He stated this after opposition demanded that the Bill be referred to the Standing Committee as soon as it was moved for consideration and passage. The duo died on the spot, they said. An FIR has been registered in the matter, police said, adding, the matter is being probed. The new urban development plan is called Atal Mission for Rejuvenation and Urban Transportation (AMRUT) after former prime minister Atal Bihari Vajpayee. The scheme replaces the Jawaharlal Nehru Urban Renewal Mission (JNNURM), which was introduced by the previous United Progressive Alliance government. AMRUT will be implemented in 500 cities and towns, each with a population of 100,000 and above. Under AMRUT, states will be given the freedom of designing their own schemes. They will only need to submit an annual action plan to the Centre for broad concurrence, based on which funds will be released. The central government will not appraise individual projects. “Central assistance will be to the extent of 50% of project cost for cities and towns with a population of up to 1 million and one-third of the project cost for those with a population of above 1 million. Central assistance will be released in three instalments in the ratio of 20:40:40 based on achievement of milestones indicated in State Annual Action Plans. AMRUT seeks to lay foundation to enable cities and towns to eventually grow into smart cities,” said a government statement. Under the smart city mission, an election promise of the Bharatiya Janata Party (BJP), each of 100 cities will get central assistance of Rs.100 crore per year for five years. The cities will be selected through a ‘city challenge competition’. “Each state will shortlist a certain number of smart city aspirants as per the norms to be indicated and they will prepare smart city proposals for further evaluation for extending central support,” said a statement released by the ministry of urban development. Key focus areas of the mission include clean water supply, sanitation and solid waste management, efficient mobility and public transport, affordable housing and governance. The Cabinet Committee on Economic Affairs (CCEA) also approved central funding under AMRUT to the projects sanctioned under JNNURM that have not been completed. Minister of State for Home Haribhai Parathibhai Chaudhary said: ‘It is considered that the concept of marital rape, as understood internationally, cannot be suitably applied in the Indian context due to various factors, including level of education, illiteracy, poverty, myriad social customs and values, religious beliefs, mind-set of the society to treat the marriage as a sacrament.’ He was replying to a written question of DMK MP Kanimozhi in Rajya Sabha. Nepal earthquake: India rescues more foreign nationals under 'Operation Maitri' Agency : Kathmandu Rescuers in Nepal have pulled a man from the wreckage of a building where he was stuck for a staggering 80 hours after the devastating earthquake that hit the country Saturday. His survival is unusual, as experts say it’s rare for injured people who are trapped to hold out for longer than 72 hours after a disaster. The man, Rishi Khanal, was saved after a French search and rescue team found him under the rubble on the outskirts of Kathmandu, the capital, around noon Tuesday, said Pushparam K.C., a spokesman for the Armed Police Force of Nepal. The team used specialized gear that detects signs of life, he said. But it took about 10 more hours for the French team and police officers to dig him out, the spokesman said. A police video of the rescue showed the teams drilling through concrete to reach Khanal’s location and then hauling him up through the hole. They then carried him out of the ruined building on a stretcher. “It seems he survived by sheer willpower,” said Akhilesh Shrestha, a doctor who treated Khanal, according to the Reuters news agency. Khanal, 28, was possibly suffering from a broken leg, Reuters reported. His story of survival isn’t the only one to emerge from the terrible destruction wrought by the quake, which has killed more than 5,000 people. A 4-month-old baby was rescued from a destroyed building in the town of Bhaktapur at least 22 hours after the quake struck, the newspaper Kathmandu Today reported. A Nepali military team had failed to notice the child during its search but returned after his cry was heard, the newspaper said.

