1. DEVELOPMENT RESEARCH & TECHNOLOGICAL PLANNING CENTER

Development Research & Technological Planning Center (DRTPC) was created through research cooperation that coincided with the era of peace in 1977, responding to the initiative of the late President Anwar Sadat, between Cairo University and Massachusetts Institution of Technology (MIT), USA under its "Technology Development Program" and sponsored by the USAID in Egypt.

The main objective of this cooperation was the establishment of a common research program that consisted of 14 national research projects undertaken between Cairo University, MIT and the relevant Egyptian Ministries, aiming at analysing, planning and managing the immediate development programs in Egypt at the time. The wider goal was to establish an institutional framework, in the form of a self autonomous independent research center under the name" "Development Research and Technological Planning Center (DRTPC)", that would take the lead in sustaining this initiative after termination of the above mentioned Program and Projects..

Although DRTPC was only formally founded in 1979, Cairo University/MIT Research Program with its 14 projects had already started in 1977, in temporary locations hosted in the Faculty of Engineering, Cairo University. It moved to its present location by the end of 1979, with the formal opening by Deputy Prime Minister and Minister of Planning taking place in January 1980.

For the past 32 years, DRTPC has conducted hundreds of research projects, consulting studies and training contracts in the fields of transport planning and engineering, water resources, industry, energy, physical planning, telecommunications, environment, electrical power, public works, economy, management, sociology and public health. The number of contracted research of consulting projects reached 776 and the number of training courses reached 423 till the first quarter of 2008. DRTPC played an instrumental role in the development of national policies and institutional capacity building in these areas. It also organized numerous conferences, seminars, and workshops around these issues.

The important role that DRTPC assumes in the Egyptian scene since its opening is evident from the number of ministers, distinguished professors and executives from the public and private sectors who figure in its Board of Directors, from the size of its annual contracts which exceeded 55 Million LE in the financial year FY2006-2007, from the large number and diversity of organizations which benefited from its services and finally from its pioneering activities in technology transfer and capacity building to national industries and service sectors.

DRTPC occupies ample premises, within Cairo University Main Campus, of

more than 3000 m2

floor area on two upper floors in addition to the ground floor and a basement. Facilities and Services are available for conference/seminar hosting and management. The premise is air-conditioned and all the rooms are fitted with luxury comfortable furniture. The premise is provided by fire detection and fire fighting systems.

1.1 PROJECTS FACILITIES

¾ 32 Rooms (small, medium and large) are available for the use of Projects' Teams (Experts, Engineers and Support Staff).

¾ Fully equipped Laboratory for environmental measurements, geared for mobile "in situ" measurements with an experienced technician.

¾ DRTPC has full access to all experts from the staff of the Faculty of Engineering and other Cairo University Faculties and Laboratories in almost all fields of specialty. Those can be easily and directly contacted

1.5 ACCOUNTING & ADMINISTRATION SUPPORT

DRTPC has an Accounting Section (with 4 qualified accountants), which takes charge of follow up and audit of projects accounts and provides accounting support to Projects Managers and Principle Investigators.

Projects Mangers and Principle Investigators enjoy using the DRTPC Project Accounting Database "DRTPC-PADB" facility which gives updated first hand outlook on past and current financial situation of projects.

Each project should have its own secretariat among the project staff (as needed); however, for small scale projects DRTPC can provide minor secretariat support after arrangement with the Administration.

2. THE PETROLEUM AND PETROCHEMICAL ENGINEERING CONSULTATION GROUP

The Petroleum and Petrochemical Engineering Consultation (PPEC) Group started its activities in 2007 with fully-integrated team members of specialized and experienced academia and engineers in the fields of petroleum and chemical engineering. We mean to extend well-integrated consultative engineering services to oil, gas and petrochemicals industries through adopting a professional policy on the basis of contributing to launch and/or update companies in the denoted fields. Our target is to present focused engineering solutions which take into consideration the economical, environmental, and technological circumstances.

The PPEC Group operates according to the laws and standards in effect inside Egypt; it may also operate outside Egypt according to laws and standards in force.

