Winter has been exceeding the 99.6% design day for cold temperatures! Brrrrrrr…it’s cold

outside!

Last month’s speakers were Michelle Contri and Thomas Davidson who gave us insights on

Hydraulic Modeling to Enable Design Resiliency and Quantify Pump Energy Savings for

Data Center Chilled Water Systems. It was interesting to see how their simulations showed

the interactions of the cooling fluid and how they were able to demonstrate resiliency

through different failure scenarios.

This month’s dinner meeting speaker Mark Palitza will present Natatorium Design. Indoor pool space design.

The theme for this month’s meeting is Membership & History Night!

Our Refrigeration Chair, David Halko, has been planning a site visit that will be coming up in several months…stay

tuned! We are now able to accept credit cards to pay for the dinner meeting.

Just when it seemed we became comfortable with our selection of refrigerants

for the Supermarket industry, the EPA is now proposing the potential de-listing of them

from SNAP. It is not all bad news, there are potential R-404A & R-507 replacements in

the “pipe-line”. Of these particular replacements ASHRAE has generated designations of

R-448A & R-450A. More good news, in certain testing the replacement’s properties have

shown to be equivalent or superior in performance to that of R-404A, and that no change

in lubricant is necessary from R-404A lubricants. While laboratory & field testing of these

replacements continue, it is suggested that everyone stay updated by reading your trade

periodicals & attending seminars & webinars on this subject matter.

They reviewed the basics of hydraulic modeling of some simple data center chilled water systems. They then went into a discussion on the resiliency of the different system layouts, followed by an analysis of how to operate each system efficiently from a pump energy consumption standpoint.

The Society’s Scholarship Program also serves the public interest by aiding in the education of men and women to become qualified to practice as engineers in HVAC&R. Record Attendance Set for ASHRAE Winter Conference, AHR Expo

ATLANTA – Attendance at the recent ASHRAE Winter Conference and AHR Expo exceeded expectations with record numbers shown for both. The 2015 ASHRAE Winter Conference, was held Jan. 24-28, with the AHR Expo held Jan. 26-28, Chicago. ASHRAE broke records for attendance at a Winter Conference with 3,018 attendees. Attendance this year was higher than the past six Winter Conferences, except Las Vegas 2011. Attendees came from more than 60 countries. The Expo claimed the title for the best-attended event ever held in Chicago. Preliminary figures for the world's largest HVACR marketplace show that more than 61,000 total attendees, including 42,400 visitors, took part. Five Chicago records were shattered by the 2015 event: • Total number of registered attendees – 61,990 • Number of visitors – 42,400 • Net square footage – more than 480,000 • Number of exhibiting companies – over 2,100 • Number of international exhibitors – 592 For ASHRAE, a major item of note at the Conference was recognition by the Green Building Initiative (GBI) on ASHRAE achieving the highest rating, of four Green Globes, on their international headquarters. Through a months-long process, GBI's Green Globes Assessor worked with ASHRAE staff to document the building's sustainable management practices. Only 3 percent of projects assessed by GBI achieve four Globes certification. Also taking place was launch of ASHRAE’s and the United Nations Environment Programme (UNEP) OzonAction’s fourth biennial work plan for 2015-2016, based on a global cooperation agreement signed in 2007. The ASHRAE-UNEP cooperation agreement was developed to achieve several international goals, including the sustainable phase-out of ozone depleting substances in refrigeration and air-conditioning applications; maximizing the climate benefits of using low-global warming potential alternatives including aspects of energy saving in buildings; as well as facilitating the transfer and adoption of sustainable and feasible technologies to developing countries. The Conference’s Technical Program ranked high in attendance, focusing on big projects, the big picture and big impacts with the intent of presenting big results for engineers, contractors, manufacturers and building professionals. Individual top-attended sessions in the technical program were seminars related to Lab Safety and Fire Alarm Response; Controlling a Minimum Impact Data Center; Design of Safe, Healthy and Energy Efficient Air Distributions for Hospitals; ASHRAE Design Guide for Tall, Mega Tall and Super Tall Building Systems; Refrigeration for Craft Brewing; Is Air-to-Air Energy Recovery Mutually Exclusive with Demand Control Ventilation and/or Airside Economizers?; Fan and System Integration for Maximizing Energy Efficiency Design; Hydronics 101: Design Basics and Complying with Standard 90.1; and Walgreens' Pursuit of a Net-Zero Store; as well as a Conference Paper Session on Using Solar to Improve Efficiency; and a Technical Paper Session on Energy Efficient, Hydronic HVAC Systems. Also offered were a combined 20 Professional Development Seminars and Short Courses from ASHRAE Learning Institute. The most popular offerings were Complying with Standard 90.1-2013: HVAC/Mechanical; Designing High-Performance Healthcare HVAC Systems; and Design of Commercial Ground Source Heat Pumps. Publications new to the ASHRAE Bookstore were sold at the Conference, including Load Calculation Applications Manual, 2nd ed.; the Chilled-Beam Design Guide with REHVA; Geothermal Heating and Cooling: Design of Ground-Source Heat Pump Systems; and Data Center Design and Operation: ASHRAE Datacom Series CD. ASHRAE, REHVA Jointly Publish Guide to Chilled Beam Systems

