Li ni u B Quy chun K thut in QCVN QT 5:2008/BCT; QCVN QT 6:2008/BCT; QCVN QT 7:2008/BCT l vn bn quy phm php lut bt buc p dng cho cc n v hot ng in lc trn lnh th Vit Nam. Quy chun k thut in bao gm cc quy nh v thit k, xy lp, vn hnh v kim tra cc trang thit b sn xut, truyn ti in v phn phi in nng. Quy chun k thut in do B Cng thng ch tr bin son, B Khoa hc v Cng ngh thm nh. Quy chun k thut c B Cng thng ban hnh theo Quyt nh s 54/2008/Q-BCT ngy 30 thng 12 nm 2008. Quy chun k thut in c xy dng da trn vic r sot, sa i, b sung v bin tp li ni dung ca 03 b Quy phm Trang b in, bao gm Quy phm thi cng cng trnh in (TCN-1-84), Quy phm vn hnh nh my in v li in (QPDT-01-71), Tiu chun ngnh v Khi lng v tiu chun th nghim, nghim thu, bn giao cc cng trnh in (TCN-26-87). Vic r sot sa i Quy chun c tin hnh trong bi cnh Vit Nam gia nhp WTO v chnh thc tr thnh thnh vin ca WTO vo thng 1/2008. p ng vi vic gia nhp WTO th nhng tiu chun bt buc bao gm c tiu chun k thut phi khng phi l ro cn k thut trong thng mi quc t v hng ti vic hi ho vi tiu chun quc t. Trong bi cnh nh vy, nhim v t ra cho ln r sot, sa i ny l chn lc b ra nhng qui nh khng ph hp l qui nh bt buc, loi b cc quy nh qu chi tit mang tnh cht c th ca cng ngh, tp trung vo cc quy nh mang tnh cht c bn nht m bo mc tiu vn hnh an ton, n nh cc trang thit b ca h thng in Vit Nam, thng qua nhm m bo an ninh h thng in v an ton cho cng ng. Do thi gian hn hp, khi lng cng vic ln v rt phc tp, chc chn b Quy chun khng trnh khi mt s sai st, rt mong nhn c cc kin ng gp ca c gi. Phn I

QUY NH CHUNGiu 1. Mc ch Quy chun k thut ny quy nh cc vn cn thit lin quan n hot ng kim tra trong qu trnh lp t, kim nh hon thnh v kim nh nh k i vi trang thit b li in v cc nh my in. Kim tra trong khi lp t i vi cc nh my nhit in v cc cng trnh thu cng ca thu in, kim nh hon thnh i vi cc cng trnh thu cng ca thu in khng thuc phm vi iu chnh ca Quy chun k thut ny. iu 2. Phm vi p dng Quy chun k thut ny c p dng i vi hot ng kim tra cc trang thit b ca li in, cc nh my thu in v nhit in. Trong quy chun ny, cc trang thit b c ngha l tt c cc phn ni vi li in quc gia Vit Nam. Phm vi p dng i vi tng trang thit b quy nh nh sau: 1. Trang thit b li in Cc iu khon lin quan n trang thit b li in c quy nh trong Phn II, c p dng cho vic kim tra k thut cc trang thit b in ca ng dy truyn ti v phn phi, cc trm bin p c in p ti 500kV. Vic kim tra hon thnh v cc kt cu nh ct in v mng nm ngoi phm vi ca quy chun ny. 2. Cc nh my thu in Cc iu khon lin quan n nh my thu in c quy nh trong Phn III, c p dng cho cc cng trnh thu cng v cc thit b in ca cc nh my thu in c th nh sau: a) Cc cng trnh thu cng ca tt c cc nh my thu in Vit Nam v ni vi li in ca Vit Nam, tr cc nh my thu in c p c bit c quy nh ti Ngh nh s 143/2003/N-CP ngy 28 thng 11 nm 2003 ca Chnh ph quy nh chi tit thi hnh mt s iu ca Php lnh Khai thc v bo v cng trnh thy li. b) Cc thit b in ca cc nh my thu in Vit Nam v ni vi li in quc gia Vit Nam, c cng sut bng hoc ln hn 30 MW. 3. Cc nh my nhit in Cc iu khon lin quan n nh my nhit in c quy nh trong Phn IV, c p dng cho vic kim tra cc thit b c kh v in nh l hi, tua bin hi, tua bin kh v my pht in ca cc nh my nhit in Vit Nam v ni vi li in quc gia Vit Nam, c cng sut bng hoc ln hn 1MW. iu 3. Gii thch t ng 1. C quan c thm quyn l B Cng Thng hoc cc c quan c giao quyn t chc thc hin vic kim tra trang thit b li in v cc nh my in. 2. Ch s hu l t chc hoc c nhn lm ch trang thit b li in v cc nh my in, c trch nhim php l v vn hnh trang thit b li in v cc nh my in ny. 3. Kim tra vin l ngi thuc B Cng Thng hoc do B Cng Thng u nhim thc hin cng vic kim tra theo Lut in lc, Ngh nh s 105/2005/N-CP quy nh chi tit v hng dn thi hnh Lut in lc v quy chun k thut ny. 4. Kim tra trong khi lp t l kim tra xc nhn vic thc hin tng giai on cc cng vic thi cng ti cng trng bao gm c cng vic sa cha, i tu i vi mi loi thit b (v d my bin th, my ct, my pht in...) hoc tng loi cng vic (nh vic u ni dy in, vic u ni cp ngm ...). 5. Kim tra hon thnh sau lp t l kim tra thc hin khi hon thnh cng vic k thut xc nhn cht lng hon thnh tng hp cng trnh trc khi bt u vn hnh. 6. Kim tra nh k l kim tra thc hin bng quan st v o nu cn thit duy tr tnh nng hot ng bnh thng v phng trnh s c trong khong thi gian quy nh.

