A. Mission and Relationship to Riverside City College
Riverside Community College District Mission Statement
Riverside Community College District is dedicated to the success of our students and to the development of the communities we serve. To advance this mission, our colleges and learning centers provide educational and student services to meet the needs and expectations of their unique communities of learners. Business Discipline Mission Statement
The mission of the Business Discipline is to provide learning opportunities for preparation, promotion and professional growth in occupational and professional programs in business and related fields. This will enable students to be more knowledgeable, technically proficient, and successful in employment as well as to provide a base of courses for transfer to baccalaureate degree programs in business. Paralegal Studies Mission StatementThe mission of the Legal Assisting disciplines is to provide a core of diverse competencies academic in nature, which will provide practical, analytical, organizational, and professional skills, will facilitate our graduate’s transition and preparation to competently perform a significant role in the delivery of legal services. Recognizing the need to improve and increase access to the legal system, students graduating from our program are educated in both substantive and procedural aspects of the law, which foster their capabilities to perform services that meet the needs of the legal environment.

Comments:
The Business Discipline’s mission closely aligns with the District mission in that student success is at the core of everything the Discipline does. We are extremely dedicated to the educational success of our students, but we also recognize that the courses we teach and the programs we offer are ones that enhance our students’ current employability, promotion opportunities in their current jobs and their ability to be successful in their employment.
The Riverside City College Mission Statement refers to offering ‘career preparation and technical programs leading to certificates or associates degrees”. We strongly support the college’s mission by offering a wide variety of courses that help the college achieve that vision. Our courses and programs are the starting point of successful educational experiences in business and business careers for our students and emphasize critical thinking in business situations. The Business Discipline recognizes and believes strongly that excellent communication skills, also referred to in the College’s Mission Statement, are essential to success in a business career. We believe that business knowledge without the ability to effectively communicate that knowledge is a prescription for failure in business, therefore we place strong emphasis on communication skills in our classes through in class and online discussions and written assignments. The College’s Mission Statement also refers to promoting a “community and global awareness” among students of the College. Our courses and programs heavily emphasize local business successes and failures to illustrate key concepts in our curriculum. We believe that all business is global and, in addition to our very successful International Business Program, we also place strong emphasis on global business and the global economy in our other courses. The Business Discipline’s courses also provide a solid base for students transferring to four year universities seeking to earn a Bachelor’s degree in Business Administration.
The Business Discipline is dedicated to both the current and future educational and employment success of our students and to the success of the District and College in their efforts to achieve their missions and visions.
B. History
Began offering International Business Certificate pattern, 2007-08 Began offering Operations & Production Management Certificate pattern,
2007-08 Entrepreneurship “Fast Pitch” competition which awarded 5 students
grants to start their own business, based on competitive presentation of their business plan. This followed their participation in 6 seminars on building a business plan. Fall 2008
Awarded a $90,000 grant to expand the “Fast Pitch” presentation which allowed the department to award seven additional grants to students presenting their small business plans. 2008-09
Developed and launched a “Virtual” Small Business incubator

(www.rccvbi.com) to provide online services to Inland Empire residents seeking assistance in starting their own small business. 2009

Due to the serious budget crisis in California, the college has had to make course section cuts that have had a serious negative effect on student access. Over the past two years the cuts have been relatively proportional at the college, but some departments somehow were allowed to only cut about 8% of their offerings when this Department cut in excess of 12% . Section cuts in the fall of 2011 were over 20% compared to fall of 2010. For the past two years the cuts have prevented full-time faculty from being able to have overload assignments at their previous (preferred) level.
We have in essence eliminated the Real Estate program at RCC because cutting those sections did not take away the assignments from full-time faculty. The two-year schedule rotation which was presented in the fall of 2010 was not followed, because we simply did not offer enough sections in the department. There has been a new schedule rotation matrix developed which has courses being offered once a year when they were previously offered two or three times a year. Other courses are now on a once every other year rotation.

