Section 2 – ITQ Specifications

1. INTRODUCTION

1.1. SG Enable Limited (“SG Enable”) is issuing this Invitation to Quote to appoint a suitable vendor

to produce a corporate video featuring SG Enable and the Enabling Village.

1.2. The video aims to provide a succinct introduction to SG Enable and the Enabling Village. The

targeted audience is mainly corporate partners, general public and visitors to the Enabling

Village. More details can be found in the subsequent sections.

1.3. The target audience of the video includes persons with disabilities. As such, the video shall

meet universal design guidelines for video and multimedia products, to ensure that persons

with disabilities can access the video. Accessible features for videos include but are not limited

to, audio description, closed captioning, subtitles, and minimal flashing effects.

2. IMPORTANT NOTICES

2.1. For the avoidance of doubt, this Requirement Specifications shall be subjected to the Important

Notices as set out in Appendix A of this document.

3. BACKGROUND

SG Enable

3.1. SG Enable is an agency dedicated to enabling Persons with Disabilities (PWDs). SG Enable’s

mission is as follows:

Enhance employability and employment options for PWDs;

Empower PWDs and caregivers via timely access to information and referral services, grants

and support; and

Engage the family, community, stakeholders and public in enabling PWDs as integral

members of society.

3.2. The key functions of SG Enable include:

Enhancing employability and employment options for persons with disabilities;

Expanding training and work options for persons with disabilities;

Engaging employers and building their capabilities for inclusive hiring;

Building capabilities in sector professionals;

Provide information and referral services for child and adult disability schemes;

Administer grants and support to persons with disabilities and their caregivers; and

Rally stakeholder support in enabling persons with disabilities through the Enabling Village,

and through grant making to support ground-up initiatives (E.g. Tote Board-Enabling Lives

Grant and TODAY Enable Fund).

Enabling Village

3.4. The Enabling Village was officially launched on 2 Dec 2015. The Enabling Village’s vision is to:

Be a community space that encourages greater interaction between persons with disabilities

and the larger community and the inclusion of persons with disabilities;

Explore different forms of Training and Employment opportunities; and

Showcase of how universal design, accessibility, assistive technology and infocomm

technology can enable persons with disabilities to live and work independently.

3.5. More information about the Enabling Village can be found in Appendix B and vendors may also

wish to refer to the following websites:

4. OBJECTIVES

4.1. The objectives of the corporate video are:

a) To create awareness about SG Enable and its core services;

b) To showcase what the Enabling Village has to offer in terms of facilities and programmes

for its visitors and stakeholders;

c) To give a better understanding of how the Enabling Village materializes SG Enable’s vision

and mission; and

d) To excite and encourage potential visitors, partners and organizations to visit the Enabling

Village and to support SG Enable’s work.

4.2. The production of the video shall also be flexible enough to be adaptable for subsequent uses

for other purposes and on other media platforms (e.g. able to be shortened into 30 seconds

clips to be played on social media channels).

5. SCOPE OF WORK

5.1. All deliverables for this Scope of Work shall be successfully completed and delivered to SG

Enable within the agreed timeline, subject to SG Enable’s inputs and approval. SG Enable

reserves the right to amend the details of the scope when necessary as the project develops, in

consultation with the Contractor within the scope of services agreed and the value of award.

5.2. Works shall include and not be limited to:

5.2.1. Development of the creative concept for the video

a) There are two main aims of the video:

i. To provide an introduction of SG Enable, its vision and a succinct illustration of its

core services; and

ii. To showcase the Enabling Village as an inclusive destination for visitors (i.e. persons

with disabilities, residents, and the general public) and stakeholders (i.e. SG Enable’s

partners, sponsors, and donors), featuring aspects of universal design and its value-

add to the community and visitors.

b) The video shall emphasize on the viewers’ experience and the ability to connect with

them; information shall be presented in a refreshing and engaging manner.

c) The tone of the video shall be upbeat and welcoming.

d) The video shall be kept to duration of about three minutes.

