SCOPE OF WORK FOR CIVIL WORK

1.0) INTRODUCTION The scope of work to be dealt via this Tender Documents involves but not

limited to the following:

1.1) Asphalted roads around tank farm areas in colony for Tk102/103/104/105/106/107 & in Terminal 101 and R.C.C drive way at lube area.

1.2) RR masonry dyke wall and fire break wall for tank farm areas in colony for Tk102/103/104/105/106/107 & in Terminal for TK 101.

1.3) RCC Hume Pipes at Road Crossing for pipe lines/ drains/cables, for connecting tank drains (water drain & roof drains) to 3 way pit and oil water separator.

1.4) Brick masonry storm water drains.

1.5) Tank farm Grading including Shahabad stone pitching, inside the Tank Farm drain, sandpits, cast iron pipes etc

1.6) Building structures and works for,

Q.C Lab at terminal area (G+0)

Engineering warehouse with truss less roofing at terminal area (G+0)

Lube godown with truss less roofing at colony area (G+0)

Office block at colony area (G+2)

Security cabin at colony area (G+0)

1.7) Foot paths, sand trap etc

1.8) Disposal of excavated earth from HPCL premises& Borrowing Murrum.

1.9) Permanent shifting of ETP drain coming from terminal area through the outside storm water drain along the sides of the drain as per approved drawings.

1.10) Demolition of existing RRM compound wall in front of proposed lube area & compound wall separating colony & terminal area after construction of tanks as per guidelines provided by HPCL EIC.

1.11) Construction of 2 No. of main gates at colony area.

1.12) Construction of chain link fencing and gate as per drawing to separate proposed tank farm area and lube area and in front of office block at colony area

2.0) DETAILED SCOPE OF WORK

It is the sole responsibility of the contractor to perform the items vide point no. 1.0 above in totality and otherwise else where mentioned in the tender document. The performance includes vetting of design calculations for work being executed carried out by HPCL‟s consultant, Preparation of Construction drawing in Auto Cad & obtaining HPCL „s approval, execution of works as per approved AFC drawings/ITP/ Job Procedures(to be prepared by contractor for HPCL‟s approval basis Tender Document/ BIS & International Codes/Standard Industry Practices) , documentation for quality control records, deployment of Man Power (Management/ Skilled/Unskilled), deployment of required machineries/equipment/Tools & Tackles, coordination with other contractors working at site for receiving the leads / to complete depot facilities, acquiring required approvals from statutory authorities etc., complete in all respects as directed by HPCL Engineer- In – Charge as per relevant codes & technical specification furnished in this tender document to complete the above work within stipulated time mentioned in Time Schedule Section in this tender document at the cost & risk of contractor. Getting approvals from statutory authority/local authority etc., if any required for executing the Bill of Quantities in totality.

2.1) The Design calculations and drawings for Q.C Lab at terminal area (G+0), Office block at colony area (G+2), security cabin at colony area

(G+0), Dyke Wall design, RCC driveway etc shall be handed over by HPCL to the contractor, which has to be vetted by him (contractor) and to be submitted to HPCL for further approval

2.2) Supply of the all materials for execution of work covered in this tender document like cement, water, sand, reinforcement steels, plate vibrator for the compaction of soil and PCC, needle vibrator for compaction of RCC, total station, theodolite and dumpy level, scaffolding/shuttering/ props as per TPI approved design, Elect Power required for executing the proposed quantities of SOR & for illumination etc complete in all respect as per technical specifications provided in tender document and respective BIS code will be in the scope of contractor. Rates quoted by contractor deemed to be inclusive of all these.

