CIP Code: 90401 Current delivery site(s) and modes: 51102, 85000 Proposed delivery site(s) and modes: National Chengchi University (NCCU), Taiwan Program Contact Information (name, title, telephone number, and email address): Seihill Kim, Associate Director for Graduate Studies and Research, 7-7037, [email protected] Institutional Approvals and Dates of Approval: Board of Trustees Academic Affairs and Faculty Liaison Committee – 12/17/2019 Full Board of Trustees – 12/17/2019 Commission on Higher Education (CHE) ACAP – 3/26/2020 Background Information Provide a detailed description of the proposed modification, including target audience, centrality to institutional mission, and relation to strategic plan. Description The current Master of Arts (MA) degree program in the School of Journalism and Mass Communications (SJMC) in the College of Information and Communications (CIC) at UofSC offers training in communication and journalism scholarship for those looking for a career in research in the communications industry or a doctoral degree in the near future. The current Master of Mass Communications (MMC) degree program in SJMC at UofSC offers skills and knowledge for a career in the professional world of communications. The degree program at National Chengchi University (NCCU) is the International Master’s in International Communication Studies (IMICS). For this dual degree, students will take courses at NCCU and UofSC and receive two master’s degrees

1) Either the MA or MMC from UofSC and 2) IMICS from NCCU

The IMICS degree at NCCU is 32 credit hours and its transfer policy for graduate programs allows >= 21 credit hours to be transferred in from another institution. As a result, NCCU students in the UofSC MA (30 credit hours) are required a minimum of 18 credit hours from SJMC to earn the UofSC MA degree and UofSC MA students will need to take a minimum of 18 hours at UofSC and 14 hours at NCCU to earn the IMICS. NCCU students in the MMC (36 credit hours) are required a minimum of 24 credit hours from SJMC to earn UofSC MMC degree and UofSC MMC students will need to take a minimum of 24 hours at UofSC and 12 hours at NCCU to earn the IMICS. Rationale With the fast globalization of the communication industries today, it has become essential for future professionals to understand global perspectives and cultural differences. This dual degree program will: o provide for an international collaboration in which students continue to grow as global citizens o increase the enrollment in SJMC’s master’s degree programs and o contribute to maintaining a globally diverse student body at UofSC This dual master’s degree programs will enhance UofSC’s reputation by: o increasing international student recruitment,

o expanding global learning, and o helping students succeed in an increasing interconnected world This dual degree program is the School of Journalism and Mass Communication’s (SJMC) first initiative in the East Asian region and there are plans to provide an opportunity to expand throughout nearby countries, which will significantly contribute to enhancing the reputation of UofSC in the region. There has been growing demand in the East Asian region for the opportunities to engage students in global learning and many western institutions today are competing intensely with each other to establish international collaborations and exchange agreements.

Assessment of Need Provide an assessment of the need for the program modification for the institution, the state, the region, and beyond, if applicable. Through conversations with the NCCU faculty and administration, they estimate enrollment of NCCU students would be approximately two (2) each year. From a survey of current students, we estimate enrollment of UofSC students would be about one (1) each year. Clemson University, College of Charleston, and Coastal Carolina University have communication master’s programs, but their programs are MA programs. In addition to offering a traditional MA program, SJMC has the only graduate program in SC that offers a skill-oriented curriculum and degree (MMC) which will be of interest to the NCCU students. Other colleges in the Southeast region offer dual degree programs, but most of them provide students with an opportunity to receive two master’s degrees from the same institution. This dual degree program offers students an opportunity to receive two degrees from two different institutions (UofSC and NCCU). We did not find a similar opportunity from other journalism and communication programs in the state or in Southeast. With the growing international business partnerships particularly with East Asian countries today, receiving the dual degree in a Chinese-speaking country can enhance not only students’ understanding of the Asian culture but also their employment prospects. According to SC Works, the estimated annual average percent change in employment in the midlands of SC from 2016-2016 is 0.61% for reporters and correspondents, 1.15% for broadcast news analysts, and 1.16% for camera operators, television, video, and motion Picture (https://jobs.scworks.org/). According to the U.S. Bureau of Labor Statistics Occupational Outlook Handbook, from 2018-2018, broadcast and sound engineering technicians are predicted to increase 8% and film and video editors and camera operators to increase 11% (https://www.bls.gov/ooh/). Some students in the skill-oriented degree (MMC) turn their practicums into full-time jobs after graduation, while others take the skills and knowledge gained during their practicum to pursue a different path. Our MMC students have been highly successful in finding meaningful work after finishing our program. For example, recent graduates have gone on to work with organizations such as APCO Worldwide, United Way, the American Red Cross, the Tampa Bay Rays, Fox Sports in Miami/Fort Lauderdale, WCBS-TV in Charleston, the San Francisco Chronicle, USC Athletics, Fleishman Hillard, and more. Specific jobs students have gained after graduating with their MMC include Social Media Community Manager for Main Street Hub in Austin, TX, Communications Director for a Congressperson in the U.S. House of Representatives, Digital Lead Advertising Account Executive for The McClatchy Company, Carolina News Producer for WIS-TV, Employee Engagement Manager for MGM Resorts International, and many others. Transfer and Articulation Identify any special articulation agreements for the modified proposed program. Provide the articulation agreement or Memorandum of Agreement/Understanding.

Explain how the enrollment projections were calculated. Enrollment projections were calculated from conversations with the NCCU faculty and administration. They estimate enrollment of NCCU students would be approximately two (2) each year. From a survey of current students, we estimate enrollment of UofSC students would be about one (1) each year. We expect about two NCCU students (one in the fall and the other in the spring) and one UofSC student in the dual-degree programs each year. Students will be able to complete both degrees within two years.
