1994 - A YEAR OF AWARD AND PUNISHMENT

Following 1993 when the Soros Yugoslavia Foundation became a real institution, present in all parts of country, 1994 was the first year of real break-through. It was the first year that we succeeded to reach out to tree major universities with HESP program, supported a number of crucial research projects, started a serious publishing program-supporting both individual book projects and independent publishers as well as 35 various cultural and other journals, and were helping to create several journalist and media associations. We also supported initiatives in minority education and publishing, from dictionaries and manuals (in Rumanian, Albanian, Slovak, Hungarian languages) to starting a graduate course at the Department of Hungarian language at the Novi Sad University.

In the field of culture and art numerous new initiatives were launched, especially by young, gifted people, who were almost paralyzed in the recent years by the fact that most of the cultural institutions were over by official structures. The establishment of SCCA was seen by many visual artists as their last and only resort. The children program started supporting children and youth creativity through artistic colonies and the number of other specialized programs, and in the same time made a special effort to continue all those activities which could help this population to fulfill its needs through supporting as many quality projects of other institutions as possible. In the time of the worst crises, when the hyperinflation reached its peak, we organized New Year programs for more than 50.000 children, hoping that this mass action could, at least, for a few weeks help them to regain the perspective of a normal childhood.

In the humanitarian program we concentrated on the most vulnerable parts of the population: refugees in collective refugee centers and children in special institutions, initiating an active process of re-socialization and re-integration. Within the medical program we moved from aid centered activities toward longer-term projects, supporting education of medical professionals and development of the health system.

This was first year when the Foundation was really felt as a support system for hundreds of different independent initiatives in media, culture, art education, science, non-governmental activities.

But it was also the first year when the Foundation was faced with an orchestrated hostile campaign in the official media. This campaign was, for the first time, questioning the very existence of the institution, accusing the Foundation for countless evils and promoting in into a “dangerous public enemy”. This was the first time that we decided we have to launch a counter campaign defending the work publicly. Thus, after a month the attacks faded away. The financial police spent two months in our premises could not find any substantial irregularities, although it tried very hard. We continued working even harder than before. The campaign against the Foundation scared off some people but attracted many more, since we became really well known to the overall Yugoslav public. Although the atmosphere calmed down, we, unfortunately, do not believe that the hostility against the Foundation is over. But we are determined to go on, since we become fully aware that our work is

needed and appreciated by many who really care and ready to struggle for the idea of an open society to become part and parcel of the future of this country.

EDUCATION

INDIVIDUAL GRANTS

The program of individual grants offers a possibility for scientists and others experts to apply for funds which should enable them to participate at international gatherings abroad (congresses, conferences, meetings…), and in expert and professional programs (courses, working groups, research projects, seminars...) lasting up to twelve weeks. The program is, above all, oriented toward younger scientists and experts (45 in the age limit), whose papers or projects have been accepted by the organizers or institutions, and who have been professionally invited to participate.

In 1994 more than two hundred grants were awarded, mainly in the field of medicine, technical and hard sciences.

HIGH EDUCATION SUPPORT PROGRAMS (HESP)

During 1994, the SYF succeeded in making a breakthrough in reaching out to universities, both to students and lectures. The HESP national Board supported more than 20 various projects and individuals as universities in Belgrade, Novi Sad and Podgorica. When we started our HESP program in 1993 it seemed pretty hopeless. Most of the faculties were closed toward the Foundation. Thus, we started with a kind of extra-curricular help to a few "friendly" groups, such as the departments of history and philosophy at the Faculty of Philosophy in Belgrade. We supported seminars organized at those departments on the history of civil society in the Balkans and a seminar on multiculturalism. The first one resulted in a new journal, devoted to social history of Serbia and the Balkans. In 1994 we even succeeded in supporting some curricula development programs, bringing a few dozen foreign lecturers to the universities, including all the lecturers to the newly established graduate studies at the Department of Hungarian Studies in Novi Sad.

The best example of how the HESP program can combine education development with a broader political impact is the one concerning the Music Academy in Novi Sad. The most distinguished lecturers from this school had left the country, and many of their students tried to follow them. The SYF fully supported a program to bring back those lecturers as regular visiting professors. In this way the students were less inclined to leave the country, and the lecturers were performing for the public every time they were back in the country. The most impressive result of our cooperation with the Academy was the First International Meeting of Music Students in Novi Sad, held in April 1994, when more than 10.000 people attended their concerts and exhibitions which followed this event. After, 1989 the cultural life of Novi Sad was systematically destroyed. This was the most impressive cultural and social event in this city in the last few years, according to a number of art critics and other independent minded people.

In 1994 the HESP Board made efforts to achieve several essential goals, such as:1) Preservation and increase of quality of studies; 2) Increase of the level of technological equipment of the University;3) Effective change of curricula and introduction of new subjects at faculties;4) Support to student efforts to accelerate changes at the University.

First of all, efforts were directed towards the preservation and increase of quality of studies at the University considerable affected by the drain of teaching staff during 1992 and 1993, provoked by general political and economic situation in the country. Also, this process was characterized at certain faculties by the parallel drain of students who followed their professors.

In order to contribute to the achievement of this aim, the HESP Board strongly supported visiting professors in giving lectures at Yugoslav universities. About 40 foreign professors taught at the University of Belgrade, Novi Sad and Podgorica in the 1993/94 academic year both from the West and Eastern

European countries. Also, several Yugoslav professors who had left the country came back due to the support of the Soros Yugoslavia Foundation. Examples of positive results achieved in this field are the Music Academies in Podgorica and Novi Sad, faculty of Philology in Novi Sad - Department of Hungarian Studies, faculties of Architecture and Anthropology in Belgrade, etc.

Secondly, as the general impoverishment of the society highly affected the University, preventing the purchase of modern equipment to be used as didactic material and to serve for establishment of communication with other institutions in the country and abroad (other universities, institutes, database centers) were put aside. Trying to eliminate the negative impact of such a situation, an important amount of the 1994 HESP budget was allocated for such purposes. The Faculty of Economics in Belgrade, Music Academy-Belgrade, University of Podgorica and others were granted with important equipment.

