    This document describes the creation the High-Performance Athletes Institute (HPAI) anindependent, non-profit, foundation and special mission sports institute, with programs ininstruction, research and service located at the Subic Bay Freeport Zone in the Philippines.

    The establishment of the High-Performance Athletes Institute (HPAI) is a response to the call of theworlds leading sports bodies including the United Nations adopting a resolution 58/5 in

    November, 2003 entitled Sports as a means to promote Education, Health, Development andPeace where it recognized the power of sport to contribute to human and healthy childhooddevelopment towards achieving the United Nations Millennium Development Goals (MDGs)

    The Institute shall participate in the global network on sport for development initiated inpartnership with the United Nations systems and sport-related organizations, sports federations,associations, including the International Olympic Committee, sport-related humanitarian NGOs,

    the private sector, athletes, teams and volunteers.

    HPAI is committed to developing a strong base of grassroots involvement in sport, as well asproviding opportunities for developing elite excellence on- and off- the playing field. HPAI shall alsoprovide programs to educational institutions, school systems, and any organization involved in theeducation of youth. HPAI youth programs shall be administered by licensed and certified sportscoaches, counselors and psychologists.

    The Institute shall also be an important tourist attraction in tours, sports camps and residentialprograms as it provides visitors the chance to meet some of the elite athletes, and see how they liveand train.

    The facilities with its program shall be accessible to ALL under a No-discrimination policy.Funds for operation of the Institute shall be obtained entirely through tax-deductible contributions

    from individuals, foundations, corporations, and by grants from public and private agencies.

    The practice of sport is vital to the holistic development of young people, fostering their physicaland emotional health and building valuable social connections. It offers opportunities for play andself-expression, beneficial especially for those young people with few other opportunities in theirlives.

    Sport also provides healthy alternatives to harmful actions, such as drug abuse and involvement incrime. Within schools, physical education is an essential component of quality education. Not onlydo physical education programs promote physical activity, there is evidence that such programscorrelate to improved academic performance.

    Sport and physical education play an important role at the individual, community, national andglobal levels. For the individual, sport enhances ones personal abilities, general health and self-knowledge. On the national level, sport and physical education contribute to economic and socialgrowth, improve public health, and bring communities together. On the global level, sport can havea long-lasting positive impact on development, health, peace and the environment.

    Access to and participation in athletics and sports provide an opportunity to experience social andmoral inclusion for populations otherwise marginalized by social, cultural or religious barriers dueto gender, disability or other discriminations. Through sports, individuals can experience equality,freedom and a dignifying means for empowerment. The control over ones body experienced whilepracticing sport is particularly valuable for girls and women, for people with disability, for thoseliving in conflict areas and for people recovering from trauma.

    The United Nations Childrens Fund (UNICEF) has incorporated the power and potential of sportsand recreation into its programs in developing countries. The HPAI shall help reinforce theUNICEFs initiatives in defending the right of every child to a healthy start in life; the right of everygirl and boy to be educated; and the right of every adolescent to have ample opportunity to developinto caring and involved citizens.

    Our mission is to raise funds, provide financial assistance, grants to the construction and upgradeof sports and physical education facilities; to sports programs and events; to individuals for all agesat all levels with special emphasis on disadvantaged youth in sports, education, arts and otherrelated human development programs which create opportunities in preparation for careers in theprofession of sports and athletics, the arts, sports medicine and business; We aim to preserve thenation's sports heritage; to educate and recognize significant sporting events, sports journalism,sport art and exceptional athletic achievements by Filipinos, and to assist in the development of

    youth through sports-related programs designed to encourage the pursuit of educational excellenceon par with the pursuit of athletic excellence. We shall provide assistance to Philippine andinternational sports organizations and individuals as part of the global network for developmentenhancing links to ensure that HPAI programs keep pace with overseas advancements and as abenchmark indicator. We will engage in activities in the following areas:

    SERVE Provide services to all. Activities include: evaluating, selecting, organizing, describing,and creating information resources; direct assistance to individuals and organizations.

    TEACH Use a learn-by-doing approach to train athletes, professionals and students to work in astimulating, orderly environment.

    BUILD Develop athletic facilities, public parks, learning centers together with technology andbest practices for providing services via sports programs and fund-raising events

    LEARN Conduct research aimed at improving our services and increasing the body ofknowledge about sports, environment, education, health, and community work.

    SHARE Share what we've learned with the community to all the government and privatesectors. Develop relationships with organizations pursuing similar goals.

    GROW Develop a model-plan of long-term sustainability and growth for our organization.