The development and review of the PLO / SLO tracking matrix proved to be very enlightening. We now realize that many SLOs are appropriate when we are only looking at the course level outcomes, but when these SLOs are reviewed in light of the PLOs, it has been determined that we must go back to the Course Outlines of Record and revise some SLOs in order to make them more supportive of current PLOs, while continuing to fit the courses. This revision and review will become a goal for our next CIPR.
In the last comprehensive program review, the business program submitted five major goals for the 2009-2014 time frame. Since then, the program review process has switched to a college based format and the goals are now recognized as too general and too dependent on District-wide resources which are no longer available in the current fiscal situation.
While the identified goals were appropriate in 2007, the climate has changed substantially and we can no longer justify goals which were heavily weighted toward growth and expansion. We are still committed to such things as maintaining ties to the community, enhancing pathways to high-wage jobs, seeking alternative funding sources, and enhancing the college image at the state and national level.
New goals for the next two to three years will focus on efforts to Regain sections that were cut due to budget considerations, Expand curriculum in areas relevant to building a stronger local economy (e.g.
entrepreneurship and marketing) Make needed revisions to SLO’s as a result of our discussion and analysis. Improve the capstone course concept Seek external funding to become a “Center of Excellence” for Entrepreneurial

C. Data Analysis and Environmental Scan
The WSCH/FTES data is also referred to as “efficiency” which indicates that the discipline has continued to improve efficiencies over the period since the last comprehensive program review in 2007. In the fall 2007 term efficiency was at 441 WSCH/ FTES and as can be seen from the graph below, it steadily increased over all primary terms and at the last reporting period (Fall 2010) it was at 701 WSCH/FTES. This is substantially higher than the District and College target of 525 averages 576 over the time period studied.
The student success and retention data are presented below for fall terms from 2007 through 2010. These percentages are similar to, but slightly lower than, the Riverside and District averages for Retention and success. When looking at the trendline for the data it is obvious that both retention and success are improving for the programs included in this review.
Based on the October 2010 study by Dr. Myung Hwa Koh the results indicate that students taking BUS 10 (largest number of sections of all offered classes), are underprepared for college level Math and English. Sixty-eight percent are below college level or have no test scores. The math placement results are similar in that 74.4% are placed at below college level or have no test scores.

The efficiency of the programs reviewed is excellent when compared to the goal of 525 WSCH/FTE The average over the time period of Fall 2007 through 2010 is 587 WSCH/FTE and has been steadily increasing over the entire time period to the point of 701 for the last fall for which data are available.

Fill ratios for the period being reviewed are shown below. The average for the District for the same time period is 76% and the program average is 79.5%. With this strong fill rate and extremely high efficiency rate, the program is performing very well when compared to the District averages. As would be expected, throughout the District the fill rate trend is on an upward slope. As long as the economy continues as it is and as long as the state continues to restrict enrollment at the community college level, we anticipate these figures will remain the same. Forecasts indicate the economy will not show signs of strength for at least a couple more years.

Degrees and certificates granted over the period reviewed are shown below in both table and graphical format. It is apparent from the graph that the number of degrees and certificates granted increased dramatically in the 2008-09 academic year, then fell off some in 2009-10. We have concluded that this increase in the completion rate was the result of full-time faculty making an extra effort in the 2007-08 year to encourage students to apply for certificates and graduation.
One of our goals is to develop a method which would assist students in knowing how close they are to completing a program, therefore providing encouragement to complete their program.
A major concern is that due to several reasons, including section cuts, a fall in the Real Estate market, and the fact that there is no full-time faculty in the Real Estate (RLE) program, that program has taken a significant “hit” in the offerings. We can only afford to offer one course (out of seven) per semester.
The PAL program is a degree only program, so all of the completers are students who have earned an AS degree.

There has been a steady and substantial decline in the number of sections offered in our program areas. While this is a characteristic common throughout the district, our program has suffered disproportionally more cuts than other areas at RCC. There has been a 28.5% reduction in our sections offered over the time period represented. There is a likelihood that completions will also be reduced because fewer sections are available for students. The drop in completers in 2009-10 could be the beginning evidence of such a problem. We do not have a way to determine the relationship or to know if in fact the relationship might be causal.

