The Israel Electric Corporation Limited (I.E.Co.).
2 NAME OF ITEM & PROJECT
This specification covers technical requirements for
MEDIUM VOLTAGE DISTRIBUTION TYPE
INDOOR SURGE ARRESTERS (S.A.)
FOR SF6 SWITCHGEAR
3 LOCATION OF ITEM & PROJECT
The surge arresters will be installed on I.E.Co 12.6kV, 22kV and 33kV distribution systems, for the
protection of SF6 switchgear equipment in indoor transformers stations.
4 SCOPE OF WORK
Design, develop, manufacture, test, preserve, pack and furnish (with export packing if applicable) of the
following equipment: Medium Voltage Distribution Type Indoor Surge Arresters (S.A.) for SF6
switchgear.
4.1 PROJECT DESCRIPTION
Lightning protection of equipment installed in I.E.Co. Medium voltage power lines.
4.2 SCOPE OF SUPPLY
Furnish and deliver fully tested, Surge Arresters for SF6 switchgears in Medium voltage power
lines.
Surge Arresters shall be for indoor use with all required installation accessories.
4.3 SCOPE OF SERVICE

7 QUALITY ASSURANCE & QUALITY CONTROL (S.A Manufacturer)
7.1 QUALITY ASSURANCE
7.1.1 The Manufacturer of the S.A shall have a Quality Management System (QMS)
certified to ISO 9001 requirements, with the following scope of certification:
design and production of the relevant equipment.
7.1.2 The Manufacturer’s main suppliers shall also have a Quality Management
System (QMS) certified to ISO 9001 requirements, with scope of certification
corresponding to the scope of supply indicated in the Manufacturer’s order and
the requirements of this specification.
7.1.3 ISO 9001 certification requirements – certificate, demonstrating compliance
with the above mentioned requirements, respectively, granted each by a
Certification Body (CB) which is a part of or belong to an International
Certification Network of CB's, should be submitted to Purchaser with the
proposal.
The CB should be accredited by an Accreditation Body which is a member of
the International Accreditation Forum Multilateral Arrangement (IAF MLA).
The certificate should bare the marks of: the CB, the above indicated
Certification Network of CB's and of its Accreditation Body.
7.2 QUALITY CONTROL
The quality control measures applied during the production of the S.A. shall conform to the
requirements specified in Apendix I of the Specification NPS-364.
Representatives of the Israel Electrical Corporation shall be authorized to visit the Manufacturer's
plant, witness tests and obtain full details of each phase of the transformer's production.
After product approval by the contractor’s personnel, the purchaser quality control
representative will inspect a sample according to International Standard ISO 2859 – 1
“sampling procedures for inspection by attributes”. Inspection level II, acceptance number 0
and rejection number 1.

8 STANDARDS & CODES
8.1 Unless otherwise stated, the surge arresters shall be designed, manufactured and tested in
accordance with the requirements of the following standard:
IEC Standard 60099-4 June 2014
Surge arresters – Part 4:
Metal-oxide surge arresters without
gaps for a.c. systems
8.2 Standards referred to in this Specification and in Supplements to this Specification are integral
parts of this specification unless explicitly stated otherwise.
8.3 The equipment, including all appurtenances and accessories, shall be fabricated, inspected, tested
and preserved in compliance with the Standards as specified herein, unless otherwise indicated.
8.4 In the event that no reference to Standard is made herein, all components and parts shall be
fabricated, inspected, tested and preserved, so as to ensure their fitness for designed use and
purpose.
8.5 If the present Specification contains requirements which differ from those of the above mentioned
Standards, the requirements of this Specification shall take precedence.
9 TECHNICAL DOCUMENTATION
9.1 GENERAL
Bidders shall submit their technical offers in the following way:
- Contents of the offer shall be given at the beginning of the offer.
- Each chapter shall be separated from the others by divider page.
- Each proposed item shall be presented in a separate chapter which includes all the
technical data (drawings, routine/sample/type test report, summary of data, etc.)
- All the mentioned documents shall be in English or Hebrew.
- The I.E.Co. reserves the right, at its discretion, to allow a Bidder to complete such
proposal and to submit such documents at a later date, as prescribed by I.E.Co

