1 Prospective Concept of IMC 2016 in Aichi-Nagoya
Wisdom is a concept which associates with Aichi. This term was also used in Expo 2005 in Aichi.
Irrespective of tensions and risks in Asia and in the world, we strongly desire to achieve mutual trust between nations and sustainable future for the next generation despite global risks.
In fact, Nagoya City and Aichi Prefecture made the declaration for creation of multicultural coexistence society acknowledging the significance of diversity, migration and integration.
These are the reasons why we provisionally hope to use the phrase “Exploring wisdoms for mutual trust and sustainable future through migration, diversity and integration -with resilience to global risks- ” This is the most important reason why Nagoya City is the most suited venue for International Metropolis to be hosted in Japan.
2 Necessity of hosting the First International Metropolis Conference in Asia
Japan has been endeavoring together with neighboring countries to realize the first International Metropolis Conference (IMC) in Asia.
Although the Metropolis Asia was established, it is a long way to create a community of stakeholders related to migration policies.
Usually, academic networks on migration studies in Asia do not always cover policy makers or practitioners.
Asia should also acknowledge that migration policy making should be based upon scientific findings and realities in practice.
In order to encourage Asian countries to establish a new community for stakeholders of migration policies and its networks , there are great needs to invite IMC to Asia, after the Beijing Conference 2012 was cancelled.
3 Continued commitment of Japan to International forum related to Migration Policies
There may be still some stereo-typed view that Japan is a closed country and unfriendly towards migrants.
In fact, realities are much different. Especially at the local level ,
migration, diversity and integration (multicultural coexistence ) policies in Japan has gone much more advanced than those at the national level.
With such development, Japan joined the SOPEMI (continuous reporting system on migration)of the OECD since 1992. In addition, Japan has actively involved in the negotiation on trade in services in the Uruguay Round.
From 1995 to 2006, annual meeting were held in Tokyo on ” international migration and the labor market” by inviting policy makers and academics from North and South East Asian countries and regions with participation from OECD countries.
Since 2007, Japanese scholars have urged the government to resume and extend such initiatives without success.
In the meantime, In 2008, Japanese academics have joined in the G8 meeting on migration policy in Bonn, when the international Metropolis Conference took place.
Since then, Japan tried to create a new network in Asia together with International Metropolis. We are pleased to establish, join and activate Metropolis Asia.
In the steering committee of International Metropolis, Prof. Yasushi Iguchi (Kwansei Gakuin University, President of the JAMPS) and Prof. Nana Oishi ( Melbourne University) have been continuously participating.
Therefore, Japan has been supporting the initiatives by China in 2012 and those by Korea in 2014 or 2015 to host the first IMC in Asia.
After doing so, we believe now, Japan has become ready for hosting the IMC 2016 in Aichi-Nagoya in collaboration with the Metropolis Headquarter and the Metropolis Asia.
4 The Japan Association of Migration Policy Studies (JAMPS est. in 2008 ) supporting International Metropolis
There had been no think-tanks for migration policy in Japan , and there are few forums of policy makers together with researchers and practitioners to share information, network and engage in discussions.
As migration policy by definition touches upon wide-ranging issues concerning all human activity, it necessitates multi-disciplinary and evidence-based research.
Recognizing this, there emerged proposers, calling for the establishment of the “Japan Association for Migration Policy Studies (JAMPS)” as a forum open not only to researchers active in various academic fields, but also to practitioners, particularly lawyers, staff of international organizations, NGOs and policy makers.
JAMPS aims at sharing knowledge, information and experience amongst its members, and at a more effective use of these resources. JAMPS shares the same objectives with International Metropolis Project and is supporting it.
5 Partners and Management of the International Metropolis in Aichi-Nagoya
The Organizing Committee of IMC2016 Aichi-Nagoya will be hosting the International Migration Conference.
The Committee should consist of Members from the Japan Association of Migration Policy Studies(JAMPS), Nagoya University , Nagoya City and Aichi Prefecture as well as Members from Metropolis Asia.
The Committee will work in cooperation with the Alliance of Cities with High Density of Foreign Citizens (Members include Toyota City and Toyohashi City etc. see next page ) , companies such as Toyota as well as NGOs and NPOs.
The Japan National Bureau of Tourism, the Japan Foundation, the Aichi Expo Foundation as well as several Ministries of the Government of Japan will be supporting this conference.

6 Financial Plans with encouragement for Asian countries to join
We drafted two financial plans according to the following assumptions.1 ) Case 1 with 600 Participants (200 from developed 100 from developing
countries. 200 from within Japan with 100 students) Case 2 with 1,000 Participants (300 from developed countries, 300 from
developing countries, 300 from within Japan with 100 students) 2 ) Fee from Developing countries would be discounted (like students ) to
encourage people from Asian countries to join IMC for the first time. The proposal on special fee for developing countries should be discussed in
the Steering Committee of International Metropolis. 3 ) The number of invited speakers from overseas will be as many as in the IMC
2013 in Tampere. 4) Subsidies from Nagoya City and several foundations including Japan Foundation will be provided (15 Million Yen ) and loans from Nagoya City for preparation as well as sponsorship (5 Million Yen) . The drafts budgets are shown in the tables below. (1USD=108 Yen. I EUR=137Yen on October 28, 2014 )

by Super Express Train (Shinkansen) .
It is also possible to go to Mt. Fuji as transit to Tokyo by Super Express Train and by bus, if you have a holiday.
8 Conference and Hotel Facilities
The Preparatory Committee for IMC 2016 in Aichi-Nagoya has provisionally reserved the space in Nagoya Congress Center from October 24 to 29, 2016.
Conference rooms and seminar rooms are available for seven plenary meetings and almost 60-80 workshops during four days.
There are a variety of accommodation facilities which have
many experiences since EXPO 2005 in Aichi. It takes 30 minutes from Nagoya station to Convention
Center by train and subway. 15 minutes by taxi.

9 Concluding remarks
The International Metropolis 2016 in Aichi-Nagoya, will contribute to
1) Extension of International Metropolis network to Asia and strengthening of collaboration esp. between Europe/ North America and Asia,
2) Creation of a community within Asia related to policies on migration, diversity and integration and
Strengthening of Metropolis Asia. 3) Innovation of migration and integration policies in each
country. Japan can also benefit from them. 4) Enhancing acknowledgement of migration and integration
policies in the management of global economy.
Finally the followings are some provisional candidates for plenary session themes:
1) Growing Global Risk and the Role of Migration 2) Collaboration between Europe and Asia in the field of
migration and integration 3) Regional integration: Migration-Trade/investment link in
North America, Europe and Asia 4) Co-development and Peace with Exchange of people in
North East Asia: Japan, Korea and China 5) Migration and Protection of Migrants in and from ASEAN 6) Generation Effects of Migration and Integration Policies 7) Gender Perspectives of Migration and Creativeness from
Diversity
