build or on order and being fitted or enabled for Digital Railway.

The UK is open for business, and welcomes approach from suppliers with good ideas or new technology that will improve services and reduce industry costs.

Once in a generation chance to prepare for a digital future

Working together as one railway, we will strengthen reliability, enhance capacity and mitigate congestion to deliver more punctual services and rise to the challenges of a growing railway.

Our plans for the futureAt the heart of our plans for 2019

- 2024 is greater alignment between track and train, with shared targets and priorities

across the industry.

The digital railway brings together systems, technology and business change in an integrated way

It will focus on areas that offer best value for money, balancing benefits with affordability.

European Train Control System (ETCS)

allows trains to run closer together and to travel at their best speeds whilst maintaining safe braking

distances.

Traffic Management (TM)

maximises performance as trains flow across the network, maximising the throughput that existing track can support and adapting in real-time as

network conditions change to aid rapid recovery.

Connected Driver Advisory Systems (CDAS) + Automatic Train

Operation (ATO)

provides decision support to drivers in the cab so that they have the information they need at the right time

to boost performance and safety.

Telecoms + Data

through FTN and GSM-R, will underpin and connect all these systems.

Industry Readinessbuilds capacity and capability and develops expertise. Enables the workforce and industry to adopt new technologies and

ways of working, build digital capabilities and maximise the benefits of the overall systems.

Key Digital Railway Technologies

Connected Driver Advisory System (C-DAS) In-cab digital decision support tools give drivers the information they need at the right time.

Traffic Management (TM): TM maximises network performance by managing the movement of trains more effectively.

1

European Train Control System (ETCS): Scalable digital signalling which is easier than conventional signalling to deploy and which enables more trains to run safely on the track.

A cross industry programme enabling transformation of the network for passengers, business, and freight operators, by deploying modern signalling and train control technology to increase capacity, reduce delays, enhance safety and drive down costs.

Digital Railway will support:

• Replacing traditional lineside signals with in-cab controls

• Trains operating within safe limits and speeds

• Direct and continuous safe movement authority to the driver

• Safer track side working

• Improved passenger and freight journey performance:

• Better reliability• Better management

of delay• More capacity• Reduced journey time• Enabling better

information in disruption

• Routes as the client with expertise and advice

• Change in adapting to new technology suited to the Routes’ requirements

• Economies of scale in procurement and network-wide benefits

• Fit-for-purpose funding mechanisms

• Route focused business cases

• Common products and tools for route schemes

• The flow of trains across the network in the most efficient way

• Maximising the throughput • Adapting as network

conditions change• Managing disruption to,

restore the timetable and reduce secondary or knock-on delays

• Improved reliability

• Governance – industry programme with a stakeholder Programme Board

• Knowledge transfer – learn lessons and transfer best practice

• Business change• Ways of working • Programme, industry and

NR/Route collaboration

DR Delivery Approach

9

Page 10: Supplier Assurance in the Digital Railway - RISQS · modern signalling and train control technology to increase capacity, reduce delays, enhance safety and drive down costs. Digital

Version 1.0

DR Delivery Approach

• Strategy aims to:• Create strategic relationships with the supplier

market based on:• Collaboration• Long term commitments• Outcome based contracts• Shared and aligned risk and reward

• Focus on engaging the right suppliers, with the right capabilities at the right time in project lifecycle

• Focus on the whole asset and relationship life• Create opportunity for suppliers to innovate

10

Page 11: Supplier Assurance in the Digital Railway - RISQS · modern signalling and train control technology to increase capacity, reduce delays, enhance safety and drive down costs. Digital

Version 1.0

DR Delivery Approach

• DR delivery approach developed following extensive engagement with the supplier market

• Builds on best practice & lessons learnt form other national programmes across Europe for similar works

• Aligns to Rail Sector Deal• ECML strategy reflects:

• NEC4 based framework contract with train control partner with work packages covering whole of asset life

• CCS based framework contract with traffic management partner for work packages covering whole of asset life

• Framework contract with railway systems integration partner

Why Supplier Assurance ?

12

Page 13: Supplier Assurance in the Digital Railway - RISQS · modern signalling and train control technology to increase capacity, reduce delays, enhance safety and drive down costs. Digital

Version 1.0

Why Supplier Assurance ?

• Effective supplier assurance is critical to ensure:• Suppliers are capable of meeting the contractual

requirements• Suppliers are qualified and competent• Suppliers have and maintain appropriate management

process in place• Mandatory legislative and ethical requirements are met

• Integral part of the selection and procurement process right through from PQQ into contract management, onto project completion

• On-going process throughout project life not just a one off

DR Approach to Supplier Assurance

14

Page 15: Supplier Assurance in the Digital Railway - RISQS · modern signalling and train control technology to increase capacity, reduce delays, enhance safety and drive down costs. Digital

Version 1.0

DR Supplier Assurance Model

• RISQS used wherever possible and appropriate• Supplier lists established by selecting appropriate

category filters in RISQS not over limiting• RISQS not used only where contracting for novel

approaches or technology and would be a risk of blocking new entrants

• Where RISQS not used supplier assurance is undertaken based on supplier responses to pre qualification questions

15

Page 16: Supplier Assurance in the Digital Railway - RISQS · modern signalling and train control technology to increase capacity, reduce delays, enhance safety and drive down costs. Digital

Version 1.0

DR Supplier Assurance Model

• Key focus on:• Financial capability – both at time of procurement and on-

going• Legislative compliance – e.g. Bribery Act, Modern Slavery

Act• Safety• Track-side safety (where appropriate)

• Not just client/main contractor assurance; suppliers need to have appropriate and effective assurance regimes in place around their supply base

• Proportional approach to risk and assurance demands

16

Why RISQS ?

17

Page 18: Supplier Assurance in the Digital Railway - RISQS · modern signalling and train control technology to increase capacity, reduce delays, enhance safety and drive down costs. Digital

Version 1.0

Why RISQS ?

• Good coverage of rail specific requirements • Well recognised & understood by suppliers • Credible process• Efficient & effective
