Taken by surprise, L-G Najeeb Jung is said to have nul- lified the order, a move that can become anoth- er flashpoint in the tus- sle between Delhi chief minister Arvind Kejriwal and Jung. The two have been at loggerheads since the appointment of joint commissioner of police Mukesh Meena as the Anti Corruption Branch chief in June last year. Everybody did everything possible, what happened today is sad.” “It was unexpect- ed as Shaktimaan was recovering well. A brave horse has died and we must respect it,” said Dr Khambatta. Demanding strict action against those responsible for Shakti- man’s death, Union Min- ister Maneka Gandhi said, “Shaktimaan was a police officer on duty and went through so much pain which ulti- mately killed him. The culprits should be arrest- ed for killing a police officer.” Shaktiman was part of the Uttarakhand Mounted Police. It had fallen down during the protest after BJP MLA Ganesh Joshi alleged- ly tried to pull it down. Joshi was seen trying to hit the horse with a stick and was also accused of breaking its leg. He has, however, maintained his innocence claiming he was just trying to scare the animal. Joshi, who was arrested on charges of attacking Shaktiman, was later granted bail on March 22 by a local court here. District and Sessions Judge Ramdutt Paliwal had granted bail to Joshi on furnishing two bail bonds of Rs 25,000 each, his lawyer R S Ra- ghav had said. He was sent to 14 days’ judicial custo- dy in the case on March 18. His bail petition had been rejected just a day later by the court of Ju- dicial Magistrate Akram Ali. Non-bailable offenc- es under which Joshi was charged include stopping government officials from discharging their duties.

In what can only be called a knee-jerk reaction, the Maharashtra government has decided to ban the setting up of new sugar mills in the drought-hit Marathwada region. The underlying logic behind the move is to discourage cultivation of an ostensi-bly water-guzzling crop. Now, there is no doubt that sugarcane requires over 2,000 mm of water through conventional flood irrigation methods. This is much more than the Marathwada region’s normal average annual rainfall of 821.6 mm, leave alone the 532.2 mm received in 2015 and 548.9 mm the year before. But it raises the question: How does a ban in sanc-tioning new mills, that too for five years, help? If, in-deed, sugarcane is the main cause of Marathwada’s troubles, as some contend, why limit the ban to just five years? And what about the existing mills: Why allow them to crush at all? If the Devendra Fadna-vis government’s latest decision is aimed at making Marathwada’s farmers grow crops that consume less water, the right way to do so is by ending the regime of subsidies on canal irrigation as well as electricity for pumpsets. It is these subsidies, besides payment of an assured price for their crop supplied to mills, that has led farmers to cultivate more sugarcane by overdrawing both canal and underground water. If water is properly metered and priced to reflect its scarcity value, they may well choose to reduce the area under cane and plant more pulses, oilseeds or cotton instead. Alternatively, they may continue to grow sugarcane, but by employing drip irrigation that will reduce the water requirement for sugarcane to below 1,000 mm. Those gunning for sugarcane fail to see that this is a crop that also produces green fodder, which farmers would otherwise have had to grow separately. Moreover, unlike other industries, sugar mills neither require water nor electricity from outside; these are present either directly in the cane or generated as a byproduct. Clearly, there is an element of exaggeration to the view that blames Marathwa-da’s water woes entirely on sugarcane, while ignoring the impact of monsoon failure itself in three out of the last four years. This view, perhaps, also underesti-mates the benefits sugar may have brought to the re-gion’s farmers, including generating employment op-portunities. While not permitting new mills may help the Fadnavis government to score political brownie points — the earlier Congress-NCP dispensation was, after all, synonymous with the state’s powerful “sugar lobby” — it does not address the core issue of ratio-nal water use. If canal water is made available to all crops on a uniform per-hectare basis sans any subsi-dies, farmers can be trusted to make the right planting decisions based on market signals. They don’t have to be told what to grow — and what not to grow.

The high temperature in Andhra Pradesh and Tel-angana is wreaking hav-oc for people in the two states. Director SS Ra-jamouli who was shoot-ing for Baahubali 2 at Ramoji Film City in Hyderabad was forced to stop shooting thanks to the soaring tempera-ture. According to sourc-es, the director was busy shooting the film but the heat started to adversely affect the people on set. Rajamouli was trying to finish certain portions quickly but the heat did not allow the team to work efficiently. In the end, the ace director was forced to give the entire team a month-long break from the shoot. The team will now relax during the peak summer and come back to sets when the temperature hopefully dips. Currently, the tem-perature there is around 45 degrees celsius. Ra-

jamouli was keen on spending more time on post-pro-duction but it looks like that may not be a possibility.

