District Data STARS – Districts identify two individuals who will attend specialized training on SD-STARS and take what they learned back to their district. These District Data STARS will continue to receive training, communication, and support from ESAs and SDDOE through the remainder of the 2014-2015 school year.

Agenda
1. Provide an overview of SD-STARS, including present reports and dashboards.
2. Improve and encourage data use.
3. Build capacity for implementing SD-STARS.
4. Provide “Data STARS” training to take back to their districts (train-the-trainer model).
5. Develop a timeline for the continued implementation of SD-STARS in your districts.
Training Objectives
Provide training and technical assistance to Data STARS, SAMs, and other district personnel
Serve as a liaison between districts and DOE
Assist in use of SD-STARS as a tool for data driven decision making, school improvement planning, etc.

SD-STARS Vision
Stakeholders will develop a more holistic view of our education system and use that picture to inform systemic change.
Educators will have the ability to access and use high quality data to aid in informing instruction and decision-making.
Students’ outcomes will be measured so educators can identify at-risk students, examine achievement gaps, evaluate programs, recognize strengths, and address areas for improvement.
State Longitudinal Data System (SLDS) Collects and maintains student- and staff-level data Links data across entities and over time Makes data accessible through reporting and analysis tools

SD-STARS Is…• Not a data collection
– Using already collected data– What is in SD-STARS is defined by SB 63
• Not “another thing”– Tool to assist districts, schools, and teachers– Connection to other initiatives and systems– Goal to eliminate the collection of duplicate data
• Not mandated– Districts do not need to use, except for Accountability– Who has access is up to the districts
• Helpful for districts– Reduce/eliminate redundant reporting to the state– Built with districts in mind and informed by districts

Student Data Privacy
Confidentiality is important to SD-STARS. It is the responsibility of your district to effectively communicate the district’s confidentiality policy. The importance of student privacy cannot be stressed enough. If your district does not have a confidentiality policy for staff, the Department has resources and examples in PDF form and links listed below. Keep in mind that these should only be used to help you formulate your own confidentiality policy.

SD-STARS Future Reports
Report Description
Mobility Report Indicates students who are mobile and provides mobility rates for schools/districts.
Attendance Tracker* Provides attendance rate for a particular period of time.
Student Assessment and Course Grades*
Student list that compares assessment results and/or report cards grades longitudinally.
Assessment Feedback Report*
Allows teachers to see test results for prior classes.
Special Ed Trend Report*
Show the total number of special education students in each district over the years.
Chronically Absent Students
Identify students who are absent 10 percent or more of school days or approaching this threshold.
