    Total Number of Households in NSUSC coveragearea is 168,959

    Water coverage varies between 14.7% to 41%

    Wastewater coverage varies between 42.2% to75.1%

    Main sufferer are women of 168,959 households

    Women empowerment level is low

    Average hours per day of water supply increased from 3hours in 2008 to over 6 hours Drainage benefits for100,000 householdsHousehold access to secondary solid waste management(SWM) services increased on average from 37% in 2008to 80%This Output indicator cannot go beyond the Trancheperiod --- now extended to 2014.

    Gender Issues Increasing rate of urbanization adds to womensvulnerability

    Women are the major stakeholders in water andsanitation sector but there participation in decisionmaking, planning and monitoring is negligible

    Women are still at the lowest tier of the hierarchy

    Little or no focus of awareness raising programs to

    cater to the needs of old age and women withoutliteracy skills

    Gender Action Plan: Key Features

    Incorporate gender perspective in training and capacitydevelopment activities;

    Ensure (i) increased participation of women in program-related consultations, gender-sensitive design of

    grievance procedures and (ii) specific all-womenconsultations;

    Collect gender-disaggregated data in baseline and infollow-up resettlement surveys and urban sector analysisto develop an MIS system for Sindh urban sector;

    Review impact of GAP and adjust at each trancheconsideration;

    Encourage diversity and consideration of gender balanceon Urban Services Corporations Boards of Directors.

    Achievements regarding gender equality

    NSUSC Customer Relations Units:

    CRUs have been established to deal with lodgedcomplaints for WSS complaints of participating cities.

    There is a strong need for a special point of contact toenhance communication, encourage lodging ofcomplaints (by women citizens)

    These units are staffed with 8 females out of 12 complaintofficers, creating comfort for women to lodge complains

    NSUSC female staff members have been recognized asemployees of the quarter for outstanding performance.

    Way Forward

    Underrepresentation of women:

    Increase awareness among male members of the familyof the need to involve women in projects and other

    activities.

    Need for greater empowerment: Increase women empowerment through effective participation.

    As women are important stakeholders, their inclusion in projectmanagement and other related activities is critical for theoverall success.

    Way Forward

    Need for training sessions (community participation):Women are the primary collectors of water and the key decision

    makers concerning the usage of water.

    Training sessions about the importance of water conservation,

    cleanliness and safe garbage disposal will assist them to impartbetter education to their families.

    Encourage equal opportunity working environment:Increase women representation in the NSUSC team to encourage

    women citizens to interact with female staff and lodge complaints forproblem resolution.