Thirdly, certain efforts concerning the transformation of curricula at the faculties of humanities were made. But, generally speaking, good will is not sufficient. Changes of curricula often require serious previous researches in the fields that were neglected for ideological reasons. Also when the curriculum is changed, there is a lack of new textbooks for students, they are either not written or not published yet. Therefore, the writing and publishing of new textbooks was supported as well as research projects in order to establish and define the new curricula.

Finally, experience has proven that the University is a huge and rather conservative institution where changes are usually slow and cautiously applied. Students are much more open in their expectations, courageous in their efforts and faster reaction. It was noticed that groups of students organized themselves in professional associations (e.g. association of students of Economics, Law, Architecture, etc.). Sometimes they were supported by teaching assistants who were trying to widen their knowledge in the fields which are still not part of the official curricula, by organizing their own seminars and inviting specialists to discuss certain topics, developing various researches or establishing cooperation with foreign institutions. The HESP board also supported, selectively, the most important and developed projects of this kind. Sometimes such projects help a new subject to be taught at the Faculty, as it was the case at Podgorica's Faculty of Economics where the subject "Marketing" became a part of the official school curriculum after two years of continuous efforts by the students and teaching assistants on the topic.

In 1994 the HESP Program, its aims and opportunities, were introduced to wider number of faculties. The HESP Board and the program coordinator visited a series of faculties in various university centers in country. The positive impact was a greater number of projects submitted to the HESP Board than in 1993. The vast majority of projects came/ originated from the main university centers such is Belgrade, Novi Sad and Podgorica. The universities in Nis, Kragujevac and Pristina have not shown any interests in the Program to date.

With this as our starting point, new efforts will be made to spread the HESP support to new university centers as well as to call the attention of a wider range

of faculties from Novi Sad, Podgorica and Belgrade, to the opportunities offered by the HESP program. In approving grants, the Board is of the opinion that similar criteria should be followed as in 1994. Special attention will be paid to requirements concerning new equipment and publishing of new manuals.

The support of students efforts concerning the transformation of the University and curricula hugely encouraged their work, increased their efforts in this respect and to a certain extent also helped them to decide not to leave the country proving that their expectations can be met and that changes are, despite everything, possible.

In 1994 the HESP Board received a great number of projects from the Faculties of Hard/Fundamental Sciences and Technical Faculties. Unfortunately, according to the HESP rules, their demands were rejected. The HESP Board of the Soros Yugoslavia Foundation is of the opinion that the HESP rules should be in this respect interpreted in a more flexible way. Firstly, because at the present level of their development, it is not possible to sharply limit the borders between sciences. This year's Nobel Prize shown one purely mathematical phenomenon (developed and explained by mathematicians) found a wide application by the economists on the level of (micro) economy. Also, the understanding of main social trends and processes is not possible without the knowledge and understanding communication sciences, new technologies and certain fundamental sciences. Also, the basic economic development of the society, social stability as well as the harmonious flow of transition, depend upon all segments of the society.

RESEARCH PROGRAM

The SYF Society Program supported a number of independent research projects, seminars and workshops, as well as publications dealing with these issues. The most successful efforts were made in the field of research. Several books reporting on the results of these research projects have been published: one dealing with the social differentiation of the society and its implication on the overall social structure; one on regionalism as a way toward an open society; the directory of NGOs with an analytical study about the potentials and limits of the newly emerging civil society in Yugoslavia, etc. Several of these books will also be published in English, because we believe that the results of these very serious empirical research could be valuable to other researchers as well, especially those who are also sharing the experience of transition.Under the influence of the war, inflow of refugees from the war-stricken territories and the choice of the native educated young people who were refusing to take part in the war and were escaping from the economic pauperization, the social structure was dramatically changing; the UN sanctions and various internal measures of isolation created the atmosphere of despair; the economic situation was deteriorating with seemingly no prospects to be improved.Researchers paid attention to all these processes trying to find solutions to the crisis in the Balkans, offer new perspectives and propose ways and means to the society and political actors to step out of the situation the country and the society as a whole found themselves in.

HUMAN RIGHTS PROGRAM

The Human Rights Program supported various human rights groups all over the country whose number increased as a result of the fact that the cases of violation of the human rights were growing and getting more serious. The social tension and individual despair became visible and the confidence in legal bodies decreased. During this year the Helsinki Committee for Human Rights in Serbia was established, while the Helsinki Citizens' Assembly intensified its activities. The new independent trade unions started to work trying to find their efficient field of the work and to increase their influence upon the economic and social policy and to prevent further deterioration of the position of the employees' position, both on the material and the legal levels.One of the most successful NGOs in the field was the Foundation for Humanitarian Law, which has developed into a totally independent institutions. A part of documentation on the war crimes they are preparing is already presented to the International War Crime Tribunal in The Hague. According to the leading humanitarian law experts, this is one of the most serious institutions in the field. In 1994 most of their activities were directly supported by the OSI Budapest. Their plan for 1995 is to develop into research and documentation center, accompanied with an appropriate library.

ETHNIC CONFLICT PROGRAM

The Foundation has supported the project creating conditions for a normal education of ethnic minority pupils and students in their native language. CHILDREN’S PROGRAM

Soros Children’s Program entered 1994 a further expansion: geographically - expending programs throughout the country, and qualitatively - devoting greater attention to talented children and young people, as well as caring for children with additional needs.

The concern for children refugees has been maintained.The program has been realized mostly as the in-house program through

personal (authors’) projects, participation of children/the youth in other organizations’ projects and programs, as Soros Children’s Clubs and Soros Children’s Camps. An increasing number of children/the youth (as well as associates) have taken part in in-house and other projects and programs (well over 5000 children/young people and over 400 associates).

It was impossible to abandon the idea of designing additional programs for talented young people despite the risks resulting from the overall social situation and available funds. We started the realization of the idea following the experience of camps and again it justified the decision. A specific camp was organized during January: two of our regular programs - “The Open House of Words” and “The Theater of the Children of the World” - were practically moved into camp, with all the necessary arrangements. Organizing several summer camps with different programs and topics, “counter” camps, during summer proved both necessary and possible, they were to be transformed, according to form and essence, into parts of a continual totality of programs.

