Why this project?

Tourism is Queensland’s second largest industry and vital to its sustainable economic

growth. Tourism contributes $17.5 billion to the Queensland economy and supports

220,000 jobs every year. However, Queensland is losing international market share

to other states and international destinations and cannot rely upon domestic growth.

The key to long-term tourism growth is the Asian

market. The Queensland Government’s goal is to

increase annual international visitor expenditure from

$3.8 billion to over $9 billion by 2020. As Queensland’s

most internationally recognised destination, the Gold

Coast and this Project have a lead role to play in

achieving this target.

The delivery of the proposed Gold Coast Integrated

Resort and Cruise Ship Terminal is of significant

importance to the State and will put the Gold Coast

Broadwater on the world stage as an international

tourism destination.

In particular, the Project presents an opportunity

to reinvigorate the Gold Coast tourism sector by

delivering major new tourism infrastructure.

The Project will deliver a diverse range of exciting

tourism initiatives, including a new cruise ship terminal,

hotels, restaurants, entertainment and gaming

attractions, an international residential community

supported by accessible open space and new beaches

for the entire Gold Coast community.

It will provide an elegant, exciting and engaging

addition to the Gold Coast brand and the evolving

Gold Coast urban form. Timeless in its appeal and

representative of the Gold Coast Broadwater as a

unique place for international tourists to visit.

A purpose built cruise ship terminal providing a new international gateway to the Gold Coast and Queensland

PROPOSALThe Gold Coast Cruise Ship Terminal will be a multi-purpose, open access cruise ship terminal providing a stop over location for cruise ships and an embarkation facility for passengers including Gold Coast residents. It will not be a home port. Ships will not be fuelled on the Gold Coast.

Stop over ports bring people to the city to visit theme parks and other tourist attractions. These are normally booked in advance and in collaboration with cruise ship operators and local businesses.

The Gold Coast Integrated Resort and Cruise Ship Terminal is targeting 75 ships or 150 movements per annum. This will bring 175,000 passengers to the Gold Coast annually.

The cruise ship terminal will be delivered as part of the first stage of the Project.

Major investment in local roads, waterways and infrastructure

ASF CONSORTIUM WILL FUND PROJECT ASSOCIATED INFRASTRUCTURE• The project will be delivered at no cost and no risk to the Queensland Government and City of Gold Coast, including the funding of project associated infrastructure within the project and

surrounding area

• ASF Consortium will work in collaboration with the State Government and City of Gold Coast to design and deliver infrastructure works

COMMITMENTS BY ASF CONSORTIUM• DREDGING – Dredging requirements during project development and all ongoing dredging required for the life of the cruise ship terminal operations

• ROADS – New and upgraded road infrastructure within the project and surrounding area

• PUBLIC UTILITIES – Water, power, gas, stormwater, communications and sewer works, including required network upgrades

As one of the largest integrated tourism infrastructure projects in Australia, this is a game changer for the Gold Coast, the sixth largest and one of Australia’s fastest growing cities.

It features an international cruise ship terminal for targeted completion by the Gold Coast 2018 Commonwealth Games. Integrated with a world-class tourism precinct designed to capture thriving tourism markets around the globe.

Valued in excess of $7.5 billion AUD, it includes a gaming facility, globally recognised luxury hotels, marinas, extensive waterfront parklands, retail, residential and entertainment experiences that will be created over a 15-year period.

The Broadwater Project is the result of an international procurement process run by the Queensland Government and City of Gold Coast. Developed by ASF Consortium, this Project has been exclusively selected to proceed with satisfying the necessary environmental, planning and gaming license approvals under the Queensland Government’s Integrated Resort Development process within the Broadwater.

The Queensland Government is actively seeking to grow the construction and tourism sectors of the state’s economy. The Broadwater Project paves the way for this to happen on a scale not previously seen in Queensland.

THE GOLD COAST IS A DYNAMIC CITY OF POTENTIAL. IT IS ONE OF AUSTRALIA’S FASTEST GROWING CITIES, DEFINED BY ITS SPECTACULAR BEACHES, HINTERLAND RANGES, FORESTS, WATERWAYS AND VIBRANT COMMUNITIES.

It also boasts the largest concentration of themed attractions in the southern hemisphere, including Dreamworld and White Water World, Warner Bros Movie World and Wet ‘n’ Wild Water Park.

Attracting 12 million visitors each year and 22.4 million annual visitor nights, it is one of the most popular tourist destinations in Australia. Domestic and international visitors are attracted year round, with the Gold Coast’s sub-tropical climate and almost 300 days of sunshine annually.

It is now on the cusp of transformational change, as host of the Commonwealth Games in 2018. The Commonwealth Games and the Broadwater Project will help achieve the City of Gold Coast’s City Vision, which sets the platform for the region to become a globally recognised tourism destination and an emerging world-class business destination.

The City of Gold Coast has developed Gold Coast 2020, a Corporate Plan which identifies the action needed between now and 2020 to realise the City Vision.

This plan is supported by longer-term strategies, such as the Economic Development Strategy 2023, which includes a Destination Tourism Management Plan, aiming to capitalise on key opportunities, which are set to double visitor expenditure by 2020.

It also includes plans to revitalise Southport as the Gold Coast’s CBD, comprising a number of government and private sector projects.

These will facilitate economic development and new business opportunities, such as a $1.6 billion Gold Coast light rail system to connect education, innovation, health care, community and recreation facilities.

Recent development activity and land sales show strong investor confidence in the city. This includes a global luxury hotel group paying a record price for land to build the Gold Coast’s first five-star hotel since the Global Financial Crisis.

The Gold Coast Broadwater reflects this progress,

with a history of tourism innovation. The Gold Coast

Seaway was constructed some 30 years ago to

stabilise the Nerang River entrance and reinforce

the Gold Coast’s Harbour. The popular waterway has

since continued to evolve as a tourist destination.

Recreational hubs and world-class surf breaks have

been created and iconic tourism attractions have

been introduced, including Sea World Resort and

Water Park, Sheraton Mirage Resort Hotel, Versace

Hotel, Mariners Cove, Marina Mirage and most

recently, the award-winning Broadwater Parklands.

It is known today for its welcoming beach culture, natural beauty, sheltered waterways, aquatic life, diverse water-based activities and pristine hinterland. All capitalising on the Gold Coast’s enviable climate and lifestyle.

The Broadwater Project continues this history of tourism innovation, building on the land use evolution and potential of the site.
