Experience & References Coast & Harbor Associates, Inc. (Coast & Harbor) has extensive knowledge managing projects
with complicated and sophisticated designs. Coast & Harbor has managed projects that required
substantial Design, Preconstruction, Construction, and Occupancy Phase Services.
Coast & Harbor has expert level understanding of Massachusetts laws and has provided consultant
services to various agencies in Massachusetts in furtherance of the implementation of those laws
and regulations. Coast & Harbor has extensive experience working on Chapter 149 projects. The
Boston Harbor Project involved 100 separate contracts involving Chapter 149 and Chapter 30.
Coast & Harbor also worked on the first Chapter 149A CM at Risk project in the state of
Massachusetts at the Boston Convention and Exhibition Center.
Edward J. Early Jr. Parking Facility, Lowell, Massachusetts
Coast & Harbor provided owner’s project management services for the new $25 million, 900-
space Edward Early parking garage. The project included 17,000 sq. ft. of retail space. This project
for the City of Lowell, Massachusetts, included reconstruction and widening of a street and other
public infrastructure improvements. The site is in an urban location bounded by public ways on
three sides and a privately-owned parcel to the east. Free movement of vehicles and pedestrians
had to be maintained during the project.

Energy Retrofit Projects, Lowell, Massachusetts
Coast & Harbor provided owner's project management services to the City of Lowell to assist in
twenty-eight Energy Conservation Measures projects with a total value of $21.1 million. These
projects are designed and built by the city's Energy Services Company and paid for by energy
savings guaranteed by the Energy Services Company.

The Warren Community Elementary School
project included the replacement of the heating
system to increase efficiency in the school’s
heating plant.
This project included replacement of the roof.
The new roof met Stretch Code requirements and
provided a water run-off system, roof access, and
removal of roof monitors which are no longer

City of Providence – City Improvement Plan (Program Management Services)
Coast & Harbor is assisting the City of Providence manage its Capital Improvement Plan ($48 Million) through a program management contract. The Plan includes over 90 projects for three different departments (Public Building Authority, Department of Public Works, and Parks Department). Services provided included tracking City improvement projects, coordinating project funds, manage communication with appropriate city stake holders. The Margaret Chase Smith Federal Building and Courthouse Bangor, Maine
Coast & Harbor was the Construction Manager for the
$56 Million, LEED Platinum modernization and energy retrofit of the 184,000-sq. ft. Margaret
Chase Smith Federal Building and Courthouse located in downtown Bangor, Maine. This project
was completed while the building remained occupied, with limited swing space. The project
involved sophisticated MEP and security systems and architectural work including high-end
finishes. Some tenants include Maine's US Senators, US District Court, US Attorney's Office,
Social Security Administration, and US Marshals.
This project had very demanding construction sequencing requirements because most tenant
spaces were renovated in occupied areas. The building needed to remain fully functional and
secure during construction, so sequencing for building and specific tenant security requirements,
MEP systems renovations, and elevators needed to be carefully coordinated by the Coast & Harbor
team.
Army Reserve Center, Brockton, Massachusetts
Coast & Harbor provided construction management support services for the $9.4 million
renovation of the 66,500-sq. ft. Army Reserve Center in Brockton, Massachusetts. 61,600 sq. ft.

Armed Forces Reserve Center, Middletown, Connecticut Coast & Harbor provided construction
management support services for the construction
of this new $54 million, LEED Gold, 204,000 sq.
ft. army reserve center. The facility includes a
164,000-sq. ft. training facility with multiple
building uses and two additional buildings.
It contained a low-impact, state-of the- art storm
water management system that exceeds federal
requirements for water quality and quantity
control. It adhered to DoD’s stringent security
criteria. All design documents were prepared with
3D Building Information Modeling (BIM)
software, including clash detection to
enhance coordination and accuracy.
Utilization of USACE’s “Dr Checks” quality
assurance system throughout the fast-track
design process and ProjNet design and
construction information software. The
design-build team faced several challenges
during the design phase, not the least of
which was the fast-track schedule. For
example, DiBlasi Associates, structural engineers, began structural design work in December
2009 and completed the documents in time for the bid issuance in early 2010. In addition to the
extremely ambitious schedule, the structural design includes many special features that respond
to Anti- Terrorism / Force-Protection measures and Progressive Collapse resistance.
This Design-Build project included:
42 Acre Site 164,000 sq. ft. Training Facility with administrative, educational, assembly,
library, learning center, vault, weapons simulator, and physical fitness areas for four
Army Reserve units and six Connecticut Army National Guard units.
36,000 sq. ft. vehicle maintenance shop.
4,000 sq. ft. unheated storage facility.

