IEM Training Academy Sdn Bhd (IEMTA) with the collaboration ofSuruhanjaya Tenaga (ST) has commenced a nationwide Energy Managertraining session to meet the acute shortage of Energy Managers in thecountry through a course that is outlined and approved by SuruhanjayaTenaga.
Upon completion of the course which is conducted by experienced energymanagers from IEM members and ST, participants will benefit theknowledge received and develop the management skills required toimplement Energy Management in their facilities and hence reduce theirenergy costs.
For those qualified, they can be registered as a Registered Electrical EnergyManager (REEM) with ST.
OVERVIEW REQUIREMENT & QUALIFICATIONS
TARGET PARTICIPANTS
1 Management/Technical personnel of facilities affected by ST regulation.
2 Qualified professionals interested to register themselves as Electrical Energy Managers with ST.
3 Technicalpersonnelfrom facilities (industry/commercial) who are interestedin building up their knowledge in Energy Management.
4 Any otherindividualswho hold a degree in Science, Engineering,Architecture with fewyears ofworking experience.

For participants interest to be registered with Suruhanjaya Tenaga (ST) asElectrical Energy Manager, the minimum qualification are as follows:A Malaysian citizen aged 23 years and above Who ;• 1. Holds a certificate of registration as a Professional Engineer under the
Registration of Engineers Act 1967 [Act 138] and possess at least sixmonths working experience in the efficient management of electricalenergy at an installation; or
• 2. Holds a degree in Science, Engineering, Architecture or its equivalentand possess at least one year working experience in the efficientmanagement of electrical energy at an installation; or
• 3. Holds a Certificate of Competency issued by the Commission as anElectrical Services Engineer or a competent Electrical Engineer andpossess at least nine months working experience in the efficientmanagement of electrical energy in installation;
Participants are required to present a project paper outlining involvementin implementing energy management in their facility as per guidelinesprovided.

FAQ
(A) Functions and Duties of a Registered Electrical Energy Manager
Regulation 16 of the Efficient Management of Electrical Energy Regulations2008 (EMEER) states that the registered electrical energy manager shall havethe following functions and duties:
a) he shall be responsible –(i) To audit and analyse the total electrical energy consumption or total
net electrical energy generation at the installation, including thesignificant end use of electricity;
(ii) To advise the private installation licensee or consumer in developingand implementing measures to ensure efficient management ofelectrical energy at the installation; and
(iii) To monitor effective implementation of the measures referred to insubparagraph (ii);
(b) he shall supervise the keeping of records on efficient management ofelectrical energy at the installation and verify its accuracy; and
(c) he shall ensure that the private installation licensee or consumer submitsthe information and report under paragraphs 6(1)(c), (d) and (e) within theperiods as specified in regulation 7.
Regulation 16 will applies to REEM. For those who are not qualified forREEM, IEM will issue certificate of attendance.
FAQ
(B) Advantage to become an IEM Certified Energy Manager
Regulation 6. (1) of EMEER states that the Commission may, at any time bywritten notice, direct any private installation licensee or consumer whosetotal net electrical energy generation or total electrical energy consumption,as the case may be, equals to or exceeds 3,000,000kWh- (a) to appoint ordesignate a registered electrical energy manager to carry out the functionsand duties under regulation 16 at the installation.
There are about 2,000 of such installations in the country and the number ofRegistered Electrical Energy Managers in the country is not enough to caterfor them.
The course offered by IEM is accredited by the Energy Commission for thispurpose. If a person attends and is certified as an IEM Certified EnergyManager, he will be automatically be eligible to be registered as an EnergyManager for the purpose of EMEER.

Ir. Francis was the Advisor of Energy Commission (ST).
He graduated in 1977 with a B.Eng.(Hons) degree in electrical engineering fromUniversiti Malaya and holds a degree in Environment (2007).
He is a Professional Engineer registered with the Board of Engineers Malaysia(BEM). He has been with the Commission and the Department of Electricity andGas Supply since 1991. He chairs the Technical Committee on the Standards for
Energy Management and also sits in various Standards working Committees.
Ir. Gopal Narian Kutty is a Registered Electric Energy Manager with the EnergyCommission. He graduated in 1984 with B.Sc. (Hons) degree in mechanicalengineering from University of Strathclyde, Scotland, UK and holds a M.Sc degreein Construction Project Management (1997) from UMIST, England.
He is a registered professional engineer with practicing certificate with the Board
of Engineers Malaysia (BEM) and a Fellow member of The Institution of Engineers,Malaysia, ASEAN Chartered Professional Engineer (ACPE).
His expertise are in project management, design of mechanical services (building),workshop and asset management, energy auditing, subject matter expert-building services (mechanical), energy conservation, energy efficiency andsustainable construction.

Ir. Chong is a Registered Electric Energy Manager with theEnergy Commission. He graduated in 2002 with B. Eng.(Hons) degree in electrical, electronics and systemengineering from Universiti Kebangsaan Malaysia.
He is a registered professional engineer with practicing
certificate with the Board of Engineers Malaysia (BEM).
Specialises in Engineering proposal, planning, design, tenderevaluation, contract documentation and administration,project management and Green Building sustainable designand development.

He is a Professional Engineer registered with the Board of Engineers Malaysia
(BEM). A Registered Electrical Energy Manager with the Energy Commission andspecializes in Power Electronics and Motor Dives.
Ir. Noor Muhammad graduated in 2006 with a B.Eng(Hons) degree in electricalengineering from Universiti Teknologi MARA (UiTM) and holds a inScience in Sustainable InfraStructure (2019) from Universiti Teknologi Malaysia(UTM).
He is a registered professional engineer with practicing certificate with the Boardof Engineers Malaysia (BEM)
He has 13 years of experience in healthcare engineering and facility management.A lecturer for UIAM and UNIMAS on Healthcare Facility Management programmeand also actively involved in developing engineering standard, guidelines andprocedures for healthcare sector in national and international level.

electrical engineering from Universiti Malaya and holds a

Ir. Luk Chau Beng, has a Masters in Engineering Management with specializationin Energy Management, Joint University Tenaga Nasional, Malaysia and HEC,Montreal.
He is a registered professional engineer with practicing certificate with the Board
of Engineers Malaysia (BEM) and a Fellow member of The Institution of Engineers,Malaysia. He is also a registered electrical energy manager.
He is an active member of the engineering community having served in variouscapacities in IEM and other organisations
Ir. Al-Khairi graduated in 1992 with B. Eng (Hons) degree in MechanicalEngineering in 1992 from University of Leeds UK and holds a MBA from UNITAR.
He is a registered professional engineer with practicing certificate with the Boardof Engineers Malaysia (BEM) and a registered Electrical Energy Manager withEnergy Commission (EC).
He has 25 years of experience in project and maintenance of various plants andfacilities, energy management consultancy, audit, facilities management advisory,at both government and private sector. .A leading energy management expert invarious organisations.
Currently he is a Managing Director and is a lecture/instructor for the Ministry ofHealth and Suruhan Jaya Tenaga.

Ir. Tan Jin Kiong, is a Registered Electric Energy Manager withthe Energy Commission. He graduated in 1996 with B. Eng.degree in Mechanical from University of Auckland, NewZealand. He obtained his MBA in 2006 from the University ofWales, UK.
He is a registered professional engineer with practicingcertificate with the Board of Engineers Malaysia (BEM)
He has 19 years of experience in facilities operation andadministration, construction project, property, township andauxiliary services management at both government andprivate sector. Involved in Senior management and also aquality accreditation surveyor for healthcare industries.
