In order for us to accurately plan for events, please

RSVP for all events, even if you are not taking the van!

November brings lots of news, most of which is exciting.

First, is our new phone number: 978-894-2780. This

number allows us to be on the same phone system as the rest

of the town offices. The existing COA number, 978-632-

4592 will forward to the new number for a few months.

Also, we have three new staff members!

- Susan Lajoie, Food Pantry Coordinator, see pg 7

- Diane Lanpher, Activities Coordinator, see pg 7

- Tom Bosworth, Custodian. Until construction on the new

building is complete, he will be supporting the efforts of the

Building Oversight Committee.

On the other hand, it is with a very heavy heart that I inform

you all of my decision to accept the COA Executive

Director position for the town of Dracut, MA. It is a

professional opportunity I simply cannot pass up. In

working for the town of Dracut, I will be providing services

for over 5,000 seniors.

Despite all the challenges we all experienced this past fiscal

year, I have truly loved my time here in Templeton. It has

been amazing. The COA staff are of such high a caliber, our

volunteers (including the COA Board, Building Committee,

and Friends Group) are extremely dedicated, the seniors are

so inspirational, and the other town department heads and

town staff are a joy to partner with.

I am devastated that this opportunity has come along before

we have had the opportunity to celebrate the opening of the

new Senior Community Center. If anyone was looking for

an example of the exceptional qualities of this town, they

would only need to look at the construction of this miracle

COA building.

I wish to remain in touch with all of you and hope to

continue to be a part of the COA construction project.

Ultimately, I know that this will depend on the new

Templeton COA Director, and whether or not they are

comfortable with my continued participation. Regardless, I

am dedicated to facilitating a smooth transition.

I cannot thank you all enough for your support during my

time here in Templeton. I know that once the right person is

selected, the Templeton COA will continue to grow and

serve the community in new and exciting ways.

Need extra $ to buy food

for the holidays?

SNAP may be your answer to buying

that turkey or roast for your holiday

meal. Formally food stamps, SNAP

(Supplemental Nutrition Assistance

Program) provides extra money to buy

food to qualified seniors.

How do you get this extra money to

buy food? Pick up an application any

time during regular Council on Aging

office hours, fill it out, and bring it and

the documents requested to the COA

and we’ll take care of the rest.

If you have low income and need

some help with purchasing healthy

food, don’t miss out on applying for

SNAP. Call me (Cindy) today.

Volunteers Needed

Do you have some free time in your schedule to volunteer for a worthy

cause? If so, I’d love to talk with you about volunteering at the COA.

We have all sorts of volunteer positions here including answering

phones, data entry, helping with mailings, setting up for programs,

representing the COA at community events, fundraising, and many

other tasks. The Food Pantry is also in need of additional volunteers.

Give me a call so we can talk about what you would like to get out of

your volunteer time.

Fuel Assistance

AKA Low Income Home Energy Assistance Program (LIHEAP)

Keeping your heat on in the winter is extremely important. This is

especially true if you are a senior and/or disabled since you are at risk of

serious illness or death caused by being too cold. In addition when heat

bills are too high, people sometimes make risky choices, heating their

home with stoves, barbecue grills, improperly vented portable heaters,

etc. These dangerous heating methods can overload electrical circuits,

cause fires and/or carbon monoxide poisoning.

If you are having trouble paying to heat your home, you can get

help. New England Farm Workers' Council (NEFWC) offers a Fuel

Assistance Program for those who qualify based on household income.

Yours might be eligible if your income is less than:

$32,618 for a household of 1

$42,654 for a household of 2

$52,691 for a household of 3

(More figures available for larger

households at the COA office)

If heat is included in your rent in a non-subsidized apartment, you may

also be eligible.

How the Fuel Assistance Program works:

If you qualify, NEFWC will make utility payments to the primary

heating vendor (such as the oil, gas or electric company) or if heat is

included in the rent, a direct payment to the client will be made. I can

assist you through the application process here at the COA. Here are the

basic application steps:

- Pick up an application at the COA

- Complete application

- Gather the necessary documents requested

- Call and make an appointment with me (Cindy) at the COA

- Mail completed application to New England Farm Workers

Association, 473 Main St. Fitchburg, MA 01420

This program can help you stretch your tight winter budget!

Set your clock back an hour on

Sunday, November 2nd.

Medicare Open Enrollment Update Meeting

Wednesday, November 5th, 1:00 at Kamaloht

At this meeting we will be discussing your options for Medicare in 2015.

We will be reviewing changes to Medicare Health Plans, as well as talking

about Medicare Part D coverage and how it works. Finally, we will speak

about programs that may be available to assist you with some or all of your

Medicare costs. To RSVP please call the Templeton COA at 978-894-2780.

Medicare Open Enrollment ends December 7th

Don’t Wait Until It’s Too Late - Make a SHINE Appointment Now!

Every year, Medicare Part D and Medicare Advantage (HMO, PPO) plans

can change their premiums, co-pays, deductibles, formularies (list of drugs

covered) and preferred pharmacies. It’s important to review your options

every year to make sure you have the plan that works best for you for next

year. Assistance is available from the SHINE program. Trained SHINE

volunteers offer free, confidential counseling on all aspects of health

insurance to anyone on Medicare. You may also contact Medicare directly at

1-800-MEDICARE. Their customer service is available 24 - 7.

Central MA SHINE Website

The Central Mass Region has recently launched its website. You can visit us

on the web at www.shinema.org. Our site has valuable general information

and links to other agencies that can assist you with your insurance needs.