2.3) Earth work in excavation in type of soil for dyke & fire break walls, roads, Shahabad stone pitching, storm water drains, culverts and foundations of civil structures etc. As per the soil investigation report BC soil is there up to a max depth of 4.0 m. The excavation works includes clearing and stripping of the areas, bailing out of water if encountered, removing shrubs, grass, bushes, vegetable growth and other objectionable materials like WBM, Asphalt road, RCC/PCC etc and carting away the excavated earth and disposing off inside for back filling purpose or outside the HPCL premises as per instructions of HPCL engineer in charge taking initial NGL levels and at the same coordinates at excavated and compacted strata at suitable intervals at both ways. For the quantity excavated and disposed outside the terminal premises, rate quoted shall include the royalty payment and for the quantity that dumped inside, the rate will not include royalty payment. . The depth of excavation shall be calculated basis the levels taken before and after excavation. The process includes fixing of levels with respect to HPCL coordinates & Bench Marks with Total Station,

taking levels at every 5m x 5m length grid longitudinally and widthwise at each cross section before excavation at NGL and taking the readings after excavation on the same points/co-ordinates above which were taken before excavation

2.4) Providing murrum layer having the thickness as specified in the tender, roads, drains, Shahabad stone floor pitching, floor slabs and plinth protections of entire civil buildings, culverts, pits etc after removing the expansive soil. Murrum laying work include supply & filling of imported Murrum and spreading in layers of 200 mm thick up to required compacted thickness, watering and compacting with plate vibrator till maximum compaction that is 95% modified proctor density is achieved, Complying all the requirement of Bombay Minor Mineral Extraction Rules 1955 & Royalty Payment, complete in all respect as per Tender Specification/Scope of Work etc, as directed by HPCL. Murrum shall be Medium Plastic i.e. 5-25% Plasticity Index.

2.5) Construction of random rubble stone masonry dyke walls, fire break walls in 1:6 cement mortar for tank farm enclosure as specified using locally available black trap rubble stones. Rate to include dressing of stones, watering prior to laying, providing and laying bond stones (Header)at 1m C/C throughout & marking the same with oil paint , key stones, curing the same after construction, providing scaffolding required if any, etc. Job also includes excavation for removal of entire BC soil, Providing and laying PCC 1:3:6 mix with 20mm and downsize graded crushed granite aggregate layer in excavated trenches below RR walls including compacting by plate vibrator and curing, etc, complete in all respect as per Tender Specification/Scope of Work etc as per directions of HPCL engineer in charge. RCC coping have to be constructed on top of dyke wall using M20 design mix using 20 mm and down size graded crushed granite aggregate including providing and fixing necessary

shuttering, scaffolding, machine mixing, compacting by vibrators, curing, etc Complete in all respect as per Tender Specification/Scope of Work etc, as directed by HPCL Engineer -in-charge. Rate for Supply, fabrication and laying in position HYSD steel reinforcement conforming to IS 1786 will be paid as a separate item.

NOTE: the material obtained after dismantling of existing RR masonry retaining wall as per Sl. No:1.10 shall be used for the construction of above mentioned dyke walls and firebreak walls. Excess materials required only come under the scope of supply of contractor. The material obtained after dismantling of existing RR masonry retaining wall will be used for RRM below ground level only, preferably for fire break walls and then the rest for dyke walls.

2.6) Construction of WBM roads with premix bituminous carpet top including excavation in expansive BC soil up to 1.5m or hard strata whichever is earlier and murrum filling in layers of 200 mm, rising of existing road levels where ever required etc. job also includes providing and laying of WBM base of 450 mm consolidated thickness in 5 layers including 3 layers of 100 mm thickness using 90-45 mm aggregates, 2 layers 75 mm thickness using 63-45 mm aggregates and then 50 mm thick (compacted thickness) asphalt premix carpet using mechanical paver and 12 mm thick liquid seal coat should be provided respectively on top of WBM base, top murrum shoulder well compacted etc. Rate quoted will be including spreading metals, hand packing, filling the interstices with spalls, chips, and approved quality murrum binder and rolling each layer with 10MT mechanical roller with simultaneous watering till the metal is bound by the water binder paste to achieve maximum compaction, finishing the surface to proper grade and level. Rate also to include carrying out all the tests on aggregates as described in technical specifications and test results to be submitted to EIC before use and shall meet the strength requirements as per specifications attached. Murrum shall be Medium Plastic i.e. 5-25% Plasticity Index.

