Following the £1m award to tackle social exclusion across the Greater Cambridgeshire and Peterborough Local Enterprise Partnership Region, Peterborough CVS are recruiting a Project Performance Manager to support the Employability Programme on behalf of Peterborough Plus VCSE Consortium.

Peterborough Plus, a partnership of over 40 voluntary and community organisations, will be delivering a programme of support called ’eMploY-ABILITY’ to support a significant number of those furthest from the labour market back into work by offering innovative, personalised support with a tailored package of barrier busting interventions, designed and commissioned with participants

We are looking for an experienced, proactive Project Performance Manager to manage the performance of partners against SLAs, supply chain management and monitor expenditure claims and evidence to ensure programme eligibility requirements are met and to co-ordinate day-day operations across programme team.

The post holder will need to demonstrate experience of dealing with significant projects and have an extensive understanding of measurement, monitoring & evidencing performance and outcomes data, ideally gained by managing a Lottery and/or European Funding programme.

The programme is set to go live in January 2017, so we are keen for a Project Performance Manager to join us and be part of this exciting & innovative programme from the outset.

Job Description

Job title: Employability Project Performance Manager

(Building Better Opportunities)

Contract: Fixed term until 31/12/18 (reviewed in line with funding in November 2018)This post is funded by the Big Lottery Fund and European Social Fund

Salary: £25,500 - £27,000 per annum (based on 37hrs per week FTE - salary will be pro rata based

Job purposeThe role will hold responsibility for all aspects of performance management across the programme, internally and externally; collecting, monitoring and reporting against all key criteria, targets, outcomes and KPIs on the Employability Programme. Ensuring that all Big Lottery/ESF criteria, processes, and standards are met and ultimately ALL claims against funding received are successful.

Managing the processes for procurement & supply of ‘barrier busting/spot purchase’ services ‘for participant interventions’

The Project Performance Manager will play a pivotal role and be a key contact for partners, in connection with achieving performance across the programme - ensuring that all partner organisations perform in line with the programme objectives and SLA requirements, working to achieve targets & the best outcomes for participants.

Main dutiesResponsible for managing and reporting on the performance of the Employability

Programme working with partners so that we as a lead organisation and our partners:

1. deliver the outputs, results and outcomes in the project proposal - on time, within budget and to agreed standards

2. contribute to the quarterly reports for the Big Lottery Fund - ensuring Employability

partners adhere to the completion of reporting within guidelines and on time.

3. monitor programme performance to ensure it meets the funders’ requirements across ALL aspects including around sustainable development, equalities, publicity, and eligibility

4. contributing to resources and guidance ongoing

5. maintaining and building relations across the delivery network, key organisations

and the community

Main areas of responsibility Key contact for programme in relation to ‘performance’ standards, processes,

criteria and compliance

Provide partner support in respect of eligibility verification - working to agreed

standards, to ensure that all queries are resolved swiftly and only ‘eligible’

participants proceed with funded support via the programme.

Manage and monitor the performance of partners against SLAs, including

expenditure claims and evidence to ensure programme eligibility requirements are

met and claims are successful

Report on all aspects of ‘non delivery’ across programme, working within identified

frameworks and policies. Recording, taking action and implementing change where

needed.

Ensure all aspects of programme are working with ‘current/valid’ forms, resources

and with correct guidance/compliance measures. Review, update and inform across

programme. Ensuring all controlled documents are registered for quality &

compliance purposes.

Manage, develop, deliver and audit the ‘procurement processes in relation to ‘spot

purchase and barrier busting’ interventions and general procurement on behalf of

the programme. Adhering to the procurement standards required by the programme

funders.

Collect, collate & prepare data, information and evidence for partner meetings,

claims, funder reviews and stakeholder events.

Schedule & prepare agenda and data for governance forums – ensuring that

frequency, representations and outputs meet with governance guidelines agreed in

the programme delivery.

Data & Systems: ensure all aspects of the programme are adhering to immediate

and future data haring & storage guidelines, identified, in relation to Peterborough

Plus membership and programme partner requirements.

Ensure that programme partners maintain and a hold the correct credentials to

engage as Peterborough Plus members and as programme partners. Requesting

evidence where required.

Provide input in relation to programme performance on behalf of Peterborough Plus.

Manage the purchase order and invoice process to ensure internal and external partners payments are made within agreed timescales.

Monitor & report compliance with delivery & governance plan across the delivery network

Monitor & report on quality assurance framework is implemented, including undertaking quality assurance checks and audits around sustainable development, equalities, publicity and eligibility. This will be achieved with support and input from the Quality & Compliance Officer.

co-ordinate day-day operations across programme team

Other Contribute to the wider learning of the Building Better Opportunities Programme by

sharing learning across the Peterborough Plus BBO team and with other projects in the Greater Cambridge Greater Peterborough Local Enterprise Partnership (GCGP LEP) area through network meetings

General To attend team meetings, training courses and conferences as required, including

monthly ‘Partner’ reviews as required.

To carry out any other duties in accordance with the nature and scale of the post as may be required from time to time
