EXECUTIVE SUMMARY
To improve southbound traffic flow in Gymea Bay Road, Gymea adjacent to Avenel Road,
Gymea by the introduction of a short section of "No Parking 3 to 6pm Mon - Fri" to complement
the existing "No Stopping" zone opposite Avenel Road.
Local residents were consulted and no significant objections were received.
REPORT RECOMMENDATION
THAT:
1. "No Parking 3 - 6pm Mon to Fri" restrictions be approved on the eastern side of Gymea Bay
Road, north of Avenel Road, in accordance with Plan 'A' attached to the report.
2. The Authorised Officers be advised of this decision for enforcement purposes.

A driver living south-east of the Gymea Bay Public School has suggested that additional parking
restrictions should be provided on the eastern side of Gymea Bay Road to increase the ability of
southbound drivers to pass other drivers who are in a queue waiting to turn right into Avenel Road.
ISSUES
Increased traffic flows in afternoon peak period.
Motorist turning right into Avenel Road delays southbound traffic.

COMMENTS FROM INVESTIGATING OFFICER
As a result of several observations of traffic flows over a period of three months, a consultation letter
and plan was placed in the letter-boxes of 192 to 202 Gymea Bay Road requesting comments on the
proposal to introduce afternoon peak period restrictions on the eastern side of Gymea Bay Road,
adjacent to Avenel Road.
A total of two responses have been received from the residents directly adjacent to the proposal.
One resident fully supported the proposal and included a comment requesting the removal of
the existing bus stop adjacent to their dwelling.
The other resident indicated that the provision of the PM peak period would require them to
move their vehicle when it is parked on the road outside their dwelling.
As there will be a significant improvement in southbound traffic flow in Gymea Bay Road at its junction
with Avenel Road, it is recommended that a short section of afternoon peak period "No Parking"
restrictions be introduced generally outside No. 196 Gymea Bay Road, Gymea.
In regards to the suggestion to consider the removal or relocation of the bus stop, it is recommended
that no action be taken at this time pending a future medium term review of all bus stops in the Gymea
Bay area.

EXECUTIVE SUMMARY
Council received concerns about loss of control crashes at a curve in Giles Street between
Turrella Road and Merredin Close, Yarrawarrah. It is proposed to install dividing (separation)
lines from Wheatley Road to Turrella Road to improve delineation, including at the Merredin
Close curve.
REPORT RECOMMENDATION
That S1 type dividing (separation) lines be provided along approximately 350 metres of Giles
Street, Yarrawarrah, from Wheatley Road to Turrella Road, in accordance with Plan 'A' attached to
the report.

COMMENTS FROM INVESTIGATING OFFICER
Council has received a request to investigate what could be done to prevent further loss of control
crashes on the curve in Giles Street, Yarrawarrah, in the vicinity of Merredin Close. According to the
customer two vehicles have been damaged in front of his property in separate crashes.
The crash database available to Council shows a single crash in the five year period ending
December 2015, just south of the intersection of Giles Street and Merredin Close. The accident record
shows that the vehicle was travelling in a southbound direction and went off the road to the left and hit
an object. Time of day (9.20am) and controller age (56) are not typical of "hoon" driving behaviour.
A site inspection revealed a slight crest which could contribute to hiding the slight curve. In order to
improve delineation of this curve BB-type dividing (barrier) linemarking along between Turrella Road
and Merredin Close was considered. Upon review it was considered that an isolated 100 metre long
section of dividing (barrier) line could appear incongruous to drivers. It is therefore proposed to install
approximately 350 metres of dividing (separation) lines along Giles Street from Wheatley Road to
Turrella Road.
The linemarking is in keeping with Giles Street being classified as a collector road under Council's
Road Hierarchy.

EXECUTIVE SUMMARY
Council received a concern regarding school bus movements in Louise Street, Jannali.
Investigations showed that the situation can be improved by removing parked vehicles near the
intersections. It is proposed to install No Stopping restrictions in Louise Street for a length of
approximately 20 metres from its intersections with both Jannali Avenue and Sutherland Road.
REPORT RECOMMENDATION
THAT:
1. Yellow 'No Stopping' lines be provided in Louise Street at both Jannali Avenue and Sutherland
Road, Jannali in accordance with Plan 'A' and Plan 'B' attached to the report.
2. The Authorised Officers be advised of this decision for enforcement purposes.