ATLANTA – Guidance on designing chilled-beam systems is contained in a new book from ASHRAE and the Federation of European Heating, Ventilation and Air-Conditioning Associations (REHVA). The “Active and Passive Beam Application Design Guide” is the result of collaboration by worldwide experts to give system designers a current, authoritative guide on successfully applying active and passive beam technology.

Building on REHVA’s previously published Chilled Beam Application Guidebook, this new guide provides up-to-date tools and advice for designing, commissioning and operating chilled-beam systems to achieve a determined indoor climate and includes examples of active and passive beam calculations and selections.

Active and passive beam systems are an energy-efficient solution for spaces that require indi­vidual zone control and where the internal moisture loads are moderate.

“Active and passive beam systems provide good thermal comfort and energy and space saving advantages, and the operation of such systems is simple, with low maintenance requirements,” co-editor John Woollett said. “In a building where the goal is a low energy usage index, beams can be an excellent choice of indoor climate product.”

Although they are often referred to as “chilled” beams, in many cases active beams can be used for both heating and cooling the space. Active and passive beams are room air recirculation devices that transfer sensible heat to and from the space using water. In addition, conditioned primary air is ducted to active beams. This primary air must satisfy the ventilation and latent requirements of the space and drive the induction of room air through the beam’s coil. In the case of passive beams, this primary air is delivered to the space through a decoupled ventilation system. Active and passive beams may be integrated with acoustic ceilings or independently mounted.Woollett noted that chilled beams have specific applications and work well in commercial office buildings, schools, hospital patient rooms, laboratories and hotels. He said such systems are common in Scandinavian countries where they are a standard choice of indoor climate delivery in a variety of different applications.

The book provides information on the basics of operation but also background from engineers developing the beam technology with manufacturers. ASHRAE/USGBC/IES Agree to Develop Biomass Requirements for Green Building Standard

ATLANTA – The development of biomass requirements is being explored by ASHRAE, U.S. Green Building Council (USGBC) and the Illuminating Engineering Society (IES), for inclusion in their co-sponsored green building standard.

ASHRAE/IES/USGBC Standard 189.1, Standard for the Design of High Performance Green Buildings, contains minimum requirements for the siting, design and construction of high-performance green buildings in support of reducing building energy, resource consumption and other environmental impacts. To that end, the standard contains requirements for the use of renewable energy systems such as solar, wind and geothermal.

The Standard 189.1 Committee recently considered a proposal to add biomass to the definition of renewable energy systems, which was submitted by an interested individual from outside the committee. In this context, biomass includes organic material, such as wood and crop waste, that can be burned to generate thermal energy.

At ASHRAE’s 2015 Winter Conference held recently in Chicago, the committee voted not to accept the proposal to simply add the word biomass to this definition. However, in its response to the proposal, the committee stated that they intend to work on a definition of biomass as well as requirements on the use of biomass to meet the renewable energy requirements of the standard, according to chair Andy Persily.

While the proposal from the committee must first go through the ASHRAE standards development procedures as well as public review, the committee is committed to developing a technically sound and responsible approach to include biomass as a renewable. Persily noted that the standard currently has no restrictions on the use of biomass as an energy source; however, it does not allow it to be used to meet the renewable energy requirements.

ASHRAE, IAQA Approve Consolidation

ATLANTA – A consolidation between ASHRAE and the Indoor Air Quality Association has been finalized by both organizations. The consolidation was approved by the Boards of Directors for ASHRAE and IAQA at ASHRAE’s recent 2015 Winter Conference in Chicago. “We are excited about the opportunities presented by this consolidation,” ASHRAE President Tom Phoenix said. “It opens the door to alignment of ASHRAE and IAQA programs to create high-impact resources for building professionals around the globe.”

“This is an historic event for both associations and has great promise for growth and development for both organizations,” IAQA President Kent Rawhouser said. “The opportunities and possibilities for members are only limited by our own imaginations. IAQA and ASHRAE are committed to growing and developing the IAQA brand. The consolidation will open new avenues for programs and benefits for our members.”