more likely to suffer heart disease'Having a wife can improve a man's chances of a long life- but having more than one can seriously damage hishealth, research shows. A study into the health effects ofpolygamy has found men who had up to four wives werenearly five times more likely to suffer heart disease. Pre-vious research has shown that people who are marriedsuffer less stress, are physically more active and have abetter diet. But very little research has been done on theimpact of polygamous marriages allowed by Islam or eventhe Mormon church. Dr Amin Daoulah, a cardiologist atthe King Faisal Specialist Hospital and Research Centrein Jeddah, Saudi Arabia, said: 'There is evidence thatmarried people have better overall health and longevity -but until now no study has assessed the effect of po-lygamy on cardiovascular health. 'Men who practice po-lygamy have up to four concurrent wives who can residein the same or different regions but do not normally re-side in the same house. 'Polygamy is practiced mainly inNorth and West Africa, the Middle East, Central Asiaand Southeast Asia.' The study, presented at the AsianPacific Society of Cardiology Congress 2015, examinedthe relationship between the presence and severity ofcoronary artery disease and number of wives. Research-ers analysed patients suffering from angina referred tofive hospitals in Saudi Arabia and the United Arab Emir-ates. The 687 married men in the study had an averageage of 59 years. Of them, 56 per cent had diabetes, 57per cent had high blood pressure and 45 per cent had apast history of coronary artery disease. Roughly two-thirds of the men had one wife (68 per cent) while 19 percent had two wives, 10 per cent had three wives and 3per cent had four wives. Men with more than one wifewere more likely to be older, live in a rural area, have ahigher income and have a history of coronary artery by-pass grafting. Dr Daoulah said: 'Polygamy may be morefrequent in rural areas because it is more culturally ac-ceptable and getting married at a young age is morecommon. 'Also there was a higher percentage of na-tional citizens residing in rural areas compared to urbanareas. 'Men with multiple wives have to be well sup-ported financially, and although Saudis and Emiratipeople are supported by their governments, polygamistsmay need more than one income. 'They may thereforetake on extra employment or have the added pressureof travelling daily to urban areas for higher paid work.'The research showed that men who practiced polygamyhad a 4.6-fold increased risk of coronary artery dis-ease and a 3.5-fold increased risk of Left Main Dis-ease - narrowing of the left main artery. They also had a2.6-fold elevated risk of Coronary Microvascular Dis-ease, which effects the walls of small blood vessels inthe heart. Dr Daoulah said: 'We found an associationbetween an increasing number of wives and the sever-ity and number of coronary blockages. 'This could bebecause the need to provide and maintain separatehouseholds multiplies the financial burden and emotionalexpense.

Khan also toldchief judicial magistrateAnupama Bijlani that he hadbeen framed in a case reg-istered against him under theArms Act over the shootingof some endangered ani-mals in 1998. The actor ap-peared in the court to recordhis statement in the case. Aspart of the process, Khanwas required to answerquestions about his father’sname, profession and caste.The court witnessed an in-teresting exchange when thejudge asked Khan to statehis caste. Black Money: ED attachesassets worth over Rs 9,000 cr

Agency : New DelhiIn a major action againstblack money hoarders andmoney launderers, theEnforcement Directorate(ED) has attached assets tothe tune of Rs 9,003 croreand filed 173 charge sheetsin the financial year 2014-15. The agency, as part ofits efforts to crack down onillicit funds in India andabroad, in the last yearregistered a mammoth 400percent rise in the numbersof assets attached, over500 percent increase in thenumber of criminal FIRslodged, over 600 percentmore numbers of arrestsmade of people suspectedto be involved in launderingcrimes and more than 200percent jump in the filing ofprosecution complaints orcharge sheets as comparedto the 2013-14 fiscal. Theagency which probesfinancial crimes under twoprime laws of thePrevention of MoneyLaundering Act (PMLA)and the Foreign ExchangeManagement Act (FEMA)along with some old casespending under the repealedForeign ExchangeRegulation Act (FERA) hasbroken all records oflodging complaints andprosecuting the accused offinancial frauds, hawala and

money laundering. A reportprepared in this regard, alsoaccessed, has beensubmitted to the SpecialInvestigation Team (SIT) onblack money and theFinance Ministry. Thereport states the ED, underPMLA, attached assets tothe tune of Rs 9,003.26crore, registered 1,326PMLA FIRs, arrested 52people on launderingcharges and filed a total of173 charge sheets during2014-15. Also, it issued atotal of 492 attachmentorders and got 355confirmed from theAdjudicating Authority ofthe PMLA, the firstappellate body against anorder issued by the EDauthority. The value ofattachment of assets in thelast year saw a 407 percentrise as compared to1,773.41 crore during2013-14, over 600 percentrise in arrests made ascompared to seven duringthe last correspondingperiod and 214 percentrise in filing of chargesheets as compared to 55during 2013-14.
