INTRODUCTION °

This report presents a Remedial Action (RA) Report for the Dutchtown Oil Treatment(Dutchtown) site in Dutchtown, Louisiana. This RA Report for the Dutchtown site wasprepared in accordance with the requirements discussed in the Remedial Action Work Plan(RAWP) Unilateral Administrative Order (UAO), Statement of Work ( S O W ) , and Record ofDecision (ROD) issued by the United State s Environmental Protection Agency (USEPA). Thi sreport describes in detail those tasks which were accomplished to complete the remedial actionfor the site. S p e c i f i c a l l y , this report documents spe c i f i c sections required by the UAO,including monitor well installation, p l u g and abandonment of the Watts' drinking water well,provision for an alternate drinking water source, disposal of dr i l l ing cuttings, and clay caprepair. This revised Remedial Action Report also includes the f indings of the pre-finalinspection conducted by USEPA on October 29, 1997. Whi l e the results of the initialgroundwater sampling event are provided in this RA Report, a more detailed discussion of theanalytical results will be provided in the annual Natural Attenuation Evaluation Report whichwill be prepared af t er four quarters of monitoring data have been collected.

B A C K G R O U N D

The Dutchtown site is an abandoned waste oil reclamation plant located in Dutchtown,Louisiana, at the intersection of Interstate 10 and Highway 74. A site location map and a sitemap are provided as Figure 1 and 2, respectively. The site property description includes 21.5acres of land; however, the area contained within the fenced waste site complex isapproximately 5 acres. Located on the 5-acre site were an 0.8-acre H o l d i n g Pond, 0.07-acresmall Waste Pit, seven aboveground vertical storage tanks, two small horizontal tanks, and arailroad tank car used as a horizontal tank.

* enThe U S E P A issued an Action Memorandum for an Expedited Response Action (ERA) Ooon March 25,1988. The Consent Decree signed by the Potential Responsible Parties (PRPs) to °

design and implement the ERA was f inal ized on May 23, 1990. Mobilization for the ERAbegan in November 1990 and the ERA was conducted during the period January throughAugust 1991 to remove the obvious contamination sources at the site: the large waste pond, theWaste Pit, and the aboveground storage tanks.

The Remedial I n v e s t i g a t i o n / F e a s i b i l i t y S t u d y (RI/FS) was started concurrently with theERA but continued af t er its completion. Remediation alternatives to address the remainingcontamination at the site were ident i f i ed and evaluated in the Feas ib i l i ty S t u d y portion of theRI/FS. The FS was submitted to USEPA in May 1993.

The ROD for the site was issued by the USEPA in June 1994. The ROD addresses the_-j contamination in the groundwater at the site by natural attenuation. The goal of the remedial

; o action selected in this ROD is to allow Natural Attenuation of constituents while preventing the• -| migration of contaminants from the shallow contaminated aquifer to the deeper drinking water

, ** aquifer. The major components of the selected remedy include:

Groundwater monitoring to determine if current conditions improvethrough tune, remain constant, or worsen. This includes monitoring ofboth on-site and adjacent private well s;

Institutional controls in the form of access restrictions, including theinstallation of signs, restrictions on future use of the property, fencing,and deed notices and/or restrictions on use of the groundwater from sitewater wel l s;

Instal la t ion of additional monitoring wel l s;

Maintenance of existing caps and fence;

Close out of the residential well on the Watts' property and dri l l ing of areplacement wel l; and

Contingency measures (which include active treatment) will beimplemented at the site if groundwater monitoring indicates an increasein contaminant concentrations (either vertically or horizontally).

