• 10 U.S. Code § 2372, authorizes the DoD to “encourage” contractors to engage in research and development activities that meet defense needs with the following emphasis areas:
– (1) Enabling superior performance of future United States weapon systems and components.
– (2) Reducing acquisition costs and life-cycle costs of military systems.– (3) Strengthening the defense industrial base and the technology base of the
United States.– (4) Enhancing the industrial competitiveness of the United States.– (5) Promoting the development of technologies identified as critical under section
2506 of this title.– (6) Increasing the development and promotion of efficient and effective
applications of dual-use technologies.– (7) Providing efficient and effective technologies for achieving such environmental
benefits as improved environmental data gathering, environmental cleanup and restoration, pollution reduction in manufacturing, environmental conservation, and environmentally safe management of facilities.

• Better Buying Power 3.0 initiative placed a “stronger emphasis on innovation, technical excellence, and the quality of our products” under the overarching theme, Achieving Dominant Capabilities through Technical Excellence and Innovation“– Commercial variants of the military systems developed with IRAD dollars should
pay special attention to the CTI requirements.– Ensure that IRAD meets the complementary goals of providing defense
companies an opportunity to exercise independent judgement on investments in promising technologies that will provide a competitive advantage, including the creation of intellectual property, while at the same time pursuing technologies that may improve the military capability of the United States.
– Continue DoD efforts to ensure that our designs are modular and that the government is in a position to control all the relevant interfaces so that competitors with superior technology have the opportunity to win their way onto our programs.
• Such approaches should be considered for enabling competition for upgrades, facilitating reuse across the joint force, easing technology insertion, and aiding adoption of incrementally upgraded software.

• Revolutionize capabilities to enhance Battle Management Command, Control and Communication (BMC3) of space and cyberspace operations and integrate with other multi domain military operations. (Feeds Space Mission Force)
• Advance disruptive innovations, placing capabilities into space and cyberspace domains rapidly and at dramatically lower cost with significant performance increases.
• Develop advanced space and cyberspace technologies that provide real-time domain awareness, predictive battlespace awareness for man-made and natural phenomena, and rapid development and assessment of mitigative courses of action across all five operational domains - air, land, sea, space and cyberspace.
• Establish mutually-supportive, resilient space and cyberspace technologies that provide predictive threat analysis of the domains, quickly identify emerging threats and differentiate them from natural phenomena, and respond appropriately and effectively to allow operations through and recovery from these threats.