3. MUTUAL COOPERATION BETWEEN PPEC GROUP & DRTPC

PPEC Group works in collaboration with and under the name of the Development Research and Technological Planning Center (DRTPC).

PPEC Group started its fruitful cooperation with DRTPC according to a mutual contractual agreement based on common interests and needs since the establishment of the Group in 2007.

The single over-arching goal of the cooperation is to ensure effective and sound mutual collaboration, technical and non-technical consultancy and service support between PPEC and DRTPC. All labs, auditoriums, training facilities and administrative services of DRTPC are absolutely and unlimitedly available for PPEC Group.

6. EXPANSION OF PPEC GROUP & COOPERATION WITH SOG COMPANY

Our growing team is currently performing work for various clients in the region. The recruitment and expansion strategies are focused upon providing the right people to meet the needs of our clients.

PPEC Group has co-operation and partnership with Sahara Oil & Gas Company according to an official MOU. SOG is one of the Sahara Group companies which encompasses Sahara Petroleum Services (Sapesco-Egypt), Drexel Oilfield Equipment, Valve & Tools, MOVA Transportation and Oil Services (MOVA). SOG is a product of more than 28 years experience in the Petroleum Sector. The company profile of Sahara Oil & Gas Company is presented in Annex 3 (Sahara Oil and Gas Company Profile)

The agreement between PPEC Group and SOG sets the pragmatic approach for cooperating, sharing information and working together as one entity, as both parties share certain common interests, vision and values.

The two parties (PPEC Group and SOG work together in various kinds of projects. The two parties exert reasonable efforts to assist each other in carrying out project activities through providing necessary expertise and advice, as well as other non-technical support.

7. RECENT ACTIVITIES

Project Title: A Technical Feasibility Study on Applying Surfactant Flooding to

Isaraan Field

Client: Scimitar Production Egypt Ltd. (SPEL)

Year: August 2009

Enhanced Oil Recovery (EOR) techniques have been developed and applied to increase the amount of crude oil that can be extracted from mature and mostly depleted oil fields. Of the many methods developed to improve oil recovery, two of these – thermal and miscible gas or liquid injection EOR – is, by far, the most widely employed. Using EOR, 30-60 %, or more, of the reservoir's original oil can be extracted compared with 2040% using only primary recovery (pressure depletion) and secondary recovery (water flooding).

Over the past twenty years, extensive research has been expanded to scrutinize the prospect of pertaining chemical EOR methods to a number of depleting oil fields; however, selecting the most appropriate method is not a simple task as it is very much dependent on the nature of the field under study. Some oil fields in Egypt have a very special geological nature; among these is Issaran oil field which resembles a unique case, worth investigation. EOR was applied to Issaran field from the very early start of production, without passing by the primary and secondary recovery phases, the matter which renders it an obviously unrepeated and significant case.

Owing to the intense concern of Scimitar Production, Egypt, Ltd. (SPEL) Company, the holder of Issaran oil field, to increase the oil recovery of the Field substantially and overcome the existing production difficulties, the Company has considered conducting an immediate pilot test to explore the opportunities of applying EOR, namely, injecting surfactants, along with steam injection currently applied. Accordingly, the Company assigned the Petroleum and Petrochemical Engineering Consultation (PPEC) Group – Cairo University to submit a detailed technical and financial proposal for the study that should precede the intended pilot test. The chief purpose of this study is to investigate the possibility of applying surfactant injection EOR to increase the productivity of the Field and set a comparison between available types of surfactants, aiming to select the most reliable type and determine the optimum conditions of application.

The ultimate goal of this project is to study the applicability of surfactant-polymer injection to increase oil production in Issaran oil field under the existing conditions. In this project, effort is deliberately directed towards achieving the objectives summarized here under:

Objectives: 1 Determining the most favourable surfactant/polymer solution, among the available types, to be used for the EOR application in Issaran Field 2 Investigating the behaviour of the surfactant solution/crude oil/brine system 3 Determining the optimum concentration of the injection solutions 4 Studying the effect of surfactant slug size, buffer slug size and buffer type on the oil recovery 5 Studying the effect the injection rate, salinity and temperature, at the optimum concentration of the most suitable surfactant/polymer on the oil recovery 6 Analyzing the mechanism by which surfactant/polymer fluids mobilize the residual oil under existing conditions for the field flooding 7 Depicting the necessary recommendations for field application.