A UAO was issued for the site by USEPA on December 30, 1996. The UAO wassubsequently amended on January 15, 1997. The UAO and the SOW for the site require thepreparation of a RAWP to describe a step-by-step plan for completing the remedy described inthe ROD. A RAWP was prepared and submitted to the USEPA on May 22, 1997 to meet therequirements of the UAO, SOW and ROD. The USEPA reviewed the RAWP and providedcomments to Geraghty & Mil l e r relative to the RAWP. A revised RAWP and responses toUSEPA comments were submitted to USEPA on July 11, 1997. The USEPA approved theRevised RAWP on July 24, 1997, and Geraghty & Mil l e r implemented the RAWP on August11, 1997. Photographs of the site and surrounding area were taken throughout the completionof the RA and pre-final inspection, and a photographic log is included as Appendix A. T h i s RAReport has been prepared to document the installation of Monitoring Wel l MW-21, thep lugg ing and abandonment of the Watts' well, operation and maintenance activities conductedat the site, and a provision for an alternate drinking water source.

M O N I T O R WELL I N S T A L L A T I O N

One new monitoring well was installed at the site as required in the S O W . As shown inFigure 2, the well is located to the east of Interstate 10 on the property of Babin and Smith, Inc.

The installation of the monitoring well was performed by Fugro Geosciences, Incorporated( F u g r o ) , a Louisiana licensed water well driller, utilizing a hollow stem auger drill rig. Alld r i l l i n g activities were conducted under the supervision of a Geraghty & M i l l e r hydrogeologist .The well was installed in accordance with the requirements of the Louisiana Department ofTransportation and Development ( L D O T D ) and LDEQ handbook entitled Construction ofGeotechnical Boreholes and Groundwater Monitoring Systems (May 1993). Below is adiscussion of the methodologies which were utilized to install the well.

The boring was sampled continuously on 2-foot intervals from land surface to the totaldepth of the boring (16 feet below land surface). The on-site Geraghty & Miller hydrogeologistrecorded the l i tho logy of each sample collected, as documented in the sample/core log includedin A p p e n d i x B.

IAll downhole boring and auxiliary equipment were steam cleaned prior to initiating soil

boring activities to prevent cross-contamination. All sampling tools were decontaminated priorto initiating sampling activities and between each sampled interval by washing with Alconoxdetergent and potable water, f o l l o w e d by a potable water rinse.

F o l l o w i n g the completion of the soil boring to total depth, the soil boring was convertedto a groundwater monitoring well. The monitoring well was constructed of 2-inch diameter,Schedule 40 polyvinyl chloride (PVC) well casing and screen. The RAWP indicated that ascreen length of 5 fee t would be used. However, the l i tho logy encountered at MW-21 consistspredominantly of a s i l ty clay, and the water table could not be precisely located. There fore , ascreen length of 10 fee t was used to increase the likelihood of the water table being screenedduring each sampling event. A PVC bottom cap was attached to the bottom of the screen.F o l l o w i n g well placement, a f i l t e r pack composed of uni formly graded silica sand (20/40 grade)was placed in the annular space surrounding the well screen. The f i l t e r pack extendsapproximately 1 foot above the top of the screen, and a 1 f oo t thick bentonite seal was placed

on top of the f i l t e r pack. One f oo t of f ine grained "sugar" sand was placed on top of thebentonite seal. The bentonite p e l l e t s were hydrated by adding potable water to the annularspace. F o l l o w i n g hydration of the bentonite seal, the remaining annular space was f i l l e d with a13.8 I b s / g a l Portland cement/bentonite grout mixture to land surface using the pump-downtremie method. The well is located in a pasture; therefore, to reduce the likelihood of the wellbeing damaged during pasture mowing events, the well was completed as a f l u s h mounted well.The monitor well cover was completed with a locking cap to provide well security. A WellConstruction Diagram of the completed well is included in Append ix B.

Prior to sampling the new monitor well, the well was developed utilizing a bottomf i l l i n g / d i s c h a r g i n g bailer. W e l l development allows for the removal of f ine particles from thesand pack encircling the well screen and enhances permeability of the screened interval near thewell. Development continued until f i e l d measurements of sp e c i f i c conductance and/or pH

f j ! i | stabilized. Development water (approximately 5 gallons) was transported to the fenced area ofthe site and discharged to the subsurface drain.

