Programme Director, Peterborough Presents

Nene Park Trust is pleased to host the next phase of delivery of the Peterborough Presents programme, a Creative People and Places initiative supported by Arts Council England. Working with the Peterborough Presents Consortium, and arts and community partners across the city, the Consortium is seeking to appoint an ambitious Programme Director to join the team, who is passionate about working with communities and the delivery of new and exciting arts activity. This is an exciting and significant time to join Peterborough Presents. The programme has recently been successful in achieving funding from Arts Council to deliver Phase Three of the programme until October 2023, and with the support of Nene Park Trust and the Consortium, the post holder has the opportunity to explore new organisational models to ensure the future sustainability of the programme. The successful candidate will be building on an exceptional legacy of the past 6 years of activity. During Phase Two, the programme has engaged with over 40,000 people, and reached over 200,000 digitally, through a broad range of projects including community festivals, public art commissions, artists in residence, and training programmes, and working in spaces as diverse as parks and precincts, shopping centres, pubs, and nightclubs. The cultural landscape in Peterborough itself is also undergoing significant exciting changes with high ambitions for the future. The city is currently working on a new cultural strategy jointly commissioned by Peterborough City Council and the Arts Council. The strategy will trigger a step change in the way arts and culture are developed and delivered across the city including its capital infrastructure. The city of Peterborough is also a priority place in the East region for Arts Council England, who are keen to support growth in opportunities and engagement in line with its ‘Lets Create’ strategy. Peterborough Presents will be integral to this. Arts and culture also have an important role to play in supporting and empowering communities post Covid-19 as the city works toward economic and social recovery.

About Peterborough Presents

Peterborough Presents works with communities and artists across the city to create great art. By great, we mean art that is fun, diverse and, most importantly, relevant to local residents. A community-led commissioning model places audiences at the heart of the decision-making process and focusses on areas of the city where arts engagement is particularly low, and working with our community panels we commission new work specific to that area. This approach enables our communities to actively guide the programme whilst providing regular opportunities for artists to create new work in Peterborough.

Our aim is to understand and break down traditional barriers to participation. We don’t have any set venues; instead we find room in the existing spaces creating a web of creative places across the city. We want to challenge perceptions of the arts and enable people to explore their own creativity. All of our projects start with our potential participants and the places, people and stories that matter to them. From there we invite artists to respond, with the decision-making sitting firmly with the community. A hyper-local approach has enabled the programme to create genuine links with local communities, and with that trust in place, and funding from Arts Council England, we have a further three years in which to grow artistic ambition, increase demand and deliver a sustainable arts offer for Peterborough communities. Peterborough Presents is led by a consortium of seven organisations. Previously hosted by Vivacity, the programme is now hosted by Nene Park Trust and will be supported by, and complement, our growing Art-In-the-Park programme. The Programme Director and staff team are employed by Nene Park Trust and have access to work space at Nene Park and at Metal’s offices at Chauffeurs Cottage in the city centre. The other consortium members are: Eastern Angles Theatre Company, Metal, Peterborough City Council, Peterborough Council for Voluntary Services, Peterborough Diwali Association, and Voluntary Arts Network. The programme is also currently supported by a Critical Friend and the Audience Agency. Peterborough is the only place in the UK that is both a New Town and an ancient city. At its centre is a 900 year old Cathedral, and on the outskirts a plethora of ‘townships’ built in the 1970’s New Town development, which saw the city’s population double in a decade. With a current population of just over 200,000, it is now one the UK’s fastest growing cities. It is a mix of both the urban and the rural, old and new. It is both youthful and diverse. Over 25% of the population was born outside of the UK and over 35% are aged 25 or under. For example, Millfield, in the heart of the city centre, is home to a vibrant and very culturally diverse community. Over 120 languages are spoken and the local primary school was one of the first in the UK in which all pupils spoke English as a second language. Parts of Millfield fall into the city’s CANDO area, an area of high economic deprivation. There is a growing number of pro-active community organisations who are keen to see the area improve and thrive. At the heart of Millfield is the Lincoln Road, a shopping hub populated with mostly independent, diverse businesses. This area has been, and continues to be, a priority place for Peterborough Presents to work.

Using data collected across the Phase One programme four areas were identified in which arts engagement was particularly low, for very different reasons, and in Phase Two Peterborough Presents delivered a hyper-local programme focussed in those four areas. The

aim is not to work just with the least engaged, rather to make it easier for them to participate whilst encouraging more active audiences to travel to areas of the city they might not be familiar with. The overall goal is to achieve an audience demographic that was in line with that of the city, and this approach has proved to be successful, with over 40,000 people attending or participating in the Phase Two programme whilst digital output has a reach of over 200,000. Qualitative feedback is equally positive, with over 90% of respondents giving our activity the highest rating. We are regularly welcoming new people whilst getting to know familiar faces who are growing a cultural habit through attending our projects. Recent projects include: • The Millfield Link Project funded by the National Lottery Heritage Fund, to restore a street

mural. The restoration is supported by a programme of community collecting that will collect the stories and experiences of the city’s diverse communities. The project will culminate in an artist-led installation that animates the stories.

