The Lindbergh Board of Education re-cently voted unanimously to award a nearly $320,000 contract for steel for an Early Childhood Education Annex behind Truman Middle School, 12225 Eddie & Park Road.

Board members also voted unanimous-ly to award a contract totaling roughly $89,000 to construct a salt bin at Sperreng Middle School.

During a special board meeting on Nov. 24, Superintendent Jim Simpson said, “... The reason we’re having this meeting is because time is not on our side on these two items we have tonight, and we need to get construction underway.

“Both of these items are based on (enroll-ment) growth, either directly or indirectly ...,” he added.

Four bids ranging from $319,688 to $389,365 were submitted for the steel work, which includes manufacturing, delivery and installation of the prefabricated metal building. Lindbergh Executive Director of Planning and Development Karl Guyer recommended the Board of Education approve the low bid of $319,688, which was submitted by TriCo Inc. Commercial.

Offi cials are fast-tracking the construc-tion of the 12,800-square-foot, single-story ECE Annex, which is scheduled to be completed by July 31.

The district sought bids for the steel shortly after the board voted in mid-Octo-ber to approve construction of the build-ing. Bids were due Nov. 18.

“The steel work can start as soon as pos-sible and will be completed based on an overall schedule being developed for an end-of-July completion,” Guyer told the board.

Board Secretary Karen Schuster asked, “... This is for just the steel portion of it or is this also — then TriCo would be the general (contractor) for the whole project?”

Guyer replied, “This would be for the steel portion only.”

Board Secretary Kara Gotsch, who par-ticipated in the meeting by telephone, asked, “So who’s going to do the interior?”

Guyer said, “That will be part of a sepa-rate bid package that will come out at a later time in January and that will be for the balance of the entire project.”

Bids for the remainder of the work on

the new Early Childhood Annex are due Jan. 13.

Simpson recommended the construction of the annex to replace classrooms cur-rently housed in Dressel School, which will be demolished next year to make way for a new 650-student elementary building.

The new elementary school, scheduled to open in August 2017, will help alleviate the district’s booming enrollment growth.

Lindbergh voters approved a $34 million bond issue in April to fund the construc-tion of the new elementary school, along with critical needs at Lindbergh High School.

Projects at Lindbergh High include dou-bling the size of the cafeteria, creating two science classrooms from existing class-rooms, converting a record-storage room into two new classrooms, modernizing the library and replacing the wood fl oor and bleachers in Gymnasium 3.

The total cost of the annex is estimated at $2.8 million, with the bulk of that amount being funded through district reserves.

Construction of the ECE Annex will drop those reserves to roughly $21.7 million.

Revenue from the Department of Ele-mentary and Secondary Education’s Early Childhood Special Education construction fund could pay for 25 percent to 40 percent of the cost of the annex.

The district’s special-education early childhood classes, along with part-day pro-grams of the Early Childhood Center, are currently in seven classrooms at Dressel School, 10255 Musick Ave.

Along with seven classrooms to replace the lost ones at Dressel, the ECE Annex will include a large multi-purpose activi-ties room that can serve as a gym for the Lindbergh Athletic Association, or LAA, intramural program and for physical education classes at Truman. In addition, the annex will include an administrative reception area and the LAA offi ces, which are also housed at Dressel.

All seven classrooms in the annex will include an F-5 tornado shelter.

Regarding the new salt bin, Guyer wrote in a memo to Simpson that the planned expansion of the Lindbergh High School cafeteria will be constructed over the existing district salt storage area in the Gymnasium 3 parking lot.

The proposed revised operating budget anticipates expenditures of $69,241,204 — including the board-approved $3,578,777 for one-time capital expenditures from reserves for property purchases and devel-opment — with projected revenue of $65,996,989.

“Using the current fi gures and excluding the one-time capital expenditures, an oper-ational surplus of $334,562 is projected for the current fi scal year,” Triplett wrote.

One-time capital expenditures being

funded from reserves include $2.8 mil-lion for the construction of a new Early Childhood Education Annex at Truman Middle School, $337,570 for the purchase of property at 10915 Tesson Ferry Road, $269,300 for the construction of a play fi eld at Sappington Elementary School, $149,782 for ongoing improvements at Long Elementary School and $22,125 for the purchase of property at 10909 Tesson Ferry Road.

The original 2014-2015 budget projected a general-fund balance of $22,534,457 on June 30, 2015. The proposed revised budget projects a general-fund balance of $21,730,208 on June 30, 2015.