F o l l o w i n g the installation of the monitor well, Ferns & Associates, Incorporated (Ferri s& Associates), a Louisiana licensed land surveyor, surveyed the vertical and horizontal positionof the well. A water level measurement reference point was permanently marked on the wellcasing to f a c i l i t a t e the accurate collection of static water levels. The reference point wassurveyed to the nearest hundredth of a foot (0.01 f o o t ) and referenced to the National GeodeticVertical Datum (NGVD). The horizontal position (lati tude and longitude) was surveyed to onethousandth of a second (0.001 second). A copy of the s u r v e y o r ' s report for Monitor W e l l MW-2 1 is included as A p p e n d i x C.

Monitor W e l l MW-21 was registered with the LDOTD- Water Resources Section bycomple t ing a Water W e l l Registration Form ( D O T D - G W - 1 S ) . A copy of the well registrationform is included as A p p e n d i x D.

All soil cuttings produced by the boring program were f i e l d screened with an Organic gVapor Analyzer (OVA). Total vapor readings were not detected by the OVA; therefore, the Odrill cuttings were transported to the fenced area of the site and spread on-site, as described int h e R A W P .

W A T E R WELL PLUG A N D A B A N D O N M E N T

The p l u g g i n g and abandonment of the Watts' water well was accomplished byEconomy Water W e l l s , a licensed water well dril ler in the state of Louisiana, hi accordancewith the LDOTD Water Well Rules, Regulations, and Standards; Chapter III, Section 3.6(November 1985). According to the information supp l i ed in the RI, as referenced in theROD, the well is 200 feet deep. However, a f i e l d measurement of the well indicates that thewell was 260 f ee t deep. The pump, pump house and pressure tank were removed, and the

,|-| well was p l u g g e d and abandoned by grouting with.cement-bentonite slurry utilizing a tremie"*-' p ipe . The cement-bentonite slurry was brought level with the top of the well casing. The

? l existing slab of the pump house was removed, and the well casing was removed to a depth ofapproximate ly 0.5 f e e t . The remaining hole was then topped off with grout. A copy of the

•• well registration form submitted to the LDOTD-Water Resources Sec t ion for the p l u g g i n gand abandonment of the Watt s water well is included in A p p e n d i x D.

7 23Committee and the Watt s whereby a new well would not be installed and the Watt s would be Ocompensated for the cost of a new well. A copy of the agreement between the Watt s and the °Dutchtown Steering Committee is included as A p p e n d i x E.

O P E R A T I O N A N D M A I N T E N A N C E

The fenced area at the Dutchtown site and the general area around each of the wellslocated outside of the fence were mowed during the week of August 4-8, 1997. In addition,portions of the fence fac ing Highway 74 were comple t e ly cleared of vegetation. As discussedin Geraghty & Miller's responses to USEPA comments, "Danger Keep Out" signs were placedon the fence every 200 fee t .R

A visual inspection of the clay cap was made during the groundwater sampling event.No unusual cover conditions or d e f e c t s were observed, such as erosion of the soil, loss ofvegetation cover, burrows of small animals, s lumping or s l id ing, riling or other damage to theclay cap. In addition, the monitoring wells were inspected during the groundwater samplingevent. With the exception of Monitoring Wel l MW-4A, all of the wells appeared to be in goodcondition. The Monitoring Wel l MW-4A casing is s l i gh t ly bent at a level above the groundsurface. However, the well casing does not appear to have separated from the annular grout.

M O N I T O R WELL S A M P L I N G

The groundwater sampling program consisted of collect ing samples from theDutchtown Oil Treatment Si t e monitoring wells, as well as the Dutchtown M i d d l e School waterwell. W e l l construction detail s for monitoring wells sampled at the site are summarized inT a b l e 1.

Prior to sample collection, water level and total depth measurements were obtained withan electronic water level indicator. The water level indicator was cleaned between wells. Thecollected measurements were used to calculate well volumes and later to determinegroundwater f l o w direction. A detailed discussion of the water level data will be included inthe annual Natural Attenuation Report.