    WHAT WE WILL DO

    To provide teaching and service of the highest standard;

    To respect the inter-dependence and scope of activity of all stakeholders;

    To ensure conformity with internationally benchmarked professional and ethicalstandards;

    To ensure that programs and activities are sustainable and show fiscalresponsibility;

    To be at the forefront of international sports science, research and the provision ofrelated services; and

    To maintain responsible relationships with donors, service providers, andcommercial partners.

    WHAT WE WILL NOT DO

    There shall be NO part of the net earnings of the HPAI which will be inured to the benefit of,or be distributable to, nor shall it provide athletic facilities or equipment to, its directors,

    officers, or other private persons, except that the HPAI shall be authorized and empowered topay reasonable compensation for services rendered and to make payments and distributionsin furtherance of the purposes set forth in its By-laws and Constitution.

    There will NO part of the activities of HPAI shall be the carrying on of propaganda, orotherwise attempting to influence legislation, and the HPAI shall not participate in, orintervene in (including the publishing or distribution of statements) any political campaign onbehalf of any candidate for public office.

    Coaches today recognize that the most consistently effective methods of preparing athletes for thedemands of international competition are those based on proven scientific principles, not on meretrial or error approach. The superior performances of the modern-day athlete are the product of acomplex interaction of physiological, biomechanical, nutritional and psychological factors. Coachesand athletes need input from qualified sports scientists for athletes to reach their full athleticpotential.

    The High Performance Athletics Institute aims to enhance the sporting performance in selectedsports through the provision of scientific and medical testing, monitoring and the direct applicationof the results of a high quality applied research program. During the past two decades severalcountries, most notably Australia and the United States of America have committed substantialfinancial and human resources to identifying and developing their sporting talent.

    A central component of the programs employed in both of these countries has been theestablishment of National Sports Institutes (in Canberra and Colorado Springs, respectively). Atthese centers athletes undergo sophisticated physiological testing and medical evaluation andreceive the most up to date scientific feedback and sports-specific data in order to aid the athleteand coach modify and optimize training programs. Since the development of the AustralianInstitute of Sport the performances of that nations athletes has improved quite remarkably. In the1976 Olympic Games in Montreal, Australia won a total of five medals; at the 1992 BarcelonaOlympics they won 27 medals.

    A strong case could be put forward that those countries, which are not competitive in the sportssciences, will ultimately become non-competitive in those international sports identified forscientific study by other leading nations. Hence, any country's future success in any sport at thehighest level is likely to be determined by the ability of its sports scientists to identify those personswith special sporting talents and initiate the appropriate research programs to foster the specifichuman and other factors that determine success in that sport.

    OVERVIEW OF HIGH-PERFORMANCE SERVICES:

    Aims of a scientifically based exercise testing and medical evaluation program are:To construct an event specific physiological profileTo determine the physiological and health status of an athleteTo indicate the athlete's strengths and weaknesses relevant to his/her sportTo provide baseline data for training prescription

    To provide insight into the condition of the athlete and the type of changes that mightbe feasible to optimize performance.

    Since the primary purpose of such testing is to monitor the efficacy of a particular trainingprogram or other intervention, it is obvious that the tests should be repeated following differentphases of training.

    The results of these tests must be interpreted directly to the coach and athlete and thephysiologist/medical practitioner should, on the basis of current test data, and to advise coacheson the optimal methods of implementing specific training interventions.

    The High Performance Athletics Institute shall offer a wide range of services to both local andinternational teams in training camps as well as on an on-going basis.

    The Republic of the Philippines is a peaceful democracy of 85 million people located midway between theequator and the Tropic of Cancer in the South China Sea. English is an official language, along with thenational language of Tagalog. The country is made up of more than 700 inhabited islands, of which thenorthern island of Luzon is by far the most heavily populated and important.

    Subic Bay Freeport Zone is located on the western coastline of Luzon, and until 1991, was the largest U.S.Military base in the world outside the continental U.S. After the handover back to the host Philippine

    nation in 1991, the Philippine government established an autonomous, self-sustaining duty-free FreeportZone to stimulate foreign investment and business growth. Success of this concept has been mixed, butwith the impending completion of the long-awaited Clark/Subic/Tarlac super-highway, the hoped-forgrowth, interest, and investment levels are already increasing dramatically.