PREVIOUS CONSIDERATION BY COMMITTEE
On 31 August 2007 (STR033-08) the committee approved 12 metres of 'No Stopping' on the southern
side of Louise Street, Jannali to assist buses turning from Jannali Avenue.
COMMENTS FROM INVESTIGATING OFFICER
Council received concerns with school bus movements in Louise Street, Jannali. The resident wishes
a 4.5 ton load limit restriction be applied to Louise Street to prevent the passage of any heavy
vehicles.
Investigations showed that Louise Street is approximately 8.8 metres wide with vehicles parked on
both sides. When vehicles are parked on both sides of the road, more than 4 metres remain for
vehicle movement, which is considered more than adequate for school buses. Although parking
demand is high, numerous opportunities exist along the 250 metre length of Louise Street for a driver
to wait to allow an oncoming vehicle to pass. Removing parked vehicles along one side of the street
may result in higher vehicle speeds, which may have unintended negative impacts on safety.
Transdev has advised Council that it has been using Louise Street as a bus route for over twenty
years without incident. A total of seven buses, three in the morning and four in the afternoon use
Louise Street and there has been no issues reported by the bus drivers. The data from TfNSW’s
Centre for Road Safety indicate that there have been no reported crashes along Louise Street in the
five year period ending December 2015.
Site observations indicate that Louise Street is not being used by a higher than normal percentage of
heavy vehicles for a road of this nature. Hence, at this time prohibiting heavy vehicles, including
school buses, from using Louise Street is considered unwarranted.
Congestion was observed at the intersection of Louise Street and Jannali Avenue when a bus turning
into Louise Street had to wait for a westbound bus. To improve this situation, it is proposed to
lengthen the ‘No Stopping’ zones in Louise Street at its intersections with Jannali Avenue and
Sutherland Road as shown in the attached plans.

EXECUTIVE SUMMARY
The member for Miranda has requested that parking and traffic safety conditions be reviewed to
improve driver vision at the junction of Corea Lane and Corea Street, Miranda.
The traffic safety investigation has concluded that a yellow 'No Stopping' edge line should be
marked in Corea Street. Miranda for a distance of 10 metres, south of Corea Lane to improve
driver vision and pedestrian safety at this road junction.
REPORT RECOMMENDATION
THAT:
1. Yellow edge lines be approved in Corea Street at Corea Lane, Miranda, in accordance with
Plan 'A' attached to the report.

Various site inspections, including on weekends, have revealed that drivers are parking their vehicles
on the western side of Corea Street, often within 2 to 4 metres of Corea Lane when:
Sporting events are held on the adjacent Corea Oval.
Visiting the local shops at the corner of Corea Street and Box Road.
To reduce the incidence of illegal parking, it is recommended that yellow 'No Stopping' edge lines be
marked in Corea Street for a distance of 10 metres south of Corea Lane.

EXECUTIVE SUMMARY
Council received a request to install a loading zone in part of the indented bus zone outside
Engadine Public School in Waratah Road. It is proposed to install a time limited 'Loading Zone'
to operate on weekdays outside of the 'Bus Zone' hours.
REPORT RECOMMENDATION
THAT:
1. 'Loading Zone 9.30am - 3pm Monday to Friday' signs be provided for a 12.5 metre length at

Council received a request from the principal of Engadine Public School to install a Loading Zone in
part of the indented bay in Waratah Road outside the school. At present school delivery vehicles park
illegally over the footpath at a school driveway.
A site inspection has revealed that a "Loading Zone" outside the school could also be used by delivery
vehicles to nearby businesses. At present the indented bay is signposted as a "Bus Zone" operating
on school days only from 8am to 9.30am and 3pm to 4pm. Outside of these times up to five vehicles
park in this indented bay. Enquiries to the principal revealed that the vehicles are not associated with
school activities.
It is therefore proposed to install 12.5 metre long "Loading Zone" to operate from 9.30am to 3pm on
weekdays. The loss of two parking spaces during these times is considered acceptable given the
safety benefits associated with a reduction in illegal parking in the 'No Stopping' zones associated with
the pedestrian crossing, or across the footpath.

EXECUTIVE SUMMARY
Temporary Road Closure requested to conduct the Sutherland to Surf Fun Run and Walk 2017.
REPORT RECOMMENDATION
THAT:
1. Pursuant to Section 116 of the Roads Act 1993, the temporary closure of the route shown in
Plan A attached to the report from 5.30am to 10.30am on Sunday 23 July 2017, be approved
for the conduct of the Sutherland to Surf Fun Run and Walk 2017 event, provided the applicant
ensures the following conditions and requirements are satisfied:
(a) The applicant shall organise sufficient police, accredited traffic controllers, security
and/or private marshals to ensure and supervise the safe conduct of the event at all
times.
(b) The applicant shall use barriers, detour signposting and directional signposting to
adequately highlight the area of the proposed temporary closure and ensure motorists
are warned of changes to local traffic patterns in view of the proposed closure(s).
(c) The applicant shall ensure that all laws, rules and regulations are strictly observed by
participants. It is the applicant’s responsibility to ascertain which laws, rules and
regulations may be applicable to the use of the road.
(d) The applicant shall notify the State Emergency Service prior to the event.
(e) The applicant shall ensure the road is left in a reasonably clean condition after the
event.
(f) The event be advertised in the local paper for a minimum period of 28 days and a letter
box drop undertaken of affected businesses and provided there are no substantial or
reasonable objections received, the event be permitted to proceed.

