PICE lectures conducted and participated with 11,813 participants. The purpose of this is to impart knowledge to the PNP personnel the proper way of investigating and handling cases as to the PNP matters is concern.

a.3 Cascading on PNP P.A.T.R.O.L PLAN 2030. A total of nine cascading conducted to all lower units to seek the involvement of citizenry in the attainment of the transformation path.

2. Citizen Empowerment

a. Institutionalization of Barangay Peacekeeping Operation (BPO). For the

period, there were 113 Municipal Police Stations and 2,105 Brgys with BPATs.

b. Anti-Drugs Abuse Council (ADAC). The PRO has a total of 44 numbers of

Municipalities with MADAC and a total 392 numbers of MADAC members organized and a total of 465 numbers of Barangays with BADAC and 2,362 total numbers of organized Anti-Drugs Abuse Council (BADAC).

c. Community Awareness Activities. Several seminars and lectures conducted to empower the community and support the thrust of the PRO particularly on crime prevention.

B. Sustain partnership and collaboration

1. Partnership and Collaboration with Stakeholders and other Pillars of the Criminal Justice System (CJS).

Community Organization and Mobilization. There were 41 Non- Government

Organizations (NGOs) that were active in the drive against criminality and other activities. 1, 596 total number of BPATs with training and 1,747 Barangay Information Network for the period.

Community Dialogues and Pulong-Pulong. Community dialogues and pulong-

pulong totaled 802 with total number of participants of 9,382.

AFP-PNP Joint Dissemination Campaign of the RJIRR to EO 546 in realtion to EO 110. On October 29, 2016 RPSB I&I Officer, C, RPCRD and OIC, ROPD attended the said activity held at HQ WESMINCOM Officers Club House, Zamboanga City. The mechanics on Prior Coordination was significant issue discussed during the Joint AFP/PNP Memorandum clarifying the AHJAG Protocol on Coordination.

JPSCC Meeting. On October 10, 2016 Acting Battalion Commander, RPSB

attended the JPSCC Meeting held at RHQ Conference Room, Admin Building, PRO ARMM. The said meeting was structured for the signing of Joint PRO ARMM-6ID, PA Implan re: Joint Letter of Instruction (JLOI) Nr. 01-2016.

Municipal Peace and Order Council Meeting. On October 13, 2016 Personnel of

this PRO attended the Municipal Peace and Order Council Meeting together with the different Punong Barangays and Mayor of Saguiaran Macmod Muti at the Municipality of Saguiaran, Lanao del Sur.

Brigada Eskwela 2016. Personnel of this PRO joined the Brigada Eskwela 2016,

to help the school authorities within our AOR in ensuring peace and security during the school opening.

3. Participation in Faith-Based Organization

Fun Run. This PRO participated Fun Run the

theme: “Run…. Have Fun & Build a School” held at Cotabato City Plaza.

Bike for Peace. This PRO participated the the bike for peace with the theme: “Healing for Personal and Social Transformation” held at Simuay juncture to USM, Kabacan, North Cotabato. 118th Philippine Independence Day. This PRO celebrate 118th Anniversary of the Proclamation of Philippine Independence with the theme “Pagkakaisa, pag-aambagan, Pagsulong” was held at this PRO. 115th Police Service Anniversary. This PRO celebrate 115th Police Service Anniversary with the theme “Hamon ng Pagbabao, Pinag-ibayong Serbisyo” held at this PRO.

JPSCC Meeting. This PRO attended the JPSCC regular meeting for the enhancement on the conduct of operations and coordination between PNP/AFP and other friendly forces. Holy Week. This PRO celebrate Blessing of every office in the observance of the Lenten Season with Rev. Fr. Gilbert C. Ilagan, Deputy Regional Chaplain, PRO ARMM.

LOI 17-10 “SUGO” Church Based Project/Activity. In relation to ITP as part of Spiritual Upliftment and Growth of the Organization, personnel from this unit attended the holy mass at Mt. Carmel Parish officiated by the parish priest.

Islamic Leadership and Development Seminar. Personnel of this PRO attended

the said activity held at PRO ARMM Mosque, Camp Salipada K Pendatun, Parang, Maguindanao.

Basic Qur’an Reading Seminar. Personnel of this PRO attended the Basic Qur’an Reading Seminar held at PRO ARMM Mosque.

