ABOUT STAThe STA is governed by Sport Singapore, the Commissioner of Charities, the Registry of Societies, as well as the board of STA’s Committee Members.

The STA Constitution, which is the main governing instrument, has been approved by all governing bodies. The STA’s constitution comprises of regulations for governance of club affiliation, national players, management committee and accounts, amongst others.

MESSAGE FROM THE PRESIDENT

The highlight in 2013 for Singapore tennis was undeniably Singapore clinching the bid to host the Singapore WTA Championships for a period of 5 years. Such a coup is truly a welcomed boost for the strategic direction that the Singapore Tennis Association (STA) is committed to take for the sport in Singapore.

While we are all geared up to host this mega event, we are ever mindful of the hardwork and support needed to make the series of Singapore WTA Championships a success. With Singapore also hosting the SEA Games in 2015, the STA Management Committee and secretariat staff look forward to an active and eventful work calendar, going forward.

Besides these mega events, STA will continue to plan and organise the regular calender of tennis activities which will include the Junior, Intermediate and Open Singles and Doubles competitions for competitive individual players. For affiliates, they have the Inter Club tournaments to look forward to.

As with past years, to gain international competition exposure, STA sent our top juniors overseas to compete in the World Junior Competitions, Junior Fed and Junior Davis Cups last year. The same was extended to those above 18 in the Fed and Davis Cups. The Association is encouraged and heartened by the level of participation and support shown by the participants and their parents in these meets.

We are entering an exciting era and the STA has set its sights on bringing Singapore tennis to a global stage. My colleagues and I cannot achieve this without the support and contributions from our generous sponsors, Sport Singapore, the media, players, parents, coaches, affiliates and the secretariat. I cannot thank all of you enough for the effort, support and assistance rendered to the STA in the past year and we look forward to many more good years of partnership with you. The STA Full-Time Tennis Program (FTTP) is set up to provide Singaporeans with an opportunity to pursue full-time tennis training. Athletes who enter this program desire to ultimately compete internationally and to pursue a professional career in tennis. Most players are currently students of the Singapore Sports School and will play at least 10 international tournaments a year. Since its induction 3 years ago, the program has proven highly successful with players achieving 2 ITF doubles titles and also a top ranking of 385 ITF.

In the recent Singapore ITF Junior Championships, 17-year-old Joshua Liu and 16-year-old Isaac Ong reached the last eight of the singles event. In addition the FTTP has also produced a Singapore Open doubles champion as well as 2 runner ups finishes in singles at the recent local opens.

The FTTP boys united as a team to give the Singapore Sports School it’s maiden tennis victory. Individually, none of the Singapore Sports School’s (SSP) B Division boys’ tennis players had ever been crowned division champions before. But collectively they proved stronger than the traditional powerhouses, Anglo-Chinese School (Independent), as they beat the defending champions 4-1 to take the title.

With the encouraging results, the Singapore Tennis Association (STA) has set the wheels in motion for a second batch of juniors willing to train full-time in the hope of turning professional. STA also added a new ITF junior tennis championships to our local calendar with the kind support of Tanglin Tennis academy in the hope of providing the FTTP as well as local juniors the opportunity for gathering points in our own backyard. The new group consists of four players of 3 girls and 1 boy.

The STA remains committed in supporting young Singaporean tennis players to achieve their goals. Although faced with challenges in training facilities and funding, we believe that our effort and results of our FTTP as well as the incumbent WTA Championships will rally local sponsors and supporters to come forward and support our young talent.

INTRODUCTION

FULL TIME TENNIS PROGRAMME

STA lived up to the organisation’s vision, mission and values in the promotion and development of tennis in Singapore. 2013 saw the concerted effort to organise various programmes and tournaments for players, coaches and officials. Training programmes for players range from mass participation at SPEX Junior Tennis Scheme, which introduces young children to the game of tennis, to high performance programmes like our Junior Development Squad, National Training Squad and Full Time Tennis Programme (FTTP).

Full Time Tennis Programme (FTTP) continues to live up to its expectation. There were 3 new players who broke into the ITF Junior Rankings. This is a great achievement considering the infancy of the programme. 2 players achieved rankings below 700 at year end. These results augur well for our elite tennis development in Singapore.