During this time period, the program area added three new certificate / degree patterns. Operations and Production Management is currently a small area, but as the overall program strengthens, this certificate / degree should increase in the number of completers. This certificate is designed to help in the management of all businesses through “Knowledge Based Management” and “Competitive Analytics”. The most significant obstacle to completing the certificate pattern is MAG 72, which is a quantitative analysis course. Our current student population simply is not prepared for the level of math skills required in that course. This program area deserves continued support because of the dramatic need to improve the competitiveness of businesses in the U. S., especially in the Inland Empire.
The international program is an area which also seems small, but is critical to the success of all businesses in the future. Should we mention how new the program is and how it has grown in a short time? The Human Resource program has been essentially an “instant success” with 22 completers in it’s second year. One unique characteristic of this certificate is that many of the students completing it already hold a baccalaureate degree but require a “certificate” in HR to be competitive in the job market.
Our intention is to replicate the efforts of our CAT program colleagues and begin offering graduation assessment workshops for students in our program area. There are very good functions built into WebAdvisor that students are unaware of and these workshops seem to be very successful in identifying how close our current students are to obtaining a certificate or degree. Efforts will begin during the spring of 2012 (Fall 2011?) to advise students regarding their proximity to certificate and degree completion.
Another facet of our program is the “one subject” nature of our offerings. Many students come to take one class, simply for the skills obtained from that class which enable them to be more competitive for promotions and employment.

D. Programs and Curriculum
The members of the RCC Business Discipline systematically reviewed and updated all CORs for which one of the RCC faculty was a course originator. At this point over 40 of the nearly sixty CORs have been updated in Curricunet. Since the approval process is a District-wide process, some approvals are still pending. Revisions are still pending for CORs that have “Course Originators” from one of the other colleges.
All PLOs have been reviewed and SLO / PLO tracking grids have been reviewed / revised / approved by the RCC faculty. The current PLO tracking grids are attached as “Attachment B” The COR review list is found as “Attachment C”
Since the last CIPR, this program has added the International Business certificate, the Operations & Production Management certificate and the Human Resources degree and certificate. The first two listed are locally approved certificates. It is the intention of our program to obtain state approval for the International Business certificate as a state approved certificate and degree. There has been difficulty in gaining approval a t the District level because some of the required courses had not been updated. This CIPR process has now accomplished the COR updates, so the process will be restarted.
This program area was also instrumental in obtaining a very small grant to encourage faculty in two other program areas to develop entrepreneurship certificates (local approved) in their areas collaboratively with both areas.
Currently there is a revision in two certificate / degree patterns in Entrepreneurship and Supervision & Management specifically for Cosmetology students which have gotten approval and will now enter the CurricuNet approval process.
Additionally, a new certificate and degree in Entrepreneurship should obtain approval this academic year.
The discipline faculty have agreed to delete the Insurance program from our course catalog and the curriculum process to do that will begin during this academic year. This decision was based on the general failure of the program statewide due to lack of interest among students. We believe the initial research supplied to community colleges, which indicated there was substantial industry and student interest, was flawed.
Nearly all of the COR’s have been updated for courses offered through this program at RCC. This process identified some courses which needed to have SLOs revised. This is considered a major modification so they are in the CurricuNet approval process at this time. Two program areas did not have the CORs updated one of them is Real Estate. Those courses are now primarily offered at Norco (due to budget cuts). The other area is Paralegal and progress is being made to accomplish their review by the end of this semester. See “Attachment C” for list of current status of all courses.

The offerings of courses is no longer adequate to expect students to progress through the programs at an acceptable rate. Budget cuts have severely reduced the sections offered in our program area and we anticipate that while this budget crisis continues, students will take longer to complete programs. When some required courses will be only offered on an annual basis or even every other year basis, some students will be forced to wait as much as another year or even two years to find a class in the rotation that fits their schedule requirements.
Content reviews for PCALs have been completed for six of the twelve courses that have PCALs. These revisions will be entered into CurricuNet this fall. The following courses still need PCAL reviews, but faculty have been assigned to complete the task and should be completed by the end of fall 2011.

