8. Background of Establishment:
Akota Samaj Kallyan Sangstha (ASKS) is a non-government, non-profitable and non-political voluntary
social development organization. It was established in 1992 with the initiative of a group of educated social
activist with an aim to improve socio-economic status of the underprivileged peoples of the society. It is
founded on a set of believes concerning the basic problems of the rural people like-illiteracy, ill health,
unemployment, oppression/ civic inertia & environmental hazards. Peoples have their inherent power tosolve their own problems, but they lack opportunity, resources & civic rights. The development philosophy
of ASKS is essentially humanist, holistic and people-centered approach that aim to empowering people
through develop their potential inherent powers (intellectual, productive, physical & political/organizing) to
enable them to take responsibility of their self-reliance and sustainable development. ASKS believes on non-
directive, bottom up, integrated and participatory development frame work and acts as a catalyst with its
concerned people.
9. Vision, Mission, Goal and Objectives:
Vision:
The vision of ASKS is to building equitable society through sustainable development.
Mission:
Mission of ASKS is to ensure socio economic development by creating entitlement through skill
development, empowering by providing information & service support and safety net for the neglected.
Goal:
The goal of the organization is to reduce poverty and to promote sustainable development.
Objectives:
As per approved constitution, ASKS sated the following objectives to achieve the goal:
Creation of employment opportunities through skill development and credit support program for
income-generation.
Ensuring Literacy, Continuing Education (CE) for those, who did not have the opportunities to be
enrolled, drop outs and peoples with special needs.
Awareness building regarding legal aid, democracy, good governances, health care, sanitation, use
of safe water, gender issues, safe sex and HIV/AIDS.
Natural disaster management, food security, advocacy, research and technology improvement.
Strengthening local government, monitoring, evaluation, civil society initiatives, community based
organization.
Organize local initiatives for production of goods and services for income generation. Organize cultural activities and sport events.

Strategies:
Organizational strategies vary from project to project. However, common strategies are:
Assesses needs and identifies problems to design programs as per needs to solve the problems.
Organize groups and motivate them to involve them in some non traditional activities.
Provide literacy and post literacy to equip the members to orient with new better technology.
Organize training programs for skill development, empowering and for creating entitlement.
Providing support and creating environment for leadership development.
Create fund from the members, receive donations, working in cooperation and collaboration
with the government departments, search project grants from national and international organizations
for the programs.
Organize relief and rehabilitation programs as a part of safety net for the distressed in the
project area.

Akota Samaj Kallyan Sangstha (ASKS) has been implementing the following projects/ programs incollaboration and cooperation with government departments and by using its own resources. Details of the

12. Working Area:ASKS is working both in urban and rural areas. It is implementing its developmental initiatives in 32
villages under 5 upazilas of 4 districts in Bangladesh. The rural villages are typically remote and backward
in character. The organization wants to expand its activities with the total territories of Bangladesh. The
information of the operational district of the organization is given below:

13. Target Population:ASKSs target beneficiaries are mainly resource poor and underprivileged women and activities are
mainly directed for the empowerment of women & upliftment of their position in the society. But it
also works with male and children separately of the poor families in the community.
14. Management Structure:
ASKS is well structured organization in democratic nature as per approved constitution of the
organization. The organization has four principal management organs that are describing below:

General Administration
General Body:
General Body is the highest policy formulation body of ASKS and consists of all the general members
of the organization. The Body consists of 31 (thirty one) members. It meets once in a year to review and
approve plans, budgets, expenditures and progresses, and also formulate policy decisions and elects
Executive Committee for 2 years.
Advisory Body:
The Advisory Committee of ASKS consists of 3 members. The committee formed with intelligent,social worker and honorable persons. The responsibility of the Advisory Committee is to advice and
provides proper guideline to General Committee and Executive Committee. The members of the
existing committee are:

Executive Committee:
ASKS has its 11 (eleven) member Executive Committee (EC), elected for 2 years by the General Body.
The EC meets quarterly to approve and review the quarterly plans, budgets, expenditures and progressesand makes policy decisions. The Executive Director materializes the decision through her staff and