The existing monitoring wells were purged using either a dedicated polyethylene baileror a submersible pump with dedicated tubing. After three well volumes were evacuated fromeach well , samples were collected for benzene, toluene, ethylbenzene, and xylene analysisutil izing Method 8020. In addition to these parameters, pH and spe c i f i c conductancemeasurements were obtained for each well and recorded on a well sampling log. Copies of thef i e l d sampling forms will be provided in the annual Natural Attenuation Evaluation Report.

1 In order to verify that the collection and handling process did not a f f e c t the quality ofthe samples, a f i e l d blank was prepared and submitted to the laboratory with the groundwater

i samples for analysis. A trip blank was also included in each cooler.

All samples were properly labeled, placed in a clean laboratory-supplied cooler andcovered with ice to ensure sample preservation. A signed chain of custody form documentingsample numbers, parameters and methods, preservatives, and date and time of sample collectionwas placed in the cooler. The signed chain of custody forms are included in the laboratoryreport (Appendix F). The coolers were sealed with tape, sealed with chain-of-custody labels ,and shipped to the laboratory for next-day delivery.

The Dutchtown M i d d l e School has two drinking water wel l s (Figure 2). Only one ofthe wells is currently in operation. A groundwater sample was collected from this well. Thepump for the other well is not operational, and, therefore, a groundwater sample from this wellcould not be collected.

Geraghty & M i l l e r was not able to locate Monitor W e l l s MW-14 and MW-20;therefore, these monitor wells were not sampled. As shown in Figure 2, Monitor W e l l s MW-14and MW-20 are located outside of the fenced area along the I - 1 0 right of way. A review of theRI/FS reports indicates that these two well s are f l u s h mounted wells. Geraghty & Mil l e rrepresentatives spent a total of 8 hours at tempting to locate the well s utilizing a shovel andother hand tools. A f t e r this initial attempt at locating the wells, Ferris & Associates wascontracted to locate the wells utilizing the original survey data for these two wells. A f t e rstaking the "historic" locations for the well s , the surveyor utilized a metal detector in anattempt to f ind the well covers for the two wells. The surveyor was unable to locate the twowells. An additional technician was subsequently mobilized to the site and a metal detector andvarious hand tools including a push probe and shovel were used by the technician to search forthe wells. Again, the wells could not be located during this 4-hour search.

IDuring the implementation of the RA, Geraghty & Mil l er representatives noted that the

ditch which is located immediately adjacent to these well s was being reworked and the areaaround the wells had been extensively disturbed. A bulldozer operator present in the area of thetwo well s noted that Ascension Parish maintains the ditches. Photographs of the disturbed areaand bulldozer are presented in A p p e n d i x A. It appears that the well surface completions wereremoved sometime during the time interval of 1992 through 1997 as a result of operation andmaintenance of the Interstate ditch system.

The analytical data are summarized in Tabl e 2. Ethylbenzene was reported in samplesMW-3, MW-3A, and MW-4A at concentrations ranging from 0.110 mg/L to 2.6 mg/L.Benzene was reported in sample MW-3A at a concentration of 0.053 m g / L . The maximumcontaminant levels for benzene and ethylbenzene are 0.005 mg/L and 0.7 m g / L , respectively.Toluene and xylene were reported at concentrations below the detection limit for all samples.The analytical data indicate that there has been a s igni f i cant decrease in contaminantconcentrations since the initial sampling events were completed in 1990-1992. It is also

10 CNmI important to note that there are no o f f - s i t e impacts. The s i t e- spec i f i c constituents were detected ooat extremely low concentrations and are localized to the area immediately adjacent to the

I Closed H o l d i n g Pond. More detailed discussions concerning these constituent reductions willbe presented in the annual Natural Attenuation Report.I

P R E F I N A L I N S P E C T I O NI• On October 29, 1997, representatives Mr. Stephen Tzhone, Ms. Katrina

I Higgin s , and Jeffery Whitney from the USEPA and Mr. Tom S t a f f o r dfrom the LDEQ conducted the pre-final inspection of the Dutchtown