2016 Eid’l Fitr Celebration. Muslim Personnel of this unit together with their dependents attended the morning congregational prayer “Sambahayang” at Salaam Police Mosque inside this PRO in celebration of Eid’l Fitr which signifies the end of the Holy Month of Ramadhan.

4. Participation in Religious, Health/Physical

Fitness, and Environmental Protection Programs/Campaigns. Sunday Mass. A regular Sunday mass are being held inside camp attended by Roman Catholic PNP personnel and its dependents. Blue Mass. Being held at this PRO every Wednesday at RHQ Building and attended by Roman Catholic PNP personnel. Muslim Friday Prayer. Congregational prayer held every Friday at the Regional Mosque, inside camp attended by muslim brothers PNP personnel and its attendant.

Clean-Up Drive. For the period covered a total of 9 Clean-Up Drive participated by the personnel from this unit.

5. Family, Juvenile and Gender and Development Program.

Orientation Seminar on Laws for the Advancement of Women and Sexual Harassment Awareness for Police Officers. On March 17, 2016 personnel of this PRO attended two (2) days held at RWCPD Building, Camp Salipada K. Pendatun, Parang, Maguindanao

Specialized Course for WCPD Officers. On June 9-24, 2016 personnel of this

PRO attended 12 days seminar held at RWCPD Building, Camp Salipada K. Pendatun, Parang, Maguindanao.

Gender Awareness Development Program. On

August 24, 2016 personnel of this PRO from WCPD invited as lecturer about the GAD mainstreaming during PICE held at RCEO, PRO ARMM on August 24, 2016.

Young Leader’s Congress Observing Youth

Governance Week. On January 29, 2016 personnel of this PRO attended the opening ceremony of Young Leader’s Congress observing Youth Governance Week in Parang with the theme: Bringing Leadership and Governance”. The eight day event was organized by LGU-Parang in coordination with 6th ID, PA and PNP held at Parang Central Elementary School, Poblacion 1, Parang, maguindanao.

A. Attain financial and logistical adequacy consistent with the law

1. Optimized utilization of logistical resources

a. PNP Equipment.

i. On mobility, 12 units Mahindra Scorpio, 136 units of Motorcycles and two units of utility truck received PNP logistics for mobility enhancement program. On procurement of motor pool equipment, one grease gun, tire inflator with gauge, air compressor, paint gun,

water pressure pump, grinder, hydraulic floor jack, jack stand and hexagon socket. On procurement of ISO equipment, tactical ballistic vest, ballistic shield, tactical helmet, tactical goggles, carabineer, axe, bolt cutter, tactical belt, rappelling rope, pistol low carry holster and m16 magazine.

ii. On Communication, one unit speaker, one speaker stand, one SAKURA AV-735 USB USB 700w-1300w amplifier for Public Address System to upgrade the performance of PAS and 30 units of issue UHF Motorola Handheld Radio ATS 2500, One unit UHF Motorola Base radio XTL 1500 and Electrical Tools: (1 pc Multi Tester, 1 pc Network Cable Tester, 1 pc Crimping tool, 1 pc Screw Driver Flat and Philip Screw, 1 pc Long Nose, 1 pc Pliers 1 pc Side Cutter and 100 pcs RJ 45) from PNP CES on March 7, 2016.

b. Logistics Training. PNP personnel of this PRO of the different

recipients of Mahindra Scorpio attended training on Preventive Maintenance and Basic Troubleshooting for the Mahindra Scorpio on September 21, 2016. The PSAOs, PRSPNCOs and Logistics Officers of different units/PPOs attended one day refresher seminar on disposal process on the PNP property and equipment held at RHQ Conference Room, Camp BGen Salipada K. Pendatun, Parang, Maguindanao.

Training on Preventive Maintenance and Basic Troubleshooting on the Mahindra Scorpio Light Utility Vehicle attended by personnel’s/drivers of the different recipients of Mahindra Scorpio

Seminar on Disposal Process on PNP Property and Equipment Attended by PSAOs, PRSPNCOs and Logistics Officers of different units/PPOs.

