Regulatory Requirements
The PSM Database:
29 CFR 1910.119, Process Safety Management of Highly Hazardous Chemicals, went into effect May 26, 1992. The law was intended to establish standards of safety that would apply to certain processes involving hazardous or flammable materials.
The law referenced above addresses the elements listed below that are essential to process safety:
Employee Participation Process Safety Information Process Hazard Analysis Operating Procedures Training Contractors Pre-Startup Review Mechanical Integrity Hot Work Permit Management Of Change Incident Investigations Emergency Planning And Response Compliance Audits Trade Secrets
The law requires employers to comply with the provisions of each element, to document that compliance, and to make that information readily available to employees. Valero has chosen the Refinery computer network as the most efficient means of compiling process safety information, documenting compliance, and making that information available.

LPG rail car unloading:
The Department of Transportation requires that certain conditions be met when loading or unloading a rail car. These regulations are set forth in 49 CFR 174.67 and pertinent requirements can be summarized as follows:
Reliable persons properly instructed in unloading hazardous materials must perform tank car loading and unloading.
The tank car brake must be set and the wheels must be chocked.
A caution sign must be placed on the track that reads, “STOP - Tank Car Connected” or “STOP - Men at Work”. The sign must be blue with white lettering. The letters in the word ‘STOP” and must be no less than 3.9" tall, with the rest of the lettering no less than 2" high.
All unloading connections must be secure.
A standby man must attend the tank car during loading or unloading.
The tank car must be disconnected if loading or unloading is discontinued.
After unloading, all tank car valves and connections must be closed wrench tight.

Acute A term used to describe a reaction that occurs immediately upon exposure to a substance
Alkylate Alkylate is a gasoline blend component produced at the Alkylation Unit
Barrel A standard of liquid measurement used in the refining industry, equivalent to 42 U.S. gallons at 60ºF
Baumé GravityBaumé gravity is a unit of measurement that indicates the concentration of caustic solution. It is expressed in degrees (º) of Baumé
BFO Blended fuel oil - A mixture of kerosene, diesel, and light cycle oil. It is sold as No. 2 fuel oil
Bleeder A connection consisting of a valve and nipple, located on a line, pump, or vessel. It is used for draining or sampling
Blend A mixture of two or more components to create a finished product.
ButaneA liquefied petroleum gas. It exists in two forms, isobutane and normal butane. Both have the same chemical formula, C4H10, but have different molecular structures
Butylene C4H8=One of the Feedstock’s for Alkylation Unit - produced in the FCC Unit
Cat Gasoline A gasoline blend component produced at the FCC Unit - Also called FCC gasoline
Cavitation A condition in which vaporization of product inside a pump causes the pump to lose suction
CCR UnitContinuous Catalyst Regeneration Platforming Process from which Platformate ( a high – octane gasoline blending component ) is produced
Charge Product sent to a process unit as raw material for refinement - Synonymous with feed
Check Valve A mechanical device that permits flow in only one direction through a pipeline
Chronic A term used to describe an illness or reaction that develops over a period of time due to lengthy or repeated exposure to a substance

Combustible Generally used to describe a product with a flash point above 100F
Commercial Grade Propane
A grade of propane containing greater than 5% propylene - but no more than 2% butane
Crude Oil The naturally-occurring raw material from which all petroleum products are refined
Dike An earthen embankment surrounding a tank, intended to contain the tank's contents in case of a leak or spill
Ethanol Ethyl alcohol - An oxygenate used to enhance gasoline octane and reduce auto exhaust pollutants
Ethyl Mercaptan An odorant added to LPG's to aid in leak detection
Exposure Subjection of the body to the effects of a potentially harmful substance
FCC The Fluid Catalytic Cracking Unit - Also called the Cat
FCC Gasoline A gasoline blend component produced at the FCC Unit - Also called cat gasoline
Feed Product sent to a process unit as raw material for refinement - Same as charge
Flammable Generally used to describe a product with a flash point below 100?F
Flash Point The minimum temperature at which application of an ignition source such as a flame causes the vapor of the product to ignite
Freeze TestA test that indicates the amount of water in LPG by measuring the length of time it takes for frost to seal off and stop a standardized leak in an LPG sample container
Gas Oil A heavy petroleum fraction from the Crude Unit, used as feed to the FCC Unit
Gasoline A volatile petroleum product suitable for use in a spark-ignited internal combustion engine
Gauge To measure the amount of product in a storage tank

Section 1500 - Glossary Of Refinery Terminology:
Gravity To allow the free flow of product from one tank to another without using a pump. Also, a measure of hydrocarbon weight (API gravity)
HD-5 A low-olefin (less than 5% propylene) grade of propane. Also called special duty propane
HDSHydro-desulfurization. HDS is a Hydrogen enhanced Catalytic Process that removes sulfur from Feedstocks of the CCR Unit or Distillate Hydrotreater
HDS Stripper Bottoms
Product off of the Naphtha HDS Unit. It is used as a sweetened feed to the Naphtha HDS Unit or as a blended gasoline component
Heat Tracing Steam or electrical lines on a pipeline used to keep the line warm
HSR Heavy straight run gasoline - A Crude Unit output and component of sour naphtha
Hydrocarbon A chemical compound composed of hydrogen and carbon, the basic components of all Refinery Petroleum Feedstocks and Products
Ingestion One of three routes of exposure to a toxin. To absorb through the digestive tract
Inhalation A route of exposure to a toxin through the respiratory system
Innage GaugeA determination of the amount of product in a storage tank by measuring the distance from the bottom of the tank to the surface of the product. Also called a bottom gauge
Isobutane A butane isomer used as feed to the Alkylation Unit
Isomerate A light gasoline blend component produced at the Isomerization Unit
Jet A Kerosene used as a commercial jet aviation fuel
1-K A low-sulfur, low-smoke kerosene used in heaters and lanterns
Kerosene A light fuel oil produced by crude distillation
LCO Light cycle oil - An intermedium-weight blended fuel oil component reduced at the FCC Unit
Line Wash A transfer of product through a pipeline intended to flush the line free

Methanol Methyl alcohol - It is used as an additive in LPG to maintain a specified freeze point
MSDSMaterial Safety Data Sheet - A document containing information on a chemical's physical properties, hazards, precautions, and other pertinent data
MTBE Methyl tertiary butyl ether - An oxygenate used to enhance gasoline octane and reduce auto exhaust pollutants
Naphtha A volatile, straight run product with a boiling range from C5 to 420 deg F
No. 2 Fuel Oil A blended fuel oil - See BFO
No. 6 Fuel Oil A heavy fuel oil used as burner fuel
Normal Butane A butane isomer used to control the vapor pressure of gasoline
Octane Measurement of a gasoline’s resistance to engine knock
Octane Enhancer A chemical additive that raises a gasoline's octane number
On Air A slang phrase that means the liquid level in a tank has fallen to the point where a pump loses suction
OutageThe distance between the top of a tank and the surface of the product it contains. Also, the gauge obtained by measuring that distance

P&IDPiping and instrumentation diagram - An engineering diagram that depicts product flow through piping, valving, and vessels, along with the instrumentation associated with monitoring process variables
Poly Gasoline A gasoline blend component produced by the Polymerization Unit
Priming The filling of a pump with liquid to displace vapors and help the pump pick up suction
PropaneC3H8 - A liquefied petroleum gas, used primarily as a heating fuel. The grade sold to customers is HD-5. Propane with over 5% olefin (propylene) is called commercial grade propane
Propylene C3H6= - The unsaturated, olefin equivalent of propane – typically
produced at the FCC Unit
Psi Pounds per square inch - A measurement of pressure - Also expressed lb/in
Psig Pounds per square inch gauge - A measurement of pressure over normal atmospheric pressure
Platformate A gasoline blend component produced at the CCR Platformer Unit
Rundown The product stream or output from a process unit
RVP Reid Vapor Pressure - A measure of the volatility of petroleum products
Severity Intensity of the reaction in the reforming process that determines the octane number of Platformate
Simple Asphyxiants
A gaseous, nontoxic substance that displaces oxygen in the lungs, resulting in unconsciousness or death
Skin Absorption
A route of exposure to toxins - The toxin enters the body by passing through the skin

Soda Ash Sodium carbonate - An alkaline chemical used to raise pH
Sodium Hydroxide
A highly alkaline chemical used to sweeten light oils, gasolines, and LPG's
Sour Containing sulfur compounds that impart an unpleasant odor
Steam Trap A mechanical device that eliminates condensate from steam lines
Stock Product used as raw material in a refining or blending process
Sweet Having no objectionable odor, due to a lack of certain sulfur compounds
Systemic The effect of exposure to toxins on bodily systems, regardless of the location of exposure
Tank Farm The areas of the refinery where storage tanks are located
Thief A device for withdrawing samples from a tank at various levels
Toxin A substance that causes a harmful effect on the body upon exposure
Valve A mechanical device used to control or shut off flow going through piping or process equipment
Volatile A term meaning readily vaporized evaporated
Water Cut To measure the amount of water in a storage tank by using an indicator paste on a gauging stick or gauge line