The Soros Artistic Camp has been divided in 7 colonies: Literary, Painting, Sculptural, Music, Film, Theater and Inter-media, located on 5 different sites. Around 250 exceptionally talented young people aged 14-19 and prominent artists and experts took part in the camp. Another 350 participants and associates took part in camps with other programs, Archaeological, Ecological, etc.

At The Soros Children’s Camp in Kanjiza another assumption was proven correct: a number of children with minor physical handicaps (damaged eyesight, hearing, deaf, palsy) and a children with other problems included in the camp, benefited from being out of their usual surroundings (health care institutions, unfortunately often their ghettos), and taking part in other, different programs.

During this year, The children’s Program was in fact organized as a program for young people in general. The realization of the regional Youth program, The International Exchange of Students Program was coordinated. The Regional Youth Program organized a number of clubs - the Literary Club, The Literary Critics Club, The Theater Workshop (at the DAH Theater), The Club of the Dramatic Communications (at the Center for Culture Stari Grad), The Socio-therapeutic Club, The Training Program for Associates of Psychological Clubs, to name but a few, as well as the journal of The Literary Club, THE MAGNET, along with its preparatory edition.

Our success in 1994 may best be indicated by profit the postal service has made from our correspondence and telephone calls with children participating in the program and their parents, as well as individuals and organizations wishing to participate. There is also the fact that in 1994 well over 70 children from Kosovo took part in various activities, while earlier there were none. There was also our initiative to start The Fine Arts Club, The Jazz Club, The Journalistic Club…- resulting from a great interest of the young people who have taken part in our programs so far, as well as their friends wishing to participate.

KID CLUB_____________________________________________________

KID Club is an open project of computer culture and new means of communication. Since computers and new technologies are free of all racial, ethnic, religious, national, and sexual prejudice, taboos and arrogance - in the KID Club which was created as an open project for different forms of cooperation, interdisciplinary and transcultural connections - they play the role of mediators and interfaces in development of creative thinking, knowledge, new ways of communication, multimedia expression, algorithmic logical conception, alternative art, transcultural dialogue, team work, creation of en affirmative, constructive, tolerant and open attitude towards one another.

The KID Club is a long-term project which developed from the Children’s Soros Camp in Palic in Summer 1992. As an independent project of the Children’s Soros Program, the KID Club began operation on October 24, 1992 in Belgrade, as a specific school of creative thinking.

The work in the KID Club is individual, in teams, and with mentors. The support to creative expression, building up of self-confidence (from “you can do it”), it is turned towards the future and resolving of conflicts. It includes a series programs. Young, educated people, including guests from abroad are involved in the program, as well as experts in the field from the country and the world. Special emphasis is placed on the education of cooperates and involving of families into the activities of the KID Club. Since English has become the most commonly used language in international communication, the aim of this project is to popularize it among children of pre-school age (5-7). About 1500 youngsters including a large number of refugee children, enrolled in some thirty different kindergartens of the Pre-School Education Institutions. The Center for culture “Stari Grad” is the home of culture which bases its programs on the postulate that culture should have the central position in development, that values of cultural identity should be increased, that the concept of active participation in cultural life should be broadened, and that international cooperation should be promoted the establishing of an intercultural dialogue as a new form of solidarity and communication. The Center cherishes what is valuable and positive, it develops and investigates novelties and alternatives. It is open to changes and cooperation. THE THEATER OF THE CHILDREN OF THE WORLD__________________

The Theater of the Children of the World is a project which is a part of the Children’s Soros Program. Respect for differences, integration and creativity are the foundations on which the entire project is developed. The project opens the very space where these objectives will be reached through drama and theatrical art. The Theater of the children of the World is the theater of togetherness. The world of togetherness of the children and the adults. The children participate in revealing the world around the and the adults return to the forgotten world of childhood buried in them. The Theater of the Children of the World is also the theater of differences. An assembly of completely different peoples of various ages who are motivated, willing and capable of experiences these differences as wealth and expressing it is art. The Theater of the children of the World is an open theater. The theater of encounters of different cultures, languages and traditions. They all have understanding, tolerance and the promotion of peace in common. The Theater of the Children of the World is the theater of projects. Each project is an investigation of a form of theatrical expression. The Theater of the Children of the World is also an action of involving the spectators into

THE OPEN HOUSE OF WORDS__________________________________

The project “The Open House of Words” is a continuation of the excellent experience gained in poetry workshops in the Children’s Soros camps and a specialized program of the Summer School of Creative Writing for Teenagers organized during 1994 Summer in Belgrade.

The Open House of Words includes working with children and youngsters of various ages, cultures, who originate from different speech regions. Good experience and the fundaments the entire project is based on, are an openness towards new values, creativity as a process, respect of differences and alternative approaches. The open House of Words cultivates literary creativity of the children and young through direct joint work with famous authors and poets. An attitude towards literature as the art of words is developed, i.e. literary expression is cultivated, opening new meanings and revealing new experiences in the present time and space. RESEARCH STATION - PETNICA__________________________________

The research Station Petnica has been, according to many parameters, the greatest innovative educational experiment in former and the present Yugoslavia in the last several decades. The uniqueness of the Station as an undertaken is manifested in the following:a) The Station is an alternative school, one could say, founded by dissatisfied students and it is, a priori, extremely out of the ordinary in the world of education.b) Since its establishment more than 10 years ago, the Station has operated strictly as an independent, non-governmental and non-profit institution and it is unique institution in the country.c) Acting independently of the changing ideological patterns, the Station has preserved its reputation and has connections with many institutions and experts in the Republics of former Yugoslavia.

d) Devoted to young people who show extreme talent and capabilities for scientific work, the Station was isolated for a long time in the prevailing atmosphere of pseudo-egalitarism. EDUCTA______________________________________________________

The current political and the economical crises are causing a brain drain of those who cannot find their place in the prevailing nationalism. The aim of this project is to offer programs and elements which enable the opening of perspectives and preparation of young people for their engagement in social activities. Gifted students aged from 15 to 18 attend this program and are thus being prepared for university studies in seven scientific fields (law, sociology, economics, ecology, political sciences, English language, accounting). The program of education lasts two seminars with 50 lessons in each. Educational groups of 12 attendants in each are formed for each scientific field: the program carried out through lectures, exercises and individual work. The project involves 100 students. The basic approach of the program in social sciences is based on the ideas of an open society.