Project Approach Coast & Harbor’s project management team will be ready to respond to any type of service
that the Town of Burlington may require. Coast & Harbor’s experience with OPM Service
contracts has resulted in a focus on responsiveness.
Ensuring there is a thorough understanding of the expectations of the project.

Coast & Harbor understands the importance of providing qualified personnel committed to
working seamlessly with the Town of Burlington.
Working and Communicating on Projects
Coast & Harbor and its project management team understand the need to effectively track and
organize the funding/budgets, schedules and the issuance of work orders to coordinate the project
effectively. On day one of award project team members will work to develop an effective Quality
Assurance/ Quality Control Plan. This will ensure successful execution of the professional
services provided to the Town of Burlington.
Coast & Harbor will assist the Town in developing a project communications plan that serves to
organize and bind the project team and stakeholders to its policies and procedures. This tool will
be maintained and updated by Coast & Harbor in consultation with the Town throughout each
stage of the project.
This plan would formalize and institutionalize a clear channel of communication for all project
participants. The intent of this plan is to:
Identify the participants, their titles, their role in the project;
Identify positions that have authority to commit approvals;
Eliminate confusion;
Reduce duplications;
Establish a path for change order approval;
Establish the schedule of meetings; and
Establish a report submission timetable.
The nature and frequency of detailed written reports (deliverables) will be established. A
document control plan will be established to facilitate retrieval and archiving of pertinent
documentation. The goal of the communication plan will be to facilitate smooth transitions from
designing to construction and ultimately to occupancy.

The project management team will establish and manage a system for document control. A
document control system must be designed to effectively manage numerous amounts of
information regarding the project. This will ensure access to and the capability to disseminate
information to the Town and designated staff in an efficient and reliable manner. The project
related documentation includes but is not limited to:
Contract documents (drawings, specifications, contracts);
Construction administration documents (RFIs, Submittals, claims, Change orders,
directives, and requisitions).
Informational communications (reports, photographs, videos, notices, advisories).
An effective and efficient document control system will provide easy access to filing and equally
important to provide easy retrieval of documents. A well-organized construction document system
is essential to avoid misinformation, misinterpretation of agreements, and is the foundation to
protecting the cost of a project. Coast & Harbor has extensive experience in managing document
control systems which in turn has been critical in the successful defense of a claim.
Management Overview
Pre-Construction Phase: Coast & Harbor has been responsible for the design review process on
multiple projects and assembled outstanding teams of professionals to review the design
documents at specified stages of completion. Coast & Harbor’s team includes, if required, fire
protection engineers, structural engineers, MEP engineers, historic preservation experts. During
the design phase Coast & Harbor has also produced and reconciled conceptual estimates,
developed project master schedules, and developed communication plans and report
procedures.

Construction Phase: In this phase Coast & Harbor monitored budget and schedule, monitored
the progress of construction work based on detailed knowledge of the design documents,
prepared comprehensive daily and other reports, provide electronic and hard copy management,
including use of the governments electronic project management system, and implemented
change order management. Coast & Harbor personnel are provided an orientation to review the
deliverables for the contract and to discuss the details of the project.
Close-Out Phase: Coast &Harbor has coordinated the documentation for award of completion,
assembled and reviewed warranties and guarantees, coordinated the delivery and installation of
FF&E and provided move management.
Design Services
Coast & Harbor believes careful and thorough design review is essential to delivering the project
on time and on budget. Coast & Harbor’s design review has three components: completeness, code
compliance, and constructability. The completeness review seeks to assure that the design
documents are as complete, consistent, and unambiguous as possible given the stage of the design
process. Eliminating incomplete documents, inconsistency among documents, and ambiguities
within documents is the first step in protecting the project budget by minimizing change orders
during construction. It is also a crucial step in protecting the project schedule by reducing the
number of requests for information from the contractor and the time spent producing responses.
The review for code compliance also seeks to avoid change orders during construction due to
revisions mandated by missed code requirements. The third layer of the Coast and Harbor design
review is constructability. This looks at the design documents from the point of view of, can they
be built within the project budget and the project schedule. Coast & Harbor manages the design
review process by creating a design review log. This log tracks the issues raised during design
review. It identifies the issue, indicates which entity is responsible for addressing it, establishes a
time for anticipated resolution, and shows the status of the issue.
Project Management System of Reports and Presentations
The project management team will develop a chart acceptable to the Town that will detail the
plan for preparation and submission of the following reports.
A monthly report that summarizes the progress of the work.
A Project Budget summary that will account for all incurred costs on the project.
A brief analysis of the schedule for each project that accounts for delays,
anticipated change orders, claims, and a recommended plan of action to address
slips in progress;
Inspection Reports; and
Tracking Log for Project Action Items.
Coast & Harbor Challenges and Lessons Learned
Margaret Chase Smith Federal Office Building & Courthouse - Challenge: Keeping tenants
informed of the progress of the modernization to support the continuous operation of each tenant
agency. Very limited swing space because the building was fully occupied.