2.7) Constructions of RCC drive way for as per the design and drawing provided by HPCL. Work includes providing, mixing and placing RCC M25 design mix using 20 mm and down size graded crushed granite aggregate including providing and fixing necessary shuttering, scaffolding, machine mixing, compacting by vibrators, curing, etc. The finished level of RCC floor shall be plane and perfectly in level horizontally to the complete satisfaction of HPCL engineer in charge. Rate shall be exclusive of the cost of steel reinforcement, which will be paid under a separate item. NOTE: the existing office building situated at the proposed area for RCC driveway will be demolished only after completing the construction of new office building which is included in this tender. So work for RCC driveway will be started only after the demolition of the existing office building completely as per the directions of HPCL EIC.

2.8) Tank farm grading with proper slope using Shahabad stone pitching. Work includes excavation up to a max. depth of 0.3m, filling murrum layer and compacting, filling a sand layer having a thickness 50 mm, watering and compacting, supply and laying of 40 mm thick rough Shahabad stone flooring of approved quality with cement mortar 1:6 in the joints over a bed of 50 mm thick sand and 12 mm thick cement mortar with cement slurry including clearing the area all inclusive, design and construction of internal tank farm storm water drains with required slope having brick walls and plain cement concrete 1:2:4 bottom, complete. NOTE: the tank farm area is restricted and hazardous area and surrounded by dyke wall. Vehicles may not be allowed inside the tank farm and excavation shall be carried out by manual methods.

2.9) Sourcing rainfall data from local metrological department, designing comprehensive drainage system for the proposed tankage area up to

the location of existing oil water separator/ETP and Construction of Brick masonry storm water drains including earthwork in excavation, filling of murrum beneath and along the sides of walls, watering and compaction, providing and laying PCC 1:3:6 layer, compacting by plate vibrator and curing etc, providing and constructing brick masonry in CM 1:4 using brick of minimum compressive strength 35 kg/sq.cm confirming to is :1077-1986, applying 12 mm thick sand faced plaster with water proofing compound of IMPERMO/ACCOPROOF/CICO in CM1:4, backfilling and disposal of surplus earth / un-serviceable materials all complete. While drain design, the contractor has to consider the following two types of water generated a) Water from roof drain and water draw off (oil stained water)

which has to be carried to 3 way pits and then to OWS through concealed pipes (NP3 class) as per approved drawings. Job includes excavation, murrum filling if required, providing required connections between pipes and chambers etc complete.

b) Storm water drain through road side drains from tank farm area and depot premises.

Pure water will be let out directly and oil stained water should be skinned /separated through OWS and then let out of the depot premises. While drain design, contractor has to consider the levels and slope of drain coming in and going out of the OWS. Contractor has to carry out the necessary tests required to comply and satisfy the design and working of OWS and the rate quoted will include cost of all such tests. NOTE1: The existing nalla coming from terminal area to colony area carrying ETP discharge has to be diverted and combined with the storm water drain outside the tank farm area. The same shall be

considered while design. The back filling of existing nalla after diversion is also included in the scope of contractor. NOTE2: All the brick chambers like inspection chambers etc has to be water tested for leakage after all pipeline connections are made. The rate quoted by the contractor shall include the cost of carrying out all such tests.

2.10) Providing and laying RCC Hume Pipes of NP3 class confirming to IS 458 across roads for crossings of drains and fire water lines. Job also includes construction of PVC pipe Electrical and Instrumentation Cables road crossing (ERC/IRC) complete across road including earthwork in excavation, murrum filling if required, backfilling, jointing of pipes, providing sand cushion around the pipes and disposal of surplus earth / un-serviceable materials all complete.

2.11) Providing and laying of RCC Hume pipes of NP2 class for taking water from tank drains (water drain & roof drain) to 3 way pits and to existing oil water separator. The work includes, excavation, murrum filling, PCC, providing sand cushion, providing connections to brick chambers etc all complete as per the directions of HPCL EIC.