MEDIA SUPPORT PROGRAM

One of the most important tasks of the Program in 1994 was to react quickly and efficiently by providing urgent assistance to various media outlets, which were operating in unfavorable atmosphere created by the government pressure on the one side, and extremely difficult market conditions created by the UN sanctions on the other. The existence of independent media in such an atmosphere is the result of the Foundation’s continued support.

The Foundation also supported activities aimed at research and recording instances of pressure on journalists and independent media. Since June 1993, the Soros Yugoslavia Foundation has tried to prevent splits between various journalists associations and institutions, and encouraged cooperation and joint action in an effort to initiate the unification of these associations. In 1994, the Independent Association of Journalists was founded.

With the help of the SYF, the independent broadcasting media in Belgrade were strong enough not only to survive, but also to initiate cooperation between small radio stations throughout the country. As a result of these efforts, the Association of the Independent Electronic Media was formed of seven radio stations and one TV station (Studio B), which provided the networking and enabled dissemination on information, covering territory beyond the Belgrade area. Using positive results of the Association, Radio B92 initiated forming of a network of the East and central European radio stations, which should provide additional information channels, beyond the recognized world news agencies. The information come from local independent news sources, which were not easily attainable in the past.

In the field of print media, the SYF provides training in management, marketing and journalism, as well as legal aid for the protection of freedom of expression and broadcast legislation issues (including research into the legal issues affecting media). The support consisted not only of material assistance such is paper, equipment, etc, also of know-how. The assistance of the SYF led to survival of not just independent media, but also of numerous ethic minority media outlets such as “Koha”, the Albanian language weekly based in Kosovo.

Although print media are dominated by the state printing press, and single state-owned paper supplier, the independent newspapers still manage to print owing to the Foundation’s support.

The Association of the Electronic Media consists of six independent radio stations and one Radio end TV broadcaster. (Radio B92 form Belgrade, Radio BUM93 form Pozarevac, Radio Bajina Basta from Bajina Basta, Radio Smederevo from Smederevo, Radio Cetinje from Cetinje, Radio Antena M from Podgorica and RTV Studio B from Belgrade).

PRINT MEDIA__________________________________________________

Although the difficult economic situation provoked of the purchasing power in the country, which affected the circulation of the press, the print media was not minimalized. The results of the different polls showed that each copy of some independent papers was read by eight to fifteen people.

One of the biggest problems was to ensure the regular supplies of the newsprint. The only paper factory in the country was controlled by the state and all newsprint was directed to the state media. The lack of the paper on the free market enormously increased the price of the newsprint. This is why the Media Program of SYF focused on providing newsprint for independent media.

The lack of foreign press directed the Media Program to provide the subscription of foreign press for some of the media as well as to cover the costs of the distribution of our press abroad and in the country. The Foundation also helped some media in keeping the correspondent network abroad.

JOURNALISTS’ WORKSHOPS AND EDUCATION____________________

The global need of the independent media is to find professionally trained young journalists. This is why the Media Program of the Soros Yugoslavia Foundation initiated The Journalists’ Workshops, starting with Subotica and Novi Sad, and later in Belgrade and Podgorica. The program, which has operated for two years now, has been led by over fifty prominent Yugoslav journalists, who shared their experience with the participants, by giving them the overall information on professional journalism. For over two years 50 participants from all Belgrade independent media have been taking English courses designed on the principles of English for Specific Purposes. Course material is authentic and suited to the group levels (there are seven levels) and professional needs of the journalists (CNN, WTN, BBC satellite program news, English and American dailies and magazines and LONGMAN, NELSON and OUP publications). The lack of the foreign literature on the media developments in the country proved the importance of establishing the Media Library, important for the education and training not only of journalists but also of the students of the media studies.

PUBLISHING PROGRAM

The program policy of the SZF's Publishing Program covers tree areas:

Support to publishing projects in the field of social sciences (sociology, political studies, interculturality, human rights, intercultural studies, management and marketing)Support to university textbook publishing (specific books with small circulation which cannot be commercial)Support to periodicals (culture, arts and social issues)

The method of work was based on the analysis and assessment of the manuscripts that arrived. Information in this program was sent to scientific institutions, Universities, periodicals and independent publishers in mid 1993, which was advantageous as we could make quality choice among a large number of texts and periodicals. However, the incoming texts in 1993 were not large in number and the assessment of budget needs for 1994 was not realistic, because when the first supported books and periodicals were avail-able for the public the interest for this program suddenly increased, resulting in a great number of applications in 1994. Thus the quality of supported editions was also improved; i.e. the Foundation was able to maintain a certain program policy aimed at supporting its general objectives (open society, the development of civil society, education for human rights, etc).With the aim to promote publishing in minority languages, the Commission for assessing the publishing projects in the Albanian languages was appointed in mid 1994.Assessing each of the incoming applications, the Commission recommended and determined various aspect of support: covering printing costs, acquisition of paper, covering translation costs, copyright costs as well as costs of purchasing parts of circulation for libraries or precisely determined beneficiaries -the target group. Thereby professionalism in publishing was encouraged, and connections between publishers and end-users were established (especially in academic literature, etc)

The main objectives of the program were successfully covered.

The Soros Yugoslavia Foundation focused attention on support to independent publishers, primarily those having better quality texts, placing emphasis on quality and graphic design of the books as well as distribution, i.e. publishing marketing, so that could operate successfully, surviving in such bad market conditions without a large number of individual, private sponsors- whose promotion pages fill other publishers’ books.

PUBLISHING IN MINORITY LANGUAGES___________________________

Publishing in minority languages has entered a severe crisis, since besides the circumstances affecting all, their subventions have been reduced or completely discontinued for political reasons, and the society in general tends to become less multi-culturally defined. Therefore it was essential that the Foundation focus its activities more substantially toward publishing in minority languages. However, there were also a number of problems:Projects very rarely meet the established criteria so the Commission had to make exceptions in order to support the survival of some publishers; the publishers is under such social (state) pressure that it discourages him from asking for support (Studia ruthenica, for instance).Therefore, the Foundation’s attention, especially in Novi Sad and Podgorica (and also in Pristina when Turkish is in question), should be more initiative and less receptive. We also insisted that sometimes a portion of circulation of significant book in minority language be incorporated in the cultural life of the whole country.