Project Title: A Technical Feasibility Study on Applying Microbial Enhanced Oil

Recovery to Isaraan Field

Client: Scimitar Production Egypt Ltd. (SPEL)

Year: August 2009

Microbial enhanced oil recovery (MEOR) technology is the process of introducing or stimulating viable microorganisms in an oil reservoir for the purpose of enhancing oil recovery. Although several attempts have been made to describe the MEOR process, no experimental or theoretical model has yet fully incorporated all of the factors that strongly affect the mechanisms of oil displacement, growth and transport of bacteria in porous media.

Over the past twenty years, extensive research has been expanded to scrutinize the prospect of pertaining MEOR methods to a number of depleting oil fields; however, selecting the most appropriate type of bacteria and its suitable nutrient is not a simple task, as it is very much dependent on the nature of the field under study and its geological, mineralogical, and physical properties. Some oil fields in Egypt have a very special geological nature; among these is Issaran Oil Field which resembles a unique case, worth investigation. Thermal EOR method, the cyclic steam injection, was applied to Issaran Field from the very early start of production, without passing by the primary and secondary recovery phases, the matter which renders it an obviously unrepeated and significant case.

Owing to the intense concern of Scimitar Production, Egypt, Ltd. (SPEL) Company, the holder of Issaran Oil Field, to increase the oil recovery of the Field substantially and overcome the existing production difficulties, the Company has considered conducting an immediate pilot test to explore the opportunities of applying MEOR, i.e. mainly studying the possible application of bacteria in the enhancement of oil recovery along with steam injection currently applied. This is the main target of the present work.

Accordingly, the Company assigned the Petroleum and Petrochemical Engineering Consultation (PPEC) Group – Cairo University to submit a detailed technical and financial proposal for the study mentioned above. The chief purpose of the study is to investigate the presence of bacteria in the producing zones of Issaran oil reservoir and to study the possibility of applying the MEOR technique, to increase the productivity of the Field and to determine the optimum conditions of application of such technique.

Objectives:

The characteristics of this field renders it a typical case for studying the possibility of applying bacteria in the enhancement of oil recovery; the main target of the present work. The objectives of the present study are summarized as follows:

1 Isolation, classification and characterization of the bacteria from the field rock/fluid system. 2 Determination of the optimum conditions for activating the bacteria in the reservoir rock/fluid system. 3 Carrying out core tests using the Field conditions to investigate the effectiveness of the isolated bacteria on the recovery. 4 Analysis of the obtained results to recommend the conditions of applying the intended pilot project exploring the possible application of bacteria in the enhancement of oil recovery along with steam injection currently applied in Issaran Oil Field.

Project Title: A Study for Applying Water Flooding Project to Ferdaus Field Client: NORPETCO -

Currently, PPEC Group is conducting a detailed feasibility study emphasizing the possibility of applying water flooding to increase the productivity of the field. The main objectives of the study are as follows:

¾ To define a geological model of the Field that can be used to improve reservoir management and understand reservoir behaviour

¾ To update the oil in place and recovery factors for the Field

¾ To determine the feasibility of conducting a pilot/complete water injection or dump flood project for further optimum recovery achievements

¾ To develop a plan to maximize efficient production from the Field while optimizing ultimate recovery in a practical timeframe.

Project Title: Specialized Master in Petroleum Geophysics

Client: Entreprise Tunisienne d'Activités Pétrolières (ETAP)

Year: June 2009

Further to a meeting held in Cairo University premises between the delegates of The Entreprise Tunisienne d'Activités Pétrolières (ETAP) and the staff members of the Development Research and Technological Planning Center (DRTPC) -Cairo University, it was agreed to run a Specialized Master in Petroleum Geophysics. The duration of study for obtaining the Specialized Master degree is 60 weeks of full-time study, including duration of four months individual final internship project.