E. Student Learning Outcomes Assessment
The program has continued to assess course level SLOs in all major courses and most courses that have been offered during the past four years. We have been roughly following the SLO assessment schedule established when the Discipline was District-wide. Most courses have been assessed on a more frequent basis than planned in the schedule established in 2007. All of the faculty who participated did perform individual evaluations of the assessment results. What needs to improve is the overall discussion of assessment results with all of the discipline faculty, particularly those teaching the same course. We have begun to address this deficiency with regularly scheduled Discipline meetings specifically for this purpose.
The SLO assessments started with direct assessment in the “core” courses but we experienced some difficulty in tabulating and assessing the data, due to different methods of administering the assessments. This difficulty was overcome by moving to indirect assessment, which was used for several years. We are now moving back toward direct assessment in all classes.
The biggest problem encountered is not having a standard format or repository for collecting, tabulating and analyzing the assessment results from many courses and many faculty. We have tried using Survey Monkey as well as a data base created by the CIS faculty. This issue is still not completely resolved and seems to be a District-wide problem, needing District guidance and resources.

Results of a two year SLO assessment of BUS 20 was discussed during the 2010-11 academic year and the consensus was that there was no need to make changes in the course or instruction at that time.
The review of SLO assessment results on a section by section basis will be incorporated into a discipline review cycle, which will be established during the spring semester of 2012.
The discipline has developed student learning outcomes for each course and for each certificate, concentration and degree pattern and has updated the Course Outlines of Records (CORs) to reflect this as well as current format and content requirements. The discipline continues to review and update this process annually.
Additionally, Program Level Learning Outcomes were assessed during the Spring of 2011. This was completed by administering a direct assessment in a course identified as a “Capstone” course. The results and analysis are found in “Attachment E”.
When reviewing these results the faculty agreed that in the future the assessment must be administered as a required test for all course completers. The faculty agreed to continue this PLO assessment in the spring of 2012 with modifications as well as working with Norco and Moreno Valley to investigate using a required portfolio course as a capstone.
F. Collaboration with Other Units including Instructional, Student Services or Administrative Units (Internal)
During this time period, the program as offered cooperative events with the CITD, and Economic Development. We have also collaborated with the Cosmetology Program to update the certificate patterns customized for their students.
The program also wrote a grant in 2009 to develop locally approved certificates in other CTE program areas with an Entrepreneurial emphasis. The grant funded the development of three new cooperative certificate programs. One each with CIS, CAT, & Photography
There are also collaborative efforts to establish student cohorts to improve student success in the retention program on all three campuses. This involves cooperative scheduling and coordinated content with reading, math, business, and other subject areas.
The TP3, Renaissance and UJIMA programs are collaborative programs intended to increase the success rate African-American students in Business and related disciplines. This collaboration involves student services as well.
G. Outreach Activities (External)
The discipline accomplishes outreach to students, business, and the community through general information and through faculty member activities.

General Most outreach is coordinated through the outreach offices and counseling with the
high schools and various recruitment activities. The discipline has provided current information for slide presentations and other handouts as needed. The Paralegal Program throughout the year participates in several High School Career Day Fairs at schools within our District.
The series of five “Fast Pitch” competitions was successful in reaching a few outside agencies (such as the Chamber) and members of the community.
The District Web site, schedules of classes and annual catalogues remain the primary tools for student outreach and recruitment.
The discipline interacts with business and industry to address. This is done through the Advisory Committee process and through individual efforts.
An annual Paralegal open house has been held yearly throughout this time. Inland Counties Association of Paralegals conference Participation in the California Alliance of Paralegal Associations Conference
H. Long Term Major Resource Planning
The need to follow the current building master plan to complete the Physical Science and Natural Science remodels as the future home for Business programs is important to our future plans.
Institutional support to expand the entrepreneurship offerings and establishing RCC as a “Center of Excellence” in Entrepreneurial Business is critical to allow us to meet our future goals. Our program needs to be allowed to seek external funding to build an “Entrepreneurship Center” and a business incubator. We are seeking grants in excess of three million dollars to start the program.