Response: Coast & Harbor planned and implemented a comprehensive and pro-active
communications program involving weekly updates and frequent meetings with tenant agencies.
Coast & Harbor worked with the CMc to develop a detailed phasing plan. Coast and Harbor
aggressively monitored that plan and worked with the CMc to adjust the plan as circumstances
required.
City of Lowell Energy conservation - Challenge: The energy services company was not used to
managing design and construction.
Response: Coast and Harbor aggressively monitored the progress of the design and construction
of the 28 energy conservation measures.
Dwight Eisenhower House - Challenge: Preserving this historic wood frame house while it was
being modernized. Joists under the porch were found to be rotten. This was an unforeseen
condition.
Response: While the contractor was experienced with this type of work, Coast & Harbor
provided active monitoring of the work. Coast and Harbor lead the discussions that determined
how to solve the problem, how to fund the solution, and how to minimize any impact on the
schedule.
Brockton Army Reserve - Challenge: The contractor submitted significantly more change orders
than was anticipated.
Response: Coast & Harbor became actively involved in evaluating change order proposals on
behalf of the owner.
Effectiveness
Coast & Harbor has a variety of technological tools to make its team efficient.
Coast and Harbor’s field teams are equipped with top of the line laptops, digital cameras, tablets,
and construction inspections tools;
RS means Online for estimating and Microsoft Project for creating General Project Schedules
for tracking;
The firm operates with the Microsoft Office 365 system for email, word processing,
spreadsheets, presentations, and document design;
Adobe Software Suite for Acrobat (.pdf) production/editing, Photoshop for Image configuration,
InDesign and Fireworks for higher-end document design;
Dropbox Cloud System for data management and storage, used as well to transfer large project
files such as project drawings, complete specifications books and transmit projects documents
securely; and
Depending on the specific needs of the project, Coast & Harbor invests in other hardware and
software so the project team can function effectively and efficiently, for the best results for our
clients.

Proposed Staffing Coast & Harbor corporately has the in-house resources and
infrastructure to effectively support its proposed project
management team to allow them to work seamlessly with
the Town of Burlington, it’s staff and all stakeholders.
Project Executive – Mr. Claude Lancome, Coast & Harbor’s Executive Vice President. He will be the “key point” of contact between the Town of Burlington and Coast & Harbor on all issues for the support services to be provided. This position is offered at no cost. Mr. Lancome will be responsible for ensuring all staff is working cooperatively, effectively and seamlessly with the Town of Burlington.
Owners’ Project Manager –Mr. Stephen Broadhead, available to start immediately and is committed to completing the project: He has performed design and construction management services for large and complex projects. He was the Project Manager for the design and construction of the DPW facilities in North Andover, MA. He maintained a proactive presence by communicating critical issues of the project and coordinating technical subject matter meetings to get a consensus of a solution between all stakeholders.
Clerk of the Works - Mr. David Dallaire, available to start immediately during construction and is committed to completing the project. He focuses on all levels of service of contract performance, meticulous quality control, immediate response to emergency needs, and the knowledge-base to provide the client with top-notch construction management services from the first day of contract performance to the last.