THE IMPACT OF SOCIETY ( beneficiaries and cultural public)____________

With the demands set upon publishers, the Foundation has set adequate publishing criteria which are valid in the world, and here not anymore: reviewing of text (not accepting occasional formal reviews should be considered though), bibliographies, indices, resumes in languages spoken worldwide…At the same time, by preparing the catalog for the Franklin Book Fair and sending five publishers to the Fair, further improvement and professionalism of work was supported, being one of our more important objectives.(The catalog was prepared and published by publishers themselves, thus providing a true test of the level of professionalism and ability to emerge on the world market).

However, if we consider the impact on the society through the projects we supported in terms of value - whether and how much they helped open the Serbian and Montenegrin societies, opened up horizons, visions of future development, crushed xenophobia, ethnic and sex prejudices, theoretically considered various issues relating to crisis of society (the dissolution of society, war, media issues, ethical matters…) - the answer could be positive. A large number of purchased books was sent to libraries throughout Serbia, but it is, of course, hard to say how books will reach their readers. However, numerous critical editions, public reactions, round tables, promotions… of the books supported by the Foundation indicate that their reading public is substantial in number. One of the books was awarded the Belgrade October Award (textbook: Vuksanovic et al., - Child Hip Disorders), whereas it cannot be expected of others, especially the ones relating to social sciences, because the state will surely not award books dealing with the social and political crises in scientific language and providing different methods for their resolving.

GRAND TOTAL: $ 325,968.01Such a large number of periodicals was supported because of very difficult market conditions, i.e. the prices of paper and costs of printing are highest in the world, and the impoverished middle class stopped buying books and periodicals. It makes this program even more significant than in other regions of Eastern Europe where the business and market conditions are more normal.

Evaluation of support to periodicals also calls for establishing changes in their ways of operation, especially in terms of management, marketing - subscription... Some of the periodicals, whose quality could hardly satisfy the set standards, accepted our suggestions in terms of quality and subjects of the texts, graphic design.It is especially significant that, insisting upon re-establishing of discontinued intercultural stimulation, we enabled the periodicals in multinational communication to open up to neighboring cultures, even to certain extent.

Generally speaking, the support we provided for periodicals enabled them to survive, keep in operation, and affected the rise in quality to a large extent.

We are of opinion that the Foundation has largely influenced the number and quality of ideas currently on effect with the cultural (intellectual, academic, etc.) public indirectly, through our beneficiaries. Estimating that influence after only a year seems rather difficult, but we can nevertheless claim that the periodicals we support encourage people to explore, write, think (the topic-based issue of The Sociological Review: texts by our most prominent sociologists on the state and "guilt" of the science were asked for and surveyed, which could be the paradigm).

On the other hand, by supporting publishers and periodicals published in the provinces of Serbia, we have largely motivated cultural public and scientific circles there, at the same time enabling the cultural public of small communities to reach information - above all fresh and new ideas. (Mak, Novi Pazar; Gradac, Cacak; Gradina, Nis; Doclea, Podgorica...)

ARTS AND CULTURE PROGRAM

Despite the increased freedom and possibility of expression, due to the lack of funds the independent intellectuals in culture and arts have recently been facing the greatest problems. The best positions are reserved for the state institutions and the privileged individuals. Kitsch, promoted by huge publicity in the state media, prevails over everything else.

The Soros Yugoslavia Foundation has started its program of support to arts and culture in 1994, with a policy committed to the criterion of value, as the only one which could contribute to the development of art and culture. The Foundation supported independent institutions of culture and art, individuals, alternative groups and initiatives which found themselves bereft of any funds for material, or presentation of their work both in the country and abroad.

Within the program, the Soros Yugoslavia Foundation has established a competent commission to evaluate the artistic value of project proposals in visual and alternative arts, theater, classic and rock music, video and documentary film production. Their number increased each month to reach 100 in October 1994.

It is difficult to say what was the most important of things done in 1994: a series of young music talents who, with support of the Foundation, participated at international contests all around Europe and sometimes won one of the first tree places (Stresa, Rome), or projects that students of music, drama and visual arts, unable to get any support from the Ministry of Culture, realized with the same support. We also provided a number of artists with funds to complete their training abroad, and helped even more of them to carry out their projects: concerts, exhibitions, performances and multimedia performances at home. Beside many artistic exhibitions, the Soros Yugoslavia Foundation supported an exhibition on Nikola Tesla, in cooperation with the Museum of Science and Technique. The Nikola Tesla Museum and the Serbian Academy of Sciences and Arts.

The projects of the Yugoslav Drama theatre, Bitef Theatre (Belgrade), Dodona Theatre (Pristina), Crna Gora National Theatre (Podgorica), Bosko Buha and Dusko Radovic (Belgrade children and youth theaters), Dah Theatre, and many others were supported, and the public offered a repertory different from the poor and unified one of the state institutions.

As a result of the current situation in culture and arts, some publications devoted to it appeared in 1994: for example, "Kultura vasti/Index smena i zabrana" (Culture of Power/Index of Dismissals and Bans), a kind of Yugoslav Index of Censorship, published by Radio B92 with support of the Foundation. The Publication deals exclusively with repression in culture.

As a result of the present situation in the culture, the independent cultural institutions were established in Belgrade and Novi Sad, which was welcomed and supported by the Soros Yugoslavia Foundation.

MEDICAL AID PROGRAM

During 1994 the basic activity of the medical group, i.e. distribution of humanitarian medical aid, was discontinued for almost four months.

On 9 March, 1994, the Soros Yugoslavia foundation was given a 24 hours' notice to leave the warehouse, by Mr. Milivoje Stamatovic, director of the Clinical Center of Serbia.

All supplies were temporarily stored in a huge shed and, after several disrupted agreements, the new warehouse was rented at the beginning of July.

It appeared that this expulsion was only the introduction into a large campaign organized against the Foundation which was coupled with the prolonged visit of the financial control. Both the state-owned newspaper and the state accountants required extensive answers an/or report.

Otherwise, the work on the medical Program was carried on as usual.