2.12) Building structures and works for Q.C Lab at terminal area (G+0), Engineering warehouse with truss less roofing at terminal area (G+0), Lube godown with truss less roofing at colony area (G+0), Office block at colony area (G+2), security cabin etc as per the approved design drawings. For Q.C Lab, Office block and security cabin, the design calculations and drawings will be handed over to the contractor by HPCL. work includes excavation for foundation, murrum filling/ rubble soling as required, anti termite treatment, PCC(1:4:8) to receive column footing, plinth protection etc, RCC (M25) in footings/beams/columns/slab/floor(for security cabin RCC grade M20 shall be used) , brick masonry in walls, flooring, external

& internal plastering, white washing, external cement painting & internal plastic emulsion painting, doors, windows, ventilators, electrical works, sanitary works, water proofing, rain water pipes, drainage works, etc and providing and laying of steel columns, gratings, GI sheets and all accessories like nuts, bolts, washers, clamps etc, all complete.

NOTE: 1. Contractor has to design the form work including shuttering and

props for beams, columns and slabs and the same shall be vetted by HPCL approved third party agencies. Concrete casting will only be started after the physical clearance formwork including shuttering and props by third party agency. The rate quoted by the contractor shall include the cost of the above too.

2. Contractor has to carry out all tests for concrete as per relevant IS codes, including non destructive tests after 28 days of casting like rebound hammer test/pulse velocity test and core cutting test as per the directions of EIC. For all the beams, columns, slabs and foundation casted, contractor has to carryout rebound hammer test and if it fails, for the same core cutting test has to be done. Contractor has to carry out core cutting test for randomly selected 1 no. of beams, columns and slabs as directed HPCL EIC and if it fails, same has to be carried out for all the beams columns and slabs. Repairing of structures after extraction of cores shall be done as per relevant IS codes/international codes.

3. For Lube shed and Engineering warehouse the contractor has to design the entire structure from foundation to roof that includes design of foundations, columns, slabs, beams, gutters, 10 meter cantilever canopy, trussless roofing with all accessories like nuts, bolts clamps, hangers etc all complete conforming to relevant IS/International codes. Also contractor has to prepare constructional drawings in auto cad. The drawings attached in this tender are indicative only and cannot be used for constructional purposes.

Contractor has to submit the design calculations and drawings to HPCL for approval of design calculation will require 15 days after submission since it will have to be vetted by HPCL‟s consultant. The following design calculations have to be submitted:

i. Arch shaped self supported roof (Trussless roof) design calculation by roof manufacturer to with stand the wind load, dead load, for water tightness and anchoring and fastener design calculation for lifting force etc complete in all respects.

ii. RCC beam with gutter on which the trussless roof will be fixed as per attached indicative drawing.

iii. 10 meter long cantilever canopy with steel beam rafters, purlins, etc as per attached indicative drawing.

iv. Column footing, beams, floor slab, columns, 1 meter wide structural platform etc complete as per indicative drawing attached.

v. Grade slab for storage of lube, taking consideration of the wooden racks up to a height of around 7.0 meter for the storage of lube barrels, movement of forklifts and also all other applicable loads as per relevant codes.

4. Prior to the starting of work, contractor has to submit all the test

reports of material testing of all materials like cement, sand, aggregates, galvalume sheets for trussless roofing to HPCL and get it approved.

5. Contractor has also to submit guarantee certificate for arch shaped trussless roofing to HPCL and he only will be consider as the single responsible person for the roofing system during the guarantee period.

6. Water proofing has to be done as per attached specifications for RCC gutter beams along the sides of trussless roofing and after completion of works; it has to be water tested for water tightness to the max satisfaction of the HPCL EIC.

7. Construction of Lube godown shall only be started after completing construction of new office building, so that the existing CA office/site office can be demolished and shifted to the new office building.

2.13) It is the sole responsibility of the contractor to carry out the illumination survey basis NBC or any other relevant code for inside of the lube godown taking consideration of all inside proposed facilities like racks for stacking lube in package/ barrel, movement of forklifts etc complete by HPCL and no. of light fittings required shall be ensured as per the survey. The no. of fittings provided in the schedule of quantities shall be increased or decreased as per the survey. Rate quoted shall include the cost of conducting the illumination survey.