• The Millfield Festival: an annual community arts festival programmed with and for local residents.

• Week of Wanders: as part of Wellbeing Week, a series of artist-led barefoot walks in Nene Park.

• Hampton Makes Music: family friendly music workshops alongside the development of a songwriters network

• #1000 Moments: a digital campaign encouraging Peterborough residents to be more positive about the city by sharing their favourite memories of living here. The collected moments will be recreated, beginning with the memory of a resident who was Bretton Festival Princess in 1995.

Having found a model that works, our approach for Phase Three is threefold: 1. Embed the projects that have the long-term potential to transform arts engagement

• Sustain the Millfield Festival, with a renewed focus on enabling the local community to showcase their own creative activities.

• Broker relationships between venues in Millfield and local creative producers. • Administer a small commissions programme focussed on the Millfield area and assessed

by a community panel. • Grow the #1000 Moments project into an ongoing programme of events in which

residents can nominate their most memorable local experiences to be recreated. In keeping with our roots as an action research programme, we are keen to explore how community led commissioning can be delivered digitally and how, through a system of nomination and voting, we can allow people from across the city to be actively engaged in shaping our events programme.

• Deliver six artist residencies using the process developed in Orton. As in Phase Two, the residency locations will be chosen based both on attendance at existing activity and the demographic of the area. A particular focus will be around testing our model in more rural areas, working in some of the isolated villages that surround the city.

3. Share our learning and enable others • Small commission programme. • Talent and skills development programmes:

o Area focussed small commissions programme with mentoring support provided to all recipients

o More volunteering opportunities and paid project assistant roles to support specific projects.

o An online resource bank providing information on marketing, fundraising and event organisation.

Peterborough Presents was established in 2014 as part of Arts Council England’s Creative People and Places programme. It is currently in Phase Two and funded until November 2020, with Phase Three funding confirmed to November 2023. Engaging our communities Nene Park will be a beautiful, accessible and enjoyable place that, as well as providing opportunities for healthy relaxation and learning, also provides excellent facilities and an exciting range of events and activities. 3. Developing our resources Nene Park Trust will be recognised as an innovative and inspirational charity that invests in its people, its processes, its sustainability – and most of all its Park. 4. Growing our Park Nene Park Trust will be recognised as a collaborative and commercially minded charity operating as a key regional partner.

These four pillars are broken down into ten specific business goals, which then flow into a number of specific objectives – 35 in total – which we are committed to delivering. Underlying

all of these is a need to ensure smarter working, financial sustainability and an increase in the range of activities offered throughout Nene Park. Our Business/Action Plan sets out the Trust’s key strategic priorities over the next five years, and the projected financial impact of delivering on those objectives. It identifies the top priority as to return to a sustainable breakeven position with by far the largest contribution coming from the generation of additional income. Two key sources have been identified, namely: Making more of the Trust’s charitable status through various fundraising initiatives. Ensuring the Trust obtains maximum value from its existing assets, including the

development of new sources of income from existing facilities. In addition to the overriding priority to return to a sustainable breakeven position, six other key priorities in the Business Plan are: To improve the visitor experience and accessibility for all where the impact on

beneficiaries significantly outweighs the investment and conserves the natural environment.

To build capacity and work smarter. To grow visitor numbers outside the peak times of year and create stable income

streams outside the peak season. To maintain and improve our Park infrastructure and aesthetics. To spread the demand by increasing the quality in other areas of the Park. To develop the business. Job Description

Job title: Programme Director, Peterborough Presents

Reporting to: Nene Park Trust Senior Leadership Team Member

General purpose:

• Lead and deliver an innovative and relevant community led programme, ensuring communities in Peterborough have access to opportunities to create and experience great art.

• With support from the Consortium and Nene Park Trust, write a new Business Plan for delivery of the Phase Three programme.

• Lead on raising partnership support from earned income, businesses, trusts and foundations, and other public sources to support delivery of Phase Three.

• Take principal responsibility for fundraising to ensure sustainability of the programme from November 2023.

• Take day-to-day responsibility for direct delivery of the Peterborough Presents programme, facilitating the Consortium and other key stakeholders, budget control and evaluation, and line-managing and supporting the staff team.

Key deliverables:

Business planning and governance

• With support from the Consortium and Nene Park Trust, develop and implement a new Business Plan for delivery of the Phase Three programme.

• Facilitate the Peterborough Presents Consortium, including ensuring effective communications and transparency, and planning meetings and providing written progress reports as required.

