Option 1

A replacement, smaller library (minimum size 250m2) to be built on the existing site with residential use of

the remainder. The Council will require a long leasehold interest for the provision of the new library. Please

see the planning advice included giving advice on massing and scale of the development and car parking

provisions which must be included. Please provide the relevant terms of the lease that you are proposing.

Option 2

A new, permanent library (minimum size 250m2) to be provided at no cost to the Council on a long leasehold

(minimum 125 years) transfer within the Hale area as part of your offer for the site. The premises can be

over 2 floors subject to DDA compliance. The ground floor should be fully accessible. The premises must be

within Hale area as shown on the plan on the following page.

Option 3

Premises to be provided for a temporary library (minimum size 250m2) up to the end of 2017 on a lease

basis, rent and service charge free and with no dilapidations liability. The premises can be on 2 floors,

subject to DDA compliance. The ground floor should be fully accessible. The premises must be within the

Hale town centre area. Please provide the relevant terms of the lease that you are proposing for the

temporary library.

• Rectangular piece of land comprising 1497M2 (0.37 acres)• Site sits immediately to the rear of 2-storey commercial

properties fronting Ashley Road in the centre of Hale • The immediately adjacent property 211 Ashley Road

(Ollerbarrow House) is a Grade 2 listed building dating to c. 1750.

• There are a number of trees along the frontages of the site.• Adjacent properties on Leigh Road and Addison Road comprise

traditional 2-storey semi-detached and terraced houses.• Access to car parking on the site is currently taken from

Addison Road and Leigh Road.

• Rail links to Manchester via its own mainline station and access to the Metrolink light passenger transport system at nearby Altrincham a short walk away

• Motorway access is provided by the A538 to the M56 approximately three miles to the south east, with Manchester Airport located 5 miles away and easily accessible from the village.

• The site falls within the catchment area of a number of Outstanding schools such as Altrincham Grammar School for Boys, Altrincham Grammar School for Girls, St Ambrose College and Loreto Girls School.

Total financial value to the Council (40 % weighting)

• Bid amount to the Council, including level of proposed overage to the Council on change of use through planning consent, if appropriate depending on the option selected bidding on

• Revenue/cost savings provided to the Council – this is dependent on the basis that the replacement library will be provided.

• Number of proposed residential units to be developed on the current library site – including layout and massing of each dwelling.

Community benefits (30% weighting)

• Individuals/groups benefitting from the proposal and specific details of the benefits from the new facility.

• Degree of local support.• Usage by local people.• Wider community benefits could be provided – do the

proposals only benefit the current library users or are there wider benefits to other community groups that could make use of a proposed replacement facility.

Viability and management (30% weighting)

• Capacity and skill of bidder. Assessment of track record for delivering similar projects and ability to repay any funders if necessary.

• Compliance with brief for replacement library.• Robust development appraisal that supports the proposal – to include cost

analysis, potential risks and associated cost variations. • Development programme- to include timescale for the proposed works.• If bidding on the basis of option 1 and/or 2 details required as to where the new

library facility will be relocated- including full details and title guarantee if it is a site already owned by the tenderer or whether the bidder would need to purchase a replacement building/site to relocate the library.

• Compliance with planning brief provided in the expression of interest document.• Conditionality of bid received.