iu 4. Hnh thc kim tra 1. Ch s hu phi thc hin tt c cc t kim tra theo quy chun k thut ny. Nguyn tc l ch s hu phi t thc hin cc ni dung kim tra. Ch s hu c th thu t chc, c nhn khc thc hin kim tra vi iu kin l ch s hu chu trch nhim, trong trng hp , vic kim tra vn phi tun th Quy chun chun k thut ny. Ch s hu phi quan st vic kim tra, yu cu np bo co kt qu kim tra, kim tra bo co v cc ni dung nh mc ch, ni dung, phng php v kt qu kim tra. C quan chu trch nhim tin hnh kim tra khng k ch s hu c nu trong cc iu khon p dng. tin hnh kim tra, ch s hu phi nm c mc ch, ni dung, phng php, kt qu v gi ti liu theo di cn thit. 2. C quan c thm quyn s kim tra v s tun th ca n v thc hin bao gm kim tra ti ch v thm tra ti liu. v C quan c thm quyn la chn phng php kim tra theo tnh trng thc t ca trang thit b. Trong trng hp pht hin c s vi phm hoc khng tun th ng quy chun k thut th C quan c thm quyn yu cu Ch s hu khc phc hoc p dng cc bin php theo quy nh. 3. Quy chun k thut ny ch quy nh nhng yu cu ti thiu cho cc cng trnh v thit b chnh v mt phng trnh him ho cho cng ng v s c ln ca h thng in. Nu thy cn thit, Ch s hu phi thc hin cc kim tra v iu tra pht hin s c tim n v phi p dng cc bin php cn thit, nu cn, nu khng mu thun vi cc iu khon quy nh trong quychun k thut ny. 4. Quy chun k thut ny quy nh khung cho cc kim tra. Ch s hu s quyt nh phng php v quy trnh chi tit da vo tnh trng thc t ca tng trang thit b. 5. Quy chun k thut ny khng quy nh v kim tra thng xuyn trong vn hnh v kim tra bt thng sau cc s kin bt kh khng nh thin tai. Phn II

QUY NH CHUNGiu 5. Gii thch t ng Trong quy chun k thut cc t di y c hiu nh sau: 1. Yu cu k thut l cc yu cu v mt k thut ca thit b hoc vt liu c m t chi tit ti cc ti liu. Ch s hu a yu cu k thut cho nh ch to khi t hng thit b hoc vt liu. 2. Cng tc ri dy l cng tc cng dy trn ct. 3. Trm bin p l cc cng trnh bin i in nng. Trm bin p bao gm cc thit b trn ct. 4. ng dy ti in trn khng l ng dy hoc cc thit b dn in trn khng. 5. Ct l cc kt cu ph tr cho cc thit b dn in, bao gm ct g, ct thp, hoc ct b tng... 6. Cc yu cu k thut i vi cng tc lp t l cc yu cu phi t c v mt k thut i vi cng tc lp t c m t c th trong cc ti liu. Ch s hu a ra cc yu cu ny trong hp ng vi bn xy lp. 7. Dy chng st l dy ni t hoc gn nh khng cch in, thng c lp t pha trn dy pha ca ca ng dy hoc trm bin p bo v trnh b st nh. 8. OPGW l dy chng st cp quang. 9. Kim tra xut xng l kim tra c tin hnh bi nh ch to trc khi chuyn thit b hoc vt liu cho ch s hu m bo tnh nng theo trch nhim ca nh sn xut. 10. Kim tra bng mt l kim tra bng cch nhn bn ngoi ca i tng. 11. Kim tra dc tuyn l kim tra bn ngoi ca thit b v hon cnh xung quanh dc theo tuyn ng dy. Chng 2

Kim tra vic thc hin cc yu cu v t chc quy nh ti Quy chun k thut in Tp 6 Phn 2, phi c thc hin trong cc t kim tra hon thnh v kim tra nh k. iu 7. Ti liu Kim tra vic thc hin cc yu cu v ti liu theo quy nh ti Tp 6 Quy chun k thut in v vn hnh, sa cha trang thit b, cng trnh nh my in v li in. Cc quy nh Chng 1 Phn VI Tp 6 phi c thc hin trong cc t kim tra hon thnh v kim tra nh k. Chng 3