9.2 TECHNICAL DOCUMENTS AND SAMPLES TO ACCOMPANY THE PROPOSAL
The Bidder shall submit together with his offer the following documents:
9.2.1 Type test reports for identical surge arresters (indoor S.A. for SF6 switchgear) to those
proposed in the Proposal, including test circuit, instruments used, test sequence and description
of method.
9.2.2 Filled-in and signed type tests declaration – Appendix "A".
In case that some type tests reports are missing and/or unapproved the Bidder shall submit with his
offer a written guarantee (Appendix "A") to perform (in case of award), at his own expense and
responsibility, those type tests and submit to the Purchaser the tests reports, in English, for
approval, one month before first shipment of the ordered surge arresters as described in clause 11.
9.2.3 Routine tests for identical surge arresters to those proposed in the Proposal.
9.2.4 Completed and filled- in questionnaire signed by the Bidder (and Manufacturer)
(Summary of data - clause 18 below) for each proposed type of the surge arresters.
9.2.5 Filled-in and signed required schedules for prototype approval – Appendix "B".
9.2.6 Technical catalogue of the proposed surge arresters.
9.2.7 Quality Requirements documents.
9.2.8 General outline drawing with dimensions, materials, coating, weight, etc.
9.2.9 Description and schematic drawing of complete arrester.
9.2.10 Description of the principles of operation of the arrester under various operating conditions.
9.2.11 Drawing of cross section of arrester.
9.2.12 Drawings of housing, insulating bracket and disconnecting device.

9.2.17 Preliminary inspection and test plan to be performed by the manufacturer.
9.2.18 Maintenance instructions (including frequency, procedure and materials required of surge
arresters).
9.2.19 Shipping assembly drawings with overall size and weight.
9.2.20 Manufacturer's requirements for prolonged storage (2-3 years) before erection, taking into
account the specific conditions under clause 10.1.
9.2.21 Remarks:
9.2.21.1 All descriptive material shall be in English.
9.2.21.2 The Israel Electric Corporation (I.E.Co.) reserves the right, at its discretion, to allow a
Bidder to complete such proposal and to submit such documents at a later date, as
prescribed by I.E.Co.
9.3 TECHNICAL DOCUMENTS AND SAMPLES AFTER NOTIFICATION OF AWARD
9.3.1 After notification of award, the successful Supplier (henceforth referred to as "the Contractor")
shall submit, within 14 days after starting date (see Appendix "B") to the Purchaser for
approval, the following information:
9.3.1.1 Outline drawing of surge arrester, including all necessary details for mounting
such as fixing holes, size and material of primary and earthing terminals,
weight, permissible static and dynamic forces.
9.3.1.2 Line and earth terminals details (material, shape, cross - section).
9.3.1.3 Description and drawing of insulator from insulator Manufacturer.
9.3.1.4 Nameplate drawing with all data filled-in.
9.3.1.5 Bill of materials:
9.3.1.5.1 Instructions manuals, technical directives, drawings and any other relevant descriptive
materials which shall contain all information required for the mounting, commissioning,
operation, maintenance, periodic checking, periodic testing of the arresters.
9.3.1.5.2 In addition the Manufacturer shall supply a guide for installation, which shall include
the protection zone of the arresters for transformers, cable box, etc.

