Last week I was reading the News and Mail which was discussing the problems of parking at the Aldershot centre for health and the impact that is likely to have on the new surrounding roads in the Wellesley development on Queens Avenue. Parking disputes generate a substantial number of complaints from residents to both the Police, council and housing associations. There are many misconceptions about parking and the highways and this month I thought I would try dispel some of these myths. Did you know? Homeowners do not own the public highway outside their property or have a priority right to park there unless they have a dropped kerb outside it. If there are no parking restrictions in place, such as double yellow lines or a residents’ permit, and a vehicle is not blocking access like a dropped kerb, a vehicle has the right to remain there indefinitely. You have no right to ask another road user to move their vehicle. Single and double yellow lines also apply to grass verges and the footpath either side of the road. Unless a parking space is marked as belonging to a particular property, any vehicle may park there. You should not park your vehicles within ten metres of a junction except in an authorised parking space. If you do, your vehicle may be considered to be causing an obstruction and you may receive a fine. Zig-zag lines are there to protect pedestrians. If you stop on yellow zig-zags you may get a fine. If you stop on white zig- zags, you may get a fine and three points on your licence. All vehicles must be taxed, insured to be on the public highway. The local authority has the right to remove any vehicles without tax from the public highway. If the vehicle is uninsured the vehicle can be removed and the owner receive a Fixed Penalty Notice and penalty points on their driving license. Parking on double yellow lines and breaches to other parking regulations can only be dealt with by authorised council traffic enforcement officers from the council. Police only have powers to deal with actual obstructions NOT possible obstructions i.e. if a vehicle parks on a pavement (not in itself an offence) and there is no danger to a pedestrian to walk around the vehicle even if that entails going into road in a quiet side street, or the pedestrian can walk onto a grass verge no obstruction. Welcome to the latest edition of the Rushmoor Neighbourhood Beat Team newsletter.

Last week I was reading the News and Mail which was discussing the problems of parking at the Aldershot centre for health and the impact that is likely to have on the new surrounding roads in the Wellesley development on Queens Avenue. Parking disputes generate a substantial number of complaints from residents to both the Police, council and housing associations.

There are many misconceptions about parking and the highways and this month I thought I would try dispel some of these myths.

Did you know?

Summary This month was the Hampshire Cop Car Race at Goodwood. The Rushmoor Team entered 2 races on the day and came 4th and 5th respectively. The team, named ‘Rush More Speed’ won an award for best presented car! If you want to come and see the car it will be in ‘The Meads’ on 6th March between 1300 and 1500 hrs.

Beat Priorities

The current beat priorities are: Town Centre Homelessness. Homelessness is becoming an issue in the town centre with people sleeping rough. The local council have been working hard to ensure people are housed over the winter period. If you have any concerns about a person sleeping rough, please contact Rushmoor Borough Council. Farnborough Gate Retail Park. Police have been liaising with site management and the bollard system is now fully operational and should be in use every night to prevent issues on site. Orchard Road. Numerous reports have been made about a premises in Orchard Road causing anti-social behavioural issues and being linked to crime including drug abuse. Police have recently conducted a positive search warrant on an address in Orchard Road. This has received positive feedback from local residents.

Upcoming Events Come and see the ‘Rush More Speed’ race team in ‘The Meads’ on 6th March between 1300 and 1500 hrs. The car will be there with members of the team that raced at Goodwood on the 21st February. Your local Policing team is still in the planning stage for events in 2016. Summary

There have been number of high valued tools stolen from transit vans. The vans that have been targeted are mostly Ford Transit and they have occurred overnight. Please report any suspicious activities via 101, or anonymously via Crime Stoppers line 0800 555 111.

Beat Priorities

Burglary. One reported burglary in Pinewood Park, which happened during daylight hours on 2nd Feb 2016. Offender/s gained entry by forcing the rear PVC patio doors, and cash and high value items were stolen from inside the property.

Vehicle Crime. Vehicle crime has increased during this month with two vehicles being stolen. A transit van was stolen from Prince Charles Crescent on 9th Feb 2016. Police located the stolen vehicle a few days later in the Surrey area, enquiries are still ongoing.

On 18th Feb 2016, a motorcycle was stolen from a rear garden in Fairfax Road. Bad weather caused the garden fence to be damaged which has given the offenders an opportunity to access the garden. Unfortunately the motorcycle is still outstanding.