• Lead on the day-to-day relationship with funders including Arts Council England, ensuring the programme meets the delivery and reporting conditions required in an accurate and timely manner.

Programme Delivery

• Lead the successful delivery of a high-quality artistic and community co-created programme that builds on existing programmes and engages local audiences, is artistically ambitious and raises the profile of the arts both locally, regionally and nationally.

• Develop the strong creative offer, including empowering community decision-making, an innovative programme of arts events, projects and activities, the effective use of community commissioning panels, and connecting to communities in different and relevant ways.

• Provide strong leadership and performance management, and support the development of the staff team and the volunteer and commissioned programmes.

• Lead on marketing and audience development for the programme, supporting the staff team members with delegated responsibility for this.

• Commissioning and supporting artists to develop their practice, undertake distinct programme activities and facilitate the ongoing involvement of the community.

• With the support of the programme team, take an active role in event planning, facilitation and delivery of events and activities.

• Take day-to-day responsibility for ensuring all programme activity complies with current legislation

including those relating to Health and Safety, Equality, Safeguarding, GDPR and insurances, within the organisational framework of, and supported by, Nene Park Trust.

Fundraising and Financial Management

• Lead on raising partnership support from earned income, businesses, trusts and foundations and other public sources.

• With support from the Consortium and Nene Park Trust, write a new Business Plan for delivery of the Phase Three programme.

• Build strategic partnerships with a wide range of stakeholders across the community, cultural, charitable, and public and private sectors and explore alternative delivery models to ensure the future sustainability of the programme.

• Oversee the effective management of the programme budget, ensuring maximum efficiency and value for money.

Evaluation & Monitoring

• Develop and oversee the effective delivery of the Peterborough Presents evaluation framework, including ensuring the effective audience data capture and reporting to funders as required.

• Play an active role within the Creative People and Places national evaluation network, including the peer learning network, submitting case studies and representing the programme at conferences and events as required.

• Represent and advocate for the project externally through speaking engagements and participation in local and national forums.

• Build environmental sustainability into delivery of the programme. • Any other duties as reasonably required in the effective delivery of the project.

Personal Specification

Requirements – experience:

• Creative Leader and enabler with significant experience of managing large, complex projects in an arts/cultural context. Experience of the commissioning of artists and arts organisations and the management of commissions.

• Passionate about community and the value of art and culture in making a difference to people’s lives. • Development and implementation of an artistic vision in collaboration and partnership with multiple

stakeholders across the private, public and voluntary sectors. • Proven commitment to diversity and equality of opportunity. • Track record of fundraising and income generation from a variety of sources. • The ability to take an open and collaborative leadership approach, enabling community decision-making by

building relationships and trust. • Track record of engaging communities as decision makers and creators. Ability to adapt to local needs,

including the changing demographics of the city. • Experience of planning and managing large-scale budgets and business planning. • Experience of developing and managing teams of staff and volunteers with a wide range of voices, from a

wide range of backgrounds.

Summary of Terms and Conditions This summary is given as a guide and is not intended to form part of a contract of employment. Peterborough Presents aims to promote equality of opportunity and welcomes applications from diverse candidates with the right mix of talent, skills and potential. The Programme Director will be initially employed on a fixed-term contract to October 2023 with the possibility of an extension subject to successful fundraising for future delivery phases.

Salary Salary £38,813 - £42,683 per annum (dependent upon experience). Hours of Work This is a full-time, fixed-term position, working 37.5 hours per week. (Contract may be extended subject to funding for future phases). Applications for part-time/ job share and flexible working will be considered. Frequency and Method of Payment Salaries are paid monthly on 26th of the month direct to your Bank or Building Society account. Holidays There is an entitlement of 33 days’ annual holiday (pro-rata for part-time staff), which includes Bank Holidays. The leave year runs from 1 February in one year to 31 January the following year. Sickness Benefit Nene Park Trust has a comprehensive sickness benefit scheme. Pension Scheme The Trust will provide you with access to its pension scheme, which exceeds the minimum auto-enrolment Government requirements. At present, an employee's minimum contribution is 3% of gross salary, though you may choose to contribute more, and the Trust contributes 10% of employees' gross salary.

Life Insurance The Trust provides life insurance cover for each member of salaried staff of five time’s annual salary in the event of death in service. Policy on Smoking The Trust operates a no-smoking policy. Probationary Period You will be employed initially on a six-month probationary period. Should either party wish to terminate the employment during this period, one week’s notice will be required on either side, except for summary termination for gross misconduct. Notice Period Eight weeks by either party after satisfactory completion of the probationary period. Training The Trust’s Learning and Development Programme provides opportunities for all staff to undertake appropriate professional skills update training in relation to their role through an agreed performance and development review process.
