Mayor’s Message A new feature in the newsletter will be a short note from the Mayor or one of your city council people. We will try to bring you up to date on some issues facing the city.
We have just completed our budget for fiscal year 2018/2019. As we look at revenues and expenditures, there always seems to be more projects that we would like to complete than there is revenue. In spite of that, the tax for the next fiscal year will be down on a per thousand dollars of valuation basis. However, our total tax collection will be up slightly due to increases in valuation. One of the things we are doing is using 20% of Local Option Sales Tax (L.O.S.T.) to reduce property taxes. Some of the major outlays for the upcoming budget year are installation of curb and gutter, replacement and addition to storm sewer at the Post Office corner, clean up the burn site and possibly replacement of the town tractor.
We are in the process of updating our urban renewal district in the Industrial Park. This will allow us to utilize tax dollars from this area to update or add infrastructure like streets, sewer or water projects. We are fortunate we have had some incredible additions to our city which has added some tax base which allows us to utilize Tax Increment Financing (TIF).
We are also evaluating our sanitary sewer system. Our current sanitary sewer system was constructed in 1970 and was built for the population and usage at that time. Over the years, DNR regulations have changed and we are growing so we may need to make some major improvements to our lagoons. We will keep you updated on this as we gather more information.

Water Valves
The city of Templeton will be installing two water valves at the corner of 1st Avenue and 2nd Street this year. The new valves will enable the city to isolate the water lines in this area in the event of a water leak or other problems that may occur.

Storm Sewer Project
The city of Templeton will be installing approximately 150’ of storm sewer along Main Street in front of the Post Office. The installation of the storm sewer will alleviate the flooding at the corner of Main Street.
The city of Templeton is very grateful to the residents and businesses for the care you have given your properties. It is with great pride that we call Templeton our home and appreciate everyone’s efforts in keeping your properties looking great.
The Rockwell City Fire Department is hosting their annual Hometown Heroes Memorial Ride on Saturday, June 16, 2018, and will be stopping in Templeton at the fire station between 1:00–2:00 p.m. Members of the Templeton Community Fire Department will be serving ice cream to the riders or anyone who wishes to stop by. A processional of motorcycles, cars, vans, and trucks will head out of Rockwell City, stopping along their way at fire stations in Sac City, Breda, Templeton, Guthrie Center, and Churdan.
The Hometown Heroes Memorial Ride started in 2014 to honor fallen Rockwell City Police Officer Jamie Buenting who was killed in the line of duty in September of 2013. That same year, the Rockwell City Fire Department lost one of their own, Nick Hidreth. Sadly in 2016, Rockwell City Native and Urbandale Police Officer Justin Martin, was lost in the line of duty. Hometown Heroes Memorial Ride honors these three amazing men who gave selflessly and were heroes in their community.

Whiskey Cookers
“Whiskey Cookers”, is a documentary film about Templeton rye during Prohibition. Dan Manatt’s documentary film portrays Templeton in a positive light and is factually accurate. The film focuses on Templeton during Prohibition and the career of Templeton’s famed bootlegger, Joe Irlbeck. The film draws on the U.S. Prohibition Bureau archives, rare footage, and interviews with Templeton’s bootleggers to reveal the true “recipe” behind Templeton’s bootlegging success.

The film’s copyright was given to the City of Templeton by Dan Manatt. Mr. Manatt stated “Templeton created the Templeton rye legend, so it’s only fitting Templetonians are the owners of their own story.”

When mowing, the city of Templeton is requesting all property owners to please mow your grass clippings back into your yard and not into the city streets.

Templeton’s 12th Annual Tractor Ride
We are excited to announce Templeton’s 12th Annual Tractor Ride will be held on Sunday, July 1, 2018. Registration starts at 7:30 a.m. at the Templeton Shelter House with the ride beginning at 8:45 a.m. Prior to the ride, the public is welcomed to check out the impressive lines of tractors on display and visit with the drivers.
Participates will travel to Fiscus, Iowa to tour Keith Grabill’s family Massey Ferguson tractor collection. Lunch will be served at the Templeton Park with a free will donation.

RAGBRAI XLVI
The Des Moines Register’s annual great bicycle ride across Iowa is bringing RAGBRAI XLVI through Templeton on Monday, July 23, 2018. The Des Moines Register chose to pass through our wonderful town, because they felt this route was the safest for all participants and showcases the beauty of Iowa and Templeton.
Karen Klocke, Rhonda Schwaller, and Holly Warner have volunteered to be Templeton’s co-chairs and will meet with members of the Templeton Community Betterment Association (TCBA) to make plans for RAGBRAI 2018. If you have any ideas or would like to assist with the planning you are encouraged to contact the co-chairs or a member of the TCBA.
Outdoor Emergency Weather Warning Sirens
The city of Templeton was awarded a grant from the Warren H. Timmerman Charitable Trust to purchase two additional outdoor weather warning sirens for the community. We currently have one outdoor weather warning siren located behind the Fire Station on Main Street. With the expansion of our business district to the east and the housing district to the west, our current outdoor weather warning siren does not sufficiently meet our current needs in warning the residents of Templeton of severe weather approaching. The addition of these two new sirens will solve this gap in coverage. Plans are for one of the sirens to be located in the alley between Rye Avenue and Industrial Road and the second one will be located at the ball park. The new sirens will be activated the same as our current siren by the Carroll Communications Center.

Flushing
To improve water quality and minimize discoloration, water mains are flushed
annually in April by the city. Hydrants are opened and closed, one section at a
time, to force the water through water mains at high velocity, removing
stagnant water and mineral sediment until the water is clear. Flushing removes
accumulated sediment from pipes, but it can involve the flushing of multiple
hydrants at a time and does not include valving off individual sections of a water
main. This procedure may cause water discoloration for a short period of time
but will improve your water quality. Notice will be posted on cable TV Channel
14 when water mains will be flushed.
Meet the Templeton Center Staff
Peg Weitl—joined the staff at the Templeton Center in December of 2017 as the Event
Manager. Peg and her husband Dan, previously lived on a farm southwest of Templeton
for 32 years before moving to Carroll. Peg was employed as the Carroll County Treasurer
before retiring four years ago. When Peg learned of the opening at the center, it was
what she was looking for in a position that would connect her back to the Templeton
community and allow her to engage with the public without requiring full time
employment. Peg commented she’s looking forward to the opportunity to be back
in the community and is enjoying her new position. Peg can be reached at

Karen Prebeck—joined the staff at the Templeton Center in December of 2017 as the Assistant Manager.

Mark Skillen—joined the staff at the Templeton Center in November of 2017 as the Custodian. Mark and his wife
Mindy, purchased John and Barb Anderson’s house at 104 E. 3rd Street. Although Mark is new to Templeton, he is not new to Carroll County, as he has resided in the Carroll area for the past 17 years. Mark is employed full time with the Carroll Community School District as their custodian. Mark is a proud Army veteran who believes in community and serving others. Over the last 17 years, Mark has developed a strong relationship with the Carroll community with his Pet Therapy program, which provides emotional support for people who are in need. Both Mark and Mindy stated they have always been impressed with Templeton over the years not only with its cleanliness but its community pride. Mark is looking forward to serving the community and growing community pride as the newest team-member of the Templeton Center. Mark can be reached at 712-830-2339.