Theft from motor vehicles has also increased with eight reported incidents this month. Two of these incidents relate to number plates being stolen from vehicles, these incidents occurred in Pinewood Park and West Road.

Nine relate to transit vans being targeted and tools stolen from within, whereby access is being gained. Areas in which vehicles have been targeted are: Lye Copse Avenue, Holywell Close, Meadow Road, Totland Close, Robin Hood Road, Pinewood Park, Sandy Lane and Cotswold Close.

Remove all tools and valuables from your vehicle at night - If it’s not there, it can’t be stolen. Lock your vehicle and park in a well-lit secure location and consider fitting an alarm if your vehicle doesn’t already have one. Also consider placing identifiable, distinctive markings on the tools. There is a free and secure website which allows tools to be logged, go to www.immobilise.com to do this. Speed Watch. Road Traffic Offences Sandy Lane and Chapel Lane: Our Speed Watch team continue to monitor the speeds of vehicles on these roads.

4th February – Chapel Lane: Total Vehicles Checked 138; Vehicles Exceeding Limit: 45

15th February – Sandy Lane: Total Vehicles Checked 224; Vehicles Exceeding Limit: 24.

Summary Farnborough South has seen a much better month than the last when it comes to acquisitive crimes. We have had a decrease in dwelling burglaries to 3 down from 8 last month, 2 attempt dwelling burglaries, 3 theft from vehicles down from 5, 2 theft of pedal cycles down from 3 and 1 theft of vehicles. We are happy to see a decrease in these figures as it shows residents are doing their best to prevent these crimes from following the simple tips we have provided previously for these. We urge that you read tips on the Hampshire Constabulary web page as to how to keep safe. The beat priority incidents will be discussed below.

We have seen a spike in theft from vehicles in the area of Farnborough however we haven’t seen Farnborough South be effected too badly by this. What we do ask, is that if you leave your vehicle unattended even for a short while, please ensure it is fully locked by checking the door handle of your car before leaving. Do not leave any valuables on show inside the vehicle as this gives thieves something to aim for. Visit the Hampshire Constabulary web page for further information on securing your vehicles, and also to download a handy “STOP!” card that can be placed in your car informing other that no values are left in the vehicle.

We are noticing that there are more and more derelict houses popping up in the Farnborough area and these are a great hunting ground for burglars. If you are aware of any derelict houses, or housing that isn’t being lived in for a short while, we ask that you do your best to keep an eye on it from time to time. If you spot anything out of the ordinary with any of these homes, we ask that you contact us either by 999 or 101 to report anything suspicious.

Beat Priorities

Theft of Cycles. We are happy to report that we have had no reports of theft of cycles, however this does not mean we can become complacent. Please make sure you lock bikes up when leaving them, even if only for a short amount of time. Keep a good picture of your bike, including a clear image of the serial number of it, which can also be uploaded to Immobilise to help it be returned to you if we find it.

Speeding. Speed watch continues to monitor speeds along targeted roads. This month 403 vehicles were checked, only 19 were found to be travelling in excess of the speed limit. We are looking for new Speedwatch volunteers, so if you feel you could spare a few hours a month and would like to join a team to help tackle local issues of speeding, please get in contact with PC Lee Jeffers via email:

Burglaries. This month there have only been 3 dwelling burglaries and 2 attempt dwelling burglary in the Farnborough South area. These burglaries have followed suit of the offender(s) using tools, likely to be a crowbar or similar, on doors and windows. They do this by aiming the tool towards the hinges of the door or windows to attempt to pull them off the hinges and provide easy entry into the property.

We suggest you have an intruder alarm system installed by an approved contractor in your home and ensure a visible alarm box is attached to the outside of your home. You can also consider fitting security lighting or security CCTV on the outside of your property covering doors and windows around the house. Summary During late January and February there have been two thefts and two attempt thefts in Morrison’s car park, Farnborough. On the two occasions where the offenders were successful they have distracted the victims by asking for directions. Whilst the victim is giving directions, it appears as though another suspect enters the vehicle and steals from within.

During one theft they followed the 80yr old victim and watched her using her card and entering her pin number. They have then followed her to her vehicle and one suspect distracted her by asking for directions. One suspect has then entered her vehicle while she was distracted and removed her bank cards from her purse. They have then attended the bank and withdrawn in excess of £3000. It seems as though they are targeting the elderly due to their vulnerability.