5.2.2. Provision of pre-production, production and post-production services

a) Pre-Production: The Contractor shall provide conceptualising, storyboarding and

scripting services.

b) Production: The Contractor shall provide directing and filming services, including but

not limited to sourcing and engagement of cast, make-up etc.

c) Post-production: Other than editing and subtitling/closed captioning services, the

Contractor shall provide the soundtrack production for the video. This includes the

voice-over narration (if any), mixing, copyrighted music and other related services. The

Contractor shall also provide for any visual effects as required (e.g. text or graphic

layover, motion graphic, animation).

d) The Contractor shall make provisions for at least, but not limited to, 5 rounds of editing.

5.2.3. Provision of professional video production crew and professional videography and

photography equipment as necessary

a) The Contractor shall be required to provide a professional video production crew for the

entire production.

b) The Contractor shall also provide the necessary professional equipment for photography

and videography.

5.2.4. Engagement and management of professional talents for video and/or voice-over if

required for the proposed concept

a) The Contractor shall be required to source for, propose and engage professional video

and/or voice-over talents as appropriate and required.

b) Proposed talents shall have at least one pre-production briefing with SG Enable

representatives.

c) The Contractor should also clear all talents’ release agreements and submit a copy to SG

Enable.

d) In the event that persons with disabilities are filmed in the process, the Contractor

should secure their consent and submit a copy to SG Enable.

5.2.5. Successful delivering of the final product(s)

a) The Contractor is required to deliver a video that is satisfactory to SG Enable.

b) The Contractor shall ensure that all accessible features for persons with disabilities are

met in the video.

c) The Contractor shall deliver the videos in various formats (i.e. DVD, .mov, .mpg, .wmv)

that are suitable for the platforms where the video will be screened.

d) The video formats should be suitable for easy storage, editing, reproduction and

presentation.

6. COSTING

6.1. Vendors shall provide a breakdown of the costing for each component under the Scope of

Works, using the template in Appendix D.

6.2. Vendors shall also include the itemised costing for optional items.

7. EVALUATION CRITERIA

7.1. Proposals will be evaluated according, but not limited to the following criteria:

a) Proposed concept for the video;

b) Price competitiveness;

c) Company profile and project team profile; and

d) Track record in producing videos of similar nature.

7.2. Only complete submissions of documents and materials as stated and compliant with the

guidelines for submission will be considered for evaluation.

8. TERMINATION

8.1. SG Enable reserves the right to reject payment for service and products if they are deemed

unsatisfactory or not in accordance to the specifications laid out and agreed upon through this

award.

9. MODE OF SUBMISSION

9.1. It is required for interested vendors to submit the completed ITQ Checklist found in Section 1

and the Requirements for Cost Estimates in Appendix D as well as supporting documents

relating to the ITQ Checklist and Requirements for Cost Estimates.

9.2. One (1) softcopy (via email) of the Proposal should reach SG Enable no later than 24 Feb 2017

at 1800hrs. The subject title for the email with Proposals must be clearly marked as “Invitation

to Quote – Video for SG Enable and the Enabling Village by <insert company name>”, and

addressed to

a. Email: [email protected]; and [email protected]

Please keep the size of the email small to reduce possibilities of non-delivery. If the Vendor

opts to send a hardcopy of their proposal, the proposal should be delivered and received by

SG Enable before 24 Feb 2017 at 1800 hours.

APPENDIX A – IMPORTANT NOTICES Vendors submitting Proposals in response to the Invitation to Quote are deemed to have read and understood the following provisions:

1. Interpretation 1.1 The Following words and expressions shall have the meanings hereby assigned to them except

where the context otherwise requires: "Contract" means any resultant contract between SG Enable and the successful Proposer. “Contractor” refers to the company that is eventually awarded the contract through the RFP exercise “Contract price” means the total amount payable to the Vendor for the performance of the services under this contract, excluding GST. Proposers should state their Contract Price clearly in the proposal. “Proposal” means any and all documents and information submitted by the agencies in response to the Request for Proposal “Vendors” refer to companies who are submitting a proposal for the RFP exercise to provide “branding consultancy and strategies for SG Enable and the Enabling Village”.

