Summary of commitments to deliver the Tottenham Community Panel Recommendations Theme 1: Attracting inward investment to create opportunities for the employment of local people 1.1 Improve the look and feel of Tottenham to attract shoppers and investors, through involving local people, businesses, and services. 1.2 Publish a plan to revitalise the High Road. 1.3 Bring more creative jobs to the area by encouraging the growth of a cluster of cultural industries. 1.4 Make the most of public sector spending in Tottenham. 1.5 Ensure local investment and enterprise creates jobs for local people. 1.6 Upskill people so they are able to access the employment opportunities becoming available locally and in surrounding areas. 1.7 Ensure that any plans for regeneration improve the availability of a mixture of types of housing, to encourage people to continue to live in Tottenham through different stages of their lives. Commitment Who Lead person To deliver a multi-agency enforcement programme, overseen by a partnership board involving local community and stakeholders. March 2012: launched with a coordinated multi-service cleaning and enforcement blitz. Ongoing: Neighbourhood Action Teams will provide quarterly themed action weeks to tackle issues like bulky waste, shop front improvements, trade waste, empty homes and HMO licensing. Since Sept 2011 115 Tottenham residents have been supported into jobs of at least 16 hours per week. 198 Tottenham residents have received employability support and jobs brokerage, and have developed an agreed action plan. Haringey Council has launched a new worklessness programme, Jobs for Haringey, to create a minimum of 300 jobs and support a minimum of 600 people into sustained employment. • Create jobs in the private sector for residents through the Haringey Jobs Fund, matching the cost of a job and

delivering a subsidised training package to incentivise businesses to support people into meaningful employment. • Deliver 2012/13 Decent Homes programme improvements. Over 2012/13 1,877 homes in North and South Tottenham will benefit from Decent Homes works. Residents have been consulted and improvement works are due to commence in August.

• Following making the film, one young resident is due to attend training to become a Young Advisor, another is on the steering group for Project 2020 and two have joined the new Love Lane residents association.

Theme 3: Opportunities and activities for young people, particularly vulnerable young people 3.1 Haringey is classed as an ‘Outer London’ borough. The Panel feels that the challenges the borough faces are as significant as those of inner London boroughs and should be resourced as such by central government. 3.2 Make the most of the range of local positive activities provided across sectors for young people, with a focus on what works in improving their prospects. 3.3 Secure and target resources to support vulnerable young people so that no young person who is in need goes without support. 3.4 Young people in Tottenham often have limited personal space inside their homes. Young people should have access to a range of communal safe spaces that they enjoy and where they can engage with their peers and with services that support them. 3.5 Take positive steps to open up local employment opportunities for young people. 3.6 Businesses should play a key role in building a culture of aspiration, preparing young people for the workplace and creating employment opportunities. Commitment Who Lead person Following the well supported local campaign, ‘A Fair Deal for Haringey Children’ the Department for Education have acknowledged that the current Area Cost Adjustment under-funds our schools. We expect this to change from April 2013 with an estimated increase in funding of £218 per pupil giving a total increase in the region of £7.3m. Continue to lobby for fair funding allocations that reflect the health needs of the borough. • Direct lobbying of the Secretary of State ongoing

Theme 4: The relationship between the police and the community 4.1 The structures used by the police to engage with the community should be reviewed to ensure that the local community is empowered, especially at times of crisis. 4.2 Frequent changes of personnel are damaging and hamper police efforts to build strong relationships in the local area. Data on the use of Stop and Search and Stop and Account powers in Haringey in June 2012 shows a reduction of over 50% in the number of stops made compared to June 2011. Arrest rates have increased from 8.6% to 14.4% over the same period. (source: http://www.met.police.uk/foi/units/stop_and_search.htm) In relation to the practice and scrutiny of Stop and Search and Stop and Account: • At July 2012: Haringey Police has issued no s60 authorisations since February this year • At July 2012: Haringey Senior Leadership Team has personally briefed all officers on the Commissioner’s vision

that Stop and Search is a tactic to be used in tackling violence and making our streets safer. Emphasis was placed on the importance of ‘how’ we conduct stop and search and the impact this has on community confidence. Stop and search is now more intelligence driven. We are focused on ensuring we search the right people, in the right locations and for the right reasons.

• Ongoing: Haringey Police holds a monthly Stop Search Action Group meeting. The agenda includes: positive outcome rates, the number of negative drug searches, the percentage of weapon searches, persons stopped on more than 5 occasions, and complaints data relating to stop and search. Trend and officer data is scrutinised.

• Ongoing: Haringey Police continues to engage with the Haringey Stop Search Monitoring Group. We are currently in dialogue with the College of North East London, aiming to conduct via workshops and a questionnaire, a capture of young people’s experience of stop and search the outcomes of which will inform police stop and search practices.