KIM TRA BN GIAOiu 8. Quy nh chung Ch s hu (hoc Nh thu ca ch s hu) v nh ch to phi tin hnh cc bin php kim tra vo cc thi im bn giao thch hp gia cc bn khng nh s lng v chng loi cng nh vic vn chuyn nhm m bo khng c b bt k h hng no i vi vt liu, thit b in trc khi vn hnh ho vo li in. KIM TRA TRONG KHI LP TMc 1. Quy nh chung iu 10. Quy nh chung Kim tra trong khi lp c thc hin xc nhn vic hon thnh ca mi giai on thi cng ti hin trng k c vic sa cha v i tu mi thit b (v d, my bin p, my ct, ) hoc mi cng on (v d, cng tc lp t ng dy, thi cng cp ngm, ). Ch s hu cng trnh phi gim st qu trnh kim tra. Ch s hu c th yu cu nh ch to hoc nh thu xy lp trnh bo co kim tra. Ch s hu phi kim tra v r sot ton b cng vic da trn bo co ny. Kim tra h thng lin ng (1) Kha bng p lc kh SF6 Cn xc nh l h thng GCB khng ng m khi p lc kh thp hn p lc vn hnh ca h thng. (2) Kha bng p lc du Ch p dng vi GCB truyn ng bng du p lc. Kim tra thit b d mt kh Phi o v kim tra p sut sau y theo ng yu cu k thut ca nh ch to: - p sut kh SF6 khi my d khi ng cnh bo v kho vn hnh GCB. - p sut kh SF6 khi cnh bo v kho vn hnh GCB c ci t li. 5. Phn tch kh SF6 Ch phn tch kh SF6 t nht mt ngy sau khi np kh. Phi o, kim tra m kh SF6 i vi tng ngn kh m bo thng s k thut ca nh ch to. 6. Kim tra vn hnh ng m dao cch ly (1) Kim tra ng m bng tay Phi kim tra chc chn khng c s bt thng no trong dao cch ly bng cch m v ng ba ln bng tay thao tc hoc nt bm ti hin trng. (2) Kim tra vn hnh ng m Phi kim tra chc chn khng c s bt thng no trong dao cch ly bng cch m v ng ba ln ti in p (p sut) nh mc bng iu khin t xa. 7. Kim tra cc thit b chng st Phi tin hnh kim tra cc thit b chng st theo cc mc kim tra c quy nh ring trong iu 38. 8. Kim tra bin in p (PT) Phi tin hnh kim tra PT theo cc mc kim tra c quy nh ring trong iu 28 9. Kim tra bin dng in (CT) Phi tin hnh kim tra bin dng in theo cc mc kim tra c quy nh ring trong iu 29. 10. Kim tra trnh t hot ng v kha lin ng Phi kim tra cc mch iu khin ca nhng bng iu khin GIS. (1) Kim tra trnh t hot ng ca bng iu khin GIS Phi tin hnh cc kim tra kho lin ng m bo cc mch iu khin ph hp vi cc thng s k thut ca nh ch to (2) Kim tra kho lin ng ca bng iu khin GIS Phi tin hnh kim tra ring bit kha lin ng i vi GIS m bo cc kha in v c kh ph hp vi cc thng s trong h s k thut. 11. Kim tra pha Phi thc hin kim tra i vi tng u ra ca GIS m bo cc lin kt mch s cp ph hp vi thit k v ng v pha vi li lin kt. iu 32. Cc hng mc kim tra my ct in chn khng (VCB) 1. o in tr cch in

(2) Kim tra vn hnh ng ct Phi kim tra chc chn rng khng c s bt thng no trong VCB bng cch ng ct ba ln ti in p nh mc bng iu khin t xa. (3) Kim tra c ch t ng ngt Phi xc nhn rng VCB c m ngay lp tc v khng b ng li nu lnh ct c a ra trong qu trnh tc ng ng my ct. Sau , phi xc nhn rng VCB c th ng tr li nu c lnh ng v ct c hu b. iu ny khng p dng cho cc VCB khng c c ch hy lnh t ng ct. 3. o cc thng s k thut ng m (1) Thi gian ng m tip im Phi o c, kim tra thi gian ng m tip im, m bo cc thng s k thut ca nh ch to. KIM TRA HON THNHMc 1. Quy nh chung iu 41. Quy nh chung Kim tra hon thnh phi c thc hin khi hon thnh cng vic lp t xc nhn cht lng ca cng trnh trc khi bt u vn hnh trong iu kin mi thit b c kt ni trong ton b h thng. Phi tin hnh ring bit vi trm bin p, ng dy trn khng v cp ngm. Ch s hu ca cng trnh phi gim st vic kim tra.