Looking ahead, with the impending presence of the WTA season-ending Championships in 2014 and SEA Games in 2015, tennis will be under the spotlight for many good reasons. Preparations for these events have intensified this year and the association has been working closely with World Sports Group (WSG), WTA, Sport Singapore and various stakeholders to coordinate, plan and collaborate on the numerous programmes, meetings and activities leading up to the events. New initiatives like Ballkids’ Programme, Line Umpires’ Programme, Tennis Carnivals, Road Shows, Schools Engagement Programme and Junior Tournaments are in the pipeline to ensure that due recognition and publicity are given to the prestigious events. STA’s involvement is critical to the success of the events.

The Association’s financial state remains stable with much of its revenue coming from our “Learn to Play” SPEX Junior Tennis Scheme. The subsidies from Sport Singapore had helped to defray the Association’s annual operating expenditure such as secretariat expenditure.

Our reserve position as at:

Our reserves provide financial stability to fulfil the development of our principal activities. We intend to maintain our reserves at a level not less than 10% of our annual operating expenditure. Over the years, the ratio of reserves to total operating expenditure has declined as the Association invests incremental amounts into programs that will yield longer-term benefits. The full-time tennis program which involves substantial outlay over the last 3 years is expected to raise the profile of Singapore tennis significantly. Nevertheless, the reserves will continue to be managed responsibly and judiciously to ensure that the Association’s financial stability remains safeguarded.

In line with last year’s planning, we intend to use the reserves over the next three years as follows:

Over the years, the standard of play in STA -SPEX Junior tournaments has improved significantly. Gone were the days of moon ball tennis at junior level and this is a result of the deliberate effort put in by STA to improve the tennis standards in Singapore and to encourage more players to play the Game. The number of participants at U10 and U12 tournaments has flourished over the last few years.

More accomplished players in the STA SPEX junior tournaments apply to be selected for the Junior Development Squad. With continued good performances and assessment by a panel of coaches, they gradually progress to the National Training Squad.

The Full Time Tennis Programme was started for players who take their tennis seriously to a point where pursuit for academic excellence is replaced by tennis excellence. The tie up with Sports School is a significant milestone for the Full Time players as they provide a flexible academic structure to cater to the training and tournament needs of the players.

STA organizes local and International tournaments for our tennis community. There are also junior and adult tournaments to meet the demands of the various categories of competitive players from different age groups. There are also 3 Inter-Club tournaments where participants must be members of clubs that are affiliated to the STA.

STA organizes Coaching and Certification Courses to ensure that the quality and standard of coaches are monitored and improved. Officiating courses are also organised to certify officials who are interested to be Chair Umpires and Line Umpires.

1) Davis Cup Asia/Oceania Group IV

9 September – 13 September 2013. Dubai, UAE

Singapore was represented by Rohan Kamdar, Roy Hobbs, Isaac Ong and Basir Koh and was captained by Coach Hassan Bohari in this prestigious event. Despite the weather not being in the team’s favour, they performed exceptionally well, winning 4 out their 5 matches played in the tournament. As a result, Singapore was promoted to Group III in the Asia/Oceania Zone.

2) Fed Cup Asia/Oceania Group II

4 February – 9 February 2013. Astana, Kazakhstan

The Singapore team consisted of players Geraldine Ang, Rehmat Johal, Wee Khee Yen and Rheeya Doshi and captain Coach Hassan Bohari. Despite trying their best against tough opposition like New Zealand, the young team only managed to gather 1 win out of 5 matches played throughout the tournament and finished 9th. Although the results were not fantastic, the girls gained a lot with regards to exposure and big match experience and this can only serve to improve their game.

3) Southeast Asian (AEC) Championships 2013

22 November – 27 November 2013. Bangkok, Thailand.

Singapore sent 4 male and 4 female players to this tournament, which essentially was a replacement event for Tennis in the SEA Games as the sport was omitted in the list of games for the Myanmar edition. The Mens’ team consisted Roy Hobbs, Rohan Kamdar, Basir Koh and Sherwin Foo and the Womens’ team consisted of Rehman Johal, Sarah Pang, Angela Lim and Joy Chia. The Singapore team was captained by Coach Daniel Heryanta Dewandaka.