Chief Financial Offi cer Brian Bond told the board that since the preliminary budget was presented to the board, the district had received fi nal numbers for workers’ compensation premiums and insurance premiums.

The district’s workers’ compensation pre-mium decreased by $15,000 to $567,000.

For medical insurance, the board voted to name Anthem the district’s health insur-ance carrier, switching from Coventry.

The 2015 premium is $1,210,000.In a memo to Chief Brian Hendricks

and the Board of Directors, District Clerk Carla Juelfs wrote, “The renewal is much lower than expected at an increase of 5.26 percent, which is an additional $50,457 for the 2015 year over the 2014 rates.

“The plan design remains the same as current with the exception of the pre-scription co-pays that do not come into play until after an employee has reached the fi rst $6,000 deductible. The new co-pays are $10/$35/$60. In 2014, they are $12/$30/$55.”

For dental insurance, the board retained the district’s current carrier, Aetna Dental, at an 8-percent increase, or $8,356. For vision insurance, Humana Vision’s rates are the same for 2015 as they were this year.

“... In terms of revenues and transfers, the tax rates that were approved in September of 2014 included no voluntary reductions and will generate approximately $16.5 million in tax revenue, which is a $93,000 increase over the prior year’s budget,” Bond told the board. “Other revenue sources remain essentially fl at. A small decrease of approximately $49,000 of all the other revenue sources is anticipated for 2015 over 2014.”

For 2015, slightly more than $1 million will be transferred to the capital fund for capital expenditures, including $650,000 for a pumper, $186,000 for an ambulance,

$100,000 that will be reserved for future construction and $400,000 that will be reserved for the future purchase of fi re apparatus.

“In addition, we’re also going to transfer $350,000 to the pension fund to address current-year shortfalls and begin to estab-lish $250,000 a year in reserve for future disability payments,” Bond said.

Regarding expenditures for 2015, the cost of employee salaries will increase by $124,000, due to step increases, “but there are no other pay increases,” the CFO said.

Unscheduled overtime will increase by $150,000 — to $700,000 — next year to refl ect the current unscheduled overtime utilization necessary to operate the dis-trict’s sixth ambulance.

In addition, a total of $289,000 will be used for debt service on certifi cates of par-ticipation issued in 2000 to fund the expan-sion and renovation of the district’s No. 5 fi rehouse and administrative headquarters.

“The other expense categories have been determined based upon rolling three-year averages, current-year forecasts and expenditures and also specifi c itemized needs for next year,” Bond said. “So, kind of in summary, the 2015 budget forecasts that the 2014 tax revenues will provide $93,000 more than the prior year, offset by the reduction in the other revenue sources of $49,000, results in a net increase of total revenue of $44,000 over the 2014 budget.

“In addition, the 2015 budget also fore-casts a $119,000 increase in total expenses over the 2014 budget.”

Of the projected $552,000 surplus in the 2015 budget, Bond told the board, “(A total of) $257,000 will reside in the pen-sion fund to fund future disability payment obligations, $267,000 of that will reside in the alarm fund to address unidenti-fi ed future dispatching-released expenses, $17,000 will reside in the capital equip-ment fund to address future capital expen-diture projects and $11,000 will remain in the general fund to address any unforeseen expenses or unidentifi ed needs that may arise in 2015.”

Four bids ranging from $89,588 to $105,182 were received for the construc-tion of the salt bin.

Guyer recommended the board approve the low bid, which was submitted by Tur-con Constructors Inc. Bids were due Nov. 12.

“The work can start as soon as possible and will be completed by March 2015,” Guyer told the board.

Fire district earns award for fi nancial reportingThe Mehlville Fire Protection District re-

cently earned a Certifi cate of Achievement for Excellence in Financial Reporting from the Government Finance Offi cers Associ-ation of the United States and Canada for its 2013 fi nancial statements.

This is the 16th consecutive year the dis-trict has received this recognition.

“... This is the highest form of recognition in the area of governmental accounting and fi nancial reporting, and its attainment represents a signifi cant accomplishment by our government and our management ...,”

Chief Financial Offi cer Brian Bond told the Board of Directors last month. “... I just wanted to share that information with the board that we had received a glowing review from the association and it repre-sents to the taxpayers the good job we do with transparency and sharing with them the fi nancial update of our organization.”

The fi re district’s 2013 fi nancial state-ments have been judged by an impartial panel to meet the high standards of the nonprofi t association’s program, according to a news release.