Support needed to accomplish these goals are: Review of the methodology for cutting sections and the return of section offerings
which will allow our program area to recover from the section cuts at a rate balanced to the excessive rate cuts. We need to be able to add sections back at a

rate faster than those departments that did not make their “fair share” of section reductions.
Assistance from the Grants department in locating funding sources to make RCC a “Center of Excellence in Entrepreneurial Business”. This should include special project resources or release time for faculty to develop the program and write the grant
Secondary effects funding for the Physical Science & Life Science remodel and commitment to the existing building master plan.
J. Recommendations to the Program Review Committee:
Now that this CIPR has been completed with RCC as one college, we believe the process will be much easier than before. Easy access to understandable data is important to this process. The data were hard to access because this review was completed as a revision to a three-college review we had to request new data.
We were notified in June of 2011 that the CIPR from the three colleges was “tabled” and we decided to complete the process as a “single” college we were rushed to complete a review that was considered “late”. This entire review was completed over the summer during off-contract time and over the during the first eight weeks of this semester. This has been an extraordinary effort to complete a year-long project in two months. If something like this happens in the future, some realistic considerations on the part of administration and the program review committee would be appreciated.

Analysis: The topical content review of MAG 44 specifically identifies a minimum of 11
elements which support activities necessary for effective organization development or change.
Thus, completion of MAG 44 will be advantageous to students entering BUS 70 / MAG 70 because the skills taught in MAG 44 are foundational to any management activity. Course requirements of MAG 70 to develop interventions in team building, conflict management, organizational change and role negotiation are enhanced by skills of leading, managing, motivating and decision-making provided in MAG 44.
Otherwise, it is expected that MAG 70 students have attained basic management skills as part of previous course work or employment experiences.
Although this is an advisory, all students, whether or not they have completed MAG 44, will be exposed to current organizational improvement interventions and standards in the course or course materials for BUS 70 / MAG 70 and can, with careful application and work, successfully complete the course.

PLO Assessment from Capstone, Spring 2011
The following describes the results from administering a PLO assessment in MKT 42 during the spring semester 2011. Ten students completed the online survey of 22 questions. Each of the 22 questions was tied to one or more PLO and one or more courses in the Business department. One of the students completing the assessment did so in such a way that we were unable to retrieve the scores of their survey, therefore the data will be treated as if there were nine students completing the assessment.

Shown below are three regression analysis graphs based on the survey data.
Graph 1: Assessment score as a function of time on task when completing the assessment instrument. This shows a fairly strong positive correlation, indicating that the longer students took in completing the assessment, the higher their score. The mean time taken to complete the assessment was 18.39 minutes and the median was 10.36 minutes.
The 74% R-squared value indicates a very strong influence. The change in the time taking the assessment accounts for 74% of the change in the score.

Graph 2: Assessment score versus the grade in the course. This is a positive relationship but is only moderately strong. 28% of the change in the score is a result of the change in the course grade.

Graph 3: Assessment score as a function of the units successfully completed in the declared major. This is also a positive relationship but it is very weak. Only 2.1% of the assessment score is related to the number of units successfully completed in the major.
General Observations:
The PLO assessment was administered in an online class and was developed as a survey. This made it difficult the “Harvest” the data, because the questions were not scored, only tracked for which answer was selected by students. In the future it is advised to make the assessment instrument a Quiz or test so the scores will be more easily identified.
While this is a summary of the data and a general analysis is included, additional analysis and discussion is necessary before any assumptions can be made.
This serves as an initial effort to track PLOs for Business programs and it is the first time we have designated MKT 42 as a Capstone course. It is recommended that discussion continues regarding this activity.