The Singapore team did well in this tournament, with Joy Chia and Angela Lim winning a bronze medal in the ladies’ doubles event and Rohan Kamdar partnering Roy Hobbs to win a bronze medal in the mens’ doubles event.

SINGAPORE’S PARTICIPATIONIN OVERSEAS COMPETITIONSTo give local players exposure in tennis internationally and to ensure that Singapore is represented in international competitions, STA sends teams to various ITF Team tournaments. The tournaments that STA have sent teams to represent Singapore are as follows:

5) Junior Fed Cup Asia/Oceania Final Qualifying

Final Qualifying : 22 April – 27 April 2013. Gimcheon, Korea

The Singapore team consisted of Geraldine Ang, Joanne Koh, Angela Lim and was captained by Coach Simon Tan. The girls managed to beat Kazakhstan 2-1 and finished 14th overall, allowing Singapore to play direct in the qualifying event in 2014 without having to take part in the pre qualifying competition in 2014.

6) World Junior Tennis Competition Asia/ Oceania Pre-Qualifying & Final Qualifying

Boys Pre-Qualifying : 18 – 23 March 2013. Kuching, MalaysiaBoys Qualifying : 8 -13 April 2013. Kuching, MalaysiaGirls Final Qualifying : 15 – 20 April 2013. Kuching, Malaysia

The World Junior Tennis Competition Asia/Oceania is a competition organized annually for players under the age of 14. With consideration to Singapore’s performance in the same competition in 2012, only the boys’ teams had to play in the Pre-Qualifying event in Kuching. The team consisting of Law Tze Ming, Timothy Kuah, Enzo Chua and Coach V T Rajah did well, finished 3rd place overall, beating Saudi Arabia and Yemen in the process.

In the final qualifying event, the same team of players and captain faced tough opposition in the form of teams like Australia who were physically and technically stronger. Still, the boys managed to win 2 matches in the tournament against Pakistan and Kazakhstan, finishing 13th overall.

In the girls event, Singapore was represented by Goh Yee Loon, Charmaine Seah, Ng Qin Yi and was captained by Coach Fadzillah. Some highlights of the tournament were Yee Loon managing to win a match against 7th seed Philippines and the team managing to win their tie against Sri Lanka. Physically, Singapore’s players were good, but they lacked tournament exposure and this experience can only serve to benefit them and their game.

4) Junior Davis Cup Asia/Oceania Pre-Qualifying & Final Qualifying

Pre-Qualifying : 24 – 29 February 2013. Kuching, MalaysiaFinal Qualifying : 22 – 27 April 2013. Gimcheon, South Korea

Singapore was represented by players Isaac Ong, Sherwin Foo, Timothy Ong and captain Coach Zainudin Ishak and was drawn into Group B with Iran and Vietnam. The boys qualified for the semi finals easily, beating both countries 3-0. Eventually, the team managed to emerge as overall champions of the tournaments, winning Yemen 2-1 in the final.

In the final qualifying event, we had a change in the team line-up, with Evan Tan replacing Isaac Ong. Singapore was placed in the same group as Asian powerhouses Japan, China and Thailand. Despite trying their best, the boys could not overcome their more illustrious opponents and finished an overall 14th in the tournament. This allows Singapore to play direct in the qualifying event in 2014.

Singapore ITF Junior Championships 2013

The Singapore Tennis Association has been organising the International Tennis Federation (ITF) event annually since 2004. By hosting an ITF tournament, it allows Singapore to be placed on the ITF Calendar, gaining recognition internationally. The wildcards given to the host country also provide Singaporean players opportunites to play in the tournament..

The tournament was held from 4 to 9 November at Kallang Tennis Centre, attracting a total of 164 entries from players all over the world. Out of these entries, a 16 qualifying draw and 32 main draw were played for each of the boys and girls singles and doubles events.