9.3.2 Manufacturer shall supply any additional information considered necessary for clarifying
various aspects of operation, maintenance, etc.
9.3.3 Purchaser reserves the right to require all necessary additional drawings, etc. that may
contribute in completing information supplied by Manufacturer about the
surge arresters.
9.3.4 The drawings shall enable easy identification of all assemblies and parts of the arresters.
9.3.5 In any case, the Contractor shall not manufacture the ordered surge arrestors before receiving
I.E.Co.'s final approval of the prototype. Production of the ordered S.A before receiving
I.E.Co.'s final approval of the prototype will be at Contractor's own responsibility.
9.3.6 After I.E.Co.'s final approval of the prototype and after production of the ordered S.A, but
before delivery of the surge arrestors, the Contractor shall submit to I.E.Co., in English, routine
tests reports performed according to relevant Standard.
9.3.7 All data, reports, drawings and descriptive material shall be in English or in Hebrew. Any
submitted data, drawing or descriptive material not written in English or in Hebrew will not be
accepted. All dimensions shall be stated in the metric system.
9.4 SCHEDULE UP TO DELIVERY APPROVAL
Please see APPENDIX "B" - Required schedule for prototype approval of surge arresters.
9.5 DELIVERY APPROVAL
The Contractor shall submit to the Purchaser the Routine Test reports for approval 30 days prior to
each delivery of the equipment. The equipment shall be delivered only after approval of the routine
test report of each unit. The Contractor shall submit to the Purchaser the Acceptance Tests Reports
for approval 4 weeks prior to the first delivery of the equipment.

10 DATA AND TECHNICAL REQUIREMENTS
10.1 ENVIROMENTAL CONSIDERATIONS & SERVICE CONDITION
The service conditions shall be in general according to clause 12.5.4 of IEC Standard 60099-4, with the
following additions and changes.
The equipment shall be suitable for outdoor mounting, in the following environmental conditions:
• Severe atmospheric and industrial air pollution, coal dust, sea salt spray.
• High atmospheric humidity as experienced in coastal or desert areas.
• Ambient air temperature in the general vicinity of dead-front arresters shall be between–40 °C
and +65 °C
• The maximum temperature of dead-front arresters due to self-heating and external heat
sources in the general vicinity of the arrester shall not exceed +85 °C
• Annual mean air temperature: +25°C
• Maximum relative humidity: 90%
• Average relative humidity: 70%
• Average ambient temperature measured over a period of 24 hours does not exceed +35°C
• Maximum difference of ambient temperature from day to night: +25°C
• Altitude: up to 1000m
Remark: Some of the Equipment may be installed at altitudes greater than 1000 m above sea level
(maximum 2000m) and at altitudes under sea level (minimum – 400m). The Bidder shall
specify the required operations to be performed in order to install the Equipment in the
above altitudes for proper operation.

10.2 RELIABILITY, AVAILABILITY, MAINTAINABILITY

10.3 FUNCTIONAL REQUIREMENTS
General Requirements for surge arresters
10.3.1 The surge arresters will be installed on I.E.Co 12.6kV, 22kV and 33kV distribution systems, for the
protection of SF6 switchgear equipment in indoor transformers stations.
10.3.2 The surge arresters shall be of metal-oxide type (without gaps), indoor,
single-phase, explosion - proof.
10.3.3 The surge arresters shall be connected between phase and earth.
10.3.4 The arresters shall be suitable for connection to the Separable T Connector System for SF6
Insulated Switchgear. The above Separable T Connector System shall be manufactured in
compliance with the requirements of I.E.Co Specification NPS-364.
10.4 DESIGN & CONSTRUCTION
Electrical Requirements for the Equipment:
10.4.1 The arresters rated voltage (Ur) shall be chosen by Manufacturer in order to meet the system
data given in clause 10.1.1 above.
10.4.2 The Continuous Operating Voltage - COV - shall be chosen by the Manufacturer
in order to meet the system data given in clause 10.1.1 above and shall be specified in
Summary of data.
10.4.3 Temporary Overvoltage - TOV - curves in per unit of COV as a function of time or equivalent
curve of power frequency voltage versus time shall be given by Manufacturer with the proposal.
For arresters to be installed in 22kV and 33kV systems, the time of TOV curve should be
extended to 24 hr.