“SG Enable” means SG Enable Limited with its principal office at 20 Lengkok Bahru Singapore 159053.

1.2 Words importing the singular shall also include the plural and vice versa where the context requires.

2. Disclaimers 2.1 This Invitation to Quote (ITQ) is merely an invitation to treat and is not intended to create or impose

any binding legal obligations whatsoever on SG Enable, whether express or implied and whether contractual or otherwise.

2.2 Nothing in this ITQ shall constitute a contract between SG Enable and any Vendor. Any Vendor selected pursuant to this ITQ for participation in the project shall be required to enter into a legally binding agreement with SG Enable, the terms and conditions of which shall be agreed between the parties at a later date.

2.3 All submissions of Proposals, clarifications, discussions and presentations relating to this ITQ are made entirely at the risk of the Vendor. SG Enable is not liable for any loss by any Vendor.

2.4 SG Enable does not make any representation or warranty, whether express or implied, or accept any

liability for the completeness, relevancy, accuracy and/or adequacy of the information provided by SG Enable in relation to this ITQ.

2.5 SG Enable does not make any representation of fact or promise to the future in respect of any project contemplated by SG Enable relating to this ITQ.

2.6 SG Enable accepts no liability or obligation in relation to any Proposal submitted pursuant to this ITQ and/or any subsequent clarifications, discussions or presentations thereon, whether requested by SG Enable or otherwise. The Vendor shall bear all costs and expenses associated with the preparation and submission of its Proposal, and any subsequent clarifications, discussions or presentations thereon. SG Enable will, under no circumstances, be responsible for reimbursing any costs incurred by the Vendor during the process, regardless of the conduct or outcome of the evaluation and selection process.

2.7 SG Enable shall have the absolute discretion to accept or reject any Proposal, whether in whole or in part, without giving any reason whatsoever. The receipt by SG Enable of any Proposal pursuant to this ITQ shall under no circumstances impose any form of obligation or amount to an acceptance of or an agreement to abide by any terms or conditions stated therein or elsewhere on the part of SG Enable.

2.8 SG Enable shall have the absolute discretion, at any time, to terminate this ITQ or to change the nature, scope, procedures or timelines for the ITQ, including the proposal selection process and criteria. Under no circumstance shall SG Enable incur any liability in respect of such termination or changes.

2.9 SG Enable shall not owe any liability to any party for any loss or damage whatsoever (including loss

of profit, savings, business contracts, or revenues, and all other forms of actual, direct, special, incidental, or consequential loss or damage) arising from or related to any response to this ITQ, including but not limited to the submission of Proposals.

3 Ownership of Documents and Intellectual Property (“IP”) 3.1 All proposals and other documents or materials submitted to SG Enable pursuant to this ITQ shall

become the property of SG Enable. Notwithstanding the foregoing and without prejudice to any subsequent agreement with SG Enable to the contrary, any background IP contained in any Proposal and/or such other document submitted to SG Enable shall not be transferred to SG Enable.

3.2 For the avoidance of doubt, all IP in any documents issued by SG Enable pursuant to this ITQ shall remain vested in SG Enable. SG Enable is not liable in the event that there are similar ideas or concepts from submitted proposals.

4 Confidentiality of Information 4.1 SG Enable may require any party receiving confidential information from SG Enable in relation to or

arising from this ITQ to sign a written non-disclosure agreement setting out such party’s confidentiality obligations in relation to such confidential information.

4.2 SG Enable accepts no liability or obligation in relation to any confidential information disclosed to SG Enable by a Vendor pursuant to this ITQ unless otherwise agreed by SG Enable in a written non-disclosure agreement setting out SG Enable’s confidentiality obligations in relation to such confidential information.