Monthly Veterans Group – November’s meeting will be a lunch trip to Olive Garden on Tuesday the 18th. Bus

pick-ups begin at 11:00 AM. Please RSVP to the COA.

Community Veterans Oversight Board – Now that our Veterans Board is established, we are excited to have

more veterans come participate in our meetings. The Veterans Board meets on the 3rd Tuesday of the month

(November 18th), at 6:30 PM in the American Legion, Baldwinville. Meetings are open to the public.

Templeton Veterans Outreach Roster – One goal I have is to create a computerized roster with all Templeton

Veterans. To this date there is no such list and I am sure the paper files I inherited do not include all veterans in

our community. I need your help to build this list. I am asking Templeton veterans to provide me a copy of your

DD214. The list will remain with my office, but it is valuable for our community to know how many veterans live

within Templeton and in what era they served. Not only would connecting with me help to build an accurate

picture of Templeton Veterans, but you may be eligible for benefits you did not know about as well.

Donations for Veterans Services – Lastly, I am looking to build an account that will allow me to provide instant

service to veterans in need. Not only would this fund be used to support emergency needs, but it will also provide

funding for me to host veterans social events. In addition, we are fundraising to purchase a Purple Heart stone for

the local Veterans Cemetery (Winchendon). If you wish to contribute to these efforts, check can be dropped off/

mailed to my office (payable to “Town of Templeton” with “Veterans Services” on the memo line).

Reno’s receive a 10% Senior Discount!

The wheels of progress are slowing, but the new Senior

Community Center is about 80% complete. The

Senior Center Oversight Committee has been working very

hard to make the best use of every dollar, delivering a high

quality building for the community. Comparatively,

Westminster is building a senior center for just under 3

million and Hubbardston is also building a senior center for

approximately 2 million. Achieving 80% completion with

our original budget of $680,000 is something for all to be

proud of.

We have estimated that we need $101,000 more to finish the

upstairs, and an additional $249,000 to finish the downstairs

and exterior. This additional $350,000 would finish

our 10,000 sq ft senior center for just slightly more than

$1,000,000, which is 1/2 to 1/3 of the cost of our neighboring

communities.

Article 3 on the Special Town Meeting warrant is for a five

year $350,000 debt exclusion. The committee had hoped

to be able to wait until the ATM and present a debt exclusion

(only if needed), but because of increasing cost and the need

to avoid a complete shutdown of construction, we had to

bring it forward sooner. If approved at the meeting, there will

be a special ballot election for the final approval of the debt

exclusion. The debt exclusion will increase the tax rate by 14

cents for five years. This would cost a family with a house

valued at $200,000 and extra $28/year for five years.

You may have heard that Senator Brewer is

getting Templeton $300,000 from the State budget for the

new Senior Community Center. Senator Brewer has been

successful in including these funds in the Senate version of

the State’s supplemental budget, but the House has yet to

approve these funds (further still the Governor would then

need to sign off). We have been told that we will know

before STM if the $300,000 for our new building was

included in the supplemental budget. If so, we will pass over

the debt exclusion article at the STM. However, latest news

regarding the state funding was not promising.

So, let your voice be heard by voting at both the State

Election on Tuesday, Nov. 4th and attending STM on

Wednesday, Nov. 5th, 7 PM at the Middle School.

Doug Morrison, Chairman

Senior Center Oversight Committee

PS. The election on the 4th includes 2 override questions: a)

funding for an assistant for both the Town Clerk and Assessor

b) funding raises for town employees and adjustments for

those disproportionately underpaid.

Support the COA at Special Town Meeting

Wednesday, November 5th, 7:00 at the Middle School

You may not realize this, but our Friends Group was founded to

make the dream of a suitable COA building a reality. At the

Special Town Meeting (STM) on the 5th there will be a vote on

allowing a $350,000 debt exclusion for construction of the new

Senior Community Center to go to ballot. Without these funds,

the new building will sit as it is, 80% complete, while the senior

center continues to struggle in Scout Hall. Our group strongly

believes it should go to an election where the whole community

can vote on these funds, rather than a small group at the STM

stopping it from reaching a ballot vote. We need your

help! Please attend the STM on the 5th and vote to get this

issue to the ballot!

Meet Our New Activities Coordinator My name is Diane Lanpher and I would like to introduce myself

as your new Activities Coordinator. I am currently a Fitness

instructor at Fitness Concepts, Gardner, MA where my passion

of working with active seniors has encouraged me to make it a

career path.

Teaching Silver Sneakers Yoga and Cardio Fit classes has

planted a seed in my heart for sharing my world continually with

seniors. I feel connected to each participant and it is extremely

fulfilling.

I have instructed dance and created dance choreography for over

30 Years at the Dance Education Center in Clinton and have

built a great bond with many families in this community. I also

have a BS degree in Education from Worcester State College

and a Master Degree in Dance which has successfully guided me

on this road.

I am currently the owner of Balloon Creations which I became in

the year 2009. Every time I supply balloon decor for special

events in people’s lives such as Weddings, Birthdays, Bar/Bat

mitzvahs, Proms, Graduations ... it reaffirms my slogan “Make

Every Event Uplifting”. My true goal in life is to

live my slogan each day.

I live in Hubbardston, with my Husband of 22 years,

Jim, and my 2 teenage boys, Jacob 17 and Travis

14. These active athletes and honor roll students fill

my world with joy and I welcome the challenge of

their high school years with enthusiasm.

I look forward to meeting all senior center members

and welcome all new members to join me on this

journey.

With Gratitude ~ Diane Lanpher