The program format is directly comparable to the postgraduate diploma. It is only open to persons who already have B.Sc. in Geophysics or equivalent. The program builds upon the foundation of capabilities developed in the undergraduate studies, and it focuses on the fundamental knowledge and skills related to the field of petroleum engineering. As such it is particularly suited to senior geophysicists who wish to become familiar with recent geophysical developments.

The coursework elements are new to the students and are selected in consultation with the specialists in the area of Geophysics and Petroleum Engineering. A minor project with a formal dissertation is a basic requirement for program completion.

Program Objectives The proposed program has four main educational objectives. These can be summarized as

follows: The program aims to:

1 Provide a study opportunity which enables the students to acquire in-depth knowledge and understanding of Geophysics fundamentals that are prerequisites for further specialization in the petroleum engineering profession. 2 Develop the appropriate intellectual skills required to enable graduates to plan, design, analyze, execute and manage industrial petroleum projects. 3 Provide students with the practical and professional skills necessary for employment in the field of petroleum engineering and related fields. 4 Develop required communication skills for the profession that enable the graduates to work in multi-disciplinary teams and interact properly in the professional environment.

Project Title: Industrial Training Client: Entreprise Tunisienne d'Activités Pétrolières (ETAP)

Year: January 2009

A program of industrial training in Petroleum Engineering and Petroleum Geoscience has been developed between the Entreprise Tunisienne d'Activités Pétrolières (ETAP) and the staff members of PPEC Group, Development Research and Technological Planning Center (DRTPC). The one year program started on October 2008 and will be automatically

renewed.

This program is designed for the new Geoscientists and engineers recently hired by ETAP and who are not initiated to the oil and gas industry. The program builds upon the foundation of capabilities developed in the undergraduate studies, and it focuses on the fundamental knowledge and skills that related to the field of petroleum engineering.

The program is based upon an integrated set of core courses relating to petroleum geosciences, reservoir engineering, production technology and drilling engineering. A professional project occupying three weeks provides broad scope for applying petroleum engineering knowledge and skills to a practical industry situation.

The minimum entrance qualification is a first class honours degree in science or engineering, as geosciences engineering, mechanical engineering, chemical engineering, civil engineering, physics, chemistry, etc… from any Tunisian university or its equivalent from an overseas academic institution. All trainees need to demonstrate good command of spoken and written English. Trainee with a TOEFEL or equivalent will be privileged for admission to the program. An English entrance exam must be completed before admission.

The study put forward a thorough investigation on the recent developments in the ammonia market within the context of the World market and the outlook over the next 10 years. A review of the natural gas feedstock developments in Egypt provides the background for a scenario analysis of the outlook for the natural gas prices in Egypt and worldwide.

Based on scrutinizing the Egyptian market conditions, the presented study concluded the opportunities of investing in the ammonia market, as well as the threats that need to be considered and the recommendations for overcoming such threats.

Egypt’s petrochemical industry is growing at a ten fold pace, having increased from $328 million in 2004 to a projected $3 billion in 2007. Currently, four projects are in progress and are expected to produce 2.6 billion tons of petrochemicals in 2008 and 2009. Another two projects to produce polypropylene and polystyrene are under negotiations and are expected to cost $800 million. This is part of the Government’s 20-year ambitious master plan to produce petrochemicals for export, in addition to covering the demands of the local market. The plan, to be executed in three phases, is estimated at a cost of $10 billion. The estimated cost for the first phase is $3.8 billion and will be completed in 2008.

The presented study introduced a general overview on petrochemical industry, discussing various categories of petrochemicals, their production and consumption rates, their end-use markets and the processes involved in their production. An intensive market survey followed, highlighting the major petrochemical projects, strategic environment and investment opportunities in the petrochemical field in Egypt.

The aim of the study is to focus on the importance of the vast growing Egypt's petrochemical industry. Consequently, efforts were boosted towards introducing a detailed market survey spotlighting the opportunities of investing in the area of petrochemical industry in Egypt. For this end, a clear, simple and comprehensive overview on petrochemicals classification, applications and production is constructed in this study