2.14) Contractor has to do load calculation, preparation of drawings for the building electrification works of lube godown, office building, engg ware house, QC lab, security cabin etc. including detailing, PVC conduit layout, wiring diagram, Earthing, telephone wiring etc all complete so as to facilitate the SOR items. Indicative single line diagram for QC lab, wire size calculations etc are attached with the tender. Contractor has to get the P&ID drawings vetted by HPCL approved Qualified TPI Agency, having govt. certified electrical inspector. After the completion of all electrical works, the contractor has to get the total electrical works approved by govt. Certified electrical inspector also. Contractor has to complete all the connections in all respects including carrying out of all the tests as per relevant codes/NEC as per the directions of HPCL EIC. Energization shall be in HPCL‟s scope. All the electrical calculations

and drawings are to be vetted by HPCL approved third party before submitting to HPCL for approval. After execution of all the works,

2.15) For Lube godown, Contractor has to provide flameproof electrical fittings and fixtures confirming to IS 2148:1981 from approved manufacturers like pratik electrical/aditya electrical/ prompt electrical etc. 2 x 2.5 sq.mm armoured copper confirming to IS shall be supplied and provided under concealed wiring arrangement inside the lube godown along with flame proof junction boxes wherever a joint is required. Plug points if required inside the lube godown shall also be flame proof as per IS 2148: 1981. All other accessories like switches, panels, MCB DB etc shall be non flame proof as per attached tender specifications and will be provided outside the lube godown as directed by HPCL EIC. The manufacturer of flame proof accessories shall have valid BIS certification and products shall be approved by CCOE for installation in petrochemical plants. The contractor has to submit the test reports of the flame proof fittings to HPCL before the commencement of the work in accordance to petroleum rules 2002.

2.16) Construction of foot paths, traps etc as per approved drawings and specifications mentioned in the tender document as directed by HPCL Engineer in charge.

2.17) Construction of 2 no. of main gates at proposed lube area having a width of 6.0 meter Including supplying, fabrication, welding, erection and fixing. The supply of materials for gate construction includes 2‟‟ diameter NB pipe for gate frame, 3.15 mm thick MS sheet back panel, 15mm square spike bars with triangular head, gate painting, guide rail and wheel etc complete. Job also includes the construction of RCC pillars with granite tiles for fixing of gate, anchoring the respective gate portion in pillars etc complete as per drawings and specifications attached to the tender documents as directed by HPCL engineer in charge.

NOTE: The existing RRM compound wall has to be demolished by the contractor in front of proposed lube area where 2 no. of main gates, chain link fencing and gate has to be constructed. The demolition and construction shall be carried in such a way that no damage shall be there on the rest part of the compound wall.

2.18) Supplying and providing approved quality GI chain link fencing with 3.55+/-0.05mm Diameter wire, 50mmx50mm diamond mesh Fabric conforming to IS: 2721 in 1.9m wide rolls with stretcher bars, etc. in front of the proposed lube area as per approved drawings. Work includes excavation, PCC 1:3:6, providing ISMC 100 channels at every 3 meter, Fixing of chain link fencing between straining posts and fixed to steel struts and posts, etc all complete as per drawings and instruction of HPCL engineer .2 coats of approved quality aluminum paint over one coat of approved quality primer have to provided for the posts, stretcher bar, etc. Work also includes Supplying, Fabrication and Erection of gate along with its painting, providing RCC of volumetric mix 1:1.5:3 for columns and footings near gates with reinforcement, shuttering, insert plates etc complete in all respects as per drawings and directions of HPCL engineer in charge.