10.4.4 TOV value shall be at least:
• 14.7 kV for 10 sec - 12.6 kV system.
• 24 kV for 7200 sec – 22 kV system.
• 36 kV for 7200 sec – 33 kV system.
10.4.5 Nominal discharge current shall be at least 5 kA peak.
10.4.6 Maximum residual voltage at 8/20 µsec and at 5kA peak discharge current
shall be not more than:
• 42kV peak for 12.6kV system.
• 85kV peak for 22 kV system.
• 118kV peak for 33 kV system.
10.4.7 Rated frequency - 50Hz
10.4.8 Arresters short circuit rating shall be at least:
- 16kA r.m.s. (at least 0.2sec) for 12.6 kV and for 22 kV networks
- 10kA r.m.s. (at least 0.2sec) for 33 kV network.
10.4.9 The surge arresters shall be of DM class as per clause 4.2 of IEC 60099-4.
10.4.10 Repetitive charge transfer rating (Qrs) shall be chosen at least 0.5C.
10.4.11 The high-current impulse withstand tests shall consist of the application to each arrester sample
of two 4/10 µsec current impulses with peak values of 65 kA peak.
10.4.12 Thermal charge transfer rating (Qth) shall be at least 0.7 C as per table 5 of the IEC 60099-4 for
distribution arresters.
10.4.13 The arrester housing shall withstand voltages summarized in the following table.

10.4.14 The internal partial discharges in the metal-oxide arresters energized at 1.05 times its
continuous operating voltage shall be less than 10pC (see clause 9.1(d) of IEC 60099-4
Standard).
10.5 INTERCHANGEABILITY
Surge Arresters of the same factory and the same rating shall be interchangeable with each other,
both electrically and mechanically, and when so inter-changed shall perform their function equally
well in every respect.
10.6 COMMISSIONING
The Supplier shall submit requirements for commissioning of the S.A. if applicable.
10.7 OPERATION & MAINTENANCE
10.7.1 General
10.7.1.1 The Contractor shall submit Installation instructions for approval.
10.7.1.2 The Contractor shall submit Maintenance instructions (including
frequency, procedure and materials if required).
10.8 SAFETY
The Bidder shall submit Safety instructions for the equipment.

10.13 MAINTENANCE
10.13.1 The offered surge arresters shall be a maintenance free type. If the Contractor requires or
recommends maintenance for the offered surge arresters the offer will be rejected.
11 TESTS & INSPECTIONS
11.1 Type Tests of surge arresters
The type tests shall be performed in accordance with the Standard IEC 60099-4. The type test
reports shall be submitted to the Israel Electric Corp. together with Bidder's technical
proposal. Each test shall be performed with the values declared by the manufacturer in the
technical stage of the tender.
11.2 Type Test Reports
• The submitted type test reports shall be of the S.A. identical to the proposed S.A.
• The type test reports shall state according to which standard the tests were performed. The type
test reports shall specify the conditions of the test and the actual values received during the tests.
It shall state the names and have the signatures of those who performed the type tests, those who
approved the type tests reports and those who witness the type tests.
• I.E.Co. reserves the right of not requiring type tests reports in case of tender
for a small amount of Separable T Connector Systems with surge arresters for SF6 switchgear.
• The type test reports shall contain a detailed drawing of the tested equipment, photos of the
equipment before and after the test.
• The following type test reports shall be submitted (the clauses refer to above Standard except
clause 10.4.13 which refers to this Specification):
- Insulation withstand tests on the arrester housing (clause 8.2, clause 12.8.2 of IEC 60099-4 and
clause10.4.13 of this Specification)
- Residual voltage tests (clause 8.3 of IEC 60099-4)
- Test to verify long term stability under continuous operating voltage (clause 8.4 and
clause 12.8.4 of IEC 60099-4)
- Test to verify repetitive charge transfer withstand (clause 8.5 of IEC 60099-4)
- Heat dissipation behaviour verification of test sample (clause 8.6 of IEC 60099-4)
- Operating duty test (clause 8.7 & 12.8.7 of IEC 60099-4)
- Power-frequency voltage versus time (clause 8.8 of IEC 60099-4)
- Short-circuit tests (clause 8.10 & 12.8.10 of IEC 60099-4)
- Test to verify the dielectric withstand of the internal components of an arrester
(clause 8.15 of IEC 60099-4)