Victims have said the suspects they have seen and spoken with are described as being of Eastern European descent. It appears as though it is normally a male and female working together to distract the victim.

Beat Priorities

Develop Neighbourhood Watch across Farnborough West. At the Farnborough West Forum on 20th October 2015, it was decided to retain this as a community priority with the aim to develop Neighbourhood Watch to assist in the prevention and detection of burglary and vehicle crime. Farnborough West currently has 146 NHW schemes with 3333 members. We are due to set up a scheme in Herbs End and this will be done in the next week .If you have not already done so, please register with Hampshire Alerts – www.hampshirealert.co.uk Tackle / reduce Anti-Social Behaviour in Montgomery Road. Regular patrols of the area continue, there has been one call from a resident reporting youths gathering in the flats. We have again stepped up patrols in the area in the hope of stopping this again. First Wessex has also been contacted and they are looking to assist with this by speaking to those involved in relation to tenancies.

Tackle / reduce damage & drug misuse in St. John’s Churchyard. This new priority was raised at the Farnborough West Forum on 20th October 2015. Discussions have been held with the church staff, local councillors and Rushmoor Borough Council to identify the causes of this issue and to agree an initial response.

Regular patrols have been carried out and so far no issues have been identified. We will be looking to close this priority

shortly as there have been no reports and no issues when the area is regularly checked

Speedwatch. 24/02/16. Minley Road. 90 vehicles checked between 10.00 – 11.00. 22 vehicles were found to be exceeding the speed limit.

Summary

Aldershot North has seen a small increase in burglaries in the area and are reminding all residents to ensure that property is kept secure. Local officers have increased patrols in their area in an attempt to bring an offender to justice and to offer reassurance for residents.

Residents continue to call the Police and the Local council with regards to the homelessness with in the town centre. Police and other agencies continue to work closely to try and resolve this. We encourage members of the public not to give them money but if they wish they can make a donation to the Vine centre.

Police have received several reports with regards to people drinking alcohol in Municipal gardens and causing Anti-social behaviour. Police will deal with all offenders robustly by dispersing them from the area for up to 48 hours and if they return within that time will then be arrested.

PCSO Marie Park continues to visit the elderly support living venues within the town centre recently attending Kingsley court to hand out purse bells and lanyards to try to prevent further victims of purse theft and offer other crime prevention advice, she also attended Parkside and joined in with some Morrison dancing.

Beat Priorities

ASB Municipal gardens - As above we will deal with any offenders robustly, we have recently removed several groups from the park on an evening and will continue to patrol the area frequently.

Purse Thefts and shop Thefts – We have been carrying out plain clothes operations for both purse thefts and shop thefts and I am pleased to say we have seen a reduction particularly in purse thefts.

The Freedom March takes place through Aldershot on 12the March 2016.

The next ‘Meet the Team’ event in the town centre will be held in April.

Officers would like to speak to these three men after a purse was stolen from an 88-year-old woman in Aldershot.

The theft took place between 12.14pm and 1.10pm on Tuesday, January 5 at WH

Smith in the Wellington Centre.

It is thought the woman was observed as she withdrew pension funds at the Post

Office. Her purse was then taken from her handbag and £250 was later withdrawn

from her account.

New Arrival

I would like to start by introducing the newest member of our team. PCSO Kathryn Blanchard has joined us and will be undergoing her tutorship throughout March. Although new to the role Kathryn is not new to the Policing world having spent 6 years as a detention officer in London.

Summary Since the last newsletter Aldershot South has still been busy with incidents in the North Town, Heron Wood/Tices and the Manor Park area. Your beat team has also been involved in several community events. PCSO Phil Pitkin has been running a “Cop Car” (see photo) project whereby an electric car was built and raced by local youths. In the two races they competed in they finished 4th and 5th respectively out of 12 teams. They also won the best looking car award.

PCSO James Cooper has attended Aldershot and Fleet rugby club to visit an elderly lunch club run through Age Concern Hampshire where he gave a talk on Crime Prevention and personal safety. James is also running a Crime prevention stand and can be found :-

The current Aldershot South beat priorities are: Reduce Burglary Non Dwellings. There have been two reported incidents in the last 4 weeks. This is down from 7 in the preceding 4 weeks period.

Target alcohol based Anti-Social behaviour. There have

been no reported incidents in the last 4 weeks

Graffiti. There have been no reported incidents in the last 4 weeks
