e) Responsibilities for improving the safety of off‐road riders.   Response: Road safety community groups, VIC Police and Vicroads, TAC and others with educational influence.  These may be in the form of programs, media, direct education of staff who have contact with riders in some way, brochures, literature, magazine articles. Responsibilty lies across the board, state and local gov, education sector, schools and other community members. As part of our Roadsafe NE Alliance application / submission for state funding was to look at education in schools but was knocked back. Now we are asked who's responsibility is it, confusing? Roadsafe NE believe Education at the earliest source, and with follow up secondary reinforcement is very effective. Quantifying and justifying effectiveness by changes in statistics is difficult, as there are other significant factors such as the time delay necessary to accurately survey trends, and consideration of various factors which change within that period, such as population growth, driving awareness, road safety trends, vehicle safety and environmental factors.  

f) The efficiency and effectiveness of the accredited provider scheme in the delivery and administration of motorcycle licensing. Response: Those administering the provider scheme, TAC?  Vicroads and state?, maybe another question to add to Roadsafe NE programmed research.   

g) Countermeasures used in Victoria, Australia and other comparable overseas jurisdictions to reduce the number and severity of motorcycle accidents with reference to road environment treatments, behavioural change programs and the design and technology of motorcycles and protective gear.   Response: Those administering the Countermeasures in Victoria may have some measured assessment of the effectiveness of this scheme.  Roadsafe NE may choose to look at this as part of their programmed  data research.  

h) New initiatives to reduce motorcycle crashes and injuries.   Response: The local NE Roadsafe Alliance will be implementing the following deliverables as part of the next 3 year funded program.  New initiatives :Roadsafe NE will focus on a 3 year Motorcycle safety program across 12 NE Shires. Program includes survey of riders, focus group meetings, distribution of brochures, bus advertising, promoting visibility. Roadsafe NE tried in our submission, ie education in schools but were knocked back on funding. ? Roadsafe NE believe Education at the earliest source, and with follow up secondary reinforcement is very effective. i) The appropriateness of the TAC premium for motorcyclists in relation to covering all riders eligible to claim on the TAC scheme.   Response:  Discuss request information from clients with TAC Representatives.  Discuss this with motorcycle riders (access may be through clubs).  Ultimately those clients who have needed to use the scheme may have specific feedback, whether claims have been submitted

or otherwise.  Roadsafe NE may choose to look at this as part of their programmed  data research.  

j) The effectiveness of the Motorcycle Safety Levy in improving rider safety in Victoria.  Response: Discuss this with those administering the Motorcycle Safety Levy if they have measures for before and after the implementation of the program.  Roadsafe NE may choose to look at this as part of their programmed  data research.  

k) The ways government can work with non‐government stakeholders to achieve motorcycle safety outcomes. Response:  There needs to be a fairly good direct communication conduit for both information (such as knowledge, statistics and trends) and funding (to understand eligibility and assist in application / claim process).  These areas of work are time consuming, particularly to the less frequent user (community member) and hinder the process of output / action on the ground.  Administrative assistance in this regard would be of great support such that the focus of energy from the community can be on delivery and implementation of the safety programs, thus maximising the best efforts and knowledge from both parties in an effective partnership.  This may also ensure that adequate time is spent on researching credible information and statistics from the most appropriate sources.  Assistance in the administration will allow the best spend of time for community members / volunteers.  It would be nice if Governments (Federal, State, Local) provided more funded opportunities for research into areas of concern/s to allow local groups to create innovative solutions, hopefully from this inquiry the community will be given more opportunities.