I Site. Mr. Tom Isacks from Geraghty & Miller accompanied the USEPA• and LDEQ representatives. The inspection was conducted to veri fy that• the Remedial and Operation and Maintenance activities for the site had1 been completed. S p e c i f i c a l l y , the perimeter fence, H o l d i n g Pond cap,

monitoring wells , and overall site conditions were evaluated. In1 addition, the former Watts' water well and Dutchtown Middl e School

well s were inspected. A copy of the Inspection Checklist completed atI "the time' of the inspection is included in Append ix G. As a result of the

inspection, the f o l l o w i n g items will be addressed:1 • Additional warning signs will be placed at the entrance gate;I

• The perimeter fence at the northeast and northwest corners and along theI eastern side of the site will be repaired;

I • The fence will be cleared of major vegetation. A two-man team of^ technicians will spend 3 days at the site clearing the fence and the area• around M W - 1 2 of vegetation;

Locks will be placed on protective casing at Monitoring W e l l s MW-16a n d M W - 1 7 ; a n d

C O N C L U S I O N S A N D R E C O M M E N D A T I O N S

The U S E P A approved the Revised RAWP on July 24, 1997, and Geraghty & Mil l erimplemented the RAWP on August 11, 1997. The remedial action, as spec i f i ed in the R A W P ,has been completed and the f o l l o w i n g activities performed:

IInstal la t ion of Monitor Wel l M W - 2 1 ;Plug and abandonment of the Watt s W e l l ;Provision for an alternate drinking water source for the Watt s; andOperation and maintenance activities including sign installation, cap andmonitor well inspection, and mowing of vegetation.

In addition to these activities, the site's monitor wells were sampled for the f irs t timesince 1992. The analytical data for this sampling event indicate that there has been a s ignif icantdecrease in constituent concentrations since 1992. There are no o f f - s i t e groundwater impacts,and the observed constituents were detected at extremely low concentrations and are localizedto the area immediately adjacent to the Closed H o l d i n g Pond.

As a result of the implementation of the RA for the Dutchtown site, Geraghty & M i l l e rrecommends the f o l l o w i n g :

• Geraghty & Miller was unable to locate Monitor W e l l s MW-14 and „MW-20 af t er an exhaustive search of the area. The Record of Decision (ROD), the o f f i c i a l , legally-required document for U . S . EnvironmentalProtection Agency (USEPA) consideration and approval , which outlines the selected remedial action for thesite, s p e c i f i e s that the drinking water well on your property be p lugged and abandoned and a new wel l beinstalled or that your home be connected to a publ ic water supp ly system. You have informed us that you arenow connected to a public water s u p p l y system. It is our intent to p lug and abandon the existing well as soonas po s s ib l e at your convenience. We have discussed, and USEPA has agreed, that the Dutchtown Ste er ingCommittee, through Geraghty & M i l l e r , I n c . , (Geraghty & M i l l e r ) will provide you with a check for $1,850as compensation for damages for p l u g g i n g and abandoning your existing well and in lieu of i n s t a l l i n g a newdrinking water well at your residence. By accepting the check, you agree to not install a water well on yourproper ty , except as provided below; and you further agree to release, waive and discharge USEPA, LDEQ,the Dutchtown Steering Committee, and Geraghty & M i l l e r from any claim, demand or l i a b i l i t y which you oryour successors, heirs or assigns may now or ever assert or have in connection with the p l u g g i n g andabandonment of your existing well or the ins tal lat ion or replacement of any wel l , including but not l imited toa well for drinking water purposes, on your property or any adjacent property. You further agree that, as acondition of this payment, you will n o t i f y any future owner of your property of this prohibition and record theprohibition in the records of the Clerk of Court for Ascension Parish.

If for some reason, a public water s u p p l y becomes unavailable, you will be allowed to install a waterwell on your proper ty, at your cost. Once the USEPA concludes that the Remedial Action has been f u l l yperformed and cert i f i cat ion has been granted by the USEPA and the site monitoring wells have been pluggedand abandoned, the prohibition will cease and you or the then present owner of the property will be allowedto install a drinking water well, if you so desire.^at that time.