He wants to wrap the shoot as early as possible and

release the film on April 14, 2017. This month-

long break is likely to have caused some upheavals in his shoot schedule. The

film was rumoured to release in Decem-

ber 2016 earlier, but the shoot for the second

part was delayed due to unknown factors.Several

The results which were followed up for three months showed a reduction of 0.61 percent in body fat in study participants. This was as a result of 71-minute shorter sitting time per day during working hours after one month. “A reduction in sitting time by 71 minutes per day could have positive effect in the long run as this could be associated with reduced risk of heart diseases, diabetes and all-cause mor-tality, especially among those who are inactive,” said professor Janne Tolstrup from National Insti-tute of Public Health, Denmark. Researchers from University of Southern Denmark, the National Re-search Centre for Prevention and Health and the University of Sydney conducted a multi-component work-based intervention to reduce sitting time and prolonged sitting periods. The team analysed 317 office workers in 19 offices across Denmark and Greenland randomly put into the intervention or control groups. The intervention included environ-mental office changes and a lecture and workshop, where workers were encouraged to use their sit-stand desks. By wearing an accelerometer device, the researchers were able to measure results across

a five-day working week.

Google teamed up with UC Berkeley for a study that reveals as many as 760,935 websites were breached in just one year. The research was made with the help of Google’s Safe Browsing Alerts initiative that no-tifies network administrators of potential security breaches and doctored URLs on the websites. The study showed the data collected from July 2014 to June 2015 and the researchers add that continuous communication with webmasters is likely to make admins eliminate reported issues by 50 percent. Also mentioned was that the infection length of a website could be decreased by at least 62 percent by send-ing the Safe Browsing alerts initiative notifications to website admins. ”Based on appeal logs where web-masters alert Google that their site is no longer com-promised, we find 80 percent of operators success-fully clean up symptoms on their first appeal,” says the research. However, it was also revealed that over 12 percent sites fell victim to a new attack within 30 days as the site owners did not address the root cause of compromise.

No proof against Lt Col Purohit in Samjhauta blast case: NIA chief

NIA today said there was no proof against Lt Col Prasad Purohit in the Samjhauta blast case but investigation against him is underway in connec-tion with the Malegaon blast case. “There is no proof against him in Sam-jhauta blast case. He was never an accused. I won-der why his name is be-ing linked to Samjhauta blast case,” NIA Director General Sharad Kumar said. He said Purohit has been chargesheeted by ATS Mumbai in Male-gaon blasts in 2008 and NIA was carrying out further investigations in the matter. The NIA has filed charge sheet against eight people in connection with Samjhauta blast case which includes Naba Ku-mar Sarkar alias Swami Asimanand, Late Sunil Joshi alias Sunilji, Ram-chandra Kalsangra, Sand-

While sales of the Figo hatch-back declined over 60% in the six-month period between Oct 2015 and March 2016, sales of the Figo Aspire declined by 74% between its launch and March 2016. Ford

has sold only 1396 units of Figo hatchback in march 2016 against the segment leader Maru-ti Swift sales of 14524 units. Given the poor sales of these cars, Ford has halved its monthly production targets for the Figo and Aspire at its sanand plant in Gujarat. The production of figo twins has come down from 20000 to 6500 units a month. Ford’s sanand plant was built at a cost of USD 1 billion on the hope of achieving more market share now con-tinues to operate a single shift.

Societies Registration Act, 1860, is the first in the nation to get approv-al from the state govern-ment. It will continue to function as the state government funding will be routed through state education department from April 1,” confirmed the state project direc-tor Apexa Bhatt. “The scheme has successfully mobilised marginalised women — nearly 90 per cent of the sangha mem-bership is drawn from the disadvantaged sections of society. Scheduled Caste and Scheduled Tribe con-

stitute 56 per cent of the sangha membership at the national level,” says the report on ‘Third Nation-al Evaluation of Mahila Samakhya Programme’, carried out by the Ravi J Matthai Centre for Ed-ucational Innovation, Indian Institute of Man-agement, Ahmedabad, in 2014. Water from the al-ready-depleted reservoirs in Maharashtra have been drawn at a faster pace than any other part of the country since the start of this year, one reason why the state is facing such a severe water cri-sis. The 17 big reservoirs in the state are left with just about 2 billion cu-bic metres (bcm) of wa-ter now, which is barely 14% of their total capac-ity. At least three of these reservoirs have run dry, and there is no water in them that can be released by opening the gates.

The minimal water they have, below the height of the gates, needs to be pumped out to be sup-plied. Data from the Cen-tral Water Commission (CWC) show that water levels in Maharashtra’s reservoirs was just over 30% of full capacity in

the first week of January. Between then and now, water levels in all 91 big reservoirs in the country, including the ones in Ma-harashtra, almost halved from a cumulative 44% of capacity to 23%. The reservoirs now together hold about 36 bcm out

of their total capacity of about 158 bcm. It is im-portant to note that the reservoirs are not expect-ed to be full at this time of the year. Normally, they should have been holding around 46 bcm of water at this time. Last year, unexpected rain in March had ensured that they had 53.5 bcm water around this time. Thanks to that rain, and then a short burst in June, the reservoirs had above nor-mal storage levels till the first half of August 2015, before the bad monsoon started taking its toll.

So we filed a supplementary affidavit after consulting the home secretary, the director of Intelligence Bureau and other officers,” he had

said. On Monday, Chid-ambaram issued a state-ment saying that while he couldn’t comment with-out checking the files and notings, “my public state-ments on why the second affidavit was filed, after due and full consultation with the home secretary and the attorney gener-al, are self-explanatory”.
