2016 Policy Address

In recent years, there have been requested for providing covers to certain public pedestrian walkways connecting to public transport interchanges and railway stations, so that the public (in particular the elderly) can walk comfortably to and from public transport interchanges and railway stations.

As state in the 2016 Policy Address, the Government will invite district councils to nominate suitable major walkways on which covers are to be provided.

The Government will refer to the bottom-up approach of the Universal Accessibility Programme by inviting district councils to consult local communities and, based on local needs, nominate one major walkways for provision of covers.

Implementation In order to early start the implementation, the Government

now invites district councils to propose 3 prioritized alignment proposals on which covers are to be provided.

The related departments would assess the feasibility on the first proposal upon receipt of the three proposals. The first proposal will be confirmed if its technical is found to be feasible. If the first proposal is considered to be technically infeasible, departments would assess the feasibility on the second proposal, and so on.

The Government plans to collet three prioritized alignment proposals from districts council in three months such that departments can start the feasibility study at the earliest. Departments will report the progress in due course.

High pedestrian flow, in particular the elderly, disabled person and wheel-chair users, and the proposal is welcomed by the communities and shops.

The walkway should connect the public transport interchanges and major transport facilities (e.g. Terminus , railway stations etc).

The extent of the proposed covers and sufficient footpath width (not less than 3m) for construction of covers. The length is advised to be less than 200m.

No private land acquisition is required.

Minimal disturbance to roadside trees, buildings, light boxes and signage.

Proposed covers should not cross vehicular access / pedestrian crossing.

No similar / alternative covered walkway nearby.
