7.1. Extension of No Stopping - Colden Drive Albion Park Rail

Summary
The purpose of this report is to seek approval from the Committee for the extension of
the "No Stopping" zone at Colden Drive, Albion Park Rail (Attachment 1).
Background
A report was submitted to the 4 March 2020 Shellharbour Traffic Committee
requesting the extension of the left turn lane at the intersection of Colden Drive and
Princes Highway, Albion Park Rail. As part of the community consultation to support
the 4 March 2020 report, the car dealership adjacent to Colden Drive noted that
approximately 35m of on-street parking will need to remain untouched to allow for
trucks to load/unload cars and for staff to park their vehicles. This was incorporated
within the 4 March 2020 report which was subsequently endorsed and installed. Since
then, Council has received several requests from members of the community and
Bunnings to further extend the "No Stopping" zone at Colden Drive, Albion Park Rail.
This has prompted further investigation and consultation with both the car dealership
and Bunnings of which are two businesses in close proximity to the subject area. The
recent consultation revealed that both businesses would support the extension of the
No Stopping zone to increase the left turn lane and ease congestion in the area. The
car dealership has since stated that the truck no longer requires this space to
unload/load vehicles as it operates outside of peak hours. To offset the parking loss
to the car dealership, Bunnings has also agreed to accommodate an additional 3
parking spaces within their parking lot to offset the loss of parking. Bunnings hope this
will assist with approvals for the extension of the No Stopping in Colden Drive. The
proposed changes (Attachment 2) are expected to improve congestion for vehicles
turning left at the Colden Drive and Princes Highway intersection.

Summary
The purpose of this report is to seek approval from the Committee for the installation
of two "No Parking" zones at Bow Lane, Shell Cove (Attachment 1).
Background
Councils Compliance & Regulation section have received reports of vehicles
obstructing access to residents' garages in Bow Lane, Shell Cove. Council Rangers
have patrolled the area on numerous occasions and have requested that parking
restrictions be installed to permit enforcement and act as a visible deterrent for
vehicles. It is proposed that, in addition to the installation of the "No Parking" zones
shown in Attachment 2, a letter informing adjacent residents of the proposed works
also be sent prior to works.
Financial / Resources Implications
If approved, all works will be carried out and funded by Council.
Legal and Policy Implications
Nil.
Public / Social Impact
Removal of on-street car parking. Permits vehicles to still pick up and drop off at
location if required. Ensures residents entering/exiting private garages have enough
room to navigate the area.

Summary
The purpose of this report is to seek approval from the Committee for the installation
of "Give Way" sign and line marking at the intersection of Moore Street and Storey
Street, Oak Flats (Attachment 1).
Background
Council received a customer request noting that the pedestrian refuge creates a
perceived dangerous situation at the intersection of Storey Street and Moore Street,
Oak Flats. Cars turning right from Storey Street onto Moore Street are edging out over
the intersection. Due to the design of the pedestrian refuge, vehicles travelling south
on Moore Street cannot manoeuvre around the edging vehicle due to a lack of road
width available. To address this situation, it is proposed that "Give Way" sign and line
marking (Attachment 2) be installed to delineate the hold line for motorists turning
right from Storey Street.

Summary
The purpose of this report is to seek approval from the Committee for the sign and line
marking plan for the subdivision under construction in the Boat Harbour Precinct, Shell
Cove (Attachment 1).
Background
A new section of the Shell Cove subdivision is being constructed. The developer is
required to submit a sign and line marking plan to the committee for approval. The
plans (Attachment 2) identify signs in accordance with relevant standards.

The purpose of this report is to seek approval from the Committee for the modification
to the No Stopping zone on Benson Avenue, Shellharbour City Centre (Attachment
1).
Background
Council has received a request to clarify whether vehicles can park adjacent to the
recently developed commercial tenancies at 6 Benson Avenue, Shellharbour City
Centre. Investigations revealed that inconsistent "No Stopping" signs currently exist
on Benson Ave near the pedestrian refuge. It is proposed that an additional "No
Stopping" sign be installed, in accordance with Attachment 2, to provide clarity on the
parking restrictions in the area.

Summary
The purpose of this report is to seek approval from the Committee for the installation
of a temporary and a permanent Bus Zone for the Route 53 bus service operating in
Shell Cove (Attachment 1).
Background
Earlier in the year, Premier Illawarra submitted a request to Council for the installation
of Bus Zones for Shell Cove Route 53. During inspections of the proposed bus zone
locations, concerns over sight distance compliance and scraping of buses over
existing pedestrian crossings were noted. The sight distance compliance concerns
have since been addressed however the concerns regarding the pedestrian crossing
heights remain.
Frasers Property have committed to investigating the redesign of the pedestrian
crossings to permit buses to use the original bus zone location (proposed in the
approved DA0012/2016). With Route 53 scheduled to commence operation on 25
October 2020, it is unlikely the redesign of the pedestrian crossings will be complete
in time. To ensure Route 53 can operate by the scheduled date, it is proposed that a
temporary bus zone (Attachment 2) be installed to enable servicing of the Shell Cove
shopping district until the permanent bus zone (Attachment 3) can be installed.
It is worth noting that all other bus zones as part of Route 53 were submitted to the
Shellharbour Traffic Committee on 5 August 2020. These zones have recently been
installed by Shellharbour City Council and are ready for use by Premier Illawarra.

Can Police please note the below items, raised by the community, for potential future
patrols:
Regular cutting of corners at the intersection of Headland Parade and Barrack
Avenue, Barrack Point.
Illegal right turns at the intersection of Terry Street and O’Gorman Street,
Albion Park.
Speeding on Escarpment Drive, Calderwood.
Speeding on Hillside Drive on mainly weekends, early mornings and 4-7pm in
the evenings. It is noted that Police have previously requested Council consider
speed mitigation devices be installed. Hillside Drive is outlined for future traffic
counting within Council's speed monitoring program.
Reports of speeding and hooning at Esperance Drive, Albion Park.
Reports of queuing across the intersection of Tongarra Road and Russell
Street, Albion Park.
Reports of speeding on Brunderee Road, Flinders (particularly during school
zone hours).
Reports of boulders being moved to access grassed areas adjacent to Bass
Point Tourist Road.
Reports of heavy vehicles using The Esplanade, Oak Flats (8t load limit)