For Singapore to attain global standards, it is important to bring international tournaments to our shores so as to allow local players to experience the playing standards of international players, and improve themselves through these playing opportunities. Players who perform well during the tournament earn points that contribute to their ITF Junior ranking. This is especially advantageous to players who are starting out and trying to build an ITF Junior ranking, which explains for the popularity of this tournament. Entry into the ITF tournament is based on merit where players with higher points will be accepted before other entries. The host country is entitled to wild cards which they are able to allocate to players who were unable to qualify for the tournament on their own merit. The STA’s top junior players will therefore have the privilege of getting the wild cards, which is an excellent opportunity for local talents to be exposed to the international scene, right at our doorstep. As a reward for some of our juniors who had been training persistently and did well in our local junior ranking, In total, 14 boys and 12 girls represented Singapore in this tournament and this gave them vital international match exposure, benefitting them greatly.

The top seeds were Ernepesov, Aleksandr from Turkmenistan who was ranked 289 in the ITF Junior Boys’ ranking and Vaidya, Ria ranked 282 in the ITF Junior Girls’ ranking.

To welcome the players and officials, STA hosted a welcome dinner at Quality Hotel Marlow on the 5th of November. Everyone had fun that night, enjoying a sumptuous buffet dinner while watching live music performances by local band HubbaBubbas.

INTERNATIONAL EVENTS IN SINGAPORE

7) ITF 14 & Under Asian Championships

Division 2 : 14 – 25 January 2013. Ho Chi Minh, VietnamDivision 1 : 03 – 16 March 2013. Manila, Philippines

Coach Nandu led a team of 3 boys and girls to the Division 2 tournament in Vietnam. The boys team consisted of Law Tze Ming and Timothy Kuah from the National Training Squad (NTS) and Harun Hamzah from the Junior Development Squad. The girls team was made up of Charmaine Seah, Goh Yee Loon and Ruhi Kamdar, all from NTS. Each player had to play two singles events and two doubles events in this event to give them maximum exposure in international tournaments.

The players did very well in this tournament, with Singapore finishing 2nd overall when the results of all the players were tabulated together. Notably, Charmaine Seah finished 6th both in the singles and doubles category and Goh Yee Loon finished 7th in both categories. For the boys, Timothy Kuah finished 4th and 5th in the singles and doubles category respectively and Law Tze Ming was ranked 7th in both categories.

As a result of his position in the Division 2 tournament, Timothy Kuah was invited by ITF to take part in the Division 1 tournament in Manila, Philippines. He received much guidance and feedback from ITF coaches there, helping him to fine tune his game In every aspect.

Longines Future Tennis Aces Roland Garros 2013

In 2013, Longines - the official timekeeper and partner of the French open, continued to support Singapore Tennis by partnering STA to organize a selection trial and sponsor a player to represent the nation at the Longines Future Tennis Aces 2013 in Paris, France.

This tournament is an annual event played at the grounds of the French Open (Roland Garros) with promising junior players around the world participating in it. In the 2013 edition, Singapore was represented by Ethan Lye he emerged victorious in a selection trial involving other top junior players like Sawney Ishaan Paul, Robin Cheng, Elliot Goodman, Ito Tetsushi and Tian Jeng Ern.

Besides contributing to tennis development in Singapore, the Longines event aims to cultivate in the younger generation the values of sportsmanship, respect, fair-play and tolerance. It has changed the life of many young tennis players in Singapore, with previous participants like Shaheed Alam and Angela Lim inspired to train full time after attending this event.

CHARLES SIMON Singapore Senior ITF Championships 2013

Into its 4th consecutively year, the Charles Simon Singapore Senior ITF Championships continued to enjoy good participation rates amongst veteran Tennis players locally and internationally, with participants coming from countries as far as Netherlands and Germany. The event was held at Kallang Tennis Centre from 5 October 2013 to 13 October 2013 with more than 50 players taking part in 6 events.

TRAINING & DEVELOPMENT

SPEX Junior Tennis Scheme

Under the leadership and guidance of the Training & Development Sub-Committee, the STA-SPEX Junior Tennis Program continues to flourish with an average of 1000 on-going trainees, and many more that have successfully passed out from the training program.

Currently, the Junior Tennis Scheme undertaken by STA’s team of dedicated coaches is spread out over 8 training centers. All of our coaches are minimally NCAP level 1 technically certified. The programme is the pride and joy of STA and has over 800 trainees throughout the year, which reflects the confidence parents and players have in the programme.