RECIPIENT PURPOSE TOTAL AWARDSvarious medical Institutions, 28 of them in Belgrade, and 105 all over Yugoslavia

Medicaments and medical material. In five regular distributions and four mini-distributions, 133 "packages" of humanitarian medical aid were delivered to various medical institutions.Emphasis was put on institutions of primary health care, especially outpatient clinics (locally known as "dom zdravlja"), after estimating that these institutions were neglected because most of the attention of other newly-arrived agencies, such as the Red Cross and the World Health Organization, was paid to hospitals. In order to accomplish this task, the network of out patient clinic in Yugoslavia was constructed.A total of 214 outpatient clinics were

The goal of the whole Seminar project was to provide the Yugoslav medical professionals with an up-to-date information on new developments in their fields, to give them opportunity of direct communication with their foreign colleagues, and to introduce new techniques of treatment to the benefit of patients.Four Russian and four American cerebral palsy experts gave presentations and were involved in lively discussions with more than 120 Yugoslav physicians, psychologists, speech therapist, rehabilitation specialists and other professionals.In the Fall of 1994 the cooperation with the Salzburg Cornell Seminars was established and Yugoslav physicians were sent to attend four programs of one week knowledge innovation. HUMANITARIAN PROGRAM

The consequences of the war were catastrophic: 655 000 registered refugees, mostly women (83%), children (43%, 22% of which are babies) and the elderly, (30%); as much as 67% of families were missing at least one member, usually the father. The whole population, and especially host families, were already materially and psychologically exhausted and impoverished; refugee population had health problems, social welfare, and educational problems. Also, 83% of the refugee families showed various signs of depression.

Having all that mind, the foundation made a system of organized help for the population that was most endangered and the target groups were:1. Refugee population, accommodated in the collective centers2. Institutions that accommodate, and associations that take care of physically and mentally handicapped children and adults3. Refugee population living with their host-families.

The criteria we used in identifying the target population were:

The age of beneficiaries 2. Dependence on foreign assistance 3. Neglect.

Following the principles of acting quickly and directly to the end -users, working parallelly on fulfilling the basic (food, clothing) and other (social, educational) needs, monitoring, sharing the information with other Agencies.

Our main aim was to help the part of the refugee population stay, or become open-minded, self-conscious, free human beings, ready to create and to feel as a human beings, even in these circumstances. In order to do that, we selected the population and helped them to fulfill their basic needs first, and then make them create their own working, entertaining and

Educational activities, with the material help and supervision. We tried, not just GIVE, but to help them become STRONGER in dealing with everyday problems.In spite of the refugees’ suspicion that the humanitarian organizations sometimes didn’t keep their promises or were to slow, The kind of help we organized was the way of getting their confidence. The principles of operating quickly and always keeping the promises, with the direct contact and the direct way of supplying them with goods of excellent quality, resulted in our

being estimated by the beneficiaries as a partner that is always there for them, that helps them directly and in a way which doesn’t insult them.

We also established excellent coordination with more then 10 international humanitarian organizations. Having formed the network of regional and local coordinators and volunteers, we were able to monitor and follow up the needs of refugees in the refugee collective centers, which was the main point of our collaboration, as well as coordination of the work. With the same aim we printed the monthly Newsletter about the actions of the Soros Yugoslavia Foundation with the precise dates and beneficiaries. A significant collaboration has been made especially with the “Save the Children Fund” on the program for unaccompanied children, that was significantly materially supported by the Soros Yugoslavia Foundation, in addition to support in children’s clothes and footwear.

Curricular and extracurricular help InstructionsA large number of refugee school children (elementary and secondary level) needed help to continue their education in order to re-socialize and get socially integrated. The instructions continued in the February 1994, and lasted until August 1994. There were 183 refugee children who received the instructions organized by SYF in Belgrade, Podgorica, Novi Sad and Subotica. The refugee pupils were mostly attending secondary school. These children are mostly without one of both parents, and half of them are accommodated in the specific residential institutions and orphanages. Most of them came with very bad marks at school. The instructions were going on in schools, collective centers, and teachers’ homes. Subscription for dailies and newspapers for the refugee collective centersSince refugees in the collective centers had serious problems due to their isolation and the lack of information, SYF subscribed 50 collective centers all over FR Yugoslavia for the different independent dailies, weeklies and children’s periodicals and refugee papers. The aim was to inform the refugee about the current situation in terms of different sides and ways of thinking.Because of the enormous prices and the fact that many of the collective centers stopped receiving the newspapers, we were forced to reduce the number of centers from 50 to21 in September 1994.We constantly receive reports that newspapers and journals have been received and read in those collective centers, as well as how

Self-organizing in the refugee collective centersThe program that made more than 2.500 refugees, accommodated in 12 collective centers, feel at least sometimes useful and active again, was for them of great

We purchased 75 tons of supplementary food items such as ready-made meals in cans, meat cans, canned fish, pate, marmalade, honey, biscuits, chocolate, canned fruit.On the occasion of the Week of the Red cross the SYF donated to the Red cross of the Republic of Serbia humanitarian aid in 12 tons

Clothing and footwear for the refugees in the collective centersOne of the basic-need projects, such as this one, was of great importance, because the refugees in the collective centers usually had only the clothes that were on them. Very rarely did the humanitarian organizations supply them with clothing and even less, with footwear. Since we have made the volunteers’ and coordinators’ network and were well informed about the needs in the collective centers; we tried to respond to as many demands as possible. The refugees were supplied with the following items:1.659 jackets, 3.150 sport suits, 2.838 sweaters, 572 raincoats, 4.546 pieces of underwear, 7.838 socks.