5 SG Enable’s Right to Seek Recovery Nothing herein shall prejudice or limit SG Enable’s right to seek recovery from the Vendor for any loss, damage, costs, expenses, or liability incurred by SG Enable and/or its officers, directors and employees, directly or indirectly arising out of or relating to the submission of the Proposal by the Participant and SG Enable’s retention and use thereof, including but not limited to any claim that the Proposal infringes any third party’s IP rights.

APPENDIX B – INFORMATION ABOUT THE ENABLING VILLAGE

1. The Enabling Village is an integrated community space developed by SG Enable as part of the

nation’s efforts towards building an inclusive society.

2. The Enabling Village was launched on 2 Dec 2015. The Enabling Village serves as a community

space with accessibility for persons with disabilities and their caregivers. In addition, the

Enabling Village makes it easier for persons with disabilities and caregivers to find the right

information and resources, and access suitable services in a more coordinated and integrated

way.

3. Spanning about 30,000 square metres, the site is retrofitted to encourage greater integration

and inclusion of persons with disabilities and the larger community. It is designed around three

core principles:

a. Integrated Service: A one-stop gateway for information and referral services for persons

with disabilities and their caregivers, as well as employment services for persons with

disabilities and employers.

b. Inclusive Infrastructure: A showcase of how universal design, infocomm technology and

assistive technology can enable persons with disabilities to lead fulfilling lives.

c. 3P Partnership: A space where different partners from the People, Private and Public

sectors come together and leverage one another’s resources and expertise to build an

inclusive environment.

4. The Enabling Village comprises of tenants in the following areas:

4.1 Training & Employment

Information & Career Centre: The centre provides first-stop information, referral and employment-related services to persons with disabilities. Our job placement and job support (JPJS) partners - ARC, MINDS, and SPD - provide vocational assessment, career consultancy, and job support services.

BIM Studio Limited: This social enterprise set up by HWA provides employment and training courses in architectural and interior design drafting for persons with disabilities.

Employability and Employment Centre (E2C): The centre by ARC works with various employers to customise jobs and provide employment opportunities for persons with autism.

4.2 Technology

Tech Able: This facility features the ST Engineering Enabling Technology Centre, which showcases a wide range of assistive and infocomm technology devices. SPD’s team of

specialists provide consultation and assessment services for persons with disabilities. The Singtel Enabling Innovation Centre supports customised training in communications and technology, such as contact centre operations. It also promotes innovation through the makers’ bench and co-working space.

4.3 Education

Kindle Garden: Singapore’s first inclusive preschool by AWWA welcomes children of all abilities and development needs, and provides them with a values-based and non-discriminatory education.

4.4 Fitness & Recreation

ActiveSG Gym: Using standard and specialised exercise equipment, the fitness centre welcomes persons with disabilities as well as able-bodied members of the community.

4.5 Community Services

Mount Alvernia Outreach Medical Clinic: The clinic provides primary healthcare services to beneficiaries of VWO partners and the community.

Stroke Support Station: The station provides rehabilitation services to stroke survivors, and support for caregivers.

Heart @ Fei Yue : Child protection services

Community Psychology Hub: Psychology services serving clients with disabilities

4.6 Food & Beverage Outlets

Café by the Sapling: The café provides training opportunities for persons with disabilities, while it serves as a food and beverage outlet to visitors to the Enabling Village.

The Sapling: The Sapling is a bistro operated by SHATEC. Patrons to the restaurant will be served by the culinary and service students, including persons with disabilities.

Soul Food: Soul Food is a private dining restaurant that doubles as a training facility to provide customised vocational training opportunities for young persons with special needs.

4.7 Retail Outlets

NTUC FairPrice: In addition to the supermarket, this NTUC FairPrice outlet offers persons with disabilities training programmes in supermarket retail. The outlet is fitted with 2 training rooms, wider checkout lanes and aisles, call buttons for assistance, visual aids to support customers with disabilities, and wheelchair-friendly shopping trolleys.

The Art Faculty by Pathlight: This art gallery facilitates creative expression for persons with disabilities. It provides training and income opportunities for artists with special needs through training programmes, and sales of artworks and merchandise.