2.19) Demolition of random rubble masonry wall separating terminal and colony area, & portion in front of lube area (total length 210 meters approximately) and existing gates etc. as directed by HPCL EIC. 30% of the total quantity of random rubble masonry dismantled i.e. approximately 110 cubic meters will be considered as unserviceable materials and rate quoted will include carting away all such unserviceable materials and debris generated out of demolition of gates & loading and unloading on either side from site to nearest dump yard. The rate quoted shall include the royalty to be paid to the statutory authorities for the same in any form. The rest of the

quantity i.e. 70% (approximately equal to 260 cubic meters) will be handed over to the contractor by HPCL for the construction of dyke wall, fire break wall etc. The work of demolishing, cutting down, dismantling, etc. includes propping wherever required, removing the serviceable material as directed, stacking the same at suitable place etc. The contractor will have to put up a proper and sufficient hoarding, screen and fence during the time as may be necessary for the safety and convenience of the inmates of the existing buildings or works going on nearby and maintain the same in the good condition during demolition.

2.20) Quoted rates for work to include deployment of 2 no. of Qualified & Competent Quality Control Engineer at site right from starting date whose responsibility is to prepare all the Quality control records as sought in PO, relevant to work, relevant IS codes, and other requirements to ensure full compliance on quality during execution.

2.21) Contractor has to deploy responsible person with power of attorney in 100 Rupees stamp paper notarize to sign on behalf of party for all the issue / requirement of P.O on all working days at site. This person will take part in all meetings & sign M.O.M on behalf of contractor

2.22) It shall be the sole responsibility of the contractor to prepare and obtain signature as token of approval of the HPCL‟s designated engineer in charge for various documents like,

2.23) The work will be executed strictly as outlined in approved AFC drawings, job procedures, and Inspection Test Plan (ITP) of the tender document. Any deviation from these documents will be at the risk and cost of the contractor. This documents can undergo revision at the sole discretion of HPCL Engineer- in – Charge to meet the on- going practical scenario at site while execution and to improve the quality of work.

2.24) Staking out of Work as per co-ordinates indicated in the Lay out Plan supplied by HPCL through Total Station, providing requisite Grid Pillars at various points having sufficient stability in expansive soil to with stand the entire duration of work for proper execution & measurement of work as guided by HPCL Engineer.

2.25) Survey work required for the above said job. Preliminary setting out of work shall be done by total station to mark the co-ordinates of the various structures as per the drawings/instructions of HPCL.

2.26) Completion period: it shall be the sole responsibility of the contractor to complete the entire work as per the time schedule attached to this tender document.

2.27) In addition to all the above it is the sole responsibility of the contractor to ensure the following;

1. The process of sampling like cube taking shall be carried out in the

presence of a HPCL office only and testing will be witnessed b PCL EIC along wit the site supervisor of concerned vendor.

2. Calibration of site equipments like weighing scales, weigh batchers

cube testing machine etc shall be checked regularly, at least once in a month

3. While casting the concrete cube for testing, for every fifth sample, an additional sample consisting of 3 cubes can be taken for parallel testing in govt. approved labs so that site results can be cross checked.

4. Concrete cubes shall bear the date of casting along with the sample

details clearly and shall be cured properly in separate water tanks/ ponds specially made for this and shall be tested on specific dates.

2.28) Working period: contractor will have to work in working days and general shift of Loni Terminal i.e. 9:30 hrs to 17:30 hrs from Monday to Saturday only after obtaining necessary required hot/cold work permit and required daily security checks from HPCL Extra Working hours will be permitted on request from Contractor at the discretion of HPCL.

3.0) IMPORTANT NOTES:

3.1) Entire Cement Concrete job need to be carried out through Ready

Mix/ Machine mix Concrete as specified in the tender documents

and as per the directions of HPCL EIC. The scope of mix design is

included in the scope of bidder and the same to be vetted by reputed

Engineering Institutes / Consultant duly approved by HPCL. Party

has to submit vetted design calculation to EIC and obtain the

approval of the same before commencement of the job. RMC plants

shall be of repute like ACC, L & T etc. and make design mix as per

provision including vetting by the reputed Engineering Institutes /

Consultants duly approved by HPCL. Party has to submit vetted

design calculations to EIC and obtain approval of the HPCL before

commencement of the job.