Humanitarian aid for ADRASince ADRA had many difficulties with the licenses, Yugoslav-

For that reason, the budget aimed for these purposes had to be re-allocated to other humanitarian activities such as:1. The Belgrade Family ClubFamily club is the socio-educational program of working with whole refugee families with the aim to support the refugee families in the new environment, as well as alleviating their specific problems and fulfilling and developing their personal and family needs through different programs aimed for adults (parents’ topic-children’s upbringing, family events and problems, health education, communication skills etc.) and their children (Painting, ecological, musical, dramatic play, video, plastic workshops etc).The form of organizing the programs with refugees in the collective centers as mostly creative workshops with the children and adults, was accepted as the most appropriate for working with these groups. Example: Over 50 refugee families that participated in the Family Club program evaluated it as a program that had the great impact on their lives in several ways. Parents found that their children were more relaxed, spontaneous, more open

for social contacts, they were playing differently and inviting their parents to take part in those games. The participation also described this program as ”the only good thing that happened to them in the past several years”, that helped them fulfill the educational, social and similar

Family camThe same principles were used and the same results found with the family camp organized at Lepenski vir in the period from the July 2 to July 30, in two shifts 12 days each. Over 60 refugee families (150 people) with their 5-7 year-old children. took part in the family camp activities. 15 instructors worked with the children through painting, ecological, musical, dramatic play, video, plastic workshops and their parents-through parent’s topics, like children’s upbringing, family events and problems, health education, communication skills.

Association for the Mental Health Protection for the Families Affected by the War

Organization of professional network for the mental health protection of the refugee families in FR YugoslaviaThe network of more than 150 professionals and semi -professionals, specially trained to work with the war-affected families and individuals, was formed during 1993. Four psychological consulting centers, in Novi Sad, Belgrade, Podgorica and Pristina have been established to offer assistance to the families, directly and indirectly affected by the war. The consulting centers have been

operating in four languages (Serbian, Hungarian, Albanian and Turkish) for different ethnic groups and nations, living in FR Yugoslavia. Having in mind that any similar kind of institution requires a period of time to become well-established, the results were highly satisfactory

Informative calls mostly referred to the status problems of refugees, possibility of providing material or medical assistance, as well as informing about the operation on the consulting center. Consulting telephone calls were made mostly by the people in need, who were unable to come because of their financial situation, or elderly, or handicapped persons with family problems.From September 1993 until December 1994, they worked with 370 clients, had 673 consulting sessions, had 292 informative and 218 consulting telephone talks.Volunteer network in 76 refugee collective centersThe idea to create the volunteers’ and coordinators’ network which will cover a number of refugee collective centers was accepted with relief, not only by as, but also by other humanitarian aid to FR Yugoslavia. Now we are all able to

have complete information on the needs of refugees in the collective accommodation and to monitor who the real beneficiaries are.This was the main reason we were able to establish such a fruitful collaboration with UNHCR, ECHO and others agencies. Forming the volunteer network, which means

Crisis resolving fundThis fund was used mostly for the people with special needs, mainly children, regardless of whether they are physically, mentally handicapped or just sick and hospitalized.

The grant is aimed for the repairing of the toilets and water pipes. The situation in the hospital was that not a single toilette was in order, as well the faucets.

The grant is used for supplying the Institute with the computer equipment, aimed for learning and rehabilitation process of the children with the hearing and speech problems. Computer equipment is used directly for the learning process. Also, 11 hearing machines for the children were purchased.

The grant was aimed for supplying the Maternity department of the hospital in Zrenjanin with the technical and other equipment. The main purpose of the grant is to help the UNICEF program “Baby Friendly” to be realized, i.e. the rooming-in practice in post-natal care.

The grant was the material aid for “Save the Children” fund aimed for the refugee children without both parents accommodated with their families, regardless of whether they are their relatives or not. There was also some financial support for the families, as well as the aid for the children in clothing and footwear. These are the children that were not registered by any organizations, and didn’t, for that reason, receive any assistance. By the “Save the Children” fund they were registered for the first time and started receiving humanitarian aid.

Financial support for providing and installing 5 “KSAFA” machines that are irreplaceable in speech development for the pre-school children, in order to enable them to normally attend school.

We covered the costs of repairing and buying the facilities for rehabilitation of the children suffering from the cerebral palsy.

The representatives of the Hungarian national minority in Yugoslavia and Serbian minority in Hungary got together to discuss the position they are in their respective domicile countries, to consider future mutual cooperation and the possibility of helping each other in improving their position. The views were exchanged on legislation, in the light of how the two countries regulated the rights and position on minorities and the impact of the transition period on the position of minorities and possible forms of mutual cooperation. Particular attention was paid to the question of who could be considered as a representative of a minority living in one country and if a political party should pretend to be representative of the a minority group. The participants expressed their wish to further develop the relations between the two states, as this would be beneficial not only for the two minorities, but also for all the nations living in these two countries. The discussion was to be resumed in the Fall of 1994. The following meeting will be dedicated to review of possible forms of

the war on the territory of formed Yugoslavia started, and not long afterwards, the UN sanctions were imposed against the FR Yugoslavia. In such circumstances, the 1994 Biennial opened the question on the role of art and artist in the society punished by the sanctions, i.e. in a closed society. One of the questions discussed at the round table was that of whether the artist had a special role in endeavors aimed at the changing of the society and whether artists are capable of seeing in the darkness. In order words, whether they supposed to indicate the directions and ways leading to the changes of society. The idea to discuss the problem of sanctions in general and sanctions in culture in particular were supported by the Soros Yugoslavia Foundation for obvious reasons as this is a very interesting philosophical and theoretical question dealing with the basic notions of sociology and culture. Also, the idea to organize a discussion on this subject was inspired by the situation on FR Yugoslavia since the imposition of the UN sanctions, as this was the first example of a total isolation of one society from the rest of the world at times when communications is sine qua non of any society’s existence. Unfortunately, a large number of invited participants at the Biennial round table, such as C.Gavras,

YOUTH PROGRAM

The strategy of the Program was based in identified needs and interests of different strata of our target group. According to these criteria, projects were classified in three groups. (The list of projects is enclosed).Projects aimed at helping the young people who are either refugees or suffer from various difficulties related to late adolescence development are listed in the firs group. We concluded from the feedback of our and-users that activities realized in these projects were very successful and that they functioned properly in continuity with other activities as below. The team of people engaged in these activities reported on the positive effect of their work and increasingly high involvement of the young in various social events and projects. They are increasingly self-confident, have developed communication skills, the ability to cope with the difficulties they are facing, and capacities to understand complexity of social relations.The second group of projects is aimed at using arts in the creative development of their personality on a creative way. Actually, these projects encouraged youth to be more directly involved in re-building social relationships and to develop communication skills where communication is symbolical, and to transfer such skills in multiethnic context of the everyday life. Facilitators of various workshops witnessed usefulness of drama and other artistic ways in better articulation of thoughts, behavior and attitudes toward social environment. The third group of projects is aimed at the gifted who showed high

interest in drama activities, painting, dance, ballet, writing, literature, critic, music, puppetry and multimedia projects. The listed projects helped them to develop their capacities and talents. All projects nurtured multi-cultural approach; one of them was realized by young puppet-makers in the village Kisac, in which a large Slovak community lives.