Play & Stay Tennis Programme

In February 2007 the ITF officially launched a global campaign aimed at increasing tennis participation worldwide. The Tennis Play and Stay campaign aims to promote tennis as easy, fun and healthy, and to ensure all starter players are able to serve, rally and score from their first lesson. Fundamental to the campaign is the use of slower balls by coaches working with starter players, ensuring that their first experience of tennis is a positive one, where players are able play the game.

The 5 key messages of the Tennis Play and Stay campaign is:1. Tennis is easy: when coaches use the slower Red, Orange and Green balls2. Tennis is fun: when starter players serve, rally and score from the first lesson3. Tennis competitions are fun: formats and scoring systems to suit all lifestyles4. Tennis is healthy: when players serve, rally and score; research support this5. Tennis is a sport for all: everyone who can serve rally and score should have a rating

The campaign has proven very successful with 160 nations introducing programmes using slower balls and smaller courts or adopting Tennis Play and Stay as their national participation programme. The Singapore Tennis Association has also adopted this programme as its launching platform to introduce modified tennis to beginners. It has also adopted the tennis 10’s scoring system into our National age group tournaments.

STA aims to promote the same concept for adult tennis where beginners can serve and rally right from the start.

National Training Squad / Junior Development Squad

Our national coaches, Daniel Heryanta (Ex-SEA Games Gold Medalist & Singapore Davis Cupper), Adelo Abadia (Former Philippine’s No.1) and Shaun Aw Yong head the intensive training program of our elite squads at the Kallang Tennis Centre and Farrer Park Tennis Centre.

Entry Requirements is by way of achieving at least a Quarter-Finalist in the STA-SPEX Junior Age Group tournaments. Due to the stringent selection process, expectations are high for these elite squads who train regularly to prepare for national representations.

Adult Tennis Programme

The Adult Tennis Program was conducted for avid tennis newbies to learn and enjoy tennis as a lifestyle sport, which is aligned to Sport Singapore’s efforts in promoting a sporting culture in Singapore.

NCAP Technical Coaching Course

The National Coaching Accreditation Programme (NCAP) Level 1 Technical Coaching Course is held annually based on the latest coaching syllabus by the International Tennis Federation. In the continuous effort to increase the coaches’ base in Singapore while ensuring its quality, bi-annual ‘Skills Assessments’ are conducted as a pre-requisite for the NCAP Level 1 Technical Coaching Course.

Each year, a number of the newly certified coaches are added to the panel of coaches for the STA SPEX Junior Tennis Scheme. STA is especially delighted to welcome new coaches who are passionate and committed to help develop tennis in Singapore.

National Level Officiating Course

The ITF National Level Officiating Course is conducted annually for members of the public who are interested in becoming a certified official. Besides the National Level Officiating Course, STA also works with the Ministry of Education during school holidays to conduct a Junior Tennis Officiating Programme catered for Secondary School and Junior College students. The participants were satisfied with the programme and expressed their gratitude to the course conductor, Mr Zack Talib.

Coaches Workshop

Singapore Tennis Association and Tanglin Academy (TA) invited Mr Scott Del Mastro, the Director of Tennis / Operations at Club Med Academies to conduct a 2-Day Tennis Workshop for coaches / players / parents in Singapore. Mr Del Mastro has 20 years of coaching experience and has delivered a wide variety of Clinics, Seminars and Lectures around the world to players, coaches and parents. He has trained professional and Junior players from the ATP, WTA, ITF & USTA tours. He specializes in Tennis Techniques, Energy Management, Footwork and Movement, Mental Conditioning and Fitness. Participation was free for all STA coaches, STA High Performance Players and TA elite players. The participants gained new insights from attending this workshop, improving their game, whether as a player or coach.

Report on the Financial StatementsWe have audited the accompanying financial statements of Singapore Tennis Association (the “Association”), which comprise the statement of financial position as at 31 March 2014, the statement of comprehensive income, statement of changes in funds and statement of cash flows for the year then ended, and a summary of significant accounting policies and other explanatory information.