Claude G. Lancome – Project Executive
Mr. Claude Lancome has over 30 years’ experience in construction management; negotiating, drafting, and
administering design agreements and construction contracts. He is a nationally recognized expert in developing
strategies for the defense of large, complicated change orders and claims. Certified in MCPPO, Mr. Lancome is
a recognized expert in the interpretation and implementation of Mass General Law Chapters 149 and 149A. He
has managed insurance program for labor project agreements for construction projects ranging in sizes from $800
Million to over $3.8 billion. He is certified by the American Arbitration Association (AAA) as a mediator and
arbitrator, and has extensive experience working as an arbitrator for the AAA resolving disputes on design and
construction projects.
Project Highlights
Coast and Harbor Associates, Inc., Lynnfield, MA (1990 to present) - Executive Vice President
National Capital Region (GSA) Project Management Support Services 2017-Present - Program Manager - oversees a ten-
person construction manager team for a project management support contract in Washington D.C. The assigned team
performs OPM services on about thirty (30) Federal Facilities across the Washington D.C. Metropolitan area with a total
value of about $500 Million. This program is a task order based contract.
New Federal Courthouse, Springfield, MA, 2006 – 2008 - Corporate Executive for this $55-million project to build a new,
three-story courthouse in historic part of Springfield, MA. The work of renowned architect Moshe Safdie, 160,000-square-
foot building includes four courtrooms, court offices, a congressional office, and public areas.
New Land Port of Entry, Calais, Maine, 2005-2010 - Corporate Executive for design and construction of the new $64 million
Land Port of Entry (LPOE) in Calais, Maine. The new 100,000 sq. ft. LPOE, located on a 53-acre site, replaced the
commercial functions of two existing Calais border stations. The new facility includes a main administration building with a
passenger lobby, document processing area, administrative offices, interview, search and detention cells, staff services and a
counter terrorism suite.
Land Port of Entry, Tornillo, Texas, 2008-2015 - Corporate Executive for the new $100 million, LEED-certified, 86,000 sq.
ft. Land Port of Entry in Fabens, Texas. This project involves multiple uses inside the building and sophisticated MEP and
security systems. The new land port of entry is located on 117 acres and will process non-commercial and commercial traffic
between the United States and Mexico. It is the largest LPOE in the United States.
Margaret Chase Smith Federal Building, Bangor, Maine, 2009-2014 - Corporate Executive for the design and construction of
the $54 million modernization of the occupied Margaret Chase Smith Federal Building located in downtown Bangor, Maine.
The work featured a combination of sophisticated MEP retrofits, security upgrades, and architectural work including high end
finishes. Tenants include: Maine’s US Senators, US District Court, US Bankruptcy Court, US Attorney’s Office, US
Marshals, Social Security Administration, and Internal Revenue Service.
New Land Port of Entry, Van Buren, Maine, 2009-2013 - Mr. Lancome was the Corporate Executive for the design and
construction of a new $40 million Land Port of Entry (LPOE) in Van Buren, Maine. The new LPOE, located on a 21-acre
site, replaced the existing border station that was damaged in a flood. The new facility consists of approximately 40,000 sq.
ft. and includes a main administration building with a passenger lobby, document processing area, administrative offices,
interview, search and detention cells, and building support areas. There is also a secondary non-commercial garage and a
commercial vehicle and cargo inspection facility.
US Army, Corps of Engineers IDIQ, New England District, 2009-2014 - Mr. Lancome was the Corporate Executive for this
IDIQ contract to provide Construction Management Support Services to the US Army Corps of Engineers, New England
District. Under this contract Coast & Harbor has worked on eleven (11) task orders that include environmental remediation
oversight, the new construction of an office building on a military installation, multiple new construction and renovation
projects on a Veteran’s Administration campus, new construction of an Armed Forces Reserve Center, renovations at an
Army Reserve Center, new construction of a remote border station, a paving project on a Veteran’s Administration campus,
and two dredging projects in Massachusetts and Maine.