3.2) Scope also includes shifting of all types of materials including scrap

materials, if any lying at the constructional area to the designated

place inside the depot premises at no extra cost. Job also includes site

clearing from any debris, vegetation, bushes, and trees, etc and make

the site free for construction at no extra cost.

3.3) Party shall fabricate steel structures at site only.

3.4) The Steel structures shall be confirming to IS: 2062 and

manufacturing from SAIL/TISCO/RINL ONLY. The party to submit

the necessary manufacturer test certificates and also carry out testing

of the same from a NABL approved laboratory. Both of them need to

be submitted for approval from HPCL before commencement of the

job.

3.5) The complete requirements shall be executed on comprehensively

with single point responsibility. The prospective bidders are

requested to thoroughly read and comprehend the various sections of

this tender document and visit the sites before quoting for the tender.

3.6) The quoted rate shall be all inclusive and cover the cost of material

including wastage, royalties, erection, construction, testing of

materials, samples brought for approval, tools and tackles, plant and

equipments, supervision, overheads,2nos Qualified & Competent

Quality Control Engineers, profit and any other expenditure

incurred for completion of work as per drawings, specifications and

to the full satisfaction of HPCL.

3.7) The rates quoted shall be valid for working at all heights, depths and

on all floor levels. No extra payment shall be made for scaffolding,

staging, ladders, etc., for transportation of men and material at higher

or lower levels.

3.8) HPCL reserves the right of operating any item for any work on any

height.

3.9) Rates of all items shall remain constant irrespective of level and no

extra shall be paid for handling and stacking of material, removing

debris etc. from the site.

3.10) Unless otherwise mentioned explicitly in this tender document, the

method of measurement will be as per I.S. 1200.

3.11) Wherever contractor proposed to use “equivalent” makes (i.e. other

than specified) he shall obtain HPCL‟s prior approval. Any additional

cost and time lost due to this will be on Contractor‟s account and no

claims will be entertained.

3.12) The contractor should take approval for make & manufacturer from

HPCL before using any material which does not appear in the list of

approved manufactures.

3.14) The bidder should note that he should execute his part of the work

without causing any damage to any component of the Loni Terminal

services. Any damage so caused shall be made good at the cost and

risk of the successful bidder. Neat housekeeping at all shapes of work

is the responsibility of the successful bidder, who shall also ensure

that removal of debris, waste materials etc. from the site at his own

cost is organized at regular basis. The successful bidder shall also be

responsible for safety and security of all his materials and also for

ensuring fire prevention steps are taken at all times.

3.15) HPCL reserves the right to insist on selection of material,

workmanship, detailing and finishes which they consider are

appropriate, and suitable for the intended use. The contractor is not

eligible for extra claims on this account.

3.16) HPCL will require the contractor to produce samples of all materials,

accessories / prior to procurement / manufacture if required by

HPCL. Failure to comply with these instructions may result in

rejection of the work.

3.17) The contractor should use only the best material. If required by

HPCL, the contractor will be required to arrange for testing products

and produce test certificate from recognized test house to establish

the quality of material at his own cost. Any defective material not

meeting the standard shall be replaced at contractor‟s own cost.

3.18) Testing of various materials should be carried out as per the relevant

IS standards mentioned in the technical specifications attached to the

tender and as directed by EIC. Party should submit manufacturers

certificates (wherever applicable) for the materials and the above

tests will be carried out in addition to the certificates submitted. Cost

of testing should be borne by the party. In case of delay in testing

materials, HPCL reserves the right to have the same tested at party‟s

cost.

3.19) The bidders shall take maximum precaution in protecting persons,

things and properties belonging to the HPCL, Public and also their

own during the progress of work. The bidders will be solely

responsible for any damage caused during the progress of work and

the successful bidder shall indemnify the HPCL by suitable

guarantee / insurance cover from any claims or any account due to

damages caused during their work.

3.20) The contractor should maintain measurement books in which he

should record measurements of work done from time to time and

checked by the EIC / Site Engineer. There should be no corrections or

over writing in the measurements.

3.21) A register should be maintained at the site which should contain the

instructions issued by the HPCL and the instructions are properly

made and recorded.