- Test of internal grading components (clause 8.16 of IEC 60099-4)
I.E.Co reserves the right to allow the Supplier, after notification of award, to perform at his
expense the following type tests:
- type tests, of which reports were not approved by I.E.Co during technical stage of
the tender;
- type tests, of which reports were missing during technical stage of the tender,
This applies only to Bidders who signed a declaration (Appendix "A") regarding performance of
type tests as required in this Specification NTS-36.
The type tests will be performed during the time frame of the order and the reports will be
submitted to Purchaser, in English, at least one month before shipment of the ordered surge
arresters.
The Contractor shall perform those type tests in a well-known authorized laboratory (ISO/IEC
17025 or EN 45011 approved).
The Contractor shall submit to the National Network Unit, forty five (45) days before
performing those type tests, the name of laboratory and the plan of those type tests for I.E.Co
approval.
I.E.Co reserves the right to participate in those type tests. 11.3 Routine Tests
11.3.1 A routine test shall be performed by the Contractor for each equipment
11.3.2 Duly certified routine tests are obligatory. Such tests shall be performed at the Manufacturer’s
laboratory.
11.3.3 Each supplied S.A. shall be tested in the following routine tests in accordance with the Standard
IEC 60099-4:
11.3.3.1 Measurement of reference voltage (Uref). The measured values shall be within a range
specified by the manufacturer.
11.3.3.2 Residual voltage test.
11.3.3.3 Internal partial discharge test.

11.3.4 Routine Test Report
• The routine test report shall state according to which standard and clause the test was performed.
• The Routine Test Report shall contain the S.A. type, the results of the tests, the required values
and the values obtained during the test.
The routine tests reports shall be submitted to Purchaser up to one month before delivery of each
batch of the offered surge arresters.
11.4 Acceptance Tests
The standard acceptance tests shall be performed on the proposed S.A. according to the
Standard IEC 60099-4.
The following acceptance tests shall be made on the nearest lower whole number to the cube root of
the number of arresters to be supplied.
The acceptance tests shall include:
a) Measurement of power-frequency voltage on the complete arrester at the reference current
measured at the bottom of the arrester. The measured values shall be within a range specified by
the manufacturer at the technical stage of the tender
(clause 9.2.1 a of the IEC 60099-4).
b) Surge impulse residual voltage on the complete arrester at the 5kA peak and nominal discharge
current. The residual voltage for the complete arrester shall not be higher than the value specified
by the manufacturer at the technical stage of the tender.
(clause 9.2.1 b of the IEC 60099-4).
c) Internal partial discharge test. The test shall be performed on the complete arrester. The test sample
may be shielded against external partial discharges. The measured value for the internal partial
discharge shall not exceed 10 pC. (clause 9.2.1 c of the IEC 60099-4).
e) Special thermal stability test according to IEC 60099-4 standard. The test shall be performed on
three totally different test sections consisting of metal-oxide resistors taken from current routine
production and having the same dimensions and characteristics as those of the arresters under test.
(clause 9.2.2 of the IEC 60099-4).
The test is passed if thermal stability occurs in all three samples.
The acceptance tests shall be performed after notification of award and after type test approval, but
before delivery of the first batch of the S.A. The test reports shall be submitted to I.E.Co four weeks
before delivery of the S.A. for I.E.Co approval.

The Contractor shall submit to the National Network Unit, forty five (45) days before performing
those tests, the name of laboratory and the plan of those acceptance tests for I.E.Co approval.
I.E.Co reserves the right to participate in those tests.
12 PACKAGING & DELIVERY
The S.A shall be supplied as required in NPS-364 specification.
The equipment package for shipment shall be so designed and carried out as to prevent any damage to
equipment during shipment and during prolonged (2-3 years) storage under the climatic and
environmental conditions described under clause 10.1.
Special care for ensuring air, moisture and water tight packing for the equipment, shall be ensured for a
prolonged storage period (2-3 years) under the climatic conditions described in clause 10.1.
13 STORAGE & HANDLING
Manufacturer's shall supply requirements for prolonged storage (2-3 years) before erection, taking into
account the specific conditions under clause 10.1.
14 NAMEPLATE/MARKING
The nameplate shall be in accordance with IEC Standard 60099-4.