Management’s Responsibility for the Financial StatementsManagement is responsible for the preparation of financial statements that give a true and fair view in accordance with the Societies Act, Chapter 311, Charities Act, Chapter 37, Recommended Accounting Practice No. 6 (RAP 6) and Singapore Financial Reporting Standards (“FRS”), and for devising and maintaining a system of internal accounting controls sufficient to provide a reasonable assurance that assets are safeguarded against loss from unauthorized use or disposition; and transactions are properly authorized and that they are recorded as necessary to permit the preparation of true and fair financial statements and to maintain accountability of assets.

Auditors’ ResponsibilityOur responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with Singapore Standards on Auditing. 1 General Singapore Tennis Association (the “Association) is registered in Singapore with its registered office at 100 Tyrwhitt Road, #04-02 Jalan Besar Swimming Complex, Singapore 207542. Singapore Tennis Association became a charity organisation from 30 December 2010. The principal activities of the Association are to promote and sponsor the sport of tennis. The financial statements were authorised for issue by the Management Committee on 7 May 2014.

2 Significant Accounting Policies 2.1 Basis of Accounting The financial statements, expressed in Singapore dollars, are prepared under the historical cost convention and in accordance with the Societies Act, Chapter 311, Charities Act, Chapter 37, Recommended Accounting Practice No. 6 (RAP 6) and Singapore Financial Reporting Standards (“FRS”).

The preparation of financial statements in conformity with FRS requires management to make judgements, estimates and assumptions that affect the application of policies and the reported amounts of assets, liabilities, income and expenses. Actual results may differ from these estimates. The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimates are revised, and in any future periods affected Judgements made by management in the application of FRS that have a significant effect on the financial statements and in arriving at estimates with a significant risk of material adjustment in the following year are discussed in subsequent note to accounts.

The Association maintains restricted funds and unrestricted funds. Funds set up for specific purposes are classified as restricted funds. All income and expenses other than those attributable to restricted funds and common overheads are recorded in the unrestricted fund’s statement of comprehensive income.

2.2 Changes in Accounting Policies The accounting policies adopted are consistent with those of the previous financial year except for changes resulting from adoption of new FRS. The adoption of these standards did not have any significant effect on the financial performance or position of the Association.

2.3 New Standards and Interpretations Not Yet Effective The Association has not applied the new/revised accounting standards (including its consequential amendments) and interpretations that have been issued as of the date of the statements of financial position but are not yet effective. The initial application of these standards and interpretations is not expected to have any material impact on the Association’s financial statements.

The Association has not considered the impact of accounting standards issued after the date of the statements of financial position.

2.4 Revenue Subscriptions, coaching and training fee, and advertising income is recognized on accrual basis when due and payable.

Tournament, seminar and workshop fee is recognized when the event takes place. SSC grants, subsidies from ITF, sponsorship and contribution is recognized upon receipt. YOG subsidies are recognized in the balance sheet initially as liability when they are received and are recognized as revenue in the income statement only when the Association complies with the conditions attaching to them.

Subsidies from government that compensate the Association for expenses incurred are recognized as revenue in the income statement on a systematic basis in the same periods in which the expenses are incurred. Interest income is recognised as the interest accrues unless collectibility is in doubt.

2.5 Foreign Currencies Items included in the financial statements of the Association are measured using the currency that best reflects the economic substance of the underlying events and circumstances relevant to that entity. The functional currency of the Association is the Singapore dollar. The financial statements of the Association are presented in Singapore dollars. Foreign currency transactions are translated into Singapore dollars at rates of exchange approximating those ruling at transaction dates. Foreign currency monetary assets and liabilities are translated at the rates ruling at the year-end. The resulting profits and losses on exchange are dealt with through the profit and loss account. Balances in notes are in functional currency unless otherwise stated.

2.6 Property, Plant and Equipment All items of property, plant and equipment are initially recorded at cost. Subsequent to recognition, property, plant and equipment are measured at cost or valuation less accumulated depreciation and any accumulated impairment losses. The cost of an item of property, plant and equipment is recognised as an asset if, and only if, it is probable that future economic benefits associated with the item will flow to the Association and the cost of an item can be measured reliably.

Depreciation is calculated on the straight-line method to write off the cost of the assets over their estimated useful lives as follows:

The carrying values of property, plant and equipment are reviewed for impairment when events or changes in circumstances indicate that the carrying value may not be recoverable.