B. Optimized utilization of Logistical resources

1. Financial Management Program. Below are the breakdowns of Personal Claims of PNP personnel and Non-Uniformed Personnel (NUP) who were paid/settled by this PRO:

a. Maintenance and Other Operating Expenses. A total Php 85,110,019.50

was released for the operational and administrative requirement of the PRO.

b. Combat duty Pay. A total amount of Php 21,540,120.00 for Combat Duty Pay was released and distributed to 20,832 uniformed personnel.

c. Replacement Clothing Allowance (RCA) Claim. A total amount of Php

12,390,000.00 was released for RCA to this PRO.

d. Trust Fund and Repair Projects. For the period, a total of Php 12,089,753.75 Trust Fund and Repair Projects was released to PRO ARMM for the Repair Projects of this PRO.

e. Collateral Funds. This PRO received a total of Php 52,656,428.68 for

Collateral Funds, broken down as follows:

2. Logistic Management Program.

3. Research and Development Program.

The PRO continued its development program through the construction of Perimeter Fence located at Purok Hill Top to Purok Zone Beach area and the maintenance of the Illana Golf Country Club is still on-going.

1. Promotion System For the CY 2016 total of 816 were promoted for

3rd level and 2nd level for 1st Semester via regular promotion, out of 816 there were 95 PCOs and 721 PNCOs were promoted for the period.

2. Internal Reforms This PRO was still conducting random drug test to all PNP Personnel.

Further Reduction of Uniformed Personnel at Headquarters. Of the actual

strength of the PRO which is 6,648, out of 6,648, 11.15% or 741 personnel were assigned at Regional Headquarters (RHQ); Provincial Headquarters (PHQ) while 75.60% or 5,026 personnel were assigned in the field. Also out of 6,648, 2.93% or 195 personnel were assigned in BNQs and 7.11% or 473 personnel were assigned in Maneuver Companies.

Assignment of at least 21 personnel of every MPS. All C/MPS are manned

by at least 21 PNP personnel. OIC and/or COPs of the 118 C/MPS are all PCOs.

Makabayan 115th Police Service Anniversary. This PRO celebrates 115th Police Service

Anniversary with the theme “Hamon ng Pagbabago, Pinag-ibayong Serbisyo” on August 8, 2016 held at this PRO.

c.1. Anti-Criminality Initiatives. a. Police Visibility. The PRO intensified its efforts against street crimes and other criminality through the Lambat Sibat. Relatedly, a total of 8,143,956 man hours was spent in patrolling.

b. On Law Enforcement.

1. Campaign against illegal drugs. A total of 2,413.2039 grams with DDB value of Php 28,475,806 worth of illegal drugs and paraphernalia were confiscated and a total of 226,509.15 grams of Marijuana Leaves with 54,993 hills of MJ plants/seedlings. Likewise, 913 persons were arrested and 977 cases were filed in court.

2. Campaign against Carnapping. Anti-carnapping efforts resulted to

the recovery of 43 motorcycles on various operations conducted 15 persons were arrested.

operations were conducted that resulted in the confiscation of 4 slot machines and various illegal gambling paraphernalia and Php 594,334 bet money and 34 persons were arrested.

6. Campaign against illegal Logging. Six operations conducted that

resulted in the confiscation of 430 flitches assorted of good lumber and recovery of 131,869 board feet.

7. Campaign against illegal Fishing operations. Six operations

conducted that resulted to the arrest of 8 persons and the confiscation of 200 giant dried clamp shell/meat with 13 dynamited fishes.

8. Campaign against Prostitution/Vagrancy and Child/Abuse

Pedophilia. No reported incident for the period. 9. Campaign against Smuggling/Piracy. Three operations conducted

that resulted in the confiscation of 43,204,200.00. 10. Campaign against Cattle Rustling. Two operations conducted

resulted in the arrest of three cattle rustlers and the recovery of three animals. 11. Campaign against Syndicated Crime Groups/Criminal Gangs.

No reported for the period. 12. Campaign against Human Trafficking. A total of 23 operations

conducted that resulted to the rescued of the 122 victims of human trafficking. Victims were turned-over to the DSWD for proper disposition.

13. Campaign against Loose Firearms (Kontra Boga). 243 operations

conducted that resulted in the confiscation of 320 assorted small arms and light weapon firearms and the arrest of 290 persons.