(g) The applicant shall meet the advertising fee of $250.00 and pay this sum to the
Sutherland Shire Council, at least seven (7) calendar days prior to the event. Such
monies should be paid at the front counter of Council’s Administration Centre, 4 to 20
Eton Street Sutherland (Account Number: SCCA2ADSSTC001); and proof of payment
should be forwarded to the Sutherland Traffic Committee Executive Officer for
appropriate action.
(h) That Australian Standard 1742.3 be complied with and that the applicant grant 'Lead
Agencies' (ie, the NSW Police, the Roads and Maritime Services and the Sutherland
Shire Council) an indemnity from and against all claims, demands, remedies, suits,
injuries, damage, losses, costs, liabilities, actions, proceedings, rights of action and
claims for compensation for which the 'Lead Agencies’ may become liable in connection
with injury, damage or accidental death through the applicants neglect or default or the
neglect/default of any other person in connection with the approved use of the streets
for the event.
(i) The applicant will send evidence of public liability insurance coverage for the event,
including Council’s interest noted thereon, to the Executive Officer - Governance at
Council’s Administration Centre, 4 to 20 Eton Street Sutherland; at least seven (7)
calendar days prior to the event.
(j) A letterbox drop of affected local residents and businesses a minimum of seven (7)
days prior to the event.
2. The event referred to in 1 above be conducted in accordance with the requirements of the
Roads and Maritime Services (RMS) "Guidelines for Traffic Management for Special Events".
3. After the event, Council may reconsider use of the road by the applicant, and any improper
use and/or disregard of the conditions and requirements may lead to a rejection of future
applications.
4. Pursuant to the Delegations to Councils on the Regulation of Traffic, a Traffic Management
Plan be submitted to the Sydney Transport Management Centre - Special Events Unit of the
RMS for consideration of approval. Under these circumstances the advice of the RMS
representative is offered without prejudice and will not be construed as embodying the
concurrence of the RMS.

COMMENTS FROM INVESTIGATING OFFICER
The Wanda Surf Life Saving Club Inc. has requested permission to conduct the annual 'Sutherland to
Surf Fun Run and Walk' on Sunday, 23 July 2017.
A change to the route at North Cronulla was successfully adopted in 2014 and at this stage is to be
maintained in 2017 and beyond. This part of the route proceeds from Kingsway into Elouera Road,
then north along Prince Street and then into Mitchell Road. All other parts of the route remain
unchanged.
Both runners and walkers are proposed to start at the same time of 8.00am (runners to start ahead of
walkers) to reduce the time of the temporary road closures.
In 2002 the Wanda Surf Life Saving Club engaged consultants Transport and Urban Planning to
prepare a Traffic Management Plan (TMP) in accordance with the RMS Guidelines for Special Events.
The TMP and associated Traffic Control Plans have been successful in providing improved traffic
management, traffic control and traffic safety along the race route and continue to be working
documents with modifications made where necessary.
The purpose of this report is to seek approval in principal for the nominated route for the event and
associated road closures to be undertaken on the morning of Sunday, 23 July 2017. The nominated
route is contained in Plan 'A' attached to the report.
The Traffic Management Plan is to be finalised following further meetings between the Event
Organiser and Council, RMS and Police representatives.
The event is classified as a Class 1 event under the Roads and Maritime Services Guidelines for
"Traffic Management for Special Events" and as such requires direct approval from both the RMS and
NSW Police.

EXECUTIVE SUMMARY
It was observed that the existing time limited 'Bus Zone' on the western side of Sutherland
Road, north of Carol Avenue, Jannali is of excessive length given the number of school bus
services. It is proposed to reduce the length of the 'Bus Zone' in order to return parking to
general vehicles.
REPORT RECOMMENDATION
THAT:
1. The existing school days 'Bus Zone' on the western side of Sutherland Road, north of Carol
Avenue, Jannali be reduced to 66 metres in length, in accordance with Plan 'A' attached to the
report.