General Administration:
General Administration of ASKS is managed by the Executive Director and is accountable to the Executive
Committee. S/he is the chief executive of the organization and is responsible for overall administration of
the organization. S/he executes all decisions of EC and program activities through permanent and project
staff. ASKS has a good number of permanent staff, project staff and volunteers. All offices of ASKS are
directed by the Executive Director There are two types of staff such as head office staff and field level staff.
The field level staffs are accountable to ED through Chief of the Branch Office . The central office staff are
directly accountable to the Executive Director.
15. Staff Strength:
ASKS has a good number of staff (full time and part time) and volunteers. There are central office staff and
project staff. ASKS has qualified, experienced, and skilled, trained personnel who have long practical
experiences in the field of rural development and project management. It has a total of 71 different level

16. Policies Available:
ASKS operates all of its activities under specific policy guideline. Usually policy directives are
formulated by the general body in consultation with the executive committees. ASKS has its own:
Credit policy;
Management and administrative policy; and
Gender policyIn addition to those policies ASKS follows rules and regulations of CAMPW to run the business in a proper
way.
17. Available Resources:ASKS has already developed its resources and office facilities for smoothly running its
project activities. Most of its resources created for fulfilling the demand of area officesand increasing its office facilities.
Office Facilities:
ASKS is a local organization with sufficient office facilities in its working areas. Theorganization has 11 well-organized offices in Mymensingh, Tangail, Jamalpur and Dhakadistricts. It is another important support for the organization that helps to implement the
project activities.
Materials & Equipments:
ASKS has arranged its head office and other offices with necessary materials andequipments to meet the demand of the staffs. The organization is also sharing some of itsmaterials and equipments with other development organization. The resources are
properly using for lasting long and reducing the establishment cost. All the permanent andproject staff are receiving necessary support from the materials and equipments. The list

Training Facilities:
ASKS has one training hall room with accommodation at Nandanpur Hospital Road, Gopalpur,
Tangail. The training room is decorated with modern equipments and materials. The space of the
training room is sufficient to gather 30 people at a time. ASKS conducts regular training program on
different aspects such as micro credit, education, crop production, health and group management. We
also provide staff training for motivation, knowledge and skill to work in the most effective and
efficient manner. Both beneficiaries and staff training are arranged based on the demand of the
organization.

18. Work Experiences in various Fields:
ASKS is involved in integrated community development since its inception in 2001. ASKS gives special
attention to stakeholder participation community empowerment and capacity building of target beneficiaries
for improved their livelihoods. Presently, the organization is working in 4 districts of Bangladesh. The
programs that are implementing by the organization are agricultural development program, primary healthcare program, education program, micro-credit program, water and sanitation program, support for disable
program, training program, etc. for improving socio-economic status of the poor people. At present, ASKS
has been implementing 07 development projects with the support of different donors.
ASKS has been implementing the developmental projects with the support of government and national
development agencies. The organization has also working experience with different government agencies
like Directorate of Health and Family Planning, DNFE, DoF, etc. It gives special attention to stakeholder
participation community empowerment and capacity building of target beneficiaries for improved
livelihoods. Its strengths include gender focus in development, environmental friendly approach and ensuring
sustainability of development initiatives. Its capacity, resources and vision allow it to serve the resource poorcommunities in various rural activities that need them most. The general and overall projects implanted by

19. National and International Memberships:
This is a continuous process of awarding membership to those who are nationally and internationally
involved in development activities. Up to date enormous membership were received of linkage of
membership stood the followings:

20. Financial System:
Accountant is responsible to maintain all project account, prepare monthly/half-yearly/ annual financial
statement for submission to Executive Director for discussion, review and decision. The Executive Director
countersigns all vouchers and accounts, as he is finally accountable for project account to the Executive
Committee and ultimately to the General Committee of ASKS. Treasurer of ASKS has every rightconstitutionally to ask for any explanation or quire and supervises the financial management. Executive
Committee in its meeting discusses and reviews on written financial report submitted to them. The annual
financial report is submitted for open discussion to all general members of ASKS and is approved by them
after all clarification and explanation until they are satisfied. The account of ASKS is audited annually by
NGO Bureau authorized audit farm.
ASKS has been maintaining a standard accounts system in a transparent way. Accounts are audited in every
financial year (July June) by the government approved chartered accounting firm. It follows the financial
manual for operating payment, bank accounts, etc. The mother Bank Account is operated by the joint
signatures of the Chairperson, Treasurer and General Secretary of the organization with the help of
approved EC meeting resolution and the approved money is transferred to the project accounts as per theapproved budget. Following are the Bank Account and its detailed information:

21. Governance of the Organization:
Decision Making:
According to constitution of ASKS, general members of the organization play vital role in any decision
making for the organization. Any decision adopted by majority member in the annual general meeting, the
Executive Committee is constitutionally bound to follow their decision and implement it. Executive
Committee interprets, implement, follow-up, evaluates the decisions of the General Committee and report
them back after their task is over. Executive Committee takes the decision and gives decision within the
guideline set by the General Committee. Director of the organization implements the decisions taken by the
Executive Committee and by other set rules and responsibility given upon him as per constitution. He isaccountable to the Executive Committee.

Transparency and Accountability:
The responsibility of all project staff is distributed according to implementation plan and need of the project
and their duties and responsibilities are prescribed in their job description. Executive Director is responsible
for appoint, termination, suspensions, promotion, demotion and increment of staff. All project staff are
reportable and accountable for their activities directly to the Coordinator. Branch Managers during theirmonthly meeting provide their activity and financial reports, which is received and evaluated immediately.
New responsibility is again given upon him/her when planning for the next month. This is an on-going
process of responsibility and accountability for all organization staff.
Executive Director is accountable for his/her performance and progress to the Executive Committee. The
Committee gets overall report of the activities and finance of the project in their regular meeting, where the
Committee reviews and evaluates his/her past quarter activities and progress of the work assigned for the
period. The Executive Committee is accountable to the General Committee that meets annually to review
the progress of the projects and financial matters.
22. Planning, Monitoring, Evaluation and Reporting System:
Planning:
ASKS follows the participatory process in planning any project or program. The field level and mid level
staff plays a vital role in planning any program and project. The organization organize meeting with its field
level staff and managerial staff for sharing thinking and program design and collect their suggestions. Their
suggestions are considered importantly in the executive bodies meeting.
Monitoring:
In order to successful implementation of the project activities, the Coordinator in cooperation with Project
Officer will monitor the activities time to time. The Project Officer of ASKS will ensure time-to-time
monitoring of the activities for successful implementation of activities. The Branch Manager of the
respective upazila visits every field once in a month and prepares report on the findings of the visit and
submits it to the Coordinator. The Project Officer also make field visit in some pre selected areas and check
the Branch Managers activities. Then he prepares report on the visit and submits it to Coordinator. The
Coordinator visits to some selective project areas to overcome any adverse situation and provide necessary
suggestions. Then the Coordinator prepare a monthly monitoring report on the basis of the Branch
Managers and Program Officers reports and provide it to the Executive Director to take necessary action.
Evaluation:
Internal mid-term project review would be conducted with the project staff. The performance of the project
implementation would be evaluated after six month of project implementation. This is conducted for theorganizations own purposes. ASKS would also conduct a participatory internal evaluation at the end of the
project period for its own purposes. The organization form evaluation committee for conducting the project/
programs evaluation. The donor at the end of the project can conduct an external evaluation. The report
would be prepared and deliver to donor.
Reporting:
ASKS prepares monthly activity report, quarterly progress report and half-yearly narrative report for
understanding the progress of the planned activities. The organization also prepares annual report
combining the activities of different programs. The Coordinator with the assistance of Accountant will
prepare financial report for expenses and projecting the funding needs for next six months and submit to theExecutive Director. The Coordinator would submit the progress and narrative activity report and financial
report to the Executive Director within 2nd week of the successive month.