Mr. Stephen Broadhead has performed design and construction
management services for large and complex projects. He was the
Project Manager for the design and construction of the DPW facilities
in North Andover, MA. He maintained a proactive presence by
communicating critical issues of the project and coordinating technical
subject matter meetings to get a consensus of a solution between all

Project Highlights
North Andover, MA DPW Facilities - Project Manager for the design and construction of the DPW facilities in
North Andover, MA. Relocation of the DPW administrative offices from Town Hall to new facilities located at
the existing DPW site. The $5M project was completed in two phases.
o Phase 1 included the demolition of the existing salt storage shed to make room for a new 10,000 SF shed
which was completed in August 2017 for the facility to be operational for the 2017-2018 winter season.
o Phase 2 included renovation of the existing vehicle garage and shop facility, and a 5,300-two-story office
addition. The building includes, DPW reception, offices, conference room, showers, and break room. All
construction was conducted while maintaining full operation of the existing facility. The building was
completed in February 2018.
Northeastern University Interdisciplinary Science and Engineering Complex – Senior Project Manager for
this $225 million, 234,000 square-foot new construction facility which, transformed the culture, history, and
trajectory of the University to be among the nation’s elite research institutions.
o Design review with an emphasis on building systems and infrastructure.
o Strong communication and organizational skills.
o Analysis of project schedule and budget with an on-time and on-budget track record.

University of Rhode Island Engineering Building - Senior Project Manager for new $125M facility. Provided
Owner’s Project Management services for the 190,000 SF engineering complex. Five existing engineering
buildings were demolished to accommodate the new complex. The new building will house seven University
engineering programs and will provide open and flexible teaching and learning spaces necessary to prepare
engineering students, while advancing faculty research.

As Onsite Owner’s Clerk of the Works and Onsite Project Superintendent with
Gilbane for twenty (20) years, Mr. Dallaire has experience with multiple
projects. Mr. Dallaire has experience preparing daily and monthly inspection
reports, reviewing certified payroll and verifying with wage interviews,
maintaining on-site job files, performing quality control inspections of all
project components including: site work, structural, MEP systems, architectural

commons, dining common for both residents and the campus community.
Fidelity Investments – Smithfield, RI - New construction of a 750,000-sf office building with Precast façade on the existing
campus with a 160,000 sf (5) five story Precast parking garage. Wooded Greenfield site required approximately 75,000cy of
ledge blasted and processed on site. 3500-ton Str. Stl. Package. Responsibilities included: clearing and grubbing, site work,
temp offices and utilities, CIP foundations and embeds, Structural Steel coordination, elevators coordination, waterproofing,
fireproofing, temp stairs and access, general cleaning safety etc.
Water Street Roadway Reconstruction Project - Framingham, MA - Resident Engineer - project included paving of two miles
of roadway. The roads were paved with a MADOT specified mix and road was made to match existing grade or brought up
to new grade. All catch basins were rebuilt to the modern construction standards, and manholes were put into new frames and
covers. Residential driveways were renovated as part of this project, as was a new entrance to a mall. Existing curbs were
removed and replaced with new curbs and sidewalks. 25 handicapped ramps and detectable warning mats. This project
included new sewer and new water lines.
Coltsville Flow Control Station - Pittsfield MA - Resident Project Representative, AECom - New 18”,16”and 12” water
service upgrades to replace existing flow control station distribution. Sections of the existing parking lot were opened up and
repaved on a nightly basis. In the end, the entire parking lot was repaved. Project also included a new Flow Control Station
Building featuring 45’-0’ deep auger cast piles and grade beam foundation Concrete Masonry Units (CMU) with brick veneer
and pre-cast plank roof.
Lincoln-Sudbury Regional High School, Sudbury, MA - Onsite Owner’s Clerk of the Works for Gilbane Building Company
for the Construction of a new 383,000 sq. ft. High School for 1,850 students. The Project included paving work including
new roads between buildings, new support roads to athletic fields, and the demolition and reconfiguration of a perimeter road
around campus. $78 million.
Manchester Schools Project - Renovation and additions to 21 Schools; completed Bakersville from start to finish and took
over the completion of 2 other schools, Wilson and Hallsville.
CSO Project - New Haven, CT - Waste Water overflow project; casting walls and deck concrete for a 4-million-gallon waste
water bypass system holding tank complete with tipping buckets and control station Bldg.; then restored grade
Public Service Co. of New Hampshire - Manchester, NH - Renovation, remediation of historic Manchester Mill yard,
originally built by the Amoskeag Manufacturing Co in 1909 to produce steam and power. The building was vacant for some
time and restored to a 77,000 sf. Business office for the NH Public Utility Comp
