SUMMARY
This report provides an update on the following roading capital projects in order to keep the Committee informed of progress:
Western Network • Barkers Hill shared pathway installation • Wainui Cycleway Stage 2 • SH2 safety improvements between Matawai to Te Wera Road - Rere Falls Heartland
Ride (RFHR)
Northern Network • SH35 Rest Areas

PROJECTS
Barkers Hill Shared Pathway Installation
1. Tenderers submitted their offers on 6 October 2017 and two were received. The tender was evaluated using the Price Quality Method (PQM) and the Engineer’s estimate was $517,255. After the evaluation process Fulton Hogan Ltd became the preferred conforming tender with a contract value of $558,459.
2. Physical works commenced on 27 November 2017, the contract period is 16 weeks and completion date is expected by the end of May 2018.

Wainui Cycleway Stage 2
3. This project involves extension of the existing off-road (SH35) stage 1 shared path towards town past Kaiti School and across the road to Craig Road of a total length of 1.6km. The project costs are $1.7m and is 100% New Zealand Transport Agency (the Transport Agency) funding.
4. The necessary property acquisitions have been finalised. The project entered the procurement phase with the tender advertised on 19 December 2017 and due date for submissions on 30 January 2018. The contract period is 100 working days and completion date is expected by the end of July 2018.
5. We would like to acknowledge Eastland Network for undergrounding power poles near Kaiti School at such short notice.

SH2 Safety Improvements between Matawai to Te Wera Road - Rere Falls Heartland Ride (RFHR)
6. This project forms part of the Crown funded programme of works to support economic growth within the region. At present, the Rere Falls Heartland Ride (RRHR – forming part of New Zealand’s Great Rides) either terminates or commences at the Matawai Township and currently cyclists are faced with a 7km section between Matawai and Te Wera Road that is along a State Highway (SH2, with no formal cycling provisions at present).
7. The initial expectation for this link was a series of improvements made to the existing SH2 corridor, where users are currently riding on the road.
8. A Road Safety Audit (RSA) is scheduled to start on 21 January. The detailed design is being finalised and the commencement of physical works is forecasted to be mid-March 2018. The expected completion date is end of June 2018. The project was initially under budgeted and the Transport Agency is working to mitigate that risk.

9. This project forms part of the ministerial announcement and funded programme of works to support economic growth within the region. The opportunity to upgrade rest areas along SH35 between Gisborne to Opotiki was identified to address the rise of tourists on the road. The upgraded rest area facilities along SH35 will lead tourists on a journey with consistent messaging and stories at each rest facility.

10. A strategic framework was developed to identify the type and desirable location of rest
facilities on SH35 (based on national and international best practice and/or guidelines). The framework enabled the project team to establish and visualise the target level of service (quality of facilities, availability of facilities based on time and distance, etc.). It used as a tool to evaluate the most appropriate opportunities to develop a ‘best fit’ programme that aligns with the benefits of the project and gives a consistent ‘message’ to tourists whilst traveling on SH35 in the East Cape region.
11. A Road Safety Audit (RSA) is scheduled to start on 21 January. The detailed design is being finalised and the commencement of physical works is forecasted for the end of February 2018. The expected completion date is end of June 2018.

LED Streetlight Installation
12. The new poles and LED installations requested via a number of Requests for Service (RFS) and under veranda lighting in Gladstone Road are 88% complete.
13. The LED program has included the upgrade of all streetlights in the central business district (CBD) and all of Gladstone Road from Makaraka to Chalmers Street roundabout. This will see the CBD LED upgrade nearly complete for the Te Ha celebration.
14. Also included in the Year Three contract were requests for service from members of the public for single streetlights in Endcliffe Road and Ruatoria to be fully upgraded to increase security in Ruatoria Township.

15. The installation of solar LED lights in remote locations including Lavenham Road and
Sponge Bay carpark is to be completed in January. College Road in Ruatoria will also receive new streetlights in the residential area.
16. Lighting for under the veranda areas were attached to the streetlight poles in Gladstone Road between Lowe to Peel Streets which has provided much improved lighting for evening pedestrians and improved lighting for the Camera Trust Security cameras.
17. The Year Three final completion date is mid-February 2018.

High Productivity Motor Vehicles (HPMV) Strengthening Programme
18. Mangamaunu Bridge on Tauwhareparae Road at approximately the 47km route position and Culvert 2 on Bond Road at approximately 1.38km have been identified as needing repair and/or strengthening in order to allow High Productivity Motor Vehicles (HMPVs) to cross over them.
19. For Mangamaunu Bridge the works include removal and replacement of the entire eastern span with new steel beams, precast concrete deck slabs and W section guardrail. For Culvert 2 the works include removal of corroded apron sections of the corrugated multiplate culvert, cleaning of the remainder of the culvert invert, installation of new concrete aprons at each end and culvert invert lining throughout the length of the barrel.

20. The contract was advertised on 28 November 2017 with a closing date of 22 December 2017, two tenders were received. The evaluation method is Lowest Price Conformance. Physical works are expected to start mid-January 2018 with a contract period of 16 weeks and expected completion date of mid May 2018. The Engineer’s Estimate is approx. $500k.