    The actual Subic Bay Freeport Zone encompasses a total of 67,000 hectares (260 square miles). However,the island portion of the Freeport Zone (central business and tourist district) where the HPAI facilities arelocated is only 500 hectares, and its accessibility is limited to 3 bridges, each of which has a 24/7 guarded

    checkpoint. The infrastructure of the Freeport Zone is world-class and built to U.S. standards. Separateelectrical generating capacity keeps the Freeport Zone free from the problematic brownouts common in t herest of Philippines. All streets are wide, paved, and have curbs and modern underground drainagesystems. Water is plentiful, clean and drinkable. High speed internet connections and mobile phonecoverage are readily available. The Freeport Zone has its own government and police, both operated atinternational standards.

    Weather in Subic Bay Freeport Zone is very conducive to world-class sports training on a year-round basis.The three distinct seasons of the year are as follows:

    Rainfall is typical of most sub-tropical regions, but HPSA has extensive indoor/covered facilities for all

    sports (including tennis), so rainfall is not a limiting factor for 365 days/year sports training.

    HPAI aims to reach 4 target markets local and international - using exercise to achieve a desired goal:

    Elite Sports People who belong to the top echelons of their international, national, provincial, clubor school structure;Performance Enhancers who want to improve their performance times (in the case of runners,cyclists, swimmers) or their score through improved fitness;Fitness and Wellness Enthusiasts who use exercise to improve their health and self image; andRehabilitation and intervention temporaries as required by virtue of an injury or illness (disease)to undergo rehabilitation before returning to one of the above market segments.

    SPECIFIC TARGETSFuture international-caliber Philippine athletes (age 10-18), who will also attend our accredited on-site high school, and current international-caliber athletes (age 19-30);

    Student-athletes from Korea, China, Japan, Hong Kong, Taiwan, and Singapore desiring highperformance sports training and English-language emersion and education (age 14-18)Single adultsfrom the Asia Pacific region desiring a fantasy camp intensive sports-oriented vacation in which all

    Filipino student-athletes from U.S., Europe, and other parts of the globe desiring high performancesports training as well as Philippine cultural exposure; Families from Philippines (Manila) desiring afantasy camp intensive sports-oriented vacation in which all family members can train individuallywith suitable peers; Subic/Olongapo residents and ex-pats which are interested either in an

    intensive sports experience or simply recreational use

    Tourists staying in Subic hotels who are interested either in all intensive sports experience or simplyrecreational use of the HPAI sports facilities;

    Local school children from Subic, Bataan, Zambales, Olongapo City, San Fernando, and Region IIIwho lack access to sports training in their schools. Transportation would be provided by HPAI bus

    free of charge as a key component of our charitable and community-friendly mission.

    The program provides instructors, training facilities, and information on sports medicine and science

    for various training courses run for top-level athletes with the aim of enhancing local, regional, andinternational sporting performance. It shall conduct research projects aimed at developing effectivemethods to enhance performance of athletes in international competition, by applying the integratedstrengths of HPAI in sports science, medicine and information. To disseminate the results of researchbroadly to sports associations and research institutes. To offer support to the Philippines top athletes:services include diagnosis and screening of illness, impediments, and injuries. Rehabilitation services helpathletes regain, maintain and improve top condition, supporting them as they return to competition.

    To provide an environment in which talented Filipino sportsmen and sportswomen have theopportunity to achieve at the highest level in sport and advancement in sports education.

    To formulate, establish and take all necessary steps for the promotion, maintenance, improvementand advancement of the interest of the public in Subic Bay and elsewhere in elite sports and variousrelated forms;

    To work closely with all national associations, the Philippine Olympic Committee, the PhilippineSports Commission and other organizations of similar nature in the education, training anddeveloping athletes.

    To co-operate with different sectors of the community, education and sports training institutions,both local and in other places, in the delivery of sports training programs;

    To assist athletes under training in the Institute in their education and vocational training and their

    longer term personal and career development;

    To provide sports science and sports medicine services to athletes and coaches, catering for theneeds of the athletes undergoing their sports training programs.

    To facilitate and sponsor sport-related research and studies; and to educate, disseminate knowledgeand advice on these matters to the sports community for the enhancement of high performance

    sport;

    Adopted from the ITS System PhilosophyThe HPAI philosophy is based on the belief that the most practical and effective means ofhelping the young is by developing their character, health and welfare through sports.

    Our youth must be prepared, trained and educated physically and mentally. A sound bodyhouses a sound mind and spirit. Athletic competition builds strong leadership quality that isessential to good citizenship.

    The HPAI development policy is to create an environment that will build on existing level ofskills that instill discipline, foster good habits and internalize proper values.

    Every student will be encouraged to learn from experience, study, work and maintain goodhealth. Their past will be considered as merely a stepping stone to future achievements andthus we emphasize on what is to be done in the "now".