COMMENTS FROM INVESTIGATING OFFICER
A request by the Principal of the Jannali High School to consider reduction of the length of 'Bus Zone'
on the western side of Sutherland Road, north of Carol Avenue, was conveyed to the Traffic Engineer.
The principal was concerned with pupils parking in Carol Avenue upsetting residents.
Information from Transdev showed the following school bus services:
Morning school peak a total of two drop offs, both at 8.05am.
Afternoon school peak a total of four buses pick up students (S012, S047, S312 and 968),
departing at 3.05pm.
The existing bus zone was measured to be in excess of 120 metres long, from just north of Carol
Avenue to beyond the driveway to the high density residential complex at 139 Sutherland Road. It
was calculated that a length of 66 metres would be more than adequate to accommodate the existing
school bus services. This would free up 54 metres of on-street parking which is the equivalent of nine
vehicles.
It is therefore proposed to reduce the existing time limited 'Bus Zone' on the western side of
Sutherland Road to 66 metres, as shown in the attached plan.

EXECUTIVE SUMMARY
Council has recently received an application for an additional 'Works Zone' in Flora Street,
Kirrawee, for the purpose of carrying out building construction works in close proximity to the
road boundary / 90O parking spaces in Flora Street, associated with the staged construction of
the "South Village" multi-storey unit development complex.
The applicant has requested the installation of a 'Works Zone' for a period of 6 to 9 months. The
proposed 'Works Zone' will be 70 metres long and will eliminate 30 angled parking spaces
generally opposite 32 to 38 Flora Street. This 'Works Zone' has been signposted as an all day
restriction to ensure that the area is available for its intended purpose as a building material
delivery zone.

Council has received a late application for a 'Works Zone' to facilitate the commencement of building
construction works in close proximity to the Flora Street road boundary at the end of April 2017.
The application relates to the 90O angle parking spaces fronting a part of the 'Brick Pit' site which is
currently an unrestricted parking area.
This 'Works Zone' will have an adverse impact on the availability of on-street parking in this locality
during the staged construction of the "South Village" multi-storey unit development complex.
Unfortunately, at this time, the applicant has not requested a reduction in the length of the existing 30
metre long 'Works Zone' at the main heavy vehicle entry / exit of the Brick Pit building site, located
approximately 40 metres to the west.
Therefore, it is recommended that approval for a 'Works Zone' be granted, generally opposite 32 to 38

A request has been received from a local resident to provide a signposted 'Bus Zone' to replace

Road, Jannali.
Following many observations of parking conditions in this locality and subsequent consultation
with the bus operator, a proposal to introduce 'Bus Zone' signs is supported on the north-
western side of Georges River Road, approximately 60 metres south of First Avenue, Jannali.

Georges River Road, Jannali.
To improve parking compliance by car drivers, it is recommended that 'Bus Zone' and 'Australia Post'
signs be provided at this location to ensure that bus passengers can step off the bus directly adjacent
to the kerb.

EXECUTIVE SUMMARY
Several observations of parking and traffic conditions in First Avenue, Gymea Bay at its
junctions with Yarra Burra Street and at Coonong Road, Gymea Bay have been conducted
since November 2016.
To improve traffic safety for drivers and school children, it is recommended that yellow 'no
stopping' edge lines be marked at both of the above-mentioned roads junctions and a short low
height median treatment be installed in Yarra Burra Street at First Avenue, Gymea Bay.
REPORT RECOMMENDATION
THAT:
1. "Yellow edge lines" and a short flat top mountable median be approved at the junction of Yarra

Following receipt of this telephone compliant, several observations of traffic and parking conditions
were undertaken prior to the recent school holiday period. These observations and other observations
conducted during weekdays in 2016 in First Avenue have confirmed that an unacceptable number of
motorists are cutting the corner when travelling southbound between June Place and Yarra Burra
Street, Gymea Bay. To address this safety issue, it is suggested that a low height mountable median
treatment be implemented in Yarra Burra Street at First Avenue.
In regards to illegal parking at the junction of First Avenue and Yarra Burra Street, it is recommended
that yellow 'no stopping' edge lines be marked at this road junction as shown on the attached Plan 'A'.
In addition, it is recommended that yellow edge lines should be provided on the south-western and
north-western corners of First Avenue and Coonong Road, Gymea Bay as shown on the attached
Plan 'B'.

Council has received a concern with parking on a curve in Cambrai Avenue, Engadine, in the vicinity
of Bullecourt Avenue.
The site inspection showed a number of vehicles parked on the eastern side of Cambrai Avenue,
between Bullecourt Avenue and Waratah Street. The site inspection also revealed that due to a single
vehicle parked in the curve of Cambrai Avenue, opposite Bullecourt Avenue, the width of the
southbound lane is reduced. It was observed that a bus had to cross substantially over the centre of
the road in order to avoid the obstacle (parked vehicle), encroaching on the northbound lane. In order
to improve road safety it is proposed to provide a 19 metre long 'No Parking Zone' opposite Bullecourt
Avenue. Care was taken to retain some on-street parking in front of both residential properties at 68
and 70 Cambrai Avenue.
