Introduction.

Free Route Airspace concept of operations became one of the main priorities for aircraft operators and,

certainly, a major challenge for the ANSP’s towards the Single European Sky initiative.

Currently, in the framework of the SW FAB development, NAV Portugal and ENAIRE are participating in the

extension of the free route concept of operations to our neighbouring airspaces including Brest (FABEC

airspace), Santa Maria Oceanic and Casablanca airspace (third country) in what can be considered as the

biggest free route airspace initiative.

It is highlighted the importance of collaboration, as a first step, and the following inter-FAB cooperation to

accomplish with a wide Network perspective to permit an optimum performance not only in the framework

of the flight efficiency indicator but also, and very important, in the capacity/delay management of the traffic.

Taking into consideration the nature and characterisation of traffic demand in the SW Axis, it is possible to

vision a great potential to create a huge free route strategy with the necessity to improve cooperation

between all partners.

SW FAB Main traffic flows analysis

In September 2008 SW FAB released a fully detailed

characterisation of traffic demand in SW FAB airspace as

a basis to know:

1.- Traffic demand expectations and their preferences

for airspace planning;

2.- Inter/Intra-FAB coordination areas of interest.

This SW FAB traffic flows analysis was the first step to

develop the following studies to proceed with the

restructuring proposal inside SW FAB airspace and with

adjacent FAB airspaces (FABEC) and third countries

(Casablanca FIR).

SW FAB West Axis areas of interest.

In order to enable the optimum use of airspace, taking

into account main traffic flows, four (4) areas of interest in

the SW FAB West Axis were identified :

1.- New Madrid/Lisboa boundary limit definition;

2.- Extension free route Lisboa to Madrid;

3.- Extension free route to Brest ACC;

4.- Extension free route to Casablanca FIR;

5.- Extension free route to Santa Maria Oceanic.

Cooperation will be essential to accomplish with all these

airspace projects.

New cross border boundary between Lisboa and Madrid ACC.

In October 2012, taking full consideration of main traffic

flows and in line with SES expectations, a new cross-

border boundary limit was established between Lisboa

and Madrid airspaces irrespective of National borders

with the following target:

“the adjustments of collateral FIR boundaries according

to cross-border flows where operational gains justify it”.

Great value for ANSP’s and traffic demand to overcome

former limitations due to National borders.

Excellent cooperation beween ANSP’s (Enaire and NAV

Portugal) and with military partners.

Free route extension to Madrid ACC: FRASAI project.

In May 2014, the FRASAI project was implemented A

natural extension if the Lisboa free route project, based

on the 2008 traffic flows analysis and the new inter-FAB

cross border Boundary limit definition.

Early collaboration inside SW FAB between Enaire and

NAV Portugal was essential for the success of the

FRASAI project.

SW FAB main traffic flows study demonstrated that 20%

of traffic is interchanged between Brest/Madrid/Lisboa

ACC’s.

In the framework of the AEFMP OPS working sub-group,

SW FAB and DSNA are currently working on the

extension of SW FAB free route phase I to the French

coast (Brest ACC).

Free route extension to Brest airspace was highly

recognized by all aircraft operators. Taking into

consideration the nature and traffic flow characterisation,

it is possible to create DCT segments of approximately

700NM.

Inter-FAB collaboration with FABEC is essential for the

success of this airspace project.

Free route extension to Brest ACC (FABEC airspace): Area of Interest.

Taking into consideration Entry & Exit waypoints

to the free route airspace it is possible to create

DCT trajectories.

There is a need to identify the Area of Interest

(AoI) and perform a thorough traffic demand

analysis, to identify the main traffic flows (Entry to

Exit) in the AoI.

In this line, a new interface between SW FAB and

FABEC may be required (new waypoints) with the

objective of providing the most DCT trajectories

for the majority of the traffic in the AoI taking into

consideration operational needs and safety

issues.

Traffic interchange between SW FAB and Casablanca

FIR is approximately 18% of the total SW FAB traffic, with

a strong network relationship with FABEC airspace.

Inter‐FAB/regional cooperation has been identified by the

SW FAB as an essential element for the optimisation of

the network as a whole and the SW FAB has respected

regional agreements in existence, in particular those

involving third countries.

Taking into consideration the strong traffic flows

interrelationship between SW FAB and Casablanca

airspace, cooperation between SW FAB and ONDA

Morocco has been enhanced accomplishing with SES

regulations in relation to flight efficiency and improve

cooperation/collaboration with adjacent airspaces.

Taking advantage of the Free Route

Airspace concept in both Portuguese

FIR’s (Lisboa + Santa Maria) it will be

studied the possibility to permit

CROSS_BORDER_DCT between both

airspaces with the improvement of

airspace utilization.

SW FAB Free route strategy.

Since the implementation of the free route

airspace project in Lisboa FIR, SW FAB

has established the extension of the free

route concept as the first priority action in

the Operational Domain as already

indicated to the European Commission last

November 2013

Currently, SW FAB operational experts are

participating in the extension of the free

route airspace concept to our neighbouring

airspaces including Brest, Santa Maria

Oceanic and Casablanca airspace, in what

can be considered as the biggest free

route airspace initiative.

iFRA project: conclusions.

Collaboration between all parts (Enaire, DSNA and NAV Portugal) will permit

to extend SW FAB free route strategy to find the optimum flight trajectory for

those traffic flows mentioned above;

It is based on the airspace continuum principle trying to overcome

national/FAB’s border and main traffic flows (via QPR and NTS zone)

providing benefits of DCT trajectories of approximately 700NM;

Huge traffic demand origin/destination UK-IRL FAB, representing potential to

extend inter-FAB cooperation/collaboration between SW FAB, FABEC and

UK-IRL FAB to better accommodate these traffic flows in a pioneering

experience in Europe.

Free route project Brest/Lisboa/Madrid aims to extend future free route projects from the SW FAB West Axis

until the south of the French coast to accommodate main traffic flows between those 3 airspaces;

Free route extension to Casablanca FIR: conclusions.

Main traffic flows in the SW FAB West Axis via Brest ACC are accommodated via Casablanca airspace

to/from Canary Islands destinations;

Currently a free route project is being developed in Casablanca airspace increasing and promoting direct

trajectories (DCT) in a first step (as already done by ONDA Morocco), towards a full free route project;

In the framework of the coordination strategy of the SW FAB with

adjacent third countries ( ONDA Morocco) the extension of the iFRA

project with Casablanca ACC is a window of opportunity to increase flight

efficiency in a huge demanding SW Axis to/from Canary Islands tourist

destinations;

AEFMP (Algeria, Spain, France, Morocco, Portugal) regional forum will

be serve as the reference cooperation platform to develop this initiative.

Inter-FAB conclusions.

Political instability forced traffic demand to look for other tourist destinations affecting the Europe SW Axis

which has presented an unexpected huge traffic increase;

Several free route initiatives are being developed in the SW Axis area separately in line with SES

expectations with significant flight efficiency gains due to the large dimension of the airspace involved;

Inter-FAB/third countries cooperation will be essential to try to create a seamless free route concept of

operations with the main goal to offer the most optimum trajectories for aircraft operators;

As a pioneering experience, the extension and participation of a third actor, UK-IRL FAB, will permit to

connect the SW Axis to the Borealis free route initiative to promote partnership and facilitate collaboration

and cooperation between FAB’s in line with the main expectations from the Network Manager and the Single

Sky defragmentation strategy.