The residual value, useful life and depreciation method are reviewed at each financial year-end, and adjusted prospectively, if appropriate.

An item of property, plant and equipment is derecognised upon disposal or when no future economic benefits are expected from its use or disposal. Any gain or loss on derecognition of the asset is included in profit or loss in the year the asset is derecognised.

Fully depreciated property, plant and equipment are retained in the financial statements until they are no longer in use and no further charge for depreciation is made in respect of these assets.

2.7 Cash and Cash Equivalents Cash and cash equivalents comprise cash on hand and demand deposits, and other short-term highly liquid investments that are readily convertible to a known amount of cash and are subject to an insignificant risk of changes in value. 2.8 Employee Benefits The Association makes contributions to the Central Provident Fund scheme in Singapore. Such contributions are recognised as an expense in the period in which the related service is performed. 2.9 Unutilised Annual Leave Provision for paid leave is based on the amount unpaid at the balance sheet date at current pay rates in respect of employees’ services up to that date. 2.10 Impairment The carrying amounts of the Association’s assets are reviewed at year-end to determine if there is any indication of impairment. If any such indication exists, the asset’s recoverable amount is estimated. An impairment loss is recognised whenever the carrying amount of an asset exceeds its recoverable amount. All impairment losses are recognised in the profit and loss account. An impairment loss is only reversed to the extent that the asset’s carrying amount does not exceed the carrying amount that would have been determined, if no impairment loss had been recognised.

2.11 Financial Assets i) Classification The Association classifies its financial assets according to the purpose for which the assets were acquired. Management determines the classification of its financial assets at initial recognition and re-evaluates this designation at every reporting date. The Association’s only financial assets are loans and receivables.

Loans and receivables Loan and receivables are non-derivative financial assets with fixed or determinable payments that are not quoted in an active market. They are included in current assets, except those maturing later than 12 months after the balance sheet date which are classified as non-current assets. Loans and receivables excluding prepayments are presented as “trade and other receivables” and “cash and bank balances” on the balance sheet. ii) Recognition and derecognition Regular purchases and sales of financial assets are recognised on trade-date - the date on which the Association commits to purchase or sell the asset. Financial assets are derecognised when the rights to receive cash flows from the financial assets have expired or have been transferred and the Association has transferred substantially all risks and rewards of ownership. On disposal of a financial asset, the difference between the net sale proceeds and its carrying amount is recognised in profit or loss. Any amount in the fair value reserve relating to that asset is also transferred to profit or loss. iii) Initial measurement Financial assets are initially recognised at fair value plus transaction costs except for financial assets at fair value through profit or loss, which are recognised at fair value. Transaction costs for financial assets at fair value through profit and loss are recognised as expenses. iv) Subsequent measurement Loans and receivables are carried at amortised cost using the effective interest method.

Interest income on financial assets are recognised separately in statement of comprehensive income. 2.12 Financial Liabilities Financial liabilities include trade payables and other payables Financial liabilities are recognised on the balance sheet when, only when, the Association becomes a party to the contractual provisions of the financial instrument. Financial liabilities are initially recognised at fair value of consideration received less directly attributable transaction costs and subsequently measured at amortised cost using the effective interest rate method. 2.13 Provisions Provisions are recognised when the Association has a present obligation (legal or constructive) where, as a result of a past event, and it is probable that an outflow of resources embodying economic benefits will be required to settle the obligation and a reliable estimate can be made of the amount of the obligation. Provisions are reviewed at each balance sheet date and adjusted to reflect the current best estimate. Where the effect of time value of money is material, the amount of the provision is the ‘present value of the expenditure expected to be required to settle the obligation.

2.14 Leases Operating leases Lessee Leases where significant portion of the risks and rewards of ownership are retained by the lessor are classified as operating leases. Payments made under operating leases (net of any incentives received from the lessor) are taken to profit or loss on a straight-line basis over the period of the lease.

When an operating lease is terminated before the lease period has expired, any payment required to be made to the lessor by way of penalty is recognised as an expense in the period in which termination takes place.

Lessor Leases where the Association retains substantially all the risks and rewards of ownership of the asset are classified as operating leases. Rental income (net of any incentives given to lessees) is recognised on a straight-line basis over the lease term.