After two evaluation meetings with facilitators of workshops and continuos communication with the and-users we found that activities undertaken within the Youth Program were of the great importance for young boys and girls taking part in it. Therefore, the Youth Program has to be a part of continuing work with the young generations. Those who attend our programs should have an opportunity to continue their involvement in the Youth Program. Thus, the Youth Program

will be a program where those who have already participated in several activities of the Children's Program and other programs can be involved. Different clubs and other forms of work will help them to develop their specific identity and activities.

STEP BY STEP PROGRAM

During 1994 the following was done: Six-week training for the Yugoslav team in USA• Making the Project design for Yugoslavia• Accepting it by the Institute for Pedagogy and Adult Education, of the Faculty of Philosophy, Belgrade, the organization that realized the project• Contract with the Minority of Education• Visiting and choosing the sites and the people that will realize the project• Contracts between the Institute, Soros Yugoslavia Foundation and the pre- school institutions• First cycle of a seven-day training for all the participants led by the USA trainers, together with the Yugoslav team.

HIGH SCHOOL DEBATE PROGRAM

After the first training meeting held in Budapest at the end of March 1994, we established the methodology for the realization of RHSDP on the following preconditions: curricula-creating, team building, plan of action, program development, and phase-evaluation. Soon, we made a team of experts on particular program units, which worked for two months on the development of methodology of realization. The main aim was/is to create a framework of interactions between program units which will provide a lot of room for both workshop facilitators and participants themselves to be highly participative and creative in a multidisciplinary approach to the program.

We decided to test both the team and the program in the summer Debate Camp. The camp was held in July in Jabuka, a village close to Prijepolje, a town in which Serbian and Muslim population live together peacefully. It was organized in two terms (two weeks each) in which 70 high-school students from all over the country took part. During the work of the camp the team was homogenous, effective, cooperative and flexible. The program was well organized and adjusted for the high-school students. At the and of each term we distributed evaluation sheets to the participants in which they scored the

following categories from 1 to 5: usefulness of the program. The average score was 4:95.

During the realization of the program, it became clear that the debating increasingly developed logical and critical thinking, the skill in organizing the participants thoughts, empathy and tolerance for different viewpoints, self-confidence etc. which helped the participants to know and understand each other. The students were of different nationalities and religions and they were highly participative and cooperative. Intensive communications, well prepared debates, research and intensive cooperation with team-members enabled the participants to overcome misperceptions of each other. The letters we received afterwards from participants and their parents, confirmed the positive effect of the program.

The realization of the program is continued on two debate clubs in Belgrade and Novi Sad with 15 coaches and 80 high-school students. Since our main criterion for the realization of the program is high-quality work, we planned to create firm groups of facilitators and participants themselves, which will become the basis for further networking and development on a larger scale.

During the school-year 1994/1995 the program will be realized in three parts in which students will acquire knowledge and skills in debating and related program units. The evaluation meetings will be held periodically in order to identify all possibilities for the development of methodology and program itself.________________________________________________________________Total costs in 1994: $ 59,534.71

HIGH SCHOOL EXCHANGE PROGRAM

The realization of the program started in 1994. According to the guidelines for the realization of the program we publicly announced the criteria for the competition for the programs in UK and USA. After testing 764 candidates at the SLEP. Test and having interviewed the best of them, 24 students were chosen according to the places allotted for the candidates from Yugoslavia.

Ten students attended one academic year in high-schools and colleges in UK and 14 students attended 4-6 weeks programs in various schools in USA.

We received positive feedback from the students who attended the programs in USA. Their opinion is that the program contributed a lot in acquiring skills and knowledge in the subjects they are interested in.

The Artists File Program has been advertised on two occasion in the main daily and weekly newspaper in Serbia, Vojvodina, Kosovo and Montenegro. According to SCCA's inquires among the artists; this unsatisfactory response to our advertisements is due to their financial incapability to make standardized visual documentation. We do hope that situation will be somewhat different next year.

PROGRAMS

ANNUAL EXHIBITION Since the SCCA Belgrade officially opened on June 1st, the SCCA Board has decided that there was not enough time for SCCA Annual Exhibition to be properly advertised. The Board was facing two other but important difficulties; in the midst of a campaign against the SOROS Foundation Yugoslavia it would have been rather difficult to get space for an exhibition; due to the cultural sanctions the technical obstacles were substantial.

PROJECT FOR EUROPE Participation of the Yugoslav artists Mrdjan Bajic and Rasa Todosijevic at the Project for Europe Exhibition in Copenhagen has been thoroughly administered by SCCA Belgrade. We do consider Yugoslav participation at this manifestation of utmost importance, especially since their participation would have been impossible if had not been for the SCCA Belgrade.

SAO PAULO BIENNIAL Yugoslav artists have not been invited to participated at Sao Paulo Biennial since 1988. The SCCA Board has selected Zdravko Joskimovic (sculptor from Belgrade) as our representative. Unfortunately, both of the curator (Dejan Sretenovic) and the artist had a serious car accident on their way to Sao Paulo.

CETINJE BIENNIAL This year's Biennial "To See in the Dark" included participants from all over Europe, and, which is more important, artists from the former Yugoslav republics (Slovenia, Macedonia, Bosnia) participated as well. The SCCA Board awarded a grant to the Biennial for printing costs of the Yugoslav Catalogue Section "Fest Off". Also, Ms Lidija Merenik, SCCA Visual Arts program Coordinator has been the curator of the French Pavilion Exhibition.

THE THIRD BELGRADE PRINT BIENNIAL is a rather important manifestation for Yugoslav artists. This year it has become an international affair. The SCCA Board decided to participate in the catalogue costs for the Binnial.

NOTE: The SCCA Board has decided that the reintegration of Yugoslav artists into the world art scene is a priority at the moment.