For the period of January to November 2016, RHS ARMM have catered various services such as medical and dental consultations, admissions, and treatment, Medical Standbys, Reimbursements, and Medical Evaluations for schooling and PFT. The Medical has performed Seven Thousand five hundred eighteen (7,518) medical consultation, treatment and evacuation while the Dental Dispensary performed Six Thousand three hundred eighty six (6,386) dental consultation and treatment with a total of Thirteen Thousand Nine hundred four (13,904) medical and dental cases that benefited PRO ARMM personnel, dependents and authorized civilians.

The following were instrumental in the accomplishment of the PRO ARMM tasks, to

PRO ARMM personnel to include the Regional Support Unit personnel inside Camp Salipada K. Pendatun, were clustered into groups to sponsor in the nine-day Misa de Gallo at St. Martin de Porres Chapel located inside the camp.

A physical fitness activity has been regularly conducted in the PRO. Personnel of all units/offices inside Camp Pendatun conducted HATAW in front of PRO ARMM Grandstand every Tuesdays and Thursdays in the afternoon, aside from birth month schedule of physical fitness test.

Trust Fund and Repair Projects For the period, a total of Php 13,516,808.75 Trust Fund and Repair Projects was released to PRO ARMM for the renovation of Regional Investigation Training Room at Bldg No. R-30 with a total of Php 853,700.00; repair of Building No. 43 PNPCO Transient Quarter with a total of Php 665,200.00; PRO ARMM Regional Civil Security Unit (RCSU) Project with a total of Php 2,525,753.75; repair of Staff House with a total of Php 1,154,055.00; construction of Maguindanao Multi-Purpose Hall with a total of Php 5,000,000.00; repair of Conference Room with a total of Php 834,100.00; RSAO Building with a total of Php 750,600.00; RPMU Building with a total of Php 723,600.00 and RFSO Building with a total of Php 1,009,800.00.

d. Maintenance and Other Operating Expenses A total of Php 7,737,274.50 as of December 2016 was programmed for

the MOOE of RPSB and Five PPOs. The Public Safety Forces (RPSB, PPSC, CPSC) have a monthly ISO Fund of Php 859,136.57 and PPOs have likewise their respective Provincial Reserved Fund (PRF) with the total amount of Php 230, 000.00 montly.

served 21 WOA. Hence, a 50% WOA service rate. b.2. Neutralization of Wanted Person For the period, the PRO arrested a total of 21 Wanted Persons and one

most Wanted Person. b.3. Neutralization of Person under Warrantless Arrest

For the period, a total of 122 persons were arrested under Warrantless Arrest.

b.4. Crime Statistics In December 2016, the PRO recorded a Total Crime Volume (TCV) of

344 compared to the 374 TCV for the same period in 2015. It decreased by 30 or (8.02%) incidents.

c.1. Anti-Criminality Initiatives.

a. Police Visibility For the period, a total of 889,748 man-hours were spent on Police

Visibility. b. On Law Enforcement .

1. Campaign against Illegal Drugs For the period, the PRO conducted 45 anti-illegal drug operations

which resulted in the arrest of 260 persons and one killed and confiscation of 68.539 grams of shabu and various drugs paraphernalia with a total DDB value of Php 808,756.66.

2. Campaign against Carnapping No accomplishment for the period. 3. Campaign against Bank Robbery

For the period, one operation was conducted in Tawi-Tawi PPO that resulted in the arrest of 17 Vietnamese Crews and the confiscation of three Vietnamese fishing boats.

8. Campaign against Prostitution and Child Abuse Pedophilia No accomplishment for the period. 9. Campaign against Smuggling/Piracy No accomplishment for the period. 10. Campaign against Cattle Rustling No accomplishment for the period.

11. Campaign against Syndicate Crime Groups/Criminal Gangs For the period, one operation was conducted in Maguindanao

PPO against alleged Maute group that resulted in the arrest of five persons and the recovery of one IED, four fragmentation grenades and four cellular phones.

12. Campaign against Human Trafficking For the period, one operation was conducted in Tawi-Tawi PPO

that resulted in the rescue of seven TIP victims. 13. Campaign against Loose firearms (Kontra boga) For the period, a total of nine assorted light weapons and small

arms were confiscated/recovered and arrested 14 persons.

14. Community Safety and Protection Program The PRO conducted a total of 37 activities for Community Safety

and Protection Program. 15. City/Municipal Police Station (C/MPS) There were 119 C/MPS established and maintained. 16. Civil Disturbance Management Operations No accomplishment for the period.