In July, ASHRAE announced it had agreed in principle to join forces with the IAQA, combining resources to improve indoor air quality in the built environment. Since August, the two groups have been undergoing a period of due diligence. That diligence was completed earlier in January.

Under the consolidation, IAQA will become a part of the ASHRAE organization while maintaining its own brand and Board of Directors. IAQA will operate independently within ASHRAE’s organizational structure.

The Indoor Air Quality Association (IAQA) is a nonprofit organization dedicated to bringing practitioners together to prevent and solve indoor environmental problems for the benefit of customers and the public. IAQA was established in 1995 and is the nation’s largest indoor air quality trade association with over 2,600 members and more than 20 local chapters across the United States and Canada. Energy Efficiency Improvement Act Reintroduced in House

This week, U.S. Representatives David McKinley (R-WV-1) and Peter Welch (D-VT-At Large) reintroduced the Energy Efficiency Improvement Act (H.R.873). The bill is nearly identical to the version that passed the House last year by a strong bipartisan vote of 375 to 36. The main difference is that the new version does not include the grid enabled water heaters provision, as that will be separately introduced by Representatives Ed Whitfield (R-KY-1) and Peter Welch.

ASHRAE strongly supports the Energy Efficiency Improvement Act, which would:

Create a new voluntary “Tenant Star” program to help building owners and tenants overcome the split

incentives of energy efficiency upgrades.

Promote energy efficiency in federal data centers by requiring federal agencies to work with experts and

key stakeholders to develop strategies and best practices for the use, maintenance, and procurement of energy saving information technologies.

Improve federal building energy benchmarking by requiring federally leased space in buildings that have

not received an ENERGY STAR label to be benchmarked by an online, free benchmarking program. The U.S. Department of Energy would also be required to conduct a study on the impact of state and local performance benchmarking and disclosure policies and associated building efficiency policies for commercial and multifamily buildings. This study would identify best practice policies that have resulted in the greatest improvements in building energy efficiency.

Although the bill continues to enjoy strong support, the next steps for this bill have not yet been determined.

Representatives Cartwright, Gibson, Welch Re-Introduce Bipartisan Streamlining Energy Efficiency for Schools Act

Schools across the nation may have an easier time accessing federal funds to help them make energy efficiency improvements thanks to the recently reintroduced Streamlining Energy Efficiency for Schools Act (H.R.756). This bipartisan bill is sponsored by Representatives Matt Cartwright (D-PA-17), Christopher Gibson (R-NY-19), and Peter Welch (D-VT-At Large), and would create a one-stop-shop clearinghouse to disseminate information regarding available federal programs and financing mechanisms that may be used to help initiate, develop, and finance energy efficiency, distributed generation, and energy retrofitting projects for schools. The bill would also improve efforts to raise awareness of these federal programs.

ASHRAE strongly supports this bill, which was passed by the House last year with overwhelming bipartisan support. A companion to this bill will soon be introduced by Senators Susan Collins (R-ME) and Mark Warner (D-VA).

“ASHRAE is proud to continue its support of the Streamlining Energy Efficiency for Schools Act, and encourages its passage in the House again this year,” said ASHRAE President Tom Phoenix. “The Society commends Representatives Matt Cartwright and Chris Gibson for their bipartisan leadership on energy efficiency in schools. School districts and communities across the United States have long expressed a broad interest in and need for making energy efficiency improvements. Problems with school buildings are widespread and distributed throughout the nation, with about 14 million students attending schools that need extensive repair. Many of these problems involve the heating, ventilating, air conditioning systems – the very systems responsible for vast amounts of energy consumption and the creation of healthy and comfortable indoor environments. By upgrading these systems, energy efficiency is increased, learning environments are improved, and scarce funds are conserved.

“The Streamlining Energy Efficiency for Schools Act would make it easier for schools to tap into existing federal programs and financing mechanisms, helping to improve the energy efficiency and learning environment of schools. ASHRAE strongly encourages Congress to support improvements to energy efficiency and healthy indoor learning environments by passing this bill.”

First Engineers Week Proclamation Received

The first Engineers Week proclamationreceived this year as a result of Chapter involvementhas been issued by Mayor Scott Edwards of Hurricane, WV. Hurricane, a city of approximately 6,300 people, is located in western WV. Many thanks to our very active Chapter members in that area. May Is Building Safety Month

Building Safety Month is a public awareness campaign offered each year to help individuals, families, and businesses understand what it takes to create and sustain safe and sustainable structures. The campaign reinforces the need for adoption of modern, model building codes, a strong and efficient system of code enforcement and a well-trained, professional workforce to maintain the system. Founded by the International Code Council (ICC), Building Safety Month is celebrated by jurisdictions worldwide during the month of May.
