This Pre-Feasibility Report (PFR) has been prepared for the proposed expansion of the integrated plant of Shyam Sel-Power Ltd. (a subsidiary of Shyam Metalics and Energy Ltd.) in Jamuria, Paschim Burdwan District, West Bengal, India. This multi-billion-rupee project aims to increase production capacity for steel, direct reduced iron (DRI), and power generation.

This pre-feasibility document was prepared in accordance with the environmental clearance requirements of the Ministry of Environment, Forests, and Climate Change (MoEF&CC) of the Government of India.

1. Details of the Proposed Capacity Expansion
This expansion includes increasing the capacity of existing units as well as adding new facilities (forward and backward integration):

  • Direct Reduced Iron (DRI) Plant: Capacity increase from approximately 0.3 million metric tons per annum (MTPA) to 0.45 MTPA and the addition of a new furnace.
  • Pellet & Sinter Plant: Increasing the utilization of the Sinter Plant to 1.11 MTPA and expanding the Pellet Plant.
  • Steel Manufacturing Plant: Adding new Induction Furnaces (2 × 15 metric tons + 1 × 7.5 metric tons) and an Electric Arc Furnace (EAF) with a capacity of 400 thousand metric tons per year to diversify products.
  • Rolling Mill & Pipe Plant: Expansion of the rolling mill (wire rods to 0.3 MTPA, long products to 0.5 MTPA) and an increase in the DI pipe plant capacity to 0.25 MTPA.
  • Power Plant (Captive Power Plant): Addition of a waste heat recovery power plant (WHRB 86 MW) and a CFBC (94 MW) to support a self-sufficient supply of green energy.
  • Additional Unit: Installation of a Cement Grinding Unit (1.2 MTPA) for the utilization of fly ash and slag.

2. Site and Infrastructure Feasibility

  • Site Location: Dhasna/Ikra/Damodarpur Village, Jamuria Subdistrict, Bahadurpur Post Office, Paschim Burdwan District, West Bengal.
  • Transportation Connectivity: The nearest logistics access points are Raniganj Railway Station (~10 km) and Kazi Nazrul Islam Airport, Andal (~15 km).
  • Water Resources: Water required for operational processes (make-up water) is sourced from groundwater supplies or the nearest river corridor (Damodar River) with permission from the relevant water resource authorities.

Raw Materials: Iron ore requirements are supplied from mining regions in Odisha (such as Barbil) and coal from Central Coalfields Limited.

3. Labor and Environmental Aspects

  • Employment: The project will create additional jobs for hundreds of direct workers during the construction and operational phases, as well as indirect employment opportunities in logistics and support services.
  • Environmental Management Plan (EMP): In accordance with the guidelines of the West Bengal Pollution Control Board (WBPCB) and the Ministry of Environment, Forest, and Climate Change (MoEF&CC), the company mandates the establishment of a Greenbelt covering at least 33% of the total project area, as well as the implementation of Zero Liquid Discharge (ZLD).