    Importance shall be given to the program's role in the "local community life". It aims to give achance for local youth to have quality sports education together with family education to thevalue of sports, children and family life.

    Programs are structured wherein children may start as recreational participants and finishas high-performance athletes at the same time organized in an appropriate competitivestructure for "interested" young champions

    THE SCHOLAR-ATHLETE

    HPAI promotes the ideals of the "Scholar-Athlete" where academic excellence is valued asmuch as athletic prowess in the sport. Uppermost in the development agenda is to achieve awell-balanced lifestyle without negating the various facets of human development.

    Definition: For The High-Performance Athletes Institute and Foundation Inc., diversity refers todifferences of culture, ethnicity, race, gender, beliefs, socioeconomic status, sexual orientation,family status, physical ability, appearance, and ideas. We acknowledge our goal is ambitious andchallenging, and an opportunity we should clearly pursue. We are committed to achieving greaterdiversity throughout the sport and fostering a stimulating environment that is more inclusive.

    HPAI shall assume an enormous responsibility of athletes youth and adults alike training and

    education. Part of that responsibility is providing an environment that recognizes and reflects thediversity of people who make up the Philippine, Asian, and Global society.

    The Institute shall be responsive to the needs of a diverse community and reach out to includepeople of diverse ethnic, racial, religious, economic, and gender groups. We also understand thatunless we can more effectively welcome and incorporate women and minority scholars, we will notbe providing training for the full pool of potential talent.

    To the end of assuring diversity, HPAI & Foundation shall be promoting policies ofnondiscrimination. But we also recognize that simply pledging nondiscrimination is insufficient.We will take positive efforts to reach out to groups that have traditionally been underrepresented,and who can enrich and be enriched by the HPAI experience. The full inclusion of groups that haveexperienced historic exclusion requires actionit is not sufficient to simply state the principle.

    HPAI & Foundation will be undertaking efforts to make our environment increasingly responsive tothe needs of minorities and women and to encourage more minority and female students, faculty,and staff to join our community. We will examine our community for measures we can take thatwill encourage inclusiveness in governance and address particular needs. We recognize that wemust be willing to modify our traditional assumptions to create a more welcoming environment. Wewill do this while keeping in mind our fundamental goal of athletic and academic excellence,recognizing that intellectual achievement is our foremost contribution to the world.

    The selected site shall be located at the expansionarea which was originally planned for fouradditional tennis courts. Due to increase indemands for comprehensive sports programminghoused in multi-faceted sports complex, theoriginally planned 4 tennis courts shall make wayfor the proposed new Swimming, Fitness Gym withHousing facilities. As for the tennis courts, SBSMI

    has identified 28 tennis courts inside the FreeportZone which can be utilized for tennis camps andevents to be used as alternate site.

    The planned Sports Facility is of modern designand shall be an aesthetic symbol where SBFZ andits sectors shall keep up their edge in globalstandards. The planned facility is only two and half(2 1/2 ) stories high a maximum nine meters (9m)as compared with the existing structure of thecovered tennis/badminton court and thebasketball gym at sixteen meters (16m). The gym shall bestaffed with highly specialized trainers who create trainingprograms for all types of competition, as well as offeringguidance and assessing training results.     SWIMMING POOL: TRAINING SIZE

    Features and Functions:Competition training pool is 25-meter with eightlanes. It shall also be designed to be suitable forwater polo. Touch pads and pace clocks can beused for speed analysis and training. Technicalanalysis and evaluation of starts and turns canbe made in lane four, equipped with pressurepads.

    Features and Functions:Athletes need an appropriate nutritional intake in order to

    follow a high-level training program. Applying sportsnutrition theory, the HPAI restaurant offers meals suitablefor athletes, based on factors including the type of sportconcerned and the position of the athlete; the content ofthe training program; body type; condition; and season.The restaurant offers cafeteria-style dining (and a buffet inone section) offering meals with a daily calorific value of4,000 kilocalories or more, the facility can cater to special

    needs such as weight-loss and supplementary diets. Byinputting the content of food consumed into thenutritional check system, athletes can analyze thenutritional balance of their intake on the spot. Specialistsports nutritionists are also on hand to offer individualnutritional guidance. Equipment includes cafeteria andbuffet-style food station, drink station, tables, chairs,private dining rooms.

    training ground for individuals from various sports discipline. Designed for complementary groupof similar sports, each of which will be world-class in its own right, but which also can besynergistic and inspirational as a group. One of the key benefits is the critical mass of this groupof sports facilities allow the shared supporting facilities to be far superior to those found with asingle stand-alone sport complex:
