Luis J. Zayas Seijo, Ana G. Mendez University System
Luis J. Zayas Seijo was born in Puerto Rico, where he lived until he
graduated from Universidad de Puerto Rico with a Bachelor of Arts in
Political Science in 1976. He moved to Chicago, Illinois, to pursue
graduate studies at the University of Chicago. Mr. Zayas graduated in
1981 with a Master of Arts in Political Science and completed course
work and preliminaries for Ph.D. in Political Science at the University of Chicago. He has over
thirty years of experience working with adults and Latinos in higher education institutions in
Chicago, Puerto Rico and Florida.

Achieving Large Scale Academic Success for all Learners through Dual Language
Immersion Dr. Leo Gómez, Dual Language Training Institute
The National Association for Bilingual Education (NABE) is committed to bilingualism and
biliteracy for all students. Research-based evidence clearly points to the success of Dual
Language Immersion (DLI) as the most effective instructional model to effectively close the
academic achievement gap, develop enhanced cognitive skills, and promote educational equity
for all students. DLI models not only continue to demonstrate high academic success for all
learners, but enhance the cognition of these learners, as well. This is because DLI models are
essentially Gifted & Talented programs that use rigorous and engaging instructional strategies
in two languages with biliterate academic and cognitive outcomes. This session will discuss how
to implement large-scale DLI and how this will yield long-term academic achievement for all
learners. Data will be shared.
Dr. Leo Gómez, Dual Language Training Institute
Dr. Leo Gómez served as a faculty member in Bilingual-Bicultural
Education at the University of Texas Pan American (UTPA) August 1994-
May 2012. Over the last 21 years, he has focused his research and
other scholarly work on linguistic and academic issues that affect
language minority populations, particularly Latino-Spanish dominant
bilingual learners. He has conducted countless state and national
presentations as well as published numerous articles on the
educational benefits of Dual Language Enrichment (DLE), describing the
need for schools to implement enrichment models of bilingual education that not only more
effectively educate Bilingual Learners (inappropriately referred to as ELLs), but all children. DLE
programs significantly reduce the drop-out rate and more effectively prepares students for
post-secondary education He is widely known and respected as a leader in the field both at the
state and national level for his for advocacy on educational equity for Bilingual Learners.

Cultural Implications in a Dual Language Program
Dr. José Agustín Ruiz-Escalante
Dr. José Agustín Ruiz-Escalante is a professor of Bilingual Education.
He has taught courses dealing with bilingual education and cultural
diversity in our schools as well as in society. His goal is to bring a better
cultural understanding between the different groups that make up
American. He believes that only through a sincere dialogue among the
different groups we are going to learn to live and work together in
harmony. Dr. Ruiz-Escalante has a strong commitment to the
establishment of dual language education programs in our public
schools. It is through this type of a program that second language learners will fully developed
academically. Dual language education will even the playing field for students that English is not
their native language. This program will help schools close the achievement gap between white
students and Latino students. Dr. Ruiz-Escalante has the reputation on bringing into the
classroom the last research findings and practices in the field of bilingual education. He also
utilizes technology to augment his courses. He also has a reputation to make his classes cultural
sensitive. One of his main goals is for students to understand the society in which they live. Dr.
Ruiz-Escalante obtained his Doctorate of Education from the University of Washington in
Seattle; his doctorate is in Policy, Governance and Administration with a minor Bilingual
Multicultural Education. He received his Master of Education in Bilingual Multicultural
Education and his Bachelor of Arts in Political Science and Latin American Studies from the
University of Arizona in Tucson.

Overcoming the Hurdles in a k-12 System
Dr. Margarita Pinkos, School District of Palm Beach County
Margarita Pinkos currently serves as executive director of the Multicultural Education
Department in the School District of Palm Beach County, Florida—the 11th
largest
public school system in the United States serving over 24,000 English language
learners. Her 29-year career has been dedicated to building the capacity of students
and families, and the educators who serve them. Dr. Pinkos’ professional journey
started in 1984 as an elementary school teacher and includes service as a school
principal and district-level executive. One career distinction is her appointment as
assistant deputy secretary and director of the Office of English Language Acquisition
(OELA) in the United States Department of Education (USDOE) from 2006 to 2008
where she worked with state and local education systems across the country to
support high quality instructional programs for linguistically and culturally diverse students.
Dr. Pinkos is currently the President of the Florida Association of Bilingual and ESOL Supervisors (FABES), and
serves in the Board of Directors of the National Association of Bilingual Education (NABE). In 2013, HSM Juan
Carlos I, King of Spain, bestowed Dr. Pinkos the Royal Order of Isabel the Catholic, the highest civil honor awarded
by the government of Spain.
Quality Bilingual Teachers: Preparing future teachers and leaders Dr. Cristina Alfaro, San Diego State University
Cristina Alfaro, Ph.D., Associate Professor and Chair, Department of Dual
Language and English Learner Education in the College of Education at San Diego
State University (SDSU). Dr. Alfaro teaches credential and graduate level courses
where her work focuses on preparing Dual Language teachers with a global
perspective. She has over two decades of experience in directing both local and
international teacher education programs in California, Mexico, and Europe with
the focus of preparing globally competent dual language educators. Dr. Alfaro is
the recipient of the College of Education Excellence in Teaching Award. Her
background as a biliteracy teacher, curriculum developer, and school administrator
in ethno and linguistically diverse communities, has served her well in preparing
teachers to teach students how to critically read the word and the world.
As a teacher researcher she has examined and published on the role of teachers’ pedagogical and ideological
clarity related to teaching practices for ethno and linguistically diverse students. Her publications have been
featured in a variety of peer-reviewed journals and edited books. She is the principal investigator and project
director of a major U.S. Department of Education grant, Project CORE, where her research and work is to create
access for English Language Learners to the Common Core State Standards.

How to Develop a strong Bilingual Teachers Recruitment segment
Dr. Tomasita Ortiz & Syndia Nazario, Ana G. Mendez University System
Dr. Tomasita Ortiz, Chief Learning Officer for AGMUS Ventures, Inc.
Dr. Tomasita Ortiz has been in education for 48 years. She was the Director for
Multilingual Student Education Services in Orange County Public Schools, Orlando,
Florida until 2009. She dedicated 36 years of her educational career in the school
district as a bilingual education teacher, dual language resource teacher, federal
bilingual project administrator, director, grant writer, adult education teacher, and
dual language trainer. She retired from OCPS in June 2009 and decided to return to
her passion at a higher education capacity as the Chief Learning Officer for AGMUS
Ventures, Inc. Dr. Ortiz has been the recipient of numerous recognitions and awards at the local, state, and
national level.
Syndia Nazario, Capital Area Campus Director, Chief Development Officer for Ana G. Mendez
University System
Ms. Nazario holds a B.S. in Psychology and a M.S. in Human Services and
Administration. She began her professional career as a pre-school teacher, before
becoming director of ASPIRA’s Broward Division, an organization dedicated to
developing the educational and leadership capacity of youngsters. While at ASPIRA,
Ms. Nazario’s commitment towards education and her determination to build a new
generation of Latino leaders, motivated her to raise thousands of dollars to be given
as scholarships to youth graduating from high school, resulting in a 92% college
placement for high school graduates in the program. Ms. Nazario’s career in
education quickly accelerated, and in 2006 she joined the Ana G. Mendez University System (AGMUS) team as
Campus Director of the South Florida Campus. The university provides the first accelerated, dual language program
for adults in the nation, allowing adults to complete a post-secondary education while strengthening their bilingual
language skills. Since joining AGMUS in 2006, Mrs. Nazario has expanded the organization’s advocacy for access to
higher education. Ms. Nazario’s many contributions to the AGMUS organization, earned her a promotion as the
corporation’s Chief Development Officer in 2011.

Practioner Strands
Successful Bilingual(ized) Early Education Para Todos: Essential Building Blocks for Bridging Home-school Literacies Research shows that early biliteracy development leads to long-term academic achievement and that when we overlook the value of the home language, and of multicultural and multimodal pedagogies, young children are minimally successful at language, literacy, and math/STEM skills (Pandey, 2014a, b, c, 2012, 2010; Paiva, 2011; Block, 2007; Houk, 2005; Chee, 2003). according to the Center for Applied Linguistics, biliterate early learning programs better prepare children to enter and succeed in a dual-language instructional setting. This bilingual session will share hands-on strategies to bilingualize early instruction and assessment for children, particularly dual language learners (DLLs), including children not enrolled in programs designated as “bilingual.” The benefits of a subject-area-based approach vs. a 50/50 or 90/10 approach will also be shared. Focal areas will include i). culturally inclusive vocabulary instruction, and ii). integrating home-school literacies. Vocabulary, research shows, is a prerequisite for interpersonal skills, reading, higher order thinking, and more (Graves, August, & Mancilla-Martinez, 2013; Marzano, 2013; Pandey, 2015). Best practices that are developmentally appropriate for lexical and literacy schema building will be shared. Participants will learn how to compare languages, and to mine (cultural) differences across language units, so that they enhance concept knowledge or conceptology (Pandey, 2016) over and above terminology. They will also come away with field-tested strategies that expand both the breadth and the depth of children’s lexicon.
Dr. Anita Pandey, Morgan State University
Dr. Anita Pandey is a professor at Morgan State University in Baltimore, MD
and NABE Board member and Eastern Region Representative. She has been teaching
for 26 years. Born and raised in Africa, where she saw firsthand the power of
community and multilingualism, she earned her doctorate from the University of
Illinois at Urbana-Champaign, and holds two M.A. degrees (the first in TESOL). She is
an Association for Childhood Education International and Alliance for
Childhood Ambassador for Childhood, one of 10 worldwide, based on her research
contributions and her advocacy work with children and youth. She learned French
and Spanish as a teenager--primarily from children, as outlined in her first book, The
Child Language Teacher: Intergenerational Language and Literary
Enhancement. Her latest book, Language Building Blocks: Essential Linguistics for
Early Childhood Educators (languagebuildingblocks.com) offers strategies to enhance educators’ cultural
competency, and to teach pronunciation, vocabulary, reading, math, science, and even health literacy to all
students, including speakers of stigmatized dialects, DLLs, and those with “special needs.”

¡SABER ES PODER!: Empowering Parents as Leaders and Advocates for Dual
Language Education
Dr. Josie V. Tinajero, University of Texas at El Paso
What do parents need to know and be able to do to become leaders and advocates for dual language education?
How do we empower parents to advocate for and become leaders and change agents in our schools? The
presenter will share valuable information and lead a discussion with participants on how parents can play a key
role in advocating and supporting quality dual language programs in their schools and communities.
Dr. Josefina Tinajero, University of Texas at El Paso Josefina (Josie) Villamil Tinajero, a former EL and bilingual teacher, and currently a
Professor of Bilingual Education, immediate past Dean of the College of Education at
the University of Texas at El Paso (UTEP), and current Special Adviser to the Vice
President for Research, has dedicated her entire professional career to enhancing
educational opportunities for ELs in the United States. She is a leading scholar, author
and an advocate on issues of equity and excellence for culturally and linguistically
diverse children and families. Her rich experience and knowledge about effective
educational reform and the roles of culture and language in school achievement have
been key vehicles for affecting positive change in school districts across the U.S. and
in the U.S.-Mexico border region.
Increasing the RIGOR of Dual Language Programs through Embedded Gifted Strategies
Nilda M. Aguirre, Ed.S. Nilda is currently the Conference Coordinator for National Association for Bilingual Education (2011-2016). She
holds an Education Specialist Degree in Educational Leadership and Curriculum Development, a Master’s Degree in
Special Education, Gifted and Talented, and is certified in ESOL, Multicultural Studies, Diversity and Spanish.
Currently, she has her own consulting practice and designs professional development and coaching models that
incorporate Best Practices from the field of Gifted Education, Dual Language and ESL. She has designed
professional development programs for school systems in the US and Europe. She was the National Director for
Project GOTCHA©, a Title VII, Academic Excellence Program awarded by the United States Department of
Education for English Language Learners. She has implemented Project GOTCHA in over 35 states, the U.S. Virgin
Islands and Spain. She has authored numerous publications including curriculum guides for various state education
agencies, and co-authored chapters in books including her most recent, Special Populations in Gifted Education
published in 2011 by Prufrock Press.

Leadership and Program Sustainability in Dual Language Education
This presentation focuses on essential leadership practices, within and across schools that result in the most
effective program planning, implementation and sustainability. These practices include creating school-based
leadership teams, philosophy statements, long and short term plans of action, and program evaluation procedures.
Creating Principal Networks provides a continued forum of support and collaborative problem-solving efforts to
address internal and external challenges such as: target language assessments; standardized assessments for ELs in
English; quality bilingual teachers; authentic target language instructional materials including technology tools;
program expansion to high school and beyond; Seal of Biliteracy integration and pathways recognition; and district
administrator knowledge and support. District-level commitment to the program includes adequate resources as
well as alignment of curricular and assessment policies to dual language education.
Dr. Sonia W. Soltero, DePaul University
Dr. Sonia W. Soltero is Associate Professor and Chair of the Department of
Leadership, Language, and Curriculum at DePaul University and former Director of
the Bilingual-Bicultural Education Graduate Program in the College of Education. She
received her PhD from the University of Arizona. Soltero is author of three books:
Dual Language Education: Program Design and Implementation (new), Schoolwide
approaches to educating ELLs: Creating linguistically and culturally responsive K-12
schools, and Dual Language: Teaching and Learning in Two Languages. Soltero has been involved in dual and
bilingual education for thirty years as dual language teacher, university professor, professional developer, and
researcher. Soltero has extensive background in the design and implementation of dual language and bilingual
programs in PK-12 districts and in higher education across the United States.

Engaging, Rigorous, and Culturally Relevant Instruction for Long-term Academic
Achievement for Bilingual Students
This session will share instructional strategies and approaches that center on engaging,
rigorous, and culturally relevant learning for all bilingual students. A lesson delivery cycle that
incorporates best practices that support L1 and L2 content biliteracy will be shared.
Dr. J. Joy Esquierdo, The University of Texas at El Paso
Dr. J. Joy Esquierdo is an Associate Professor in the Department of
Bilingual and Literacy Studies at the University of Texas-Rio Grande
Valley. She is currently the Director for the Center for Bilingual Studies.
Dr. Esqueirdo’s academic interests center on Bilingual/Dual Language
Education, Gifted and Talented Education and the cognitive
development of children, especially bilingual children. Her research
agenda includes topics that focus on the academic performance of
bilingual-dual language students in various areas such as gifted education, content biliteracy
development (English and Spanish), and overall best teaching practices for bilingual-dual
language learners that focus on academic rigor. She has co-authored two books: Teaching
Content to Latino Bilingual-Dual Language Learners: Maximizing Their Learning and A Practical
Guide for Student Interns: Meeting the Needs of Latino Students and their Communities. Her
most important role is being a mother to two boys, Andrés Joaquín and Rolando Jesús.

El Yunque Rainforest is the only tropical rainforest under the protection of the US Forest Service
and also the largest nature reserve in densely-populated Puerto Rico. It is situated in the mist-
wreathed Luquillo Mountains where year-round precipitation ensures lush, green landscapes
and a healthy diversity of animal life
The Luquillo Beach is one of Puerto Rico’s most popular beaches, it boasts of the best kiosks for
authentic Puerto Rican Food.
