Guaranteed Energy Savings Act

School District of Philadelphia 3

The Guaranteed Energy Savings Act (GESA) is way to decrease growing utility costs.

This is accomplished through a contracting process that enables mass building upgrades such as lighting, HVAC, water, etc. to be replaced through a budget neutral process.

These upgrades significantly reduce energy usage, which result in decreased utility spending.

The School District’s adopted sustainability plan, GreenFutures, includes implementation of an Energy Performance Pilot Project.

Project Outcomes:

‐ ‐Implement a Pilot Program to inform a larger project in future years

‐ ‐Use the project savings to address outstanding repairs in schools

‐ ‐Lower utility costs through installation of systems that use less energy

‐ ‐Improve Indoor Environmental Quality and Building Appearance

Next Steps

• Upon completion of construction, the School District, ECG and Noresco will begin it’s Measurement and Verification (M&V) phase.

• Measurement and Verification demonstrates how much energy the ECM has avoided using.

• The M&V process enables the energy savings delivered by the ECM to be isolated and fairly evaluated.