3.22) Scheduling & Monitoring of work as out lined in SCC shall be the

sole responsibility of contractor. The contractor on starting the work

shall herewith furnish to HPCL a program for carrying out the work

stage by stage within the stipulates time. A graph or chart on

individual work shall be maintained showing the progress week by

week. The contractors shall submit to the EIC a weekly progress

report stating the number of skilled and unskilled laborers employed

on the works, working hours done, place , type and quantity of work

done during the period. Contractor will submit in HARD as well as

in Soft i.e. through E Mail DAILY PROGRESS REPORT.

3.23) The supervision at the site shall be carried out by HPCL‟s

representatives. The work progress to be reviewed in periodic

WEEKLY site meetings at site to be decided by the HPCL. The BAR

Chart and PERT chart shall be prepared by the contractor in

consultation with HPCL and approval shall be obtained, for the

same. After approval the contractor shall faithfully adhere to the

schedule and where deviations take place, the contractor shall take

remedial action to compensate of the project.

3.24) The Contractor shall provide at his own cost for all necessary storage

on the site in a specified area for all materials, which is likely to

deteriorate by the action of sun, rain or other causes due to exposure,

in such a manner that all such materials, tools etc., shall be duly

protected from damage by whether or any other cause. All such

stores shall be cleared away and the ground left in good and proper

order on completion of this contract.

3.25) The contractor shall provide at his own cost temporary works as per

drawings / specifications approved by HPCL. The contractors shall

be responsible for removal and disposal of the temporary works

before handing over the completed works to the HPCL

3.26) The contractor shall enclose the work place by providing temporary

partitions and segregate the HPCL zone separately such that no

hindrance or inconvenience is caused to the Employees / Records.

Also, this would be enable dust free environment within the

premises.

3.27) The contractor has to work in coordination with HPCL EIC in such a

manner that the proposed buildings shall at least meet the

requirements of GRIHA( Green Rating for Integrated Habitat

Assessment)- 3 star though every effort would be made to achieve a

higher star rating.

4.0) SCOPE OF SUPPLY

4.1) Owner Scope of Supply 4.1.1) The quantity which is obtained by dismantling existing RR

masonry compound wall after removing the unserviceable material (which will be taken as 30% of the total quantity obtained by dismantling) will supplied to the contractor by HPCL and the contractor has to use the same in the construction of RR masonry dyke walls or fire break walls. Total reusable quantity will be approximately equal to 80 cubic meters.

4.2) Materials to be supplied by Contractor

4.2.1) Contractor shall supply all materials, consumables, non-consumables required for satisfactory completion of the job in entirely as per the bill of quantities mentioned in SOR.

4.2.2) Illumination & water arrangement: supply of Water for drinking, curing etc as well as for all the associated works required for the completion of work as per technical specifications and standards shall be the sole responsibility of the contractor. Power required for lighting arrangements at the site as well as for all the work covered in the Scope of work and SOR in this tender document shall be arranged by the contractor at his own cost. HPCL will not be providing the same.

4.2.3) For the murrum brought from borrow pits outside the HPCL premises, Contractor has to remit necessary Royalty payments to appropriate statutory bodies and obtain certificate for receipt of royalty for the quantity executed which will be measured quantity as certified for billing purpose.

5.0) DOCUMENTS / DRAWINGS

5.1) Drawings furnished in the Tender Documents are only indicative to understand the Scope of Work. The Bill of Quantities is only an estimate for executing the work from HPCL. Payment shall be made basis the actual quantities executed.

5.2) Contractor will prepare the construction drawing for approval basis Design Calculations for respective item duly certified by HPCL approved Third Party & reviewed by HPCL Engineer- In- Charge. The execution of work will commence only after due approval of these drawings from HPCL. The time period for completion of job includes this activity.

5.3) Upon satisfactory completion of job, contractor shall arrange to submit as built drawings for all the structures built, including the location plans in soft copy (On CD) and six hard copies at no extra cost to HPCL. Rates quoted shall be inclusive of the same.
