General philosophy of standardisation process

• A standard in itself is nothing. In order to become effective it needs to be established, communicated, implemented, maintained and supported. Education and guidance how to deal with a standard should be available. When appropiate, correct usage of a standard has to be monitored and sanctioned. All of these management activities must be addressed somehow in order to deal properly with a standard

The scope of design of standard

• elaboration of plan of standard taking into account users needs and the aim approach: determination needs for standard, consultation with users, determination aims of standard,


The scope of design of standard (cont.)

• preparation conceptual design project including functional and performance requirements (technical and operational characteristics), schemas of components of standard connected with input, process, output and risk assessment, clarification of vocabulary: definitions of terms, symbols, signs


The scope of preparation of standard

• determination of specification of standards ( essential attributes, time for application), building of standard architecture: organizational, technical, legal conditions, logistic management and resources.


The scope of adoption of standard • consensus on common rules and common

understanding of standard expressed by participants of the earliest stages and other users , usually they are members of Working Groups. It is important in this stage to: recognize coherence of standard with other strategic issues, evaluate of quality criterias ex-ante, determine responsibility and authority before final adoption.


The scope of communication of standard

• preparation of dissemination of standard: publications, EU regulations, Internet, websites, other supportive and motivation measures e.g. trainings


The scope of implementation of standard

• utilization of standard in a domain for which was created- application e.g. in surveys, in classifications, in statistical regulations.


The scope of maintenance and support of standard

• management of standard, updating of standard (of which maintaing motivation measures for improving actions), check of completeness description of standard in the repository, education and promotion action on standard


The scope of evaluation of standard• Conformity assessment with requirements,

evaluation of quality criterias ex post of standard regarding: quality components of ESS, costs and effectiveness, other universal quality criterias taken from intrinsic nature of standards, identification of non-conformance and potential risks, formulation of correction and improvement plans which should be further carried out in the stage of maintenance and support of standard


The scope of archiving of standard

• storage of standard which is out of date with no further application


Questions for discussion

• Where supportive measures should be put?

• Where quality assessment should be included? Do we need quality assessment ex ante and quality assessment ex post in the standardisation process?

• What does development of standard mean? Is it better to split development of standard in more detailed stages?

• Where motivation activity connected with further improvement of standards should be put?

• Should archiving of standard be presented separately? If not, in which of previous stages?


Conclusions

• Statistical standards should cover complex standardisation process starting from design of standard and ending on evaluation of standard and archiving of standard in the case when standard is not further applied.

• Statistical standards should put more attention on adoption of standard and communication of standard.

• Maintenance of standard is closely linked with management of standard in the repository.

• Motivation and supportive measures are important for further development of standards

• It is important to evaluate of standards with regard to conformity assessments with requirements expressed in standard specification.
