Why does your port need a port master plan2Why do you consider this question? Is your port happy as it is? OR§ Is your port restricted for further port expansion by the surrounding neighbourhood? § You may want to look at intensifying the available space within your port?§ Do you have vacant land areas that you are not quite sure what you could do with?§ Do you have questions about sustainability initiatives such as green ports and you are

not quite sure how to deal with them?§ Does your port need reorganisation in terms of operational areas and access?§ What is your strategic plan for the future of your port business and its growth under future

International Association of Ports & Harbors

§ What is your strategic plan for the future of your port business and its growth under future globalisation pressure?

§ Are you planning to relocate some of your port activities & therefore need a plan?§ Is your port at the right location for the future market?§ How do you fit in with your competitors and competing ports on regional, national and

international level?§ Do you have sufficient space for storage and distribution areas e.g. a port logistics centre

and how about sufficient hinterland connections?§ Do you need to influence your local and regional planning policies to assist the

development of your port in future?

You may have similar questions.

Definition strategic port master planning

Strategic Port Master Planning

Question: What does strategic mean?Dimensions of strategic planning are:§ Thinking ahead§ Sustainable in terms of development, operation and disposal§ Multi-disciplinary

3

International Association of Ports & Harbors

§ Multi-disciplinary§ Comprehensive (port area including with wider surroundings)§ Socio-cultural component (Port is part of town)§ Tactical / clever e.g. by involving key stakeholders into the process§ Time schedule (short-mid- and long term goals/developments)§ Saving money by optimizing port layout/business/operation….§ Strategic planning = process to defining its strategy/vision and making decisions on

allocating its resources to peruse this strategy§ And many others…

Definition Strategic Port Master Planning

Strategic Port Master Planning Port Master plan = planning tool and planning process

Definition of a port master plan process:There are many definitions of the master planning process

UK Department for Transport defines the purpose of a port master plan as follows:

International Association of Ports & Harbors

follows:

§ Clarifies ports’ strategic planning in medium to long term§ Informs port users, employees and local communities about future port

development§ Assists local and regional planners and transport network providers in revising

their strategies (related to planning review cycle)

Our experience: Every master plan will be different depending on the size, location, business of a port and the extent of plans for future development although they have similar topics to address

Benefits of creating a port’s vision

Why creating a vision?

§ to define the ambitions, targets and long-term desired position of a port§ to use it as a communication tool for port employees, port users, local

community and other key stakeholders§ marketing tool for or other ports related publication

Learning from experience

International Association of Ports & Harbors

§ the vision also forms a sophisticated framework for the design and the development of the port masterplan itself

§ to use it as a checking tool during the process to confirm that you aim on the right focus, goal and targets

§ Vision can be used both for new port developments or for ports regeneration

Let’s have a look at 2 different examples – an existing port and a new port

Why consultation with stakeholders?Who are the port’s stakeholders?§ Employees§ Port users§ Local residents, local businesses, neighbours§ Existing local fora: Residents' Associations etc.§ Topic groups: Specific specialist organisations§ Regulatory bodies: Those with statutory remit in granting consents, licences and

approvalsHistorically ports have had often poor relationships with their neighbours. This has largely been due to:§ Traffic: both congestion and overnight§ Noise: from traffic, port equipment and cargo handling, particularly at night§ Light pollution: visual aspect and light spill to adjacent properties§ Air quality: dust, particulates, smelly cargoes§ Housekeeping: litter, unmaintained buildings, dereliction

Finally ports have not always responded adequately to complaints.

Why consultation with stakeholders?

Trends within port authorities...

The trend is for ports to seek a good relationship with their surrounding port cities, port citizens and communities.

• Ports are holding public events such as Open Days:

• Ports are holding public events such as Open Days: Open Port for Schools arranged by the Livorno PA, Italy

• Several campaigns such as “Living with the Port” organized by the Port of Koper in Slovenia

• Harbour WEB TV to keep the public informed about the latest news of the port business organized by Hamburg PA, Germany

• Establishment of Port Centres such as in Rotterdam, Antwerp or Melbourne

These initiatives are highly appreciated, supported and awarded by ESPO!

Why consultation with stakeholders?

Techniques and good reasons for consultation

• Start with a ‘Vision’ and strategyPrepare a stakeholder engagement plan

Learning from experience

International Association of Ports & Harbors

• Prepare a stakeholder engagement plan• Prepare publicity (letter or leaflet, press, radio or TV)• Invite stakeholders at the earliest possible stage• Meeting, workshop, panels or exhibition• Allows beneficial influence over planning process• Record all community consultation • It assists environmental impact assessment and consents• Set up website for master plan• Repeat consultation as plan develops• Consider public exhibition once plan is developed

ConclusionsConclusions

A strategic port master plan is suitable for all kinds of port developments including:§ New port development (green field)§ Identifying of new suitable port locations § Port expansion or reorganisation due to changes in port business and

operation

operation§ Port relocation

• Furthermore,§ A strategic port master plan should inform port users, employees and local

communities about future port development§ This is best achieved by engaging the community in future plans§ That way we are helping everyone get what they want – the port and the

community