2.15 Financial Instruments Non-derivative financial instruments comprise trade and other receivables, cash and cash equivalents, and trade and other payables. They are recognised initially at fair value plus, for instruments not at fair value through profit or loss, any directly attributable transaction costs.

A financial instrument is recognised if the Association becomes a party to the contractual provisions of the instrument. Financial assets are derecognised if the Association’s contractual rights to the cash flows from the financial assets expire or if the Association transfers the financial asset to another party without retaining control or transfers substantially all the risks and rewards of the asset. Regular way purchases and sales of financial assets are accounted for at trade date, ie the date the Association commits itself to purchase or sell the asset. Financial liabilities are derecognised if the Association’s obligations specified in the contract expire or are discharged or cancelled.

Current income tax assets and liabilities for the current and prior periods are measured at the amount expected to be recovered from or paid to the taxation authorities.

The Association is a registered charity under the Charities Act, Chapter 37 and is exempted from income tax under Section 13 of the Income Tax Act from 30 December 2010.

The Association has commitment for future lease payments under non-cancellable operating lease as follows:

Leases where the lessor effectively retains substantially all risks and benefits of ownership of the leased items are classified as operating leases.

Operating lease payments are recognised as an expense in profit or loss on a straight-line basis over the lease term. The aggregate benefit of incentives provided by the lessor is recognised as a reduction of rental expense over the lease term on a straight-line basis.

The reserves set aside provide financial stability and the means for the continued development of the Association’s activities. The Association intends to maintain the reserves at a level not less than 10% of the Association’s total expenditure. The Board Members review the level of reserves annually to ensure they are adequate to fulfill the Association’s continuing obligations.

13 Financial Risk Management Objectives and Policies The main risks arising from the Association’s financial instruments are liquidity risk, credit risk and foreign curreny risk. The policies for managing each of these risks are summarised as follows:

Liquidity risk The Association’s financing activities are managed by maintaining an adequate level of cash and cash equivalents to finance the operations.

Credit risk Credit risk arises mainly from the risk on counterparties defaulting on the terms of their agreements. The carrying amounts of cash and cash equivalents and debtors represent the Association’s maximum exposure to credit risk in relation to financial assets. The Association monitors the exposure to credit risk on an ongoing basis and credit evaluations are performed on parties requiring credit over a certain amount. Cash terms or advance payments are required for parties of lower credit standing. The credit risk on balances of cash and cash equivalents is low as these balances are placed with a reputable bank.

Foreign currency risk The Association is exposed to foreign currency risk because tournament entrance fees and the payment of Affiliation fee are denominated in foreign currencies. As the foreign currency exposure of these receipts and payments are insignificant, they are left unhedged.

14 Fair Values of Financial Instruments The carrying value of cash at bank, and the amounts receivable and payable approximates fair value due to the relatively short-term maturity of these financial instruments. 15 Accounting Estimates and Judgement in Applying Accounting Policies The Association makes estimates and assumptions that affect the reported amounts of assets and liabilities within the next financial year. Estimates and judgements are continually evaluated and are based on historical experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances.

Key source of estimation uncertainty The key assumptions concerning the future and other key sources of estimation uncertainty at the balance sheet date, that have a significant risk of causing a material adjustment to the carrying amount of assets and liabilities within the next financial year are discussed below:

Depreciation of property, plant and equipment The cost of property, plant and equipment is depreciated on a straight-line basis over their respective useful lives. Management estimates the useful lives of this property, plant and equipment to be within 3 to 5 years. The carrying amount of the Association’s property, plant and equipment as at 31 March 2014 is stated in Note 3. Changes in the expected level of usage and technological developments could impact the economic useful lives and the residual values of these assets. Therefore future depreciation charges could be revised and impact the profit in future years.

Impairment loss on trade receivables The Association evaluates whether there is any objective evidence that trade receivables are impaired and determine the amount of impairment loss as a result of the inability of the debtors to make required payments. The Association bases the estimates on the ageing of the trade receivables balance, credit-worthiness of the debtors and historical write-off experience. If the financial conditions of the debtors were to deteriorate, actual write-offs would be higher than estimated.
